A Trump Account is a government-administered traditional IRA for an eligible child. It is invested in a low-cost, broad U.S.-equity index fund, not held as a bank savings balance, and the money is generally unavailable during childhood. A separate pilot election can place a one-time $1,000 Treasury contribution into the accounts of a much narrower group of U.S. citizen children born from 2025 through 2028.
The rules below reflect IRS and Treasury guidance available through October 13, 2026, including temporary regulations published September 30, 2026. Account operations can change as final guidance and providers are added.

What a Trump Account is
A Trump Account is a traditional individual retirement account (IRA) established for a child. During the account’s growth period, special rules control who can contribute, how the money is invested and whether it can be withdrawn. Once that period ends, ordinary traditional-IRA rules generally apply.
This is long-term, market-invested money. It is not a checking or savings account, does not promise a $1,000 payment to every child and cannot be treated as guaranteed college funding. The account can gain or lose value with the investments it holds.

Three events that are easy to confuse
| Event | What it means | Who must act |
|---|---|---|
| Account establishment | An eligible child’s Trump Account is created, either through an election or Treasury’s automatic-enrollment process. | An authorized adult may elect an account; under automatic enrollment, Treasury can establish one first. |
| Claiming and activation | A parent, guardian or legal custodian proves identity and authority, claims an auto-established account and activates it with a receiving Trump Account provider. | The responsible adult still needs to complete this step if the auto account has not already been activated. |
| Pilot-contribution election | A separate election requests the one-time $1,000 Treasury contribution for a qualifying child. | An eligible individual who expects the child to be their qualifying child for the election year. |
Automatic establishment therefore does not mean that an adult has completed account management, and it does not make the pilot contribution universal.
Who can have an account?
For the account election, the child generally must have a valid Social Security number and must not have reached age 18 before the end of the calendar year in which the election is made. The temporary regulations describe eligibility around an election and an issued SSN.
Before automatic enrollment, an authorized individual could request establishment with IRS Form 4547, filed with a tax return or submitted through the online counterpart. IRS guidance says the election is made no later than December 31 of the calendar year in which the eligible individual reaches age 17. Treasury’s automatic-enrollment rules, effective around October 1, 2026, allow the Secretary to establish accounts for eligible individuals without waiting for a parent to file the initial election.
Who qualifies for the one-time $1,000 pilot contribution?
The pilot payment has stricter conditions than account eligibility. The child must:
- be a U.S. citizen;
- be born in calendar year 2025, 2026, 2027 or 2028;
- have a valid Social Security number;
- have no previously processed pilot-contribution election; and
- have an account established.
The person making the election must generally anticipate that the child will be their qualifying child for the election year. The pilot contribution also requires a separate election on Form 4547 or its online equivalent. An account can therefore exist for a child who does not qualify for the $1,000, and an eligible child does not receive the money unless the pilot election is made and accepted.

How enrollment and activation work in 2026
Treasury announced the full program app launch on July 4, 2026, and said opening an account costs nothing. Its announcement said parents could begin contributing after enrollment. The temporary regulations then provided for automatic account establishment on or about October 1, 2026.
If you are using the election process
- Confirm the child’s identifiers. Have the child’s valid SSN and date of birth available, and confirm that the child meets the age rule for the calendar year of election.
- Complete Form 4547. Use the IRS form with a federal income-tax return or the IRS online counterpart, selecting account establishment. If the child meets the narrower pilot rules, make the $1,000 election separately on the same process.
- Wait for account information. The account must be issued through the program’s receiving provider before contributions can be directed to it.
- Activate and manage it. The parent or other authorized adult follows the provider’s identity and authority checks, then sets up access for contributions and account information.
If Treasury auto-established the account
- Look for the account notice or online record. Auto-establishment is the creation step, not proof that management access is complete.
- Claim the account. A parent, guardian or legal custodian supplies the requested identity information and evidence of authority over the child.
- Complete initial activation. Transfer or connect the auto account to the receiving Trump Account provider as directed, and finish the provider’s activation checks.
- Make any separate pilot election. If the child meets the citizenship, birth-year, SSN and qualifying-child conditions, submit the pilot election; auto-enrollment alone does not submit it for you.
Keep confirmation records for both the account request and any pilot election. A rejected identity check, an incorrect SSN or an adult who cannot establish legal authority can delay access even when Treasury has already created an account.

During the growth period, the general annual contribution limit is $5,000 per child. The limit is adjusted for inflation for tax years after 2027. The one-time $1,000 Treasury pilot contribution is outside that cap.
| Contribution type | How it counts during the growth period | Tax point established by the rules |
|---|---|---|
| Parent, relative, friend or other ordinary deposit | Generally counts toward the $5,000 annual limit. | Generally not deductible under Internal Revenue Code section 219. |
| $1,000 Treasury pilot contribution | Does not count toward the $5,000 annual limit. | Governed by the pilot-program rules rather than treated as an ordinary family deposit. |
| Employer contribution | Subject to the applicable employer-contribution rules; availability depends on the employer. | Do not assume every employer deposit receives identical tax treatment. |
| Government or nonprofit general contribution | Subject to distinct regulatory rules. | Tax treatment depends on the applicable contribution category. |
| Rollover | Handled under rollover rules rather than treated as an ordinary new annual deposit. | Follow the specific trustee-to-trustee or other qualifying rollover requirements. |
Treasury said more than 50 companies had committed to offer contributions for employees’ children as of its July 4 launch announcement. That is a statement about participating employers, not a universal workplace benefit. Ask an employer whether it participates, which children qualify and how its payroll process handles the contribution.
How the money is invested
During the growth period, cash generally must be invested in a fund that tracks a broad index of equities consisting primarily of U.S. companies. The eligible fund cannot use leverage, and its annual fees and expenses may not exceed 0.1%.

Those are investment-eligibility requirements, not a return guarantee. A broad stock index can fall sharply, and the account value on a child’s 18th birthday depends on deposits, market performance, fees and the timing of contributions. The available rules do not establish a guaranteed balance or a defensible average return for an individual account.
What the investment rule means for a parent
- Expect market fluctuations rather than a fixed interest rate.
- Do not treat the $5,000 limit as an amount the account will earn; it is the maximum ordinary annual contribution during the growth period.
- Check the provider’s fund description and expense figure to verify that the selected investment remains eligible.
- Use the account’s long time horizon to understand the risk, but do not promise a particular college fund, home deposit or retirement balance.
When can the child access the money?
The growth period ends on December 31 of the calendar year in which the beneficiary turns 17. Distributions are generally prohibited before then, subject to specified rollover mechanisms. This makes the account restricted money during childhood rather than a liquid education account.
Permitted rollover paths during the growth period
- A full direct trustee-to-trustee rollover to another Trump Account is allowed.
- A qualified rollover to an ABLE account may be available in the calendar year the beneficiary turns 17, subject to the ABLE and Trump Account requirements.
Outside those routes, do not assume that tuition, a first home, medical bills or another family need permits an early withdrawal. The rules summarized here do not establish a general hardship exception.
After the growth period
Once the growth period ends, traditional IRA rules generally govern. The child, now the account beneficiary, should review distribution, tax and rollover consequences with the provider or a qualified tax professional before taking money out. The end of the growth period is not the same as an automatic tax-free payout.
Tax treatment: avoid the “all tax-free” shortcut
Different contribution categories have different rules. Ordinary family and friend deposits generally do not qualify for a section 219 deduction. Employer, government, nonprofit and pilot contributions are governed by their own provisions, and the temporary regulations distinguish among them. After the growth period, distributions generally follow traditional IRA rules.

In practical terms, save the contribution confirmations and identify who made each deposit. Do not report every contribution as deductible, and do not promise that every later withdrawal will be tax-free. A tax adviser can apply the rules to the child’s and contributor’s specific circumstances.

What the participation figures do—and do not—show
In an IRS announcement reported March 31, 2026, the agency said more than 4 million children had signed up and more than 1 million pilot-program elections had been submitted. The count was based solely on Form 4547 submissions received with individual tax returns. It predates the July app launch and October auto-enrollment phase, so it is a historical filing-based measure, not the current number of activated accounts.
“The IRS has been working closely with the Treasury Department to make the election process as simple and easy as possible by permitting taxpayers to fill out a one-page form when they file their tax return.”
Frank J. Bisignano, IRS Chief Executive Officer, March 31, 2026

Common mistakes and how to avoid them
Assuming every child gets $1,000
Check citizenship, birth year, SSN, prior-election status and the qualifying-child expectation. Then submit the pilot election separately.
Best Value
Treating an auto account as fully ready
Complete the claim, authority verification and initial activation steps. Treasury can create the account before an adult has management access.
Using the account as a short-term savings pot
Plan around the distribution restriction through the end of the year the child turns 17. Keep emergency and near-term education money elsewhere if it must remain accessible.
Expecting a guaranteed return
The account’s eligible investment tracks equities and can lose value. The 0.1% fee ceiling limits fund expenses; it does not cap market losses.
Exceeding the annual limit
Track deposits from relatives, friends and employers together. The $1,000 pilot amount is outside the $5,000 limit, but most other non-rollover contributions generally count toward it.
Calling every contribution tax-deductible
Ordinary deposits generally are not deductible under section 219, and other contribution categories have separate rules. Keep records and obtain tax advice for unusual deposits.
How to decide whether to use one
A Trump Account may suit a family that wants a child-specific, long-horizon investment account, accepts stock-market risk and can leave the money restricted through childhood. It is less suitable for a goal that requires predictable principal, withdrawals before age 18 or a broad menu of investments during the growth period.
Compare any alternative on six questions: which children qualify and how enrollment works; who may contribute and the annual limit; investment choices, fees and market risk; access restrictions and permitted uses; tax treatment of contributions and withdrawals; and any effect on financial aid or public benefits. The rules summarized here establish the Trump Account side of that comparison, but they do not establish current rules for 529 plans, custodial accounts or benefit interactions.

Think of a Trump Account as a child-owned traditional IRA with a restricted childhood phase. First establish or claim and activate the account. Then determine separately whether the child qualifies for the $1,000 pilot and submit that election. Track the $5,000 annual ordinary-contribution limit, expect an equity-market investment rather than guaranteed savings, and plan for limited access until December 31 of the year the child turns 17.
