An AI kill chain is a way of describing where artificial-intelligence tools assist a military targeting process—from finding and locating an object to tracking it, selecting an action, carrying out an engagement and assessing the result. It is not the name of one universal product or a single standardized machine. Different armed forces divide the work differently, and AI may provide information or recommendations without making the decision to use force.
What “AI kill chain” means
In military language, a kill chain is a model of the connected steps used to turn information about a potential target into an action and then evaluate what happened. Adding “AI” indicates that software using machine-learning or other automated methods supports one or more of those steps.

The phrase can therefore describe very different systems. One tool might scan sensor feeds and flag an object for an analyst. Another might maintain a track as a vehicle moves. A planning application might rank possible courses of action. None of those descriptions, by themselves, proves that a machine independently selected and attacked a target.
Public doctrine does not use one fixed sequence. Ukraine’s Ministry of Defence presents a six-stage sequence—find, fix, track, target, engage and assess—for explaining its approach. A SIPRI comparison of public doctrines condenses related work into four broader phases. The phases and stages overlap: work can be iterative, bidirectional or simultaneous rather than a simple line from observation to explosion.

Two common ways to map the targeting process

The four-phase description used in SIPRI’s public-doctrine comparison is: establishing goals and objectives; identifying and developing targets while choosing means; executing the mission; and assessing effectiveness. It is useful for comparing doctrines, but it should not be mistaken for a universal rulebook.
What do “find, fix, track, target, engage, assess” mean?
Find: detect a possible object
Find is the discovery step. Intelligence, surveillance and reconnaissance data can come from imagery, video or other sensors. A system may search large volumes of data for features that resemble equipment, personnel or activity of interest. The output is an observation or lead for further examination, not automatically a legally approved target.
Fix: establish location and status
Fix turns a lead into a more precise understanding of where an object is and what it may be. That can involve refining coordinates, checking the time of collection and confirming that the object has not been confused with something else. The quality of a fix depends on sensor coverage, geolocation accuracy, freshness of the data and human review.

Targets move, disappear behind terrain or buildings, and may be accompanied by similar objects. Tracking links observations over time and updates a position or identity as new data arrives. Video-analysis software can help maintain a track, but a track is still an estimate that can break or become wrong when inputs are incomplete.
Target: choose an appropriate response
Target is the decision stage in the six-part explanation. It includes deciding whether an object meets the mission’s criteria and choosing a suitable kinetic or non-kinetic means. An algorithm can rank or nominate possibilities, but the meaning of that recommendation depends on the rules, authorization and people responsible for the operation.

Engage: apply the authorized effect
Engage is the execution of an approved action at designated coordinates or against an approved object. In a system with decision support, software may pass information to operators or other command systems while people retain authorization responsibilities. The public descriptions considered here do not establish a single technical architecture for this handoff.
Assess: determine what happened
Assessment examines the effects of an engagement and whether the intended objective was achieved. It can identify the need for additional action, reveal mistaken assumptions or provide information for later planning. Assessment also closes the loop: its findings can feed back into finding, fixing and tracking.

SIPRI describes AI-enabled decision-support systems as tools that filter or flag relevant information, predict scenarios and recommend actions. In a targeting context, that can include target nomination or prioritization, attack planning, target tracking, course-of-action analysis and resource optimization.

Ukraine’s Ministry of Defence says automated target recognition can accelerate find and fix, video analysis can support tracking, and prioritization algorithms can assist the target stage. Those are the ministry’s descriptions of its approach; they are not a claim that every military uses the same tools or assigns them the same authority.
Does AI choose targets or just help people find them?
The answer depends on the system’s function and the human decision point. SIPRI distinguishes a decision-support system from an autonomous weapon system.

Decision-support systems
A decision-support system provides descriptive, predictive or prescriptive assistance. It may show relevant information, forecast what could happen or recommend an action. A person remains responsible for interpreting the output and deciding whether to proceed, subject to the applicable command and legal framework.
Autonomous weapon systems
SIPRI uses “autonomous weapon systems” for weapons that, once activated, can identify, select and apply force to targets without human intervention. An operator may supervise the system or retain an override, but human input is not required for the system to perform those functions.
These categories can be confused because both may use AI and both can process sensor data. The practical questions are more precise: What does the software do? At which stage does it operate? Who reviews or authorizes the result? Can a person intervene before force is applied? “AI targeting” is therefore not a synonym for autonomous attack.
Human oversight, responsibility and safeguards
Official policies emphasize human responsibility, but a policy statement describes the issuing government’s commitments; it does not prove that every armed force or deployment operates identically.
Ukraine’s Ministry of Defence says its approach keeps the final decision to engage with a human and limits autonomy according to the potential cost of error. That is the ministry’s stated approach and should be attributed to it.

The UK Ministry of Defence says weapons that identify, select and attack targets require context-appropriate human involvement. Its published principles call for clearly established human responsibility and control, an appropriate understanding of AI systems and their limitations, proactive mitigation of unintended harms, and demonstrable reliability, robustness and security. The ministry identifies JSP 936 as its principal policy framework for safe and responsible AI adoption, including governance, development and assurance across the AI lifecycle.

SIPRI also stresses that legal determinations and accountability remain human responsibilities. Decision-support tools raise legal and operational questions even when they do not apply force directly, because they influence the information and recommendations on which people rely.

In an explainer published on 28 August 2026, Ukraine’s Ministry of Defence described the Avengers AI platform integrated into the Vezha module of the DELTA combat system. The ministry reported the following figures:

The figures describe a particular platform, dataset and use case. They should not be presented as an independently evaluated performance statistic for military AI kill chains in general. A percentage such as “70% identified” also requires context about the task definition, data conditions, false positives and false negatives before it can support a comparison with another system.
How to judge claims about an AI kill chain
When a government, contractor or commentator describes an AI targeting capability, ask five questions:
- Function: Is the system filtering information, predicting, recommending, nominating targets, maintaining tracks or independently identifying and engaging?
- Stage: Which part of the cycle does the claim actually cover?
- Human role: Who reviews the output, authorizes action and can stop or override it?
- Operating scope: Does the evidence concern a particular deployment, test, mission or broad policy?
- Evidence quality: Is the number an official self-reported figure, a controlled evaluation or an independent assessment?
This framework prevents a narrow image-recognition result from being treated as proof that an entire chain is autonomous, accurate or legally compliant.
Why no single diagram explains every military
Military organizations use different terminology, command structures, sensors and rules of engagement. Some combine activities that another doctrine separates; others repeat a stage as new information arrives. A four-phase model can be useful for strategic comparison, while the six-stage model makes the handoffs easier to explain. Neither establishes how classified systems are built or how a particular operation was conducted.

Weather, terrain, adversarial deception, sensor outages, changing equipment and biased or incomplete training data can all affect outputs. Stating that a system “uses AI” is therefore less informative than identifying its task, authority and evidence.
The practical meaning of the term
For readers, “AI kill chain” is best understood as shorthand for AI-assisted military targeting work. The useful distinction is not whether a system has an impressive label, but whether it is helping people interpret information and plan an action or is itself identifying, selecting and applying force after activation. The six stages—find, fix, track, target, engage and assess—provide a vocabulary for locating that difference, while broader doctrines remind us that real targeting cycles are overlapping and iterative.
