BEAD (Broadband Equity, Access, and Deployment) is a $42.45 billion federal grant program created by the Infrastructure Investment and Jobs Act (IIJA) and administered by the National Telecommunications and Information Administration (NTIA). It finances state- and territory-led plans for broadband infrastructure and related activities in places that lack adequate service. BEAD is not a check for households and it is not a subscription offer; local governments, providers and other approved subgrantees carry out projects selected through each state or territory’s process.

What BEAD funding is—and what it is not

The Broadband Equity, Access, and Deployment Program is the federal government’s large-scale effort to extend reliable, high-speed internet to every American. Congress funded it with $42.45 billion through the IIJA. NTIA, an agency of the U.S. Department of Commerce, sets the federal rules and reviews plans, while each state, territory and the District of Columbia runs the local planning and project-selection process.

That structure matters to anyone waiting for service. A resident normally does not apply to NTIA for a BEAD grant or receive a monthly broadband benefit from the program. Instead, an eligible entity maps locations that qualify, designs a proposal, chooses projects or subgrantees, and then oversees implementation after federal approval. The eventual network may be built by a private provider, a public entity, a cooperative or a partnership, depending on the approved local plan.

BEAD also is broader than a “fiber program.” Fiber may be proposed for a particular project, but the federal overview covers broadband infrastructure generally, plus planning, adoption, workforce and other activities that make the resulting network useful. A state plan—not a nationwide assumption—determines the technology, locations and schedule for a specific project.

Why rural broadband is a central BEAD target

Rural communities often face long distances between homes, difficult terrain and a small customer base over which to spread construction costs. Those conditions can make a commercially funded network uneconomic even when residents, farms, schools and businesses need the same high-capacity service available in denser areas.

BEAD grants are intended to close that financing gap. Federal money is allocated to eligible entities, which combine it with project plans and any required matching resources. Approved projects can then pay for construction or upgrades in unserved and underserved locations. The mechanism is therefore indirect: a federal grant enables a locally selected build, and that build is intended to create service where the market alone has not delivered it.

“Rural” is a useful description of the program’s focus, but eligibility is established through program location data and state or territorial rules. A rural address is not automatically a BEAD address, and an urban or suburban location can be included if it meets the applicable unserved or underserved definition. Check the map and project record used by your state rather than relying on geography alone.

Who administers BEAD and who can receive the money?

Federal administration by NTIA

NTIA administers the program, distributes allocations, evaluates required submissions and tracks major milestones. The agency’s 2025 BEAD Restructuring Policy Notice modified and replaced certain requirements in the original Notice of Funding Opportunity. The notice says every eligible entity must comply with it to obtain approval of its Final Proposal from the Assistant Secretary of Commerce for Communications and Information. This policy notice is therefore part of the current rule set, not merely historical background.

State, territory and District of Columbia responsibility

The 56 eligible entities—50 states, five territories and the District of Columbia—prepare their own proposals. Their broadband offices identify eligible locations, consult communities, run challenges or other validation procedures where required, solicit project applications, and rank or select projects under the approved process. They also negotiate performance obligations and monitor construction.

Providers and other organizations that win a state or territorial selection become subgrantees or project partners. They are responsible for the actual deployment and for meeting requirements such as service levels, construction deadlines, reporting and affordability provisions that appear in the award documents.

What BEAD grants can pay for

NTIA’s program overview lists several eligible activity categories. The exact mix differs by approved state or territorial plan.

Eligible activity What it can mean in practice
Planning and data collection Mapping eligible locations, engineering, environmental work, outreach, program administration and other preparation needed for a credible deployment plan.
Deployment or upgrading of broadband infrastructure Building new networks or improving existing facilities in unserved and underserved areas so they can provide the required high-speed service.
Service to community anchor institutions Connecting schools, libraries, health-care facilities, public-safety sites and other qualifying institutions that serve the wider community.
Multi-unit residential buildings Installing internet and Wi-Fi service in apartment buildings and other multi-dwelling properties where a building-level solution can improve access for many households.
Adoption and use programs Activities that help residents sign up, obtain devices or develop the skills needed to use a newly available connection meaningfully.
Workforce readiness Training and related efforts that prepare workers to install, maintain and operate broadband networks.
Other approved activities Additional uses, at the Assistant Secretary’s discretion, that increase meaningful use of infrastructure constructed with the program.

Because these categories include planning and adoption, a project announcement does not necessarily mean that a construction crew has started work. Read the project’s status and scope to see whether it concerns a proposal, an award, an executed agreement, construction or completed service.

How federal funding becomes a local broadband project

  1. Federal allocation. NTIA makes BEAD funding available to the eligible entities under federal program rules.
  2. Location identification. The state or territory uses program data, provider information and its challenge or validation process to determine which locations are unserved or underserved and which institutions or buildings may qualify.
  3. Initial planning and public engagement. The broadband office develops a five-year or equivalent strategy, consults local governments and communities, and describes how it will prioritize locations and meet program requirements.
  4. Project solicitation. The eligible entity invites providers, cooperatives, public networks or partnerships to submit proposals for eligible areas. A solicitation may specify performance, resilience, affordability, labor and timing requirements.
  5. Evaluation and selection. Applications are compared under the state or territorial criteria. Technology, cost, schedule, reliability and the ability to serve the designated locations can all matter; no single technology is automatically selected nationwide.
  6. Final Proposal and federal review. The eligible entity submits its Final Proposal to NTIA. Approval under the current policy framework is required before the entity can move to the next funding stage.
  7. NIST approval and award agreement. After NTIA approval, the National Institute of Standards and Technology (NIST) approval identified in program reporting makes funds available. The entity then signs and returns its award agreement.
  8. Construction, activation and oversight. Subgrantees build or upgrade the network, report progress and meet the obligations in their agreements. Only after facilities are constructed, tested and opened for service can a household actually order the connection.

States can document these stages differently, so the labels on a local dashboard matter. “Final Proposal approved” is a federal planning milestone; it is not proof that every location in that proposal has been connected.

What changed in 2025?

On June 6, 2025, NTIA issued its BEAD Restructuring Policy Notice. The notice says it modifies and replaces certain requirements in the original Notice of Funding Opportunity and requires each eligible entity to follow the new policy to gain Final Proposal approval. A state plan created under earlier instructions may therefore be revised before funding is released.

The practical consequence is that older summaries can describe an outdated process. When a state page, news report or provider announcement conflicts with the 2025 notice or a newer state instruction, use the current NTIA notice and the state broadband office’s latest documents. Requirements for technology choices, project scoring, affordability, labor, reporting or sequencing should be treated as version-specific rather than universal BEAD rules.

How much progress has BEAD made?

Program-wide figures are snapshots with a date, not a live count of connected homes. The latest dated milestones available here come from April 2026.

Milestone Reported count Date and source context What it tells you
Final Proposals approved by NTIA 54 of 56 eligible entities BroadbandUSA/NTIA newsletter, April 2026 Most eligible entities had federal approval of their required proposal.
Final Proposals approved by NIST 52 of 56 BroadbandUSA/NTIA newsletter, April 2026 The newsletter says this milestone made funds available for those entities.
Signed and returned award agreements 46 of 56 BroadbandUSA/NTIA newsletter, April 2026 These entities had completed that agreement step; it does not equal completed construction.

An NTIA dashboard snapshot dated April 13, 2026 listed 56 Final Proposals submitted, 53 approved by NTIA, 51 approved by NIST and 44 signed and returned agreements. The differing totals reflect movement between reporting snapshots and illustrate why a date belongs next to every number.

On February 9, 2026, NTIA announced approval of 50 of 56 Final Proposals and estimated $21 billion in taxpayer savings after its “Benefit of the Bargain” reforms. That $21 billion figure is NTIA’s estimate attributed to that announcement; it is not an independently audited measure of construction cost or a count of homes connected.

These milestones establish administrative progress, not a nationwide total of completed BEAD-funded connections. The available figures do not establish how many rural households had service activated as of October 2026. For a current outcome, consult the latest NTIA dashboard and the relevant state or territorial project records.

How to find out whether your address may benefit

  1. Find your state or territory broadband office. NTIA’s public BEAD resources directory links to each eligible entity’s plan and process information.
  2. Open the latest BEAD plan, map or project dashboard. Look for an address-level map, eligible-location list, challenge results or a subgrant award list.
  3. Check the project status label. Distinguish an announced proposal or selected project from an executed award, construction start, service-ready date and completed connection.
  4. Read the technology and performance description. A plan may specify fiber, fixed wireless, cable, satellite or another permitted solution for a particular area. Do not infer the technology from the word “BEAD” alone.
  5. Ask the state office about the schedule. Construction timing can vary by permits, environmental review, pole access, supply chains and the subgrantee’s obligations. A statewide target date is not necessarily an address-level activation date.
  6. When service is announced, verify ordering details with the selected provider. Confirm the served address, installation process, advertised speed, price and any low-income or adoption assistance before cancelling an existing connection.

If your location is absent, use the challenge or correction procedure published by your state. Mapping data can change, and a provider’s reported coverage does not always match the program’s eligibility determination.

How to compare BEAD projects responsibly

Comparing two local projects is useful only when the records describe the same stage and use comparable measures. Focus on:

  • Eligible locations: the number and type of premises or institutions covered.
  • Proposed technology: the network type and the performance standard promised in the project record.
  • Status: proposal, selection, NTIA approval, NIST approval, signed agreement, construction, service-ready or completed service.
  • Timeline: contract milestones and any stated construction or activation deadlines.
  • Community elements: anchor-institution connections, multi-unit building service, adoption support and workforce commitments.
  • Accountability: reporting, enforcement, affordability and complaint procedures included in the award documents.

Do not treat the largest announced dollar amount as the best project or assume that a plan with a faster press release is already delivering service. The underlying state proposal and award record are the evidence for a local comparison.

Common misunderstandings and how to avoid them

“BEAD sends every household a grant.”

No. The recipients are eligible entities, which then award subgrants or contracts. Households may benefit from a new network or an adoption program, but they do not normally receive BEAD money directly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Every BEAD project is fiber.”

No nationwide rule makes fiber the only answer. The program funds broadband infrastructure, and the technology is selected through the applicable state or territorial process.

“An approved plan means service is available now.”

No. Approval is an administrative milestone. Construction, testing and retail availability follow later and can take substantial time.

“The April 2026 totals are the current national totals.”

No. They are dated snapshots. Program status can change after publication, so use the latest official dashboard for a current count.

“A rural address automatically qualifies.”

No. Eligibility depends on the program’s location data and the state or territory’s determination of service status.

Where BEAD fits in the broader broadband effort

BEAD addresses the infrastructure and connected-use gap at national scale, but it does not replace every other broadband program. A state may coordinate BEAD with mapping, permitting, digital-equity, device, workforce or affordability initiatives. The eligible-activity list explicitly recognizes that a network is more valuable when residents can afford to use it, obtain equipment, develop skills and reach community institutions.

That is why a complete state plan can contain both construction projects and non-construction activities. The balance reflects local barriers: one county may need a long rural middle-mile extension, while another may need apartment-building wiring, anchor-institution connections or enrollment assistance after facilities are built.

Bottom line for rural residents

BEAD is the federal financing framework; your state or territory’s plan is the practical path to a local project. The program allocates $42.45 billion for broadband deployment and related planning, adoption, workforce and community uses, with NTIA oversight and local project selection. As of the April 2026 milestones reported by BroadbandUSA and NTIA, most eligible entities had cleared proposal or award steps, but those figures do not prove that every funded network—or any particular address—is already connected. To learn what may happen at your home or business, start with your state broadband office’s current map, project record and schedule.
