What Is an Account Aggregator Network in India and How Does It Work?

In India, an Account Aggregator (AA) network is a regulated, consent-based system for moving a person’s financial information between institutions. An AA is an RBI-regulated non-banking financial company (NBFC): it manages permission, retrieves information from a financial information provider (FIP), and transfers it to a financial information user (FIU). It is not the lender, does not own the data, and must not ask for or store your bank password, PIN, or other FIP login credentials.

The framework is India-specific. “Account aggregator” should not be treated as a generic name for every account-linking service in another country. Your consent determines what information is shared, why it is shared, who receives it, and how long the permission lasts.

What is an Account Aggregator Network?

The Reserve Bank of India (RBI) defines an Account Aggregator as an NBFC that retrieves or collects customer financial information and consolidates, organises, or presents it to the customer or to an authorised financial information user. The AA operates as a permission manager and secure data-transfer intermediary rather than as a bank, lender, investment adviser, or data owner.

RBI’s directions state that “the financial information pertaining to the customer shall not be the property of the Account Aggregator, and not be used in any other manner.” That distinction matters: the institution holding your account remains responsible for the source record, while the institution requesting the information may use it only within the consent you approved.

The three institutional roles

Role What it does Typical examples or relationship
Financial information provider (FIP) Holds the original financial information, validates the consent request, and returns the permitted information. A bank, NBFC, asset-management company, depository, insurer, insurance repository, central recordkeeping agency, or GSTN-linked institution, subject to applicable eligibility rules.
Account Aggregator (AA) Manages the consent artefact, authenticates the participating institutions, and transfers information securely under the approved terms. An RBI-regulated NBFC operating in the AA framework.
Financial information user (FIU) Requests information for a stated purpose and uses or discloses it only as the consent permits. The lender, insurer, wealth-management provider, personal-finance service, or another authorised financial institution you selected.
Customer Reviews the request, approves or declines it, can inspect consent history, and can revoke all or part of an active consent. The account holder whose information is being requested.

The same organisation can have different roles for different information flows, but the permission and purpose must still be explicit.

How does Account Aggregator work?

An AA transaction is designed as a consent-led sequence. The exact screens differ between apps and services, but the underlying flow follows RBI requirements.

  1. A service asks for information. You encounter the request while applying for a loan, verifying an account, using an insurance service, or accessing another financial product. The FIU explains the purpose and identifies the information it wants.
  2. You choose an AA and review the request. The AA presents a standardised consent artefact. It identifies you, the information requested, the stated purpose, the FIU receiving it, the notification destination, and the consent’s creation and expiry dates. Depending on the request, it also specifies the permitted period of historical data, how often information may be fetched, and any other scope limits.
  3. The FIP validates the permission. The institution holding the account checks that the consent is valid, within its permitted dates and usage, and associated with the AA’s credentials. It then digitally signs the response and sends the requested information through a secure channel. RBI describes FIP responses as real time.
  4. The AA verifies and transfers. The AA confirms the FIU and passes the information under the exact consent terms. The AA is not supposed to reinterpret the purpose or use the information for its own unrelated activity.
  5. The FIU uses the information within scope. The receiving institution may use or disclose the information only as allowed by the consent artefact. Your AA app should retain a record of the permission and the FIUs with which information was shared.

What the consent artefact tells you

  • Who: the customer, the AA, the FIP sources, and the FIU recipient.
  • What: the account categories, statements, balances, transactions, or other financial information requested.
  • Why: the declared purpose, such as underwriting, verification, or financial planning.
  • How long: creation and expiry dates, plus any recurring-fetch frequency.
  • Where: the destination for notifications and the institution that receives the information.

Read those fields instead of treating an “allow” button as blanket access. A request for three months of transaction history for a stated lending decision is materially different from a recurring request covering every account for an open-ended period.

Is an Account Aggregator safe?

The framework builds in important protections. RBI directions require consent-based authorisation, secure transmission, safeguards against unauthorised access, and customer access to consent records. They also require that financial information accessed by an AA not reside with the AA.

RBI’s consumer education material says: “You can share your financial information through an Account Aggregator in a secured manner as it does not see or store your financial information”. The practical meaning is that the AA is intended to orchestrate a permissioned transfer rather than maintain a copy of your account data.

Those rules reduce the AA’s permitted access; they do not make every participant or downstream system risk-free. The FIU receives information under the consent and remains responsible for its own handling, security, retention, and compliance obligations. Check the recipient, purpose, duration, and requested data before approving.

Does an Account Aggregator store my bank password?

No. RBI directions prohibit an AA from requesting or storing the credentials you use to authenticate with an FIP. The direction states: “User authentication credentials of customers relating to accounts with various financial information providers shall not be accessed by the Account Aggregator.” That covers credentials such as passwords, PINs, and private keys.

You may still be sent to an FIP’s own authentication screen or another approved authentication step. Enter credentials only on the institution’s legitimate interface, never into an unsolicited message or a screen that asks the AA to collect them directly.

Can the AA see or keep my financial data?

The regulatory design says the AA should not retain the financial information it accesses. The FIP supplies the information, the AA transfers it under consent, and the FIU receives it for the stated purpose. This is a requirement on the AA, not a promise that no FIU, device, network, or other participant can ever suffer a security incident. Treat unexpected requests, mismatched recipients, and excessive data scopes as warning signs.

Can I revoke Account Aggregator consent?

Yes. RBI requires customers to be able to review consent records and revoke a consent, including in part. Sahamati’s app directory says customers can approve or decline requests and, where supported, revoke active consent; the available controls differ among apps.

  1. Open the AA app or web interface you used for the permission.
  2. Go to the consent, permissions, or consent-history area.
  3. Select the active consent and inspect its FIU, FIP accounts, data scope, expiry, and frequency.
  4. Choose revoke, withdraw, or the equivalent control. If the app offers partial revocation, remove only the account or data category you no longer want to share.
  5. Save the confirmation and check whether the FIU reports that future fetches have stopped.

Revocation stops permission for future access under that consent; it does not automatically erase information an FIU already received or records it must retain under another legal obligation. Ask the FIU about its retention and deletion policy if you need information removed from its systems.

What is an Account Aggregator used for?

RBI identifies lending, credit monitoring, wealth management, and personal-finance management as possible applications. It also describes the potential for faster digital loan processing and cash-flow-based lending for micro, small, and medium-sized businesses when information such as GSTN data is included. Those are stated possibilities, not a measured time saving or approval guarantee for every customer.

Use case How permissioned data can help Status qualification
Lending and underwriting A lender can assess income, cash flow, balances, and repayment patterns without asking you to email or upload multiple statements. Established ecosystem use; the result depends on the lender’s process and the consent scope.
Account or income verification A service can confirm account details or income from a participating source. Sahamati lists account-detail verification and life-insurance income verification among its use cases.
Insurance Permitted financial information can support an application or underwriting workflow. Availability depends on the insurer, FIP, and the particular AA integration.
Wealth management and advisory An adviser can assemble information from authorised accounts for a stated planning or advisory purpose. Sahamati lists wealth advisory; product availability varies.
Personal-finance management With permission, a service can present information from multiple accounts in one view. Sahamati distinguishes live use cases from those still under development; check the app’s current capabilities.
Credit monitoring Repeated, permissioned updates can support monitoring where the participating institutions offer it. Not every AA or FIU supports recurring access.

What is the difference between an Account Aggregator and a lender?

An AA handles consent and transmission; a lender evaluates an application and may provide credit. Confusing the two can lead you to approve a request without checking who will actually receive your information.

Question Account Aggregator Lender
Primary function Manage permission and transfer financial information. Assess creditworthiness, make a lending decision, and service a loan.
Owns the source account? No. The FIP holds the original record, and the data is not the AA’s property. No, unless it is also the institution holding one of your accounts; it receives only information authorised for its purpose.
Can it decide whether to approve your loan? No. Yes, according to its underwriting rules and applicable law.
Receives your data? Transfers it under the consent flow and is required not to retain accessed information. Receives the information specified in the consent and handles it under its own obligations.
What you should inspect Consent scope, duration, FIP accounts, FIU identity, and revocation controls. Interest, fees, repayment terms, privacy notice, and how the application uses and retains data.

How to evaluate an AA consent request

Before selecting “approve,” use these checks:

  • Purpose fit: Is every requested account and data category relevant to the stated service?
  • Recipient identity: Is the FIU the bank, lender, insurer, adviser, or other institution you intended?
  • Duration and frequency: Does the expiry date and recurring-fetch setting match the task, or is it broader than necessary?
  • Account scope: Are dormant, personal, business, or unrelated accounts included unnecessarily?
  • Controls: Does the particular app show consent history and provide full or partial revocation?
  • Platform support: Does it work on your web or mobile platform, and does it display financial information or only manage consent? Sahamati notes that features differ among apps.

Decline a request that names an unfamiliar FIU, asks for data unrelated to its purpose, or pressures you to provide a password directly to the AA.

How large is the Account Aggregator ecosystem?

Adoption figures are snapshots reported by Sahamati, the industry alliance, rather than an RBI census. Keep the dates and metric definitions attached to each number.

What happens when an AA request fails?

The request is declined or expires

Ask the FIU to issue a new request with a clear purpose and appropriate dates. An expired consent cannot authorise a fresh fetch.

The wrong account appears

Stop before approving. Check the FIP name and account identifier, then contact the FIP or AA through its official support channel. Do not approve a broad request merely to continue an application.

The app does not show revocation

Feature availability varies. Review the app’s consent-history and help sections, then contact the AA. You can also ask the FIU which active consent it is using and how to withdraw it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A service asks for a password or PIN

Do not provide it to the AA or through an unsolicited link. RBI’s rule is that the AA must not access those FIP authentication credentials. Restart from the FIP’s official app or website and verify the participating institution.

Regulatory scope and limits

The RBI page for the AA direction identifies the material as updated through September 6, 2024. Regulatory directions and technical eligibility can change, so institutions and customers should consult the latest RBI material and the current consent screen for the applicable requirements.

The network can include banks, NBFCs, asset-management companies, depositories, insurers, insurance repositories, central recordkeeping agencies, and GSTN among the categories shown in RBI’s consumer material. Exact participation, data types, and technical requirements depend on the directions that apply to each institution.

The essential boundary is simple: FIPs hold information, FIUs request and use it, and AAs manage consent and transfer. You remain the person who decides whether the requested information, recipient, purpose, and time period make sense.
