Andhra Pradesh Chief Minister N. Chandrababu Naidu has asked the PanIIT alumni network—reported to number about five lakh—to contribute ideas, technology and entrepreneurial experience to nation-building and Amaravati’s ambition to become a quantum-technology hub. His appeal came at the PanIIT Andhra Pradesh Summit in Vijayawada. The alumni were not given a formal enlistment or application process in the report.
What is Amaravati Quantum Valley?
Amaravati Quantum Valley is an Andhra Pradesh initiative to build a quantum-technology and deep-tech ecosystem in Amaravati, combining planned computing infrastructure with research, education, communications security and industry collaboration. It is not a single computer or facility. The name covers a group of announced projects and proposals involving state and central government bodies, universities and companies.

The broader effort predates the latest summit announcements. At a foundation ceremony on February 8, 2026, the Ministry of Science & Technology reported the launch of IBM and TCS Quantum Cloud Services, an IBM–TCS Quantum Innovation Centre, a Quantum Talent Hub, an SRM University Quantum Reference Facility, a Quantum-Safe Applications initiative and MoUs with nine industry partners. The ministry release described announcements at the ceremony; it does not by itself establish that each initiative is now operating. Ministry of Science & Technology
What did Naidu ask five lakh IITians to do?
At the PanIIT Andhra Pradesh Summit in Vijayawada, Naidu appealed to the roughly five-lakh-strong PanIIT alumni network to bring ideas, technology and entrepreneurial experience into nation-building. India Today, reporting with PTI inputs on October 5, 2026, said the state and PanIIT also signed agreements covering startups, research and technology transfer. The report presents the alumni figure and summit details; it does not describe a formal recruitment scheme or explain how alumni can sign up. India Today

What was announced at the summit?
The summit report describes several proposals and targets linked to Amaravati and Andhra Pradesh. They should be read as reported announcements, not proof that funding, facilities or systems are already in operation.
- ₹500 crore PanIIT Amaravati Deep Tech Venture Fund: the amount reported for this proposed fund. The report does not provide fund terms or establish that it is operational.
- IIT Research Park and PanIIT Amaravati World Council: reported as planned components of the initiative.
- University mentorship and Centres of Excellence: the report describes IIT mentorship for state universities and plans for Centres of Excellence.
- Five Q-Shiva quantum computers: reported as launched at the summit and to be made in Amaravati. The report does not independently verify their specifications or deployment.
- First computer target: Naidu reportedly said the first quantum computer would begin functioning in Amaravati on February 3, 2027. That is a future target, not a completed milestone.
- School skills: the report says AI and entrepreneurship skills will be taught from Class 6 onward in Andhra Pradesh, but gives no curriculum or implementation timetable.
The summit report also mentions initiatives in semiconductors, aerospace, defence, drones and space technology. The available account does not set out their implementation details. These summit-specific claims are reported by India Today; the official project announcements described below provide wider context but do not independently confirm each one.

Which other institutions and companies are involved?
| Partner or component | Announced role and focus | What the announcement establishes |
|---|---|---|
| NIELIT and Government of Andhra Pradesh | A dedicated Quantum & AI university campus in Amaravati, with proposed programs and research in quantum computing and algorithms, AI and machine learning, quantum communications and cybersecurity, quantum hardware, high-performance computing and AI–quantum convergence. | The February 20, 2026 MoU describes a proposed campus, including undergraduate, postgraduate and PhD programs, laboratories, industry-linked Centres of Excellence, incubation and academic collaborations. It does not establish that the campus is operating. Ministry of Electronics & IT |
| C-DOT | A proposed centre of excellence in Quantum Communication & Security Solutions, with work described in privacy-enhancement technologies, research and testing, lower-cost sub-components and an integrated quantum-security testbed. | The Ministry of Communications reported an MoU in November 2025 to participate in Amaravati Quantum Valley. The release describes the proposed work, not its subsequent operating status. Ministry of Communications |
| IBM, TCS and Andhra Pradesh government | A planned IBM Quantum System Two installation at the tech park, announced with a 156-qubit Heron processor. The companies described planned access and work on algorithms, applications and possible sector use cases. | IBM’s May 2025 announcement is a plan and intended research agenda; it is not evidence that installation is complete or that quantum advantage has been achieved. How does the Amaravati initiative relate to the National Quantum Mission?
They are related in subject, but their figures refer to different things. The ₹500 crore figure in the summit story is for the reported PanIIT Amaravati Deep Tech Venture Fund. Separately, the Ministry of Science & Technology describes an approximately ₹6,000 crore allocation for the National Quantum Mission and a footprint spanning 43 institutions across 17 states and two Union Territories. The national allocation is not the Amaravati venture fund. Ministry of Science & Technology
At the February 2026 foundation ceremony, Union Minister of State (Independent Charge) for Science & Technology Dr. Jitendra Singh called it “not merely the foundation stone of a building, but the foundation stone of India’s quantum future.” That statement expresses the mission’s ambition; it is not evidence of a technical outcome.

The public announcements establish a substantial set of planned and proposed activities, but not a single, verified operating-status picture for every component. The NIELIT campus is described through an MoU; C-DOT’s centre is proposed; and IBM’s System Two installation was announced as a plan. The summit’s fund, research park, Q-Shiva systems and school-skills plan are reported announcements whose terms, delivery and implementation are not established in the cited accounts.
IBM’s announcement also outlines potential research and sector applications, not demonstrated practical quantum advantage. A planned installation or potential use case should not be mistaken for a proven quantum-computing result.
