Because banks hold relatively few reserves, a small addition or withdrawal can move the market-clearing rate. An ample-reserves framework supplies enough reserves that demand is nearly flat at the operating point, so routine quantity changes have little effect. The central bank instead guides short-term rates through administered rates, chiefly interest on reserve balances.
The distinction describes how a central bank implements its chosen policy rate, not whether policy is expansionary or restrictive. The Federal Reserve uses an ample-reserves framework: interest on reserve balances (IORB) is its primary rate-control tool, while the overnight reverse repo (ON RRP) facility helps support a floor under money-market rates.

The basic difference between scarce and ample reserves
Scarce reserves: quantity moves the rate
Banks hold reserve balances at the central bank to settle payments, meet liquidity needs and manage their balance sheets. In a scarce-reserves regime, the banking system has relatively little unused reserve capacity. The demand curve for reserves is therefore steep at the point where supply and demand meet.
When demand is steep, a modest change in supply can produce a noticeable change in the overnight market rate. Adding reserves reduces the premium banks are willing to pay for the next unit, pushing the rate down. Draining reserves increases the value of the remaining balances and can push the rate up. The central bank implements policy by actively forecasting reserve demand and adjusting the amount of reserves supplied through its balance sheet or market operations.

Ample reserves: administered rates do the work
In an ample-reserves regime, reserve supply extends into a portion of the demand curve that is nearly flat. Banks collectively hold enough balances that an ordinary increase or decrease does not materially change the marginal value of reserves. The market-clearing overnight rate consequently moves little when reserve quantities change within that range.
Rather than fine-tuning the quantity of reserves every day, the central bank sets administered rates that establish the level around which money-market rates trade. The Federal Reserve’s administered rates are interest on reserve balances and the ON RRP offering rate. Quantity management still matters for keeping reserves ample, but it is not the routine instrument used to hit the policy rate.
How the reserve market produces these outcomes
Reserve demand reflects several banking needs
Reserve balances are not valuable only because they earn interest. Banks need them for payment settlement, as a liquidity buffer and for balance-sheet management. The amount each institution wants can change with payment flows, liquidity constraints, economic activity and the structure of the financial system.
Those motives create a downward-sloping demand curve: when the opportunity cost of holding reserves is high, banks generally prefer to hold fewer; when the cost is low, they are willing to hold more. The curve is relatively steep when reserves are scarce and becomes nearly flat once institutions have comfortable balances.
The operating point determines sensitivity
Imagine a vertical reserve-supply line crossing that demand curve. In the steep section, moving the supply line a small distance changes the intersection’s interest rate substantially. In the flat section, the same movement changes the intersection’s quantity much more than its rate.

This geometry explains why two central banks could make the same balance-sheet adjustment and see very different overnight-rate responses. The result depends on where supply intersects demand, not simply on whether the balance sheet is growing or shrinking.

| Reserve-demand region at the operating point | Relatively steep | Nearly flat |
| Effect of a routine supply change | A modest change can move the overnight rate materially | Ordinary changes have little rate effect while reserves remain ample |

How the Federal Reserve controls rates when reserves are ample
IORB is the primary administered rate
The Federal Open Market Committee (FOMC) chooses a target range for the federal funds rate. Under the Fed’s ample-reserves system, interest on reserve balances is the main instrument for steering short-term rates. By changing the rate paid on balances held by eligible depository institutions, the Fed changes the return those institutions can obtain without lending in the market.

Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →IORB therefore helps anchor the opportunity cost of lending reserves overnight. Market participants compare the return on a federal funds loan with the return available at the Federal Reserve. With ample balances, that administered return can guide the market rate without the central bank having to drain or add a precisely calculated amount each day.
ON RRP helps establish a floor
The overnight reverse repo facility offers an administered return to eligible counterparties. It gives participating money-market institutions an alternative investment at a known rate, helping place a floor under money-market rates. IORB and ON RRP work together: IORB primarily influences rates paid to depository institutions, while ON RRP supports conditions across a wider set of money-market participants.
The target range remains the policy decision
The FOMC still decides the desired federal funds rate range. The operating framework determines how that decision is transmitted. In an ample-reserves regime, the administered rates are adjusted to align market rates with the chosen range; the framework itself does not decide whether the FOMC wants easier or tighter financial conditions.

The FOMC described this approach in its October 11, 2019 statement: “The Committee intends to continue to implement monetary policy in a regime in which an ample supply of reserves ensures that control over the level of the federal funds rate and other short-term interest rates is exercised primarily through the setting of the Federal Reserve’s administered rates, and in which active management of the supply of reserves is not required.”
“Ample” is a condition, not a permanent number
Reserve supply can be absorbed by other liabilities
The quantity of reserves in the banking system changes as the Federal Reserve’s assets and non-reserve liabilities change. The Treasury General Account and currency in circulation are important examples of factors that can absorb reserves. If those liabilities grow, reserves can decline even when the central bank has not deliberately targeted a reduction in them.
Reserve demand changes too
A reserve level that feels comfortable at one time may not be sufficient later. Payment needs, liquidity preferences, economic growth, financial regulation and changes in financial-market structure can all shift demand. A growing economy or a change in banks’ risk management can increase the balances institutions want to hold.
The Fed must monitor the operating condition
Because both sides of the market move, the Fed monitors reserve supply and demand rather than treating “ample” as a fixed dollar threshold. It may adjust its balance sheet or other operations to keep reserves in the part of the demand curve where administered rates retain control. Vice Chair Philip Jefferson discussed these dynamics, including the way growth in non-reserve liabilities can absorb reserves, in a January 16, 2026 speech.
How the Federal Reserve arrived at the ample-reserves framework
Formal adoption in January 2019
The FOMC formally adopted an ample-reserves framework in January 2019 after years of experience and deliberation. The decision recognized that the Fed could implement its target rate through administered rates while maintaining a substantial reserve supply, rather than relying on constant quantity adjustments.

September 2019 money-market pressures
Money-market pressures in September 2019 tested the operating setup. In response, the FOMC reaffirmed the ample-reserves approach and announced purchases of Treasury bills to maintain reserves at or above the level that had prevailed in early September. The episode showed why “no routine quantity management” does not mean “no balance-sheet management”: the Fed can still act when market conditions or non-reserve liabilities threaten to reduce the supply too far.
October 2019 reaffirmation
The October 11, 2019 statement made the operating principle explicit: an ample supply of reserves should allow the Fed to control the federal funds rate and other short-term rates primarily through administered rates, without active day-to-day management of reserve quantities.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Ample does not mean unlimited or maximally abundant
“Ample” is sometimes misunderstood as meaning that reserves are unlimited, costless or always at the highest possible level. It means only that the supply is high enough, relative to current demand, for the rate-control mechanism to work as intended.
A 2020 Federal Reserve research paper by Gara Afonso, Kyungmin Kim, Antoine Martin, Ed Nosal, Simon Potter and Sam Schulhofer-Wohl concluded that the optimal reserve supply likely lies between scarce and abundant. Their analysis discussed the September 2019 money-market events and the advantages of an intermediate ample level. That conclusion is an analytical finding, not a current numerical reserve target or a permanent instruction for policy.
Why the framework matters for interpreting policy
A balance-sheet change is not automatically a policy-rate change
Under a scarce-reserves system, adding or removing reserves is closely tied to the overnight rate, so observers can often infer the intended rate effect from a quantity operation. Under an ample system, the same type of balance-sheet movement may have little effect on the federal funds rate if reserves remain on the flat portion of demand.
Best Value
That does not make the balance sheet irrelevant. Changes in assets and liabilities can eventually push reserves toward a less comfortable level, and large or unexpected moves can affect other financial conditions. The key is to distinguish the quantity needed to preserve the operating regime from the administered rate chosen to set the policy stance.
A rate hike or cut works through administered rates
When the FOMC changes its target range in an ample-reserves framework, the central operational action is an adjustment to administered rates such as IORB and the ON RRP rate. Banks and money-market funds then reassess the return on lending, investing or holding liquidity, allowing the new policy setting to pass through without a precisely engineered reserve drain or injection.
A simple numerical thought experiment
Suppose reserve demand is steep at the current operating point. A small withdrawal leaves banks competing more aggressively for the remaining balances, so the overnight rate rises noticeably. A small injection has the opposite effect.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Now place the same banking system on the flat portion of demand. The withdrawal reduces excess balances but leaves institutions comfortably supplied; the overnight rate changes little. The injection creates more balances without materially lowering the return banks require to lend. The central bank can therefore adjust the administered rate directly while allowing reserve quantities to fluctuate within the ample zone.
Limits on generalizing the terminology
The scarce-versus-ample vocabulary and the specific tools described here are the Federal Reserve’s framework and terminology. Other central banks may use different labels, combine operating methods or rely on different administered facilities. The distinction is useful as an economic model, but the evidence does not establish that every central bank treats “scarce” and “ample” as standardized categories or uses IORB and ON RRP equivalents.
Quick Recap
Key points to retain
- Scarce reserves put the operating point on a steep part of reserve demand, so small supply changes can move overnight rates.
- Ample reserves put the operating point on a nearly flat part of demand, so ordinary quantity changes have little rate effect.
- In the Federal Reserve’s ample framework, IORB is the primary administered-rate tool and ON RRP helps support a floor under money-market rates.
- Ample is a moving operating condition shaped by reserve supply, non-reserve liabilities and banks’ demand for liquidity.
- The FOMC formalized the framework in January 2019 and reaffirmed it after the September 2019 money-market pressures and in its October 11, 2019 statement.
