What Is AI Agent Governance, and How Does It Work Across SaaS Apps?

AI agent governance defines who owns an agent, what SaaS data and actions it can access, when it needs approval, and how its activity is reviewed.

AI agent governance is the set of policies, ownership rules, identity and access controls, monitoring, and review processes that keep AI agents accountable and within approved limits. Across SaaS apps, it means knowing which agents exist, who is responsible for them, what they can access or change, whose authority they act under, and how to review what they did.

What AI agent governance means

An AI agent can do more than generate an answer: depending on its design and connected services, it may read records, update them, send messages, or trigger a business workflow. Governance defines the permitted purpose and boundaries for those actions, assigns responsibility, and creates a way to detect and address activity that falls outside them.

The level of control should match the possible consequences. A read-only assistant generally needs different safeguards from an agent that can edit customer records, communicate externally, or initiate transactions. Governance does not guarantee that an agent will behave correctly; it makes its authority explicit and its activity more accountable.

The National Institute of Standards and Technology (NIST) describes its AI Risk Management Framework (AI RMF) as “intended for voluntary use” to improve the ability to incorporate trustworthiness considerations into the design, development, use, and evaluation of AI products, services, and systems. The framework, published on January 26, 2023, organizes risk management around four functions: Govern, Map, Measure, and Manage.

How to govern AI agents across SaaS apps

Use these steps as an operating process, not as a one-time setup. Revisit them when an agent’s purpose, connected service, data access, or capabilities change.

  1. Inventory agents and name an owner. Record each agent’s purpose, responsible business and technical owners, connected SaaS services, relevant data categories, and permitted actions. Keep the inventory current as agents and integrations are added, changed, or retired.
  2. Give each agent a distinguishable identity. Access systems and activity records should make it possible to tell an agent or other non-human identity apart from an individual user. When an agent acts on a person’s or organization’s delegated authority, retain the link to that authority so the action can be attributed.
  3. Grant only the access needed for the task. Configure permissions in each SaaS service around the agent’s defined purpose. Separate read access from write access, and restrict sensitive actions where the platform allows it. A protocol or identity standard alone does not establish that permissions are appropriately limited.
  4. Set rules for autonomous actions and approvals. Define which actions may proceed automatically, which require human approval, and which are not allowed. Make the boundary specific to the action and its consequences; an approval rule for reading a record need not be the same as one for changing it or sending information outside the organization.
  5. Keep usable activity and data-flow records. Seek records that connect activity to the agent identity and show relevant actions, inputs or data provenance, and outcomes. Use them for routine reviews and investigations. The completeness of those records depends on the SaaS service and integration; do not assume every connector exposes a full account of an agent’s activity.
  6. Review controls and respond to change. Assign oversight, understand the context and potential impact, assess whether safeguards work as intended, and update them as risks or workflows change. NIST’s AI RMF Playbook suggests actions for applying the framework, but NIST describes the framework as voluntary, not a mandatory checklist.

What to control in each SaaS connection

Governance has to reach the individual services an agent uses. NIST Special Publication 800-210, published in July 2020, provides general access-control guidance for IaaS, PaaS, and SaaS. It is useful cloud-access context, but it predates NIST’s current agent-specific work and is not a finalized cross-SaaS agent standard.

  • Service and resource: Identify which SaaS app and which records, folders, workspaces, or other resources the agent can reach.
  • Permission and action: Distinguish viewing from creating, editing, deleting, sharing, messaging, or triggering a workflow. Apply the narrowest permission the service supports for the approved task.
  • Authority and attribution: Make clear whether the agent acts under its own service identity, a delegated user authority, or another approved business authority, and preserve that relationship in records where possible.
  • Approval and evidence: Specify which operations need a person’s approval and what information should be retained to review the decision and result.

These controls will not look identical across SaaS products. Each service exposes different permissions and logging capabilities, so governance should document both the intended control and any visibility or enforcement limits in the actual integration.

Where NIST’s agent-specific work stands

NIST’s AI RMF supplies a voluntary, general structure for managing AI risk. NIST says AI RMF 1.0 is being updated. Separately, NIST’s agent initiative supports work on industry-led standards, open protocols, and agent authentication and identity infrastructure; it is not itself a completed cross-SaaS governance standard.

NIST’s National Cybersecurity Center of Excellence (NCCoE) project on software and AI agent identity and authorization is intended to explore standards-based approaches and practical guidance. Its project page was listed as soliciting comments when reviewed, so its status may change. The related concept paper identifies agent and system identification, authorization, access delegation, logging and transparency, and data-flow tracking as areas for exploration.

That concept paper discusses OAuth 2.0 and extensions, policy-based access controls, the Model Context Protocol (MCP), and OpenID Connect (OIDC) as candidate approaches or project considerations. They should not be read as a settled reference architecture, a universal requirement, or proof that adopting a particular protocol automatically provides least-privilege access or safe agent behavior.

How to assess an agent governance approach

When reviewing an internal program or a governance tool, assess whether it can:

  • Identify agents across the services they use and distinguish them from human users.
  • Limit permissions at a useful level of detail and make delegated authority attributable.
  • Observe or enforce controls for the specific SaaS services and actions in scope.
  • Record actions with sufficient attribution, and expose relevant data-flow or provenance information.
  • Require approvals at defined boundaries and export evidence for review.

These are evaluation criteria drawn from the issues NIST’s agent project is examining, not a tested product ranking. A tool’s advertised coverage should be checked against the permissions, actions, and records available in the organization’s actual SaaS connections.
