What Is a Virtual Phone Number Used For, and What Should You Check?

A virtual phone number is a telephone number provided through a service that routes calls to connected devices or phone systems rather than tying the number to one physical handset. Many services use Voice over Internet Protocol (VoIP), but the label “virtual” alone does not tell you whether a number supports incoming calls, outgoing calls, texting, emergency calling, or transfer to another provider. Those capabilities depend on the service and its terms.

How does a virtual phone number work?

The number is associated with a communications service, which routes calls to one or more endpoints: for example, an app on a phone, a computer, or a compatible desk phone. The endpoint can change without the number being built into a single handset. Depending on the service, calls may travel over an internet connection and may also connect with the public telephone network.

Ofcom, the UK communications regulator, groups VoIP voice services into four broad types:

  • Peer-to-peer: calls between users in the same app or service community.
  • VoIP Out: calls from the internet to the public telephone network.
  • VoIP In: calls received from the public telephone network over the internet service.
  • VoIP In and Out: both incoming and outgoing calls involving the public network.

A provider may assign a geographic number or another kind of number. Saudi Arabia’s Communications, Space and Technology Commission (CST), for example, defines a VoIP number in its 2025 regulation as a number used for services that let end users call and receive calls from the Kingdom’s licensed public networks using IP networks. That is a regulatory definition for Saudi Arabia, not a universal definition of every product marketed as a virtual number.

For practical examples, Zoom describes using a virtual number through smartphones, laptops, and desktop computers; a physical office phone needs to be VoIP-compatible. Google Voice describes calls on mobile devices, laptops, and supported desk phones, along with call forwarding and business routing tools. These are product-specific examples, and features and availability depend on market and plan. See Zoom’s virtual phone number overview and Google Voice.

What can you do with one?

Use a number on more than one kind of device

Many services let you answer or place calls using an app or computer, so you may not need a dedicated handset. A desk phone can be an option for an office, but it must be compatible with the service. Which devices are supported is a provider-specific feature, not a guarantee that comes with every virtual number.

Separate a service number from a personal number

A separate number can be used for work, customer calls, or another purpose without making the number itself part of a particular phone. Depending on the plan, it may also support forwarding, voicemail, ring groups, or automated call routing. Google documents ring groups and multi-level auto attendants for its business service; these are examples of that product’s features, not inherent properties of virtual numbers.

What should you check before choosing a service?

Compare the service attached to the number, rather than relying on the term “virtual.” Check these details with the provider:

VIR2SIM is a virtual phone number service.
  • More calls from relatives from abroad to a local to them number.
  • Keep your privacy.
  • Have separate numbers for work, college, friends, family.
  • Use different numbers for different businesses.
  • Save on roaming charges.
  • Number availability: Is the required country and number type available, and can you get the area or locality you need?
  • Calling direction: Can the number receive calls, place calls to ordinary phone numbers, or do both?
  • Messages: Does it support SMS or MMS, and are there limits by country or use case?
  • Devices: Which mobile apps, computer clients, and desk phones are supported?
  • Business routing: Are forwarding, ring groups, voicemail, or auto attendants included, and at what plan level?
  • Emergency calls: Does the service support them, and must you register a service address or update it after moving?
  • Portability: Can you transfer an existing number in, or take the new number with you later? Ask about the exact number type and country.
  • Total cost: Check recurring charges and usage fees for each user, number, and calling or messaging capability. Twilio notes that number pricing varies by country, number type, and capability; verify current prices and availability directly with providers.

Can you call emergency services with a virtual number?

Emergency calling is not uniform across VoIP services. Before relying on a service as your main phone line, check the provider’s emergency-call support, how it determines your location, and whether you need to register or update a service address. The North Carolina Department of Justice warns that many VoIP providers have 911 limitations and advises consumers to confirm how the service works and how to update the address after a move. Its guidance applies to consumers in North Carolina; rules and service arrangements elsewhere may differ. Read the provider’s emergency-calling terms and your local guidance.

Internet-based calling can also be affected by outages. The North Carolina Department of Justice notes that VoIP usually requires a high-speed internet connection, may require provider equipment, and may stop working during a power or internet outage. It also advises consumers to review contract length, automatic renewal, cancellation terms, and limits on “unlimited” calling. These are consumer cautions from North Carolina, not universal contract rules.

Ofcom’s 2007 statement discusses emergency access as a UK regulatory concern and says certain publicly available VoIP services that call ordinary numbers and provide emergency access may have additional obligations. That statement is dated UK context; it should not be read as a current global rule. See North Carolina Department of Justice VoIP consumer guidance and Ofcom’s number portability page.

Can you keep your existing number?

Possibly, but portability depends on the country, provider, service, and number type. Ofcom describes number portability as a regulated facility in the UK. Saudi Arabia’s CST 2025 regulation includes VoIP numbers in the scope of fixed-service portability and specifies procedures for that jurisdiction. Neither example guarantees that a particular number can be transferred elsewhere or between any two providers.

Before changing services, ask both providers whether the exact number is eligible, what steps and timing apply, and whether any service interruption is expected. Do not cancel the old service until the new provider confirms the transfer plan. For jurisdiction-specific rules, consult Ofcom’s Number Portability information or the relevant local regulator; Saudi Arabia’s rules are in the CST VoIP Numbers Regulation.

Is a virtual phone number the same as a VoIP number?

Not necessarily. VoIP describes a way of carrying voice communications over IP networks. “Virtual phone number” is a broader service label that usually emphasizes routing a number to connected devices or systems rather than binding it to one handset. Many virtual-number services use VoIP, but the terms do not guarantee the same calling, messaging, emergency, or portability features. Look at the provider’s description of the actual service and number type.

What a virtual number does not guarantee

  • A physical phone is not automatically included; supported apps or compatible equipment may be required.
  • Two-way calling is not assured: a service may offer inbound calls, outbound calls, or both.
  • Texting, emergency calling, number transfer, and availability in a particular country are not guaranteed by the word “virtual.”
  • Prices and number inventory vary by provider, country, number type, and capability, and can change.

Provider details are subject to change. For current product features, consult Zoom, Google Voice, and Twilio’s voice pricing information.
