What Is a Scrum Master? Roles, Accountabilities, and Certification

A Scrum Master is accountable for establishing Scrum as defined in the official Scrum Guide and for the Scrum Team’s effectiveness. The role is a form of servant leadership: a Scrum Master coaches the team, Product Owner, and organization so they can use Scrum well, improve continuously, and deliver valuable, “Done” increments.

That definition comes from the November 2020 Scrum Guide, authored by Ken Schwaber and Jeff Sutherland. It describes an accountability within Scrum—not one universal job description used by every employer.

What does a Scrum Master do?

The Scrum Master helps people understand and practice Scrum, then improves the conditions in which the Scrum Team works. The Guide calls Scrum Masters “true leaders who serve the Scrum Team and the larger organization.” Service can include coaching, facilitation, teaching, helping remove impediments, and supporting organizational change.

The Scrum Master is not automatically the team’s manager, project administrator, or person who assigns tasks. Accountability for Scrum and effectiveness does not mean taking over decisions that belong to the Product Owner or Developers.

Service to the Scrum Team

  • Coach Developers in self-management and cross-functionality.
  • Help the team focus on creating valuable Increments that meet the Definition of Done.
  • Cause impediments to progress to be removed. The Scrum Master may remove an obstacle directly, coordinate its removal, or help the team resolve it; the Guide does not require personal ownership of every impediment.
  • Ensure Scrum events occur and are positive, productive, and kept within their timeboxes. This does not require the Scrum Master to facilitate every event personally.
  • Help the team inspect its work and adapt its practices so effectiveness improves.

Service to the Product Owner

  • Help establish the Product Goal and support effective Product Backlog management.
  • Explain the value of clear, concise backlog items and useful ordering.
  • Support empirical planning in complex environments.
  • Facilitate collaboration with stakeholders when requested or needed.

Service to the organization

  • Lead, train, and coach Scrum adoption.
  • Plan and advise on Scrum implementations.
  • Help employees and stakeholders use an empirical approach to complex work.
  • Remove barriers between stakeholders and Scrum Teams.

What a Scrum Master is accountable for

The Guide states: “The Scrum Master is accountable for establishing Scrum as defined in the Scrum Guide.” It also states: “The Scrum Master is accountable for the Scrum Team’s effectiveness.” Together, these statements mean the Scrum Master protects the integrity of the framework while helping the people using it become more effective.

“Accountable” does not mean the Scrum Master performs all Scrum work alone. Developers create the Increment and hold one another accountable as professionals. The Product Owner is accountable for maximizing product value. The Scrum Master serves both accountabilities and helps the whole Scrum Team improve.

How the role differs from other Scrum accountabilities

Accountability Primary responsibility What it is not
Scrum Master Establish Scrum and improve the Scrum Team’s effectiveness. Not automatically a line manager, task assigner, or meeting scheduler.
Product Owner Maximize product value, including effective Product Goal and Product Backlog management. Not the person who owns Scrum adoption or the Developers’ technical work.
Developers Create a plan for the Sprint, build quality into the Increment through the Definition of Done, adapt toward the Sprint Goal, and hold one another accountable. Not a group that waits for the Scrum Master to distribute tasks.

All three accountabilities belong to one Scrum Team. Titles and reporting lines can vary by employer, but changing a job title does not change who is accountable for each outcome inside Scrum.

Is a Scrum Master just a meeting facilitator?

No. Scrum events are part of the role’s context, but the accountability is broader. A Scrum Master helps the team understand why events exist, keeps them useful and timeboxed, and coaches participants toward self-management. Over time, a capable team may run an event without the Scrum Master leading it.

The larger work—coaching, improving collaboration, addressing systemic impediments, supporting the Product Owner, and helping the organization adopt an empirical approach—is why reducing the role to calendar management gives an incomplete picture.

What skills help a Scrum Master succeed?

  • Coaching: asking questions and enabling people to solve problems rather than prescribing every answer.
  • Facilitation: making conversations clear, inclusive, purposeful, and tied to Scrum’s goals.
  • Systems thinking: seeing how policies, dependencies, incentives, and organizational barriers affect the team.
  • Conflict navigation: helping people surface disagreements and reach workable agreements.
  • Scrum knowledge: knowing the framework, its accountabilities, events, artifacts, and commitments well enough to explain them accurately.
  • Persistence and neutrality: following impediments through without becoming the team’s boss or the Product Owner’s substitute.

Is Scrum Master certification required?

No. Certification is optional and is not part of the Scrum Guide’s definition of the accountability. Scrum Alliance says certification is not required to get a Scrum Master job, although some employers list its Certified ScrumMaster (CSM) as a qualification.

Two commonly encountered learning and signaling routes are distinct:

PSM I Scrum.org, Professional Scrum Master I Scrum.org recommends a course, but attending one is not a prerequisite. At the time of publication, Scrum.org listed $200 USD per attempt, 80 questions, a 60-minute limit, and an 85% passing score. These issuer-published specifications can change; check the official PSM I page. Scrum.org listed the credential as lifetime with no annual renewal fee.
CSM Scrum Alliance, Certified ScrumMaster Earned through a Scrum Alliance-approved course. Course and assessment terms are set by Scrum Alliance and may change. Scrum Alliance describes renewal and continuing-learning requirements; see its current CSM information.

Neither credential guarantees employment, and PSM I and CSM are not identical or universally interchangeable. Compare the issuer, required learning format, assessment, renewal rules, and what employers in your location request. Start with the free official Scrum Guide before paying for a course or exam.

How to learn the role

  1. Read the November 2020 English Scrum Guide and learn the purpose of each accountability, event, artifact, and commitment. The version listing is available at Scrum Guides’ download page.
  2. Observe or participate in a Scrum Team, focusing on how decisions are made and how the team improves—not just on event mechanics.
  3. Practice facilitation and coaching: help people inspect evidence, identify impediments, and choose adaptations themselves.
  4. Study with supplementary material if useful. Scrum.org’s suggested reading for Professional Scrum Master includes Scrum: A Pocket Guide by Gunther Verheyen. A book is optional; the official Guide is freely available.
  5. Choose certification only if its learning structure or an employer’s stated requirement makes it worthwhile, and verify current issuer terms before enrolling.

What success looks like

A successful Scrum Master makes Scrum understandable, helps the team become more self-managing and cross-functional, and exposes barriers that prevent valuable work. The strongest evidence of progress is not how busy the Scrum Master appears; it is whether the Scrum Team can inspect, adapt, and deliver quality Increments more effectively while the wider organization supports that way of working.
