What Is AI Infrastructure? Data Centers, Chips, Power, and Networking Explained

AI infrastructure is the connected physical and digital stack that supplies computing, storage, networking, electricity, cooling, and software services for training and running artificial-intelligence systems. It is not a single processor. A typical deployment combines a data-center facility, servers, CPUs and accelerators such as GPUs, high-speed interconnects, storage, power-distribution equipment, heat-management systems, and—when accessed remotely—a cloud service layer. The Congressional Research Service (CRS) describes this relationship in its February 2025 brief, Data Centers and Cloud Computing: Information Technology Infrastructure for Artificial Intelligence.

The AI infrastructure stack, layer by layer

AI infrastructure exists to move data through computation reliably and at scale. Each layer has a distinct job, but none works in isolation: processors need memory and storage, servers need networks, and every electrical component ultimately depends on a facility that can deliver power and remove heat.

Data centers: the physical home

A data center is a facility that houses and powers interconnected servers. It provides racks, electrical distribution, backup systems, environmental controls, physical security, and network connections. The servers inside are the building blocks used for ordinary applications as well as AI.

Servers, memory, and storage

Servers contain processors, memory, storage devices, and interfaces that connect them to other machines. Storage holds training data, model checkpoints, software, and logs. Memory keeps frequently used data close to the processors. Large AI jobs commonly distribute these resources across many servers rather than placing everything in one machine.

Compute chips

Central processing units (CPUs) handle general-purpose operating-system and application work. Graphics processing units (GPUs) and other accelerators execute many arithmetic operations in parallel, making them generally better suited than CPUs for major AI computational tasks. A cluster can combine both: CPUs coordinate services and data movement while accelerators perform much of the model computation. The best hardware still depends on the workload; preprocessing, control logic, inference, and training can have different requirements.

Networking and interconnects

Networks connect servers to storage and connect accelerators inside and across servers. High-speed links let GPUs exchange model parameters, activations, and training data quickly enough for a large job to act like a coordinated system. Without those links, adding more servers can leave processors waiting for data instead of computing.

Power delivery and heat management

Electrical infrastructure brings utility power into the facility, converts it into forms IT equipment can use, distributes it to racks, and protects equipment against interruptions. Dense computing turns much of that electricity into heat, so the facility also needs systems that carry heat away. The exact cooling technology and facility design vary by site; the available evidence supports this conceptual role rather than a product-by-product comparison.

Cloud services

Cloud computing lets an organization access processing chips, storage, networks, and software remotely instead of operating the entire facility. The underlying data center still exists; the cloud changes who owns and operates the physical resources and how the customer reaches them.

How an AI workload uses the stack

The path from data to an AI result illustrates why infrastructure is a system rather than a chip purchase.

  1. Prepare and store data. Datasets, labels, code, and configuration files are stored on local or remotely accessed storage. CPUs and storage systems perform much of the ingestion and preprocessing.
  2. Schedule the job. Software assigns work to available servers and accelerators. It also tracks memory capacity, permissions, failures, and checkpoints.
  3. Load data into memory. Batches move from storage through the network into server memory and accelerator memory. Slow storage or congested links can starve otherwise capable processors.
  4. Compute in parallel. GPUs or other accelerators perform the matrix and tensor operations used by training or inference. CPUs handle orchestration and other general tasks.
  5. Exchange intermediate results. In distributed training, accelerators on different servers continually synchronize information over high-speed interconnects. Network performance therefore affects useful compute capacity.
  6. Write results and monitor the run. Checkpoints, logs, model outputs, and metrics return to storage. Power, temperature, hardware health, and job progress are monitored so operators can recover from faults.
  7. Serve an application. After training, inference servers receive requests, run the model, and send responses over the application network. A production service may use a different mix of chips and servers than the training cluster.

Why GPUs and CPUs are both present

AI workloads contain different kinds of work. Parallel numerical operations—especially the repeated operations in neural-network training—benefit from accelerators designed to process many elements simultaneously. CPUs remain important for operating systems, data preparation, scheduling, networking tasks, and application logic. A GPU-heavy server is therefore not a replacement for the rest of the computer.

Clusters spread a model or a set of training examples across multiple accelerators. This raises capacity, but it also raises coordination requirements: data must be available, memory must be sufficient, and the network must move synchronization traffic fast enough. For some smaller or less parallel workloads, a CPU or a smaller accelerator configuration can be a better fit than a large cluster.

Networking is part of the compute system

In a conventional application, the network may connect a few services. In an AI cluster, it can sit directly in the critical path of computation. Accelerators in separate servers exchange data during distributed training; storage traffic competes with that communication; and users reach inference endpoints through additional network layers.

This is why a facility can contain powerful processors yet deliver disappointing results if links are congested, distant, or unreliable. Capacity planning must consider the complete path from storage to memory to accelerator and back. The CRS overview explains that interconnected servers and their networks make large-scale AI processing possible: CRS brief.

Electricity: the constraint behind AI capacity

Electricity figures are often quoted as if they measured AI alone. The major published figures below cover data centers overall, so they include conventional cloud, enterprise, and internet workloads as well as AI.

Measure What the source reports Qualification
Global data-center electricity use 415 terawatt-hours (TWh) in 2024, about 1.5% of global electricity International Energy Agency (IEA), published 10 April 2025; all data centers, not AI-only facilities
Geographic shares in 2024 United States 45%; China 25%; Europe 15% IEA estimate of global data-center electricity consumption
Global growth since 2017 Around 12% per year IEA estimate for data-center electricity use, more than four times total electricity-consumption growth
U.S. data-center use in 2023 176 TWh, or 4.4% of U.S. electricity U.S. Department of Energy (DOE) announcement summarizing the 2024 Lawrence Berkeley National Laboratory report; all data centers
U.S. estimate for 2028 325–580 TWh, or 6.7–12% of U.S. electricity Report estimate summarized by DOE, not an observed outcome and not AI-only

The IEA states, “There is no AI without energy – specifically electricity for data centres,” in its Energy and AI report. The report also warns that local grid effects can be much sharper than a global percentage suggests because new capacity is geographically concentrated. A global share therefore cannot tell you what a particular town, utility, or facility will experience. See the IEA report and executive summary: Energy and AI and executive summary.

For the U.S. historical figure and forecast range, the DOE announcement is the source: DOE, 20 December 2024. The range is a forecast from the underlying laboratory report, not a guarantee that demand will reach either endpoint.

How power reaches an AI rack

At a high level, the power chain has four jobs:

  • Bring power to the site: utility connections and on-site equipment provide the facility’s supply.
  • Convert and protect it: electrical systems transform voltage, filter disturbances, and provide backup or ride-through capability.
  • Distribute it: switchgear, busways, and rack-level equipment deliver power to servers and accelerators.
  • Remove the resulting heat: facility systems keep equipment within operating limits and maintain reliability.

Every conversion and distribution stage affects efficiency, capacity, maintenance, and cost. Higher-density racks make these decisions more consequential because a fault or thermal bottleneck can affect a large amount of compute at once.

What NVIDIA’s 800 VDC proposal means—and what it does not prove

NVIDIA describes a planned 800-volt direct-current architecture for future high-density AI racks. Its technical blog says the design is intended to reduce conversion steps and support future megawatt-scale racks, with full-scale production targeted alongside Kyber rack-scale systems in 2027: NVIDIA’s 800 VDC architecture article.

Those efficiency, maintenance, cost, and deployment benefits are vendor-stated goals and projections. The cited article does not provide an independent performance test proving that the proposed architecture has achieved them, and the 2027 date is a company target rather than a completed industry milestone. Treat it as an example of where rack-level power design may be heading, not as a specification for every current data center.

Cloud access versus operating infrastructure yourself

The practical choice is not simply “cloud or no cloud.” It is a division of control, responsibility, and risk. The CRS distinction is that cloud customers remotely access resources operated in data centers; an organization running its own facility takes on more of the physical and operational work.

Decision axis Operating hardware yourself Using cloud resources
Control and data governance Direct control over facility, hardware placement, and data-handling policies Resources are accessed remotely under the provider’s service and governance model
Hardware responsibility Organization procures, installs, maintains, and replaces servers, networks, and power systems Provider operates the underlying data-center equipment; customer configures the rented resources
Capacity and workload fit Capacity is bounded by owned or leased equipment and expansion plans Access depends on the provider’s available hardware and the workload types it supports
Network and geography Placement and internal network design are under the operator’s control Access traverses the provider connection; location and network path must fit the application
Facilities and operations Operator handles electricity, heat management, physical security, monitoring, and repairs Provider handles the facility layer; customer remains responsible for workload configuration and use

Prices, latency, and workload-specific performance vary by provider and configuration and are not universal properties of “cloud” or “on-premises.” Evaluate those items with current, provider-specific data rather than assuming one model is always faster or cheaper.

A practical way to plan AI infrastructure

Whether you are designing a private cluster or selecting remote capacity, answer these questions in order:

  1. Define the workload. Separate training, fine-tuning, batch inference, and interactive inference. Record model size, data volume, concurrency, and retention requirements.
  2. Match compute to the work. Decide which tasks need accelerators and which are better handled by CPUs or other system components. Include memory capacity, not only chip count.
  3. Map data movement. Identify where datasets and checkpoints live, how often they move, and which links carry synchronization traffic. A compute plan without a network plan is incomplete.
  4. Set governance boundaries. Determine where sensitive data may be stored and processed, who can administer systems, and what logging and recovery controls are required.
  5. Check power and thermal limits. For owned equipment, verify electrical capacity, backup arrangements, rack density, and heat-management capability before purchasing servers. For cloud use, confirm the provider’s region and service capacity meet your requirements.
  6. Plan failure and growth. Include checkpointing, spare capacity, monitoring, replacement paths, and a realistic expansion schedule. More accelerators increase coordination and facility demands as well as raw compute.
  7. Measure the complete service. Track useful work completed, data-loading time, network wait time, accelerator utilization, energy use, and application response—not just theoretical chip performance.

Common misconceptions

  • “AI infrastructure means buying GPUs.” GPUs are one compute layer. Servers, memory, storage, interconnects, power delivery, heat management, and operations determine whether those GPUs can be used effectively.
  • “Cloud means the infrastructure disappears.” It remains in a provider’s data center; the customer accesses it remotely and shifts much of the facility responsibility to the provider.
  • “A global electricity percentage describes every community.” Demand is concentrated, so local grid effects can differ substantially from global averages.
  • “A vendor roadmap is a measured result.” Future architectures and dates, including the proposed 800 VDC design, should be labeled as projections until independent operating evidence exists.
  • “More chips always produce proportionally more AI.” Storage delays, network synchronization, memory limits, power constraints, and software overhead can prevent linear scaling.

Why the whole stack matters

AI infrastructure is best understood as a chain: facilities supply power and remove heat; servers provide memory, storage, and general-purpose control; accelerators perform parallel computation; networks keep distributed processors and storage synchronized; and cloud services package some of these resources for remote use. A weakness in any link can limit the result of every other investment. That systems view is the key to evaluating an AI deployment accurately, whether the equipment sits in your own building or in a provider’s data center.
