An administrative or regulatory fee on a U.S. phone bill is often a surcharge the phone company assesses to recover costs it associates with administering service, regulatory obligations, or other expenses. The label alone does not mean the government imposed the charge or requires you to pay it. Check the exact line item against your carrier’s current explanation for your service.
Is a regulatory fee on a phone bill a tax?
Not necessarily. A government tax or fee is set by a federal, state, or local government. A carrier surcharge is assessed by the phone company. A carrier charge may refer to genuine regulatory costs the company pays, but that does not make the charge itself a government tax.

The White House Council of Economic Advisers described carrier-retained administrative and regulatory cost-recovery charges as additions to the price of telephone service (2016 report, “The Cost of Hidden Fees to Consumers”). Verizon says its Administrative and Telco Recovery Charge is a Verizon charge, not a government-imposed fee; AT&T likewise says its Phone Administrative Fee is not a tax or government-required collection.
What can these charges cover?
There is no universal definition or standard fee schedule. Providers use different names and describe different cost categories. For example, Verizon says its Administrative and Telco Recovery Charge helps defray or recover costs associated with regulatory and industry obligations, property taxes, and network-related costs. Verizon retains the charge; it is not a government tax. Its amount and included costs may change, and it is assessed on each line (Verizon: Government taxes and fees and Verizon mobile surcharges).

AT&T’s small-business disclosure distinguishes a Regulatory Cost Recovery Charge from a Phone Administrative Fee. It says the recovery charge is assessed by AT&T and lists components related to federal regulation, relay service, numbering-plan administration, and local number portability. AT&T describes the administrative fee as a per-line, per-month charge that helps defray certain service costs. The page was last updated January 4, 2024, and applies to small-business service, so check the disclosure for your own service before relying on those details (AT&T: Taxes, Surcharges, and Fees).
How to tell a carrier surcharge from a government charge
| Bill category | Who sets or assesses it | What to check |
|---|---|---|
| Government taxes and fees | Federal, state, or local government sets them; the carrier may bill and collect them. | Applicable amounts can vary by service location. Verizon describes these separately from its own surcharges. |
| Carrier-imposed recovery charge | The carrier assesses and retains it. | Read the carrier’s description of what it covers, how it is calculated, and whether it is per line or per account. |
These categories can appear near each other on the bill, and similar labels do not guarantee that two providers mean the same thing. Verizon, for example, lists government taxes and fees separately from mobile surcharges; AT&T separately identifies its Regulatory Cost Recovery Charge and Phone Administrative Fee. Use the exact charge name and the disclosure for your account, not a definition from another provider.

How to check an unfamiliar fee
- Copy the exact line-item name. Include abbreviations and note whether the charge appears once or on each line.
- Find your carrier’s current fee disclosure. Match the name and service type—wireless, home phone, or business service—rather than relying on a general glossary.
- Check who assesses the charge. Look for whether the provider describes it as government-set and collected, or as a carrier charge it assesses itself.
- Ask the carrier for the calculation. Ask what service it applies to, whether it is charged per line or per account, what costs it is intended to cover, and whether the amount or definition can change.
- Compare the recurring total, not just the advertised base price. Include carrier surcharges and location-based taxes when comparing plans.
The Maine Office of Public Advocate advises customers to contact their telephone company to verify a new fee they do not recognize (Maine Office of Public Advocate: Understanding Your Phone Bill). The available information does not establish that every carrier recovery charge is optional under every contract or state rule. If you dispute a charge, review your current service terms and contact the relevant state consumer authority.

Why the total can exceed the advertised plan price
Advertised base prices may not include every carrier surcharge or location-based tax. A 2016 White House Council of Economic Advisers report illustrated the effect with a $39.99 plan, a $4 regulatory cost recovery fee, and a $3 administrative fee, for a $46.99 total (“The Cost of Hidden Fees to Consumers”). That is a historical illustration from the report—not a current typical price or estimate of what your bill should be.

What the fee’s name does not tell you
- It does not by itself establish that the government imposed the charge or receives the money.
- It does not establish what the charge covers; the provider’s current disclosure is the relevant explanation.
- It does not establish a standard amount across carriers, plans, or locations. No universal fee schedule or verified nationwide average amount is established by the sources cited here.
- It does not establish that the charge is optional under your particular contract or state rules.
A Federal Communications Commission order in a specific proceeding about telephone access charges stated, “We do not think that these charges should have a place on consumers’ phone bills once those charges are deregulated and detariffed.” That statement concerns access charges addressed in that proceeding; it should not be read as a ruling about every administrative or regulatory fee (FCC DA 19-1271).
