It affects strategy because the board’s selection criteria can reflect the company’s future priorities—and the appointed CEO will influence how those priorities are carried out. A planned transition can aim to preserve continuity, but a company announcement alone cannot show that a CEO change caused later results.
What happens in an oil and gas CEO search?
The board typically oversees succession planning, approves the role’s criteria, assesses candidates and plans the handover. It may prepare for both a scheduled departure and an unexpected vacancy. The process can include developing internal candidates and comparing their readiness with the external market; a formal search does not automatically mean the company will hire from outside.

Halliburton’s Corporate Governance Guidelines say the board should “Develop criteria for the position that reflects the Company’s business strategy.” The guidelines also describe formal candidate assessment, internal-candidate development and planning for expected and emergency succession. Expand Energy’s 2026 proxy describes ongoing succession planning, candidate development and market benchmarking, as well as an independent CEO Search Committee during a leadership transition (Expand Energy 2026 proxy statement).
Planned succession and a formal search
Some boards prepare for a transition well in advance. Suncor announced on August 6, 2026, that Peter Zebedee was to become CEO in April 2027 after a transition period; the company described the appointment as the result of a board-led succession process (Suncor announcement). ConocoPhillips announced on August 6, 2026, that Andy O’Brien would succeed Ryan Lance, effective September 1, 2026. O’Brien had served as CFO and EVP of Strategy and Commercial (ConocoPhillips announcement).

Other situations call for an interim leader while the board searches. After its CEO stepped down, Ithaca Energy named its CFO interim CEO as it pursued a formal search on January 5, 2024 (Ithaca Energy announcement). An interim appointment can provide a way to manage the business during the process, but the right approach depends on the company and circumstances.
How does the search shape company strategy?
The profile a board seeks signals which capabilities it believes matter for the company’s next stage. Depending on its assets, risks and priorities, those capabilities might include operational execution, financial discipline, safety and risk management, regulatory understanding, commercial judgment, industry knowledge, or experience managing growth and portfolio change.

ConocoPhillips identifies CEO or senior-officer experience as relevant to understanding strategy and risk, and notes the energy-specific perspective industry experience can provide (ConocoPhillips board selection approach). Enbridge’s 2023 management information circular describes selection considerations that included industry knowledge, cross-border experience, prior CEO experience and experience overseeing strategy (Enbridge 2023 Management Information Circular). These are examples of company-specific criteria, not a universal job description.

Once appointed, a CEO can affect priorities and the pace and manner of execution through leadership decisions. That influence does not mean every subsequent strategic decision or business result can be attributed to the succession. The board’s criteria, the company’s stated intentions and later outcomes are different kinds of evidence.

Internal successor or external hire?
Boards can develop internal candidates while also comparing them with the external market. Neither route is automatically better: the fit depends on what the company needs and which capabilities the candidates bring.
| Consideration | Internal succession | External search |
|---|---|---|
| Continuity and company knowledge | An internal candidate may already know the company’s assets, people and stakeholders. | An external candidate may need time to learn the company and its operating context. |
| New perspectives or missing capabilities | The board can assess whether an internal candidate has the skills needed for future priorities. | The board can look beyond the current leadership team for capabilities or perspectives it believes are missing. |
| Readiness and transition | Development plans can help the board assess readiness before a vacancy arises. | A formal process may require a transition plan, especially if an interim leader is in place. |
| Fit with strategy | The relevant question is whether the candidate can lead the company’s next phase, not simply continue the previous one. | The relevant question is whether the candidate’s experience matches the company’s needs and operating context. |
This comparison describes practical considerations, not a scorecard required by any one governance source. A formal process may consider both internal and external candidates, as Expand Energy’s proxy describes.

What do recent company transitions show?
Succession announcements show how particular boards describe their choices and intended transitions; they do not establish a general formula for oil and gas companies.
- Continuity alongside growth: Seplat Energy’s June 9, 2026, announcement framed its CEO transition as supporting growth while emphasizing continuity in strategy and governance. It attributed growth during Roger Brown’s tenure to financial discipline, asset development and acquisitions; those are the company’s stated explanations, not independent causal findings (Seplat Energy announcement).
- Experience across businesses: Enbridge announced a 2027 CEO transition on September 8, 2026, following a multi-year succession process. It cited Michele Harradence’s experience across gas distribution, transmission, midstream, oil sands and refining (Enbridge announcement).
- Planned handover: Suncor’s announced transition included a period between the August 2026 announcement and the planned April 2027 appointment, while ConocoPhillips set a September 1, 2026, effective date for O’Brien’s appointment (Suncor announcement; ConocoPhillips announcement).
How should investors and other readers interpret a CEO search?
Start with what the board says it needs from the next leader, then compare those stated needs with the candidate’s disclosed experience and the company’s strategic context. A useful reading distinguishes process facts from claims about future results.

- Look for strategy-linked criteria: Do the stated qualifications connect to the company’s business and upcoming challenges?
- Check whether the candidate pool is broader than one route: Internal development and external benchmarking can happen together.
- Read continuity statements as intentions: If the company says it expects strategic continuity, that is its stated goal, not proof that priorities or outcomes will remain unchanged.
- Separate announcement from impact: A board announcement documents its rationale and planned transition; it does not prove that the appointment caused subsequent performance.
Succession can support continuity when the board prepares a credible handover, while a poorly structured or biased process can create disruption. McKinsey’s oil and gas succession case is illustrative, not a sector-wide measurement (McKinsey, “Bias Busters: Next in line? A structured approach to succession planning,” June 3, 2024). No generalizable sector statistic on search duration, success rate or appointment effects on returns is established by the cited material.
