A central bank digital currency (CBDC) is a digital form of money issued by a central bank. Under the standard definition used by the Federal Reserve and the Bank for International Settlements (BIS), it is a digital payment instrument denominated in the national unit of account and recorded as a direct liability of the central bank. Cryptocurrency is different at its foundation: it is issued or governed through a private, non-central-bank arrangement and is not a claim on a central bank.
That issuer-and-liability distinction matters more than the fact that both are digital. A CBDC is a possible form of sovereign money; cryptocurrency is a privately created digital asset category. CBDC projects also differ by country, legal framework, intended users, privacy rules and technology. There is no single worldwide CBDC product.

What a CBDC actually represents
When people hold physical notes, they hold money that is a liability of the issuing central bank. A CBDC would apply that central-bank claim to a digital payment instrument. The holder would use a digital balance or token representing central-bank money, subject to the legal and technical design adopted in that jurisdiction.
The Federal Reserve describes a CBDC as a digital liability of a central bank that is widely available to the public. BIS uses closely related language: a digital payment instrument denominated in the national unit of account and a direct liability of the central bank. The issuer and the legal claim are therefore the defining features, not the presence of a particular database or app.

“CBDC” is a family label. One country could choose accounts maintained through regulated intermediaries; another could use a token-based system; another could decide not to issue one at all. The term by itself does not establish whether balances are anonymous, programmable, interest-bearing, offline-capable or recorded on a blockchain.
CBDC and cryptocurrency compared
| Question | CBDC | Cryptocurrency |
|---|---|---|
| Who issues or governs it? | A central bank, under the country’s monetary and legal framework. | A private issuer, a decentralized network or another non-central-bank arrangement; the details vary by asset. |
| What claim does the holder have? | Under the standard model, a claim represented as a liability of the central bank. | It is not a liability of a central bank. The rights and economic relationship depend on the asset and its network. |
| What unit and value does it use? | Normally denominated in the national unit of account and intended to represent sovereign money at that unit. | Its own market price or asset-specific unit. Prices can move substantially against national currencies. |
| Who is it designed for? | A retail CBDC would target the public. A wholesale CBDC would target financial institutions and wholesale transactions. | Users depend on the particular cryptoasset, network, applications and access rules. |
| Is it decentralized? | Not necessarily. Governance and operating roles are design choices made within the public legal framework. | Some prominent cryptocurrencies use decentralized ledgers, but decentralization varies across assets. |
| Does it require blockchain? | No. The name does not prescribe blockchain or any other technology. | Some use distributed-ledger systems, while the technical structures of cryptoassets differ. |
| Is it available now? | Only where a jurisdiction has actually authorized and launched one. Exploration or a proposal is not issuance. | Some cryptoassets are already traded and used, but that does not make them central-bank money. |
This table describes broad categories, not every cryptoasset or every proposed CBDC. A jurisdiction-specific comparison must examine the actual law, wallet arrangement, operating model and status of the project.
CBDC versus ordinary bank deposits
A CBDC is also different from the digital money most people already use in bank accounts. A commercial-bank deposit is a claim on the commercial bank. The bank records the balance and owes the customer the amount, subject to the banking system’s rules and protections.

Both balances could be used electronically for payments, but the issuer, legal relationship, risk structure and settlement arrangements would differ. “Digital” describes the format; it does not identify whose liability the money is.
Retail and wholesale CBDCs
Retail CBDC
A retail, or general-purpose, CBDC is intended for individuals and businesses making everyday payments. It could be used at shops, for person-to-person transfers or for payments to government, depending on the country’s rules. A retail label says who the system is for, not whether it uses accounts, tokens, a distributed ledger or a particular wallet provider.

Wholesale CBDC
A wholesale CBDC is intended for financial institutions and large-value or financial-market transactions. It might support settlement between banks, securities transactions or other institutional payments rather than a household wallet.
BIS reported in its 2024 survey, published in 2025, that wholesale CBDC exploration was more advanced in aggregate than retail exploration. That describes the maturity of work across surveyed central banks, not a guarantee that wholesale systems will launch or that a retail system will not.

The word CBDC does not reveal the operational architecture. Policymakers must decide who maintains records, who provides wallets, how users are identified, how payments settle and what happens when a device or network is unavailable.
Direct and intermediary access
A central bank could provide some services directly, or regulated private-sector institutions could provide wallets and customer support while the central bank remains the issuer. An intermediary model can use existing payment expertise and compliance systems, but it also means the user’s experience and data handling depend on those providers.
Accounts, tokens and ledgers
An account-based design would associate a balance with an identified user account. A token-based design would focus on the authenticity and transfer of a digital unit. Either approach could be implemented with different database technologies. Blockchain is one possible technical component, not a consequence of the definition.

Limits and features
Designers may consider holding limits, transfer limits, offline payments, settlement timing, programmability and whether balances earn interest. These choices affect adoption, privacy, bank funding and financial stability. They cannot be inferred from the word CBDC alone.

There is no universal CBDC privacy answer. Legal frameworks must reconcile payment privacy with obligations to prevent money laundering, fraud and other financial crime. BIS identifies privacy and financial crime as core legal issues and notes that some authorities may require access to or sharing of personal data.
In practice, a wallet provider may need to identify a customer before allowing certain transactions. The amount of information visible to the central bank, an intermediary and law-enforcement authorities would depend on the jurisdiction’s law and system design. A CBDC should therefore be evaluated by its published privacy rules, not by assumptions that digital central-bank money is automatically anonymous or automatically surveilled.
What the proposed UK digital pound says
The Bank of England’s current proposal says users would access a digital pound through a wallet supplied by a private company. That provider may require identification to prevent financial crime or fraud. The Bank and the UK government say they would not access users’ personal data or be able to see how users spent their digital pounds, and that the proposed legal approach would guarantee privacy and spending control. These are assurances attached to the UK proposal, not a rule for every CBDC.
Sarah Breeden, the Bank of England’s Deputy Governor for Financial Stability, summarized the policy challenge this way: “Trust in all forms of money is an absolute necessity.” Trust depends on enforceable law, reliable technology, clear recourse when payments fail and limits on how data and balances can be used.

Does a CBDC use blockchain, allow anonymity or become programmable money?
Blockchain
No. A CBDC can be built with a centralized database, a distributed system or another architecture. The central-bank liability and the legal framework are the defining elements. A blockchain may be considered for particular performance, resilience or settlement objectives, but it is not mandatory.
Anonymity
No universal anonymity follows from the term. Anti-financial-crime rules may require identity checks, transaction monitoring or disclosure under defined legal procedures. Some designs could seek stronger privacy for low-value payments, but the actual threshold, data access and exceptions would be jurisdiction-specific.
Programmability
A CBDC is not automatically money that a government can program to expire, restrict purchases or impose conditions. Programmable payment features could be proposed by a system’s designers, but they would require technical capability, legal authority and policy choices. A reader should look for the project’s rules rather than treating programmability as an inherent property.

The Federal Reserve’s 2022 discussion paper identified possible benefits of a U.S. CBDC, including convenient electronic central-bank money, a platform for new financial services, potentially faster or cheaper payments—including some cross-border payments—and broader access to the financial system. Those are potential outcomes, not measured results of a launched U.S. product.
The same discussion raised questions about effects on financial-market structure, the cost and availability of credit, financial stability and monetary policy. If households moved large balances from commercial banks into a CBDC, banks could face changes in their deposit funding. During stress, rapid movement into a central-bank instrument could also affect liquidity. The ultimate effects would depend on design choices such as holding limits, remuneration, eligibility and the role of intermediaries.

Technical issues that require explicit choices
BIS system-design work groups four connected issues that a retail system must address:
- Privacy: what information is collected, who can access it and under what legal process.
- Cybersecurity: protection against theft, outages and attacks, including risks associated with future quantum computing.
- Offline functionality: whether people can make and later reconcile payments when connectivity is unavailable, and how double spending or loss is handled.
- Point-of-sale operation: how merchants accept payments, manage devices, handle disputes and integrate the system with existing payment infrastructure.
Each choice involves trade-offs. Stronger privacy may complicate fraud detection; offline capability may increase security and reconciliation challenges; extensive resilience requirements may raise cost and complexity. There is no single design that solves all of these problems in the same way.
Where CBDC projects stand
Global exploration
BIS reported that 91%—85 of the 93 central banks surveyed—were exploring a retail CBDC, a wholesale CBDC or both in its 2024 survey, published in 2025. This is a measure of exploration. It is not a count of launched currencies, a prediction that all surveyed institutions will issue one or evidence that consumers in those countries can already use a CBDC.

The Federal Reserve’s CBDC information page says it has made no decision whether to pursue or implement a CBDC. That page is marked as last updated January 21, 2022, so it should be read as the status statement on that cited page rather than as a newly dated policy announcement. The United States therefore should not be described as having a launched federal CBDC on the basis of that material.
United Kingdom
The Bank of England says it has not decided whether to introduce a digital pound. Its proposal describes a design phase, a detailed blueprint and experimentation intended to inform a joint assessment by the Bank and HM Treasury ahead of a decision on next steps in 2026. The proposal states that, if introduced, issuance would be no earlier than the second half of this decade. That is a stated planning timeline, not a launch commitment; the features remain proposals subject to a later decision and possible legislation.
Under the current UK proposal, a digital pound would be held in a private-sector wallet, used for day-to-day payments rather than savings and would not pay interest. Those details apply to that proposal and should not be generalized to CBDCs elsewhere.
How to evaluate a CBDC in any country
Because “CBDC” covers many possible systems, use a structured checklist when a government announces a project:
Recommended Free Tools
- Issuer and legal claim: confirm whether the instrument is legally a central-bank liability or a commercial-bank or private-sector claim.
- Audience: determine whether it is retail, wholesale or both.
- Access model: identify whether the central bank, banks, payment firms or other intermediaries provide wallets and customer service.
- Privacy and identity: read the rules for data collection, disclosure, transaction monitoring and lawful access.
- Economic terms: check interest, holding limits, fees, conversion into cash or deposits and eligibility.
- Technical operation: look for offline payments, point-of-sale requirements, outage recovery and cybersecurity responsibilities.
- Legal and project status: distinguish a consultation, experiment, pilot, legislative proposal, authorized system and live issuance.
- Cross-border access: check whether nonresidents or foreign institutions can use it and how other jurisdictions’ rules apply.
These questions prevent a common error: treating a policy proposal, a pilot or a research project as though it were already money available to the public.
