Automation alone does not make a bot harmful: its purpose, behavior, authorization, and effect on people and systems determine whether it is useful, unwanted, or malicious.
What is a web bot?
A bot is software programmed to carry out tasks automatically. Bots may interact with websites, scan content, or communicate with people through a chat interface. Cloudflare’s documentation defines a bot as “a software application programmed to do certain tasks” (Cloudflare Developers Documentation).
“Web bot” is a broad label, not a single technology or a verdict about whether an activity is good or bad. A search crawler and a credential-stuffing bot both automate web requests, but they have different purposes and effects. Assess what the software does, whether the activity is authorized, what data it accesses, and how it affects the site and its users.
What are bots used for?
Finding and indexing pages
Search crawlers, also called spiders, fetch pages and follow links to discover content that may be indexed. Google’s generic crawler name, Googlebot, covers smartphone and desktop crawlers. Google says it discovers URLs primarily through links on pages it has already crawled (Google Search Central: Googlebot).

Answering customer questions
Chatbots handle conversations on websites and other services. Some present a menu of predefined choices; others recognize keywords, while more advanced systems use natural-language processing. A hybrid can combine these methods. They can answer routine questions or guide someone through a task, but the design should make the bot’s automated nature and limitations clear and provide a human contact route when appropriate. GOV.UK advises assessing whether a chatbot is useful for the task or whether better site content or search would serve people more effectively (GOV.UK: Using chatbots and webchat tools).
Collecting and comparing information
Scrapers gather specified content from websites. A shopping bot may compare prices or product details to help someone make a purchase. Whether this is welcome depends in part on authorization, the site’s rules, the data involved, and the traffic generated.
Monitoring systems and completing transactions
Monitoring bots watch conditions such as site availability or traffic and can alert operators to changes. Transaction bots automate actions such as completing a purchase or booking. Automation can make repetitive work faster, but a transaction bot can also be used to gain an unfair advantage or violate a service’s rules.

Automated activity involving AI services
Cloudflare distinguishes three kinds of AI-related web activity: search, which collects or indexes content for later answers; agents, which act on a person’s behalf in real time; and training, which crawls content to train or fine-tune a model. This behavior-based distinction is more useful than treating all automated AI-related requests as the same activity (Cloudflare Developers Documentation).

What are examples of bots, including harmful ones?

A botnet is not simply another name for a crawler: it is a network of bots acting under remote instructions. RFC 6561 describes botnet behavior and examples of its misuse (IETF RFC 6561). AWS also describes examples including spambots, ticket bots, and DDoS bots (AWS: What is a Bot?).
Are all bots bad?
No. Search crawlers can help people discover web pages, while chatbots and monitoring bots can perform useful tasks. Other bots may create spam, hoard inventory, misuse credentials, or disrupt services. The relevant question is not simply whether a request is automated, but what the bot is doing and what impact it has.

For a website operator, classifying traffic by behavior is more practical than blocking every bot. Some automated visitors may be useful, while others should be limited or blocked. Cloudflare and AWS describe bot management as identifying traffic types and applying controls; these are descriptions of their own service concepts, not independent comparative evaluations.
How can site owners control crawlers?
Choose the control that matches the goal
- Control crawling: A
robots.txtfile can ask compliant crawlers not to crawl specified paths. - Prevent indexing: Blocking a page in
robots.txtdoes not by itself ensure that its URL will be absent from search results. Google identifiesnoindexas the relevant control when the goal is to prevent indexing. - Restrict access: Password protection prevents access by crawlers and other visitors who do not have credentials.
These controls solve different problems. If content must not be publicly accessible, use access protection rather than relying on a crawl instruction. See Google’s Googlebot guidance for its distinctions between crawling, indexing, and access.
Verify claimed Googlebot traffic
A request’s user-agent header can be spoofed, so the header alone does not prove that a request came from Google. Google recommends verifying purported Googlebot requests with reverse DNS or by checking published Googlebot IP ranges. Its documentation also says most sites should not see Googlebot access more than once every few seconds on average, although short bursts can appear faster because of delays. For Google Search crawling, it says Googlebot reads up to 2 MB of supported file types and up to 64 MB of PDF files before stopping that fetch. These are Google-specific details, not rules for every crawler.

How should you choose or assess a chatbot?
Match the design to what people need to accomplish. A fixed menu can suit a narrow set of predictable choices; keyword recognition or natural-language processing may fit more varied questions. Consider:
- The task users need to complete and whether automation is the right solution.
- How complex the question or decision is and what the bot can reliably handle.
- The bot’s limits, integrations, and route to a human when it cannot help.
- Whether improved content or site search would solve the underlying problem more simply.
Whichever design you choose, explain that users are interacting with automation and avoid implying it can do more than it can.
