A wave buoy is an instrumented ocean platform that measures the movement of the sea surface and reports marine conditions at a specific location and time. Its observations describe sea state—especially significant wave height, wave periods and direction—and are used for marine forecasts, safety warnings, navigation, offshore operations, research and, in specialized systems, tsunami detection.
What does a wave buoy measure?
Standard National Data Buoy Center (NDBC) wave reports commonly include four core variables:
As an Amazon Associate I earn from qualifying purchases.
| Variable | What it describes |
|---|---|
| Significant wave height | A statistical measure of the overall sea-state height, not the height of one particular wave. |
| Dominant wave period | The period associated with the frequency carrying the most wave energy. |
| Average wave period | The average period calculated over the observation interval. |
| Mean wave direction | The direction associated with the energy at the dominant period. |
Depending on its payload, a buoy can also transmit wind speed and direction, barometric pressure, air temperature, sea temperature and other ocean or weather variables. The exact sensor suite, telemetry schedule and location vary by deployment.
How does a buoy measure wave height?
A wave buoy does not use a submerged ruler or directly measure the crest of every passing wave. NDBC explains that its reported wave measurements are not directly measured by sensors on the buoy in that simple sense.

- Motion is recorded. Accelerometers or inclinometers measure the buoy’s heave acceleration or vertical displacement as it moves with the sea surface.
- The motion signal is transformed. A Fast Fourier Transform converts the time-series signal into the frequency domain, showing how wave energy is distributed across frequencies.
- Noise and response are processed. Processing accounts for the buoy hull’s response and electronic noise.
- Wave statistics are derived. The resulting spectrum is used to calculate significant wave height, dominant period, average period and, where supported, direction.
That processing is why a buoy reading is a statistical description of the sea state during an observation window. It should not be interpreted as the height of every individual wave at the buoy.
What are ocean buoys used for?
Marine forecasts and warnings
Real-time buoy observations give forecasters current evidence of wave height, period, direction, wind and pressure. These measurements help update marine forecasts, assess hazardous seas and support warnings. NDBC’s operational mission includes collecting and distributing quality-controlled observations for maritime safety, operational forecasting, warnings and numerical weather and ocean models.

Navigation and vessel safety
Wave height, period and direction affect vessel motion, stability, fuel use and the ability to work safely. Mariners use nearby observations when evaluating routes and operating conditions. Ports and coastal authorities can use them to monitor changing sea states. As NOAA marine-navigation guidance puts it, wave height, period and direction are factors mariners must consider.

Offshore construction, maintenance and energy operations often have limits on the sea conditions in which crews can work or equipment can be deployed. Observations from a buoy help operators compare current conditions with those limits, schedule work and identify deteriorating conditions. A buoy reading describes conditions at its own location; it is not automatically representative of a distant platform or coastline.

Ocean and coastal research
NDBC distributes both live and historical observations. Researchers use those records to evaluate wave models, study storms and air–sea interaction, characterize regional wave climates and examine coastal processes. Archived records also provide a consistent reference for checking how well numerical models reproduce observed sea states.
Do wave buoys predict storms?
Not by themselves. A buoy observes what is happening at its location and time. It does not forecast an entire storm or ocean basin. Forecasters combine buoy observations with numerical models and other observing systems, such as satellites, coastal stations and additional ocean platforms. The buoy supplies timely ground truth that can reveal whether modeled wave height, period, wind or pressure matches current conditions and can improve warnings when conditions change quickly.

Can a wave buoy detect a tsunami?
Some buoy systems can, but an ordinary weather-and-wave buoy should not be confused with a tsunami detector. NOAA’s Deep-ocean Assessment and Reporting of Tsunamis (DART) system is designed specifically for tsunami detection. Each DART station pairs a bottom-pressure recorder on the seafloor with a moored surface buoy that provides real-time communications. The seafloor instrument detects pressure changes caused by variations in the overlying water level, and the system transmits those measurements to tsunami warning centers.

NOAA reports a network of 39 DART systems distributed across the Pacific, Atlantic and Caribbean basins. Their pressure-sensing hardware, processing and warning mission differ from those of standard meteorological wave buoys.

How buoy systems differ
| Comparison | Possible configurations |
|---|---|
| Deployment | Moored platforms remain near a defined station; drifting buoys move with currents. |
| Mission | Routine wave and weather monitoring, coastal observation, research or tsunami-specific detection. |
| Output | Basic wave statistics, or directional spectra and direction where the instrument and processing support them. |
| Telemetry | Real-time transmission, delayed transmission or local data logging. |
| Location | Deep ocean, offshore, coastal or nearshore waters. |
| Measurements | Wave-only packages or broader payloads measuring weather and ocean conditions. |
What a buoy reading can—and cannot—tell you
- It can: report measured conditions at a known station and time, show how sea state is changing there, and provide data for forecasts, warnings, operations and research.
- It cannot: describe every location in a storm, guarantee conditions at a vessel or offshore structure farther away, or replace forecast models and other observations.
- Its coverage depends on the network: station spacing, mooring, telemetry and sensor suite determine how quickly and widely the information is available.
In practical terms, a wave buoy is an observing platform rather than a standalone prediction machine. Its motion sensors and signal processing turn the sea’s movement into standardized wave statistics that people and forecasting systems can use to make safer decisions.
