What Is an FHA Refinance? Types, Costs, and How to Compare Lenders

An FHA refinance replaces an existing mortgage with a new mortgage insured by the Federal Housing Administration. The right option depends first on whether your current loan is FHA-insured and whether you want to take cash out. There is no lender that is best for every borrower: compare current written Loan Estimates from at least three lenders using the same loan scenario.

What an FHA refinance does

An FHA refinance pays off an existing mortgage with a new FHA-insured loan. The refinance may change your interest rate, repayment term, or loan structure; a cash-out refinance may also let you access some home equity, subject to FHA rules and the lender’s underwriting.

FHA-insured does not mean the government lends you the money. A participating lender evaluates and makes the loan under FHA program requirements. The applicable rules and your eligibility depend on the refinance type and your specific loan file.

Which FHA refinance type fits your situation?

Type Existing mortgage Purpose and key distinction
Cash-out refinance May refinance a mortgage that is not FHA-insured, subject to program rules. Replaces the existing debt and may provide cash from equity, subject to FHA requirements and lender underwriting.
Rate-and-term refinance HUD describes this path as available to refinance any mortgage, subject to program requirements. No cash out; proceeds pay existing mortgage liens and transaction costs.
Simple refinance Existing FHA-insured mortgage. No cash out; HUD’s handbook classification requires an appraisal.
Streamline refinance Existing FHA-insured mortgage. FHA-to-FHA refinance with limited borrower credit documentation and underwriting. HUD describes credit-qualifying and non-credit-qualifying versions.

For Streamline, HUD’s public overview says the existing FHA loan must be current, the refinance must provide a net tangible benefit, and cash over $500 may not be taken out. Those points are not a substitute for the applicable requirements in FHA Handbook 4000.1 or a lender’s review of your file. Do not assume the eligibility rules for one refinance type apply to another.

What “Streamline” means—and does not mean

“Streamline” refers to the amount of documentation and underwriting the lender must perform; it does not mean automatic approval or a cost-free transaction. HUD explains this in its Streamline refinance guidance. The loan still has to meet the applicable FHA program requirements and the lender’s underwriting standards.

Where FHA refinance costs appear

Closing costs and “no-cost” offers

HUD says closing costs cannot be rolled into the new mortgage amount for an FHA Streamline refinance. A lender may nevertheless advertise “no cost” to mean you do not pay costs out of pocket at closing: it may charge a higher interest rate and use the resulting premium to cover transaction costs. Compare that higher payment and its cost over the time you expect to keep the loan against the alternatives available for your refinance type. CFPB likewise cautions that “no closing costs” can mean a higher monthly payment, not a free loan (CFPB guide to comparing loan offers).

Mortgage insurance

FHA forward mortgages commonly include an upfront mortgage insurance premium (UFMIP) and an annual mortgage insurance premium (MIP) paid in monthly installments. HUD’s published premium FAQ lists a 1.75% UFMIP for most purchase, refinance, and Streamline loans, with exceptions. Annual MIP varies by loan term, base loan amount, loan-to-value ratio, and case endorsement date. Because HUD’s FAQ contains date-dependent categories, verify which premium rules apply to your loan with HUD guidance and the lender before relying on an exact figure.

Payment, term, and total cost

A lower interest rate by itself does not establish that refinancing is a better deal. Compare the new principal-and-interest payment and mortgage insurance with your current loan, account for closing costs, and consider whether the new term would extend repayment. Your break-even point depends on your actual estimates and how long you keep the mortgage; it cannot be determined from a headline rate alone.

How to find and compare FHA refinance lenders

HUD’s FHA lender search helps you find lenders by location and program-related criteria. It is a directory, not a ranking of service quality or loan prices. CFPB advises borrowers to compare at least three offers. Its mortgage-shopping guidance says comparing offers may save consumers $600 to $1,200 per year in general; that is not a guaranteed saving or an FHA-refinance-specific estimate (CFPB mortgage shopping guidance).

  1. Set one scenario. Give each lender the same refinance type, approximate loan amount, repayment term, rate structure, and discount-points choice. Explain whether you want cash out and provide the same property and borrower details.
  2. Request written Loan Estimates. Ask each lender for an estimate based on that same scenario. Compare offers issued at similar times, since rates and fees can change.
  3. Compare the full offer. Check the interest rate and APR; monthly principal and interest; mortgage insurance and other recurring amounts; loan amount and term; lender-controlled charges, points, and cash due at closing.
  4. Check the rate lock and timing. Ask whether the quoted rate is locked, how long the lock lasts, the estimated closing timeline, and what an extension would cost.
  5. Assess execution as well as price. Ask the loan officer to explain meaningful differences between estimates, how the lender will handle your refinance type, and whether its expected timeline fits your needs.

Taxes, insurance, and some government charges may differ for reasons outside a lender’s control. Ask the lenders to explain material differences rather than treating every line-item variation as a pricing advantage.

Use the right FHA limit for your property

HUD’s 2026 nationwide FHA forward mortgage limits for a one-unit property have a floor of $541,287 and a ceiling of $1,249,125. These limits apply to calendar year 2026; the limit for a particular property depends on location. Use HUD’s mortgage limits search for the property’s area rather than assuming the nationwide floor or ceiling applies to your loan.
