A rotating IP address is an exit address supplied by a proxy gateway that changes between requests or after a configured interval. Your scraper connects to one proxy endpoint; the gateway authenticates you, chooses an address from its pool, sends the request to the target site, and returns the response. Rotation can spread a crawl across addresses, but it does not make scraping anonymous, defeat every anti-bot system, or remove your legal responsibilities.
What a rotating IP address actually is
Your application normally connects to a website from the public IP assigned to your network. With a rotating proxy, the application connects to a provider-controlled gateway instead. The website sees the gateway’s selected exit IP, while the gateway forwards the response to your application.
In a rotating setup, the gateway can select a different exit address for every request or change it on a timer. The endpoint, credentials and proxy settings in your scraper can remain the same even though the target sees different source addresses. BuyProxy describes this as a rotating session that assigns a new IP on each request; a sticky session keeps one address for a configurable period. Proxy Rotator describes the same gateway pattern: one endpoint selects a fresh address from a pool and forwards each request.
- Client: your script, crawler or browser.
- Gateway: the proxy hostname and port to which the client connects.
- Pool: the provider’s available exit addresses.
- Target: the website or API that receives the forwarded request.
Rotation changes the network path and visible source address. It does not change what your request is for, whether you are authenticated, or whether collecting the data is permitted.

How IP rotation works, step by step
- Configure one endpoint. Your scraper stores the proxy host, port and credentials rather than a long list of individual IPs.
- Open a connection to the gateway. The proxy authenticates your account and applies its routing and session rules.
- Select an exit address. For per-request rotation, the gateway chooses an address for that request. For timed rotation, it keeps the address until the interval expires.
- Forward the request. The target receives the HTTP request from the selected exit network and returns a response to the gateway.
- Return the response. The gateway sends the status code, headers and body back to your scraper. The next request may use another address, depending on the session policy.
Rotation frequency is a workflow setting, not a guarantee that every request will have a unique, healthy address. A pool can contain unavailable, overloaded or already-blocked addresses, and a target can correlate requests using signals other than IP.

Classify each operation before choosing a mode. A request for a single public page is usually stateless. A sequence that depends on a cookie, token, cart, account or referer chain is stateful and should normally stay on one session. If a target binds an account to an IP, changing addresses can trigger a challenge or sign-out.
What rotating proxies help with—and what they cannot do
Where rotation helps
- Traffic distribution: requests are not concentrated on one source address, which can reduce blocks or throttling based mainly on per-IP volume.
- Geographic collection: a provider may offer exits in different countries, regions or cities, subject to its actual inventory.
- Parallel collection: independent pages can be divided among sessions instead of sending the entire crawl through one address.
Where rotation stops helping
Websites can combine IP reputation with browser and device fingerprints, cookies, authentication state, request timing, navigation order, JavaScript behavior and challenge systems. A new address does not make those signals disappear. Bot checks and CAPTCHAs can still block a request; rotating rapidly can itself look anomalous; and an address with a poor reputation may be rejected immediately.
Do not rotate inside a stateful workflow simply to avoid a limit. Keep the session stable, slow the request rate, cache results and handle the site’s documented responses. Rotation is a routing technique, not a bypass for access controls.

Compare providers on source reputation, speed, cost, geographic targeting, rotation controls, session persistence, supported protocols and how targets are likely to classify the addresses. A larger advertised pool is not, by itself, proof of better success.
How to choose a rotation strategy for a scraper
- Define the lawful purpose and scope. Identify the domains, fields, request volume and retention period. Exclude private account data unless you have authorization.
- Separate stateless and stateful jobs. Put public, independent pages in a per-request or timed-rotation queue. Keep login, checkout and cookie-dependent flows in sticky sessions.
- Start with the least expensive accepted network. Datacenter rotation is often suitable for permissive, low-risk work. Move to residential or mobile only when the target’s documented requirements and your lawful business purpose justify it.
- Set conservative pacing. Honor published rate limits, add backoff for 429 and 503 responses, and avoid bursts that create an avoidable load spike.
- Record the route and result. Log request time, session identifier, response status, retry count and a redacted proxy identifier. Do not store credentials or unnecessary personal data in logs.
- Test a small sample first. Check status codes, content completeness, consent requirements and whether pagination or authentication survives the chosen session policy before scaling.
Minimal implementation examples
The examples below assume your provider gives you one rotating gateway URL. The gateway, not your code, performs the address selection. Replace the environment variable with credentials and an endpoint supplied by a provider whose terms permit your use.

Run the command again to request another independent page. Whether the exit address changes on each run depends on the gateway’s rotation policy. Use a sticky session when the next request must retain cookies or account state.

A single Session preserves cookies. If your provider maps each request to a new address, use it only for independent pages; configure a provider-supported sticky session for a multi-step flow. Add durable queueing and bounded retries before production use.

Whether a crawl is lawful depends on the jurisdiction, the data, your authorization, the site’s terms and how you use and retain the result. Respect robots directives where applicable, contractual restrictions, copyright, privacy rules and published rate limits. A provider’s ability to route traffic does not grant permission to collect data.

Residential networks need extra scrutiny. The Federal Bureau of Investigation’s Internet Crime Complaint Center defines a residential proxy as “an intermediary server between individuals and websites they visit to make their connections appear to originate elsewhere.” Its March 12, 2026 public service announcement warns that malware or deceptive bandwidth-sharing applications can enroll devices without the owner’s knowledge and lists phishing, identity theft, spam, fake-account creation, data exfiltration, brute-force attacks and illicit-marketplace activity as criminal uses. Choose providers that explain how addresses were obtained, document user consent and offer an abuse process. Never install unknown proxy or bandwidth-sharing software on someone else’s device.
Troubleshooting rotating-IP jobs
Every request returns 407 Proxy Authentication Required
Check the username, password, host and port, and URL-encode special characters in credentials. Confirm that your account is allowed to use the selected protocol and that the gateway expects the authentication method your client sends.
The target returns 403 or a CAPTCHA immediately
The exit range may have a poor reputation, the request pattern may be automated, or the target may require a browser challenge. Slow down, verify that your collection is authorized, use a network type the target accepts, and do not treat rotation as a way around the challenge.

Login or pagination breaks after one request
You are probably changing identity inside a stateful flow. Preserve cookies and use a sticky session for the complete sequence. Also check that redirects, CSRF tokens and referer headers are carried forward.
Responses are slow or time out
Test the target directly and through the gateway, reduce concurrency, set connect and overall timeouts, and retry only transient failures with exponential backoff. A distant geographic exit or overloaded pool can add latency; select a nearer location where your lawful use permits it.
The page is blank or incomplete
Check whether the content is rendered by JavaScript, whether required assets are blocked, and whether the response is a challenge page rather than the intended document. Capture status, content type and a small response sample for diagnosis without logging secrets or personal data.
Different requests appear to use the same IP
Your account may be on a timed or sticky policy, or the provider may reuse an address from a small pool. Verify the session setting with the provider and confirm the observed exit address using an authorized diagnostic endpoint before changing application logic.
