In cybersecurity, that agency changes the consequence of an error: a chatbot may produce a bad answer, while an agent with API, file, messaging, or code-execution access can send, change, delete, disclose, or run something.
Defenders should therefore treat an agent as a software principal with a defined identity, narrowly scoped authority, monitored actions, and a tested failure boundary. Prompt injection, excessive permissions, identity abuse, data exposure, model poisoning, ordinary vulnerabilities, and multi-agent cascades are the main risk families, but their severity depends on the particular tools, data, environment, and actions a deployment permits.

What “agentic AI” means in a security context
There is no single standardized agent architecture. The term describes AI-enabled software that can pursue a goal through several steps instead of returning one response. It may decide which tool to call, inspect the result, revise its plan, and continue until it reaches a stopping condition. NIST describes these systems as capable of planning and taking autonomous actions that affect real-world systems or environments.

A system that only drafts text has a different impact profile from one that can send a message, edit a ticket, change a cloud resource, execute code, transfer money, or modify a production file. “Autonomous” also does not mean unsupervised in every deployment: an organization may require approval for selected steps, while allowing low-risk steps to proceed automatically.

The agent loop
- Observe: the agent receives a request and gathers context from records, documents, websites, mail, sensors, or APIs.
- Plan: the model selects a sequence of actions to meet the goal.
- Act: a tool adapter invokes a function, query, application, or operating-system capability.
- Evaluate: the agent reads the result, decides whether the goal is met, and either stops or repeats the loop.
Each step creates a control point. Untrusted content can influence planning; tool adapters can overexpose authority; and a harmless-looking intermediate action can create a consequential final result.
Why agency changes the threat model
Traditional software security remains necessary, but an agent adds a decision-making layer between input and effect. Authentication, memory safety, dependency security, network controls, and data protection do not disappear when a model is introduced. They must be applied to the agent runtime, its tools, the model and retrieval pipeline, and the systems it can reach.
Agency increases the blast radius of ambiguity. If a model misunderstands a request while producing a draft, a person may catch the mistake. If the same misunderstanding causes an API call, the system may create an account, publish data, close an incident, or remove a resource before anyone notices. NIST’s 2026 summary of responses to its agent-security request for information reports that commenters widely agreed agents create novel security threats and that those concerns can hinder adoption. That summary reflects respondents’ views, not a measurement of incident frequency.
Risks defenders should expect
Indirect prompt injection and agent hijacking
Prompt injection does not have to be typed by the person operating the agent. An attacker can place instructions in an email, web page, document, support ticket, calendar entry, or retrieved record that the agent will read. The malicious text attempts to redirect the plan, reveal secrets, or make the agent call a tool for the attacker’s benefit.
NIST’s Center for AI Standards and Innovation describes this as agent hijacking: malicious instructions inserted into data ingested by an agent cause unintended, harmful actions. The core design failure is treating data as if it can issue trusted commands. A model may be unable to reliably distinguish an authorized instruction from imperative language found in an untrusted document.

Tool misuse and excessive authority
Tools turn an incorrect plan into an operation. An agent that can read a help-desk system but cannot change records has a narrower failure mode than one that can also close cases, reset credentials, and export attachments. Permission design is therefore a system-architecture problem as much as a model-behavior problem.
NIST’s tool-use taxonomy distinguishes read-only, constrained-write, and write-enabled patterns, and considers whether the environment is trusted or untrusted. Use the least powerful pattern that satisfies the task. A write-capable tool should expose narrowly defined operations rather than a general shell or unrestricted database connection.

Identity, privilege, and attribution abuse
An agent should be a distinguishable principal, not an invisible extension of a human administrator. Its identity lets policy engines limit actions, lets investigators attribute events, and lets operators revoke access without disabling the person who requested the work.
NIST’s National Cybersecurity Center of Excellence highlights identity, authorization, auditing, and non-repudiation as agent-security considerations. Without those controls, a log may show that a service account performed an action but not which agent, plan, tool call, or approval caused it.
Data exposure and harmful side effects
An agent can expose confidential information through a reply, a tool parameter, a log entry, or a message sent to the wrong recipient. It might also alter resources, create misleading records, or trigger an expensive or destructive workflow. The impact depends on the data and actions actually available; not every agent can perform every listed action.

Designers should map where sensitive data enters the loop, where it is copied, and which tools can transmit it. Redaction, field-level authorization, output filtering, and destination checks are stronger safeguards than asking the model to “be careful.”
Poisoned models and misaligned objectives
Model data can be poisoned so that behavior changes for selected inputs. An agent can also pursue an objective in an unintended way without an attacker supplying a prompt, a class of failures often described as specification gaming or misalignment. NIST’s CAISI work includes poisoning and such non-adversarially triggered behavior among the risks under discussion.
These problems are difficult to solve with one instruction message. They require controlled training and model provenance, evaluation on adversarial and ordinary cases, constrained tools, and monitoring for behavior outside the approved task envelope.
Ordinary software vulnerabilities
Agent wrappers, plug-ins, connectors, orchestration services, containers, dependencies, and exposed endpoints can contain familiar vulnerabilities. Broken authentication, injection flaws, insecure deserialization, memory errors, leaked credentials, and vulnerable libraries remain possible. An agent can make exploitation more damaging by discovering or invoking those paths at machine speed.
Multi-agent propagation and cascading failure
When several agents exchange messages or delegate work, one compromised or confused component can influence others. OWASP’s 2026 agent-security materials identify insecure inter-agent communication and cascading failures as architecture-dependent risks. They are not inevitable properties of every deployment, but trust boundaries must be explicit: authenticate messages, validate schemas, limit delegation, and prevent an agent from silently expanding another agent’s authority.

Compare an agent by its actual exposure
Use the following questions when reviewing a design or comparing controls. They describe risk dimensions rather than a formal scoring standard.
| Axis | Questions to ask |
|---|---|
| Environment trust | Does the agent process only vetted internal inputs, or arbitrary web pages, email, files, and retrieved records? |
| Permission level | Is it read-only, constrained-write, or write-enabled? What is the maximum action a tool can perform? |
| Identity and attribution | Does the agent have its own identity, scoped authorization, tamper-resistant logs, and approval records? |
| Data sensitivity | Can it read confidential, personal, regulated, or credential material? Can it transmit that data? |
| Action impact | Would failure create a bad draft, or could it send, delete, execute, transfer, publish, or modify? |
| Evaluation depth | Are tests task-specific, impact-aware, adaptive, and repeated across attempts? |
How to secure an AI agent: a practical sequence
1. Inventory the complete capability chain
Create a record for every agent, including its model and version, system instructions, retrieval sources, tools, external services, data classifications, runtime location, human owner, and shutdown mechanism. Include agents embedded in business software; OWASP has warned that deployments can exist without an organization realizing their scope.
2. Define a narrow mission and stopping conditions
Write down the permitted task, prohibited actions, maximum number of tool calls, time limit, and conditions that require human approval. A useful stopping condition is concrete, such as “produce a draft and never send it,” rather than a vague instruction to avoid harm.
3. Give the agent a separate identity
Issue a service identity that can be authenticated, rotated, suspended, and traced. Bind authorization to that identity and to the specific task. Avoid reusing a user’s full administrative session or embedding long-lived secrets in prompts and configuration files.

Pick the symptom - the matching free tool is one click away.
4. Minimize and segment permissions
- Prefer read-only access when it satisfies the use case.
- For writes, expose narrowly scoped functions with validated parameters instead of unrestricted command execution.
- Separate sensitive operations such as credential changes, deletion, publication, payments, and production deployment.
- Require an independent approval, policy check, or second control for high-impact actions.
- Limit network destinations, file paths, data fields, rate, and transaction size.
5. Treat external content as untrusted
Mark content provenance in the data pipeline and keep instructions separate from retrieved text. Do not let a document’s words grant permissions. Enforce boundaries in the tool layer, data-access policy, and application workflow, because the model alone cannot reliably decide which text has authority.
Best Value
6. Log decisions and effects
Record the requesting principal, agent identity, model and policy versions, input references, retrieved sources, tool arguments, approvals, results, errors, and final side effects. Protect logs from alteration and avoid placing secrets or unnecessary personal data into them. Monitoring should alert on unusual destinations, repeated failures, privilege changes, and actions outside the normal task pattern.
7. Build a safe failure path
Make timeouts, rate limits, circuit breakers, credential revocation, and rollback practical. The operator should be able to pause the agent and disable a tool without taking down unrelated services. For irreversible actions, retain a human-readable preview or a reversible staging step.
How to test an agent before and after deployment
Test the whole workflow, not only the model in isolation. Use the real tools, data formats, identity, network routes, approval gates, and logging used in production. Include ordinary mistakes, malicious documents, hostile web content, malformed tool results, expired credentials, unavailable services, and conflicting instructions.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsRepeat attacks and measure impact
NIST CAISI reported an average attack success of 57% to 80% across five injection tasks when each attack was attempted 25 times in its 2025 evaluation. In a specific held-out Workspace task, the reported baseline was 11% and the strongest new red-team attack reached 81%. These are experimental results for the evaluated systems and tasks, not estimates of compromise rates across production agents.
Repeated attempts matter because an attack that fails once may succeed after a different retrieval result, model sampling path, or tool response. Track both task-level success and downstream consequence. A low-frequency data export or destructive action can deserve a higher priority than a frequent, harmless formatting error.
Use a test matrix
| Test dimension | Example | What to record |
|---|---|---|
| Input source | User prompt, email, web page, attachment, retrieved record | Whether untrusted text changed the plan |
| Tool scope | Read-only, constrained write, privileged operation | Unauthorized calls and blocked calls |
| Task type | Low-impact drafting versus deletion or publication | Severity of the resulting side effect |
| Attempt count | Repeated and adaptive attacks | Success rate, variance, and time to detection |
| Control path | Approval, policy engine, sandbox, rollback | Which independent control stopped or contained the action |
What to do when an agent behaves suspiciously
- Contain: pause the agent, revoke or rotate its credentials, disable affected tools, and block suspicious destinations.
- Preserve evidence: retain prompts, retrieved content, tool calls, approvals, model and policy versions, and system logs.
- Determine scope: identify data read or transmitted, resources changed, other agents contacted, and credentials exposed.
- Recover safely: restore or reverse changes, validate data integrity, and reissue secrets only after the entry path is closed.
- Learn and retest: reproduce the failure in a controlled environment, add a preventive control, and repeat the workflow tests before re-enabling access.
Governance and standards: what the current guidance means
NIST’s agent-security publications include an RFI announcement, an NCCoE concept-paper effort, a tool-use taxonomy, evaluation work, and a summary of public responses. They are advisory and research materials, not a binding agent-specific regulation or finalized universal standard. OWASP’s 2025 announcement for its agent-focused Top 10 said the project received input from more than 100 security researchers, practitioners, user organizations, and technology providers; that participation count does not show that every listed risk is equally common.
Organizations can still use these materials to establish a defensible baseline: inventory capabilities, identify principals, constrain authorization, separate trusted instructions from untrusted data, test repeated attacks, measure impact, and retain auditable evidence. Existing security programs remain the foundation, adapted to the agent’s planning loop and tool authority.
Deployment checklist
- Every agent has an owner, documented purpose, model version, tools, data sources, and shutdown path.
- The agent has a unique identity and task-scoped authorization.
- Read-only access is used where possible; writes are constrained and sensitive actions require independent approval.
- External content is labeled and treated as untrusted input.
- Secrets are not exposed to prompts, retrieved documents, or unnecessary logs.
- Tool calls, approvals, results, and side effects are attributable and monitored.
- Testing covers prompt injection, tool misuse, ordinary vulnerabilities, failure conditions, and repeated attempts.
- Severity is based on potential impact as well as attack success rate.
- Credentials can be revoked, tools disabled, and changes rolled back quickly.
- Multi-agent messages are authenticated, schema-validated, and prevented from silently escalating authority.
Bottom line
Agentic AI becomes a cybersecurity concern when model decisions can cross a system boundary and cause effects. The most reliable defense is not a stronger prompt alone. It is a layered design in which identity, least privilege, untrusted-input handling, independent approvals, monitoring, adaptive testing, and conventional software security limit what an agent can do when its plan is wrong or manipulated.
