The National Radio Quiet Zone (NRQZ) is a federally coordinated area of approximately 13,000 square miles near the West Virginia–Virginia border. It was created in 1958 to reduce radio-frequency interference at the Green Bank radio astronomy facility and U.S. Navy receiving facilities at Sugar Grove. Green Bank Observatory is inside the zone because its telescopes must detect extraordinarily faint radio signals that can be overwhelmed by human-made transmissions and electronic noise.
“Quiet” describes the radio spectrum, not an absence of sound, people, electricity or internet service. The NRQZ is primarily an advance-coordination system for specified permanent, fixed, licensed transmitters. Separate West Virginia law and Green Bank Observatory’s campus rules impose additional restrictions in smaller areas, so the rules for a visitor’s phone or camera depend on exactly where that device is being used.

What the National Radio Quiet Zone is
The NRQZ is a geographic coordination area centered on Green Bank, West Virginia, and the Sugar Grove, West Virginia, receiving site. National Radio Astronomy Observatory (NRAO) descriptions put its size at approximately 13,000 square miles and define its perimeter with latitude and longitude coordinates using the NAD-83 datum. It extends across a large rural region near the West Virginia–Virginia state line rather than forming a small circle around one telescope.

The Federal Communications Commission created it in Docket No. 11745 on November 19, 1958. The Interdepartment Radio Advisory Committee had issued Document 3867/2 on March 26, 1958. Both actions sought to minimize harmful interference to the National Radio Astronomy Observatory in Green Bank and Navy radio receiving facilities at Sugar Grove.

That purpose explains why the zone is often misunderstood. It is not a “silence bubble” in which every wireless signal is illegal. Its principal federal mechanism is coordination before certain transmitters are built or modified. Ordinary residents, businesses and visitors are not generally prohibited from living in the region or using every form of electronic equipment.
Why radio telescopes need a quiet spectrum
Optical telescopes collect visible light. Radio telescopes instead measure radio waves arriving from astronomical objects. Those natural signals can be extremely weak by the time they reach Earth. A nearby transmitter, a poorly shielded electronic circuit or another source of radio-frequency interference (RFI) can be much stronger than the cosmic signal and obscure the observation.
Interference does not have to be audible to damage a radio observation. Wi-Fi access points, Bluetooth radios, cellular equipment, digital electronics and other devices emit electromagnetic energy. Some devices transmit intentionally; others produce radio emissions as an unintended side effect of clocks, processors, displays or power supplies. A receiver designed to measure faint signals must account for both kinds.

The NRQZ adds an administrative layer: proposed transmitters that could affect protected receivers are evaluated before they become a permanent source of interference. The Sugar Grove receiving facilities are also part of the historical reason for the zone, so protection is not limited to one observatory instrument.
How federal transmitter coordination works
Current NRAO guidance says coordination is required for all new or modified, permanent, fixed, licensed transmitters inside the NRQZ. The federal and non-federal processes use different administering authorities: federal transmitters are addressed under section 8.3.9 of the NTIA Manual, while non-federal transmitters are addressed under 47 CFR § 1.924. Applicants should use the current instructions of the agency handling their authorization.

1. Determine whether the proposal is covered
A proposed facility is evaluated by its permanence, fixed location and licensing or frequency-assignment status. A new installation or a modification to an existing fixed transmitter can trigger coordination. The federal rule is not written as a ban on every portable device or every unlicensed household gadget across the entire 13,000-square-mile area.
2. Assemble the technical notice
The notice must contain engineering information that allows the receiving facilities to estimate potential interference. Relevant details include:
- the antenna’s location and height;
- antenna directivity or radiation pattern;
- the channel or operating frequency;
- the emission type; and
- transmitter power.
The FCC regulation describes a 20-day period for comments or objections in covered application circumstances. That period should not be treated as a universal deadline for every project: timing and filing steps depend on the particular FCC or federal authorization process.
3. Submit information before the license application
NRAO’s guidance instructs an applicant to send the technical information to the NRQZ office before applying to the FCC or NTIA. The interference staff evaluates the proposal’s estimated power-flux density against protection thresholds that vary with frequency. This is an engineering review, not a general judgment about whether a technology is desirable.
4. Receive coordination results
Proposals that satisfy the applicable criteria receive a coordination letter. The letter documents the result of the interference review and can be used in the subsequent authorization process. Coordination is not the same thing as a license: NRAO states that its Interference Office has no authority to grant an FCC license or a federal-government frequency assignment. The relevant government agency retains that legal authority.

5. Consider voluntary coordination
NRAO also encourages voluntary coordination for assignments that are not expressly covered by the mandatory requirement. Voluntary review can identify a potential problem before equipment is installed, particularly when a project is close to a sensitive receiver or uses substantial power. It does not transfer licensing authority to the observatory.
Three different “quiet zone” boundaries
People often use one phrase for three distinct systems. Comparing their size, authority, covered equipment and enforcement mechanism avoids incorrect advice about phones, Wi-Fi or other devices.
| Area or policy | Geographic scope | Authority | What it does |
|---|---|---|---|
| National Radio Quiet Zone | Approximately 13,000 square miles near the West Virginia–Virginia border; boundaries are specified with NAD-83 coordinates | Federal coordination framework involving the FCC, NTIA and NRAO review | Requires coordination for specified new or modified permanent, fixed, licensed transmitters; voluntary coordination is encouraged for some other assignments |
| West Virginia Radio Astronomy Zone | A 10-mile radius around Green Bank Observatory | West Virginia state law | Allows electrical equipment to be prohibited within the radius when it causes interference to radio astronomy |
| Green Bank Observatory Zone 1 | The observatory’s radio astronomy instruments and immediately controlled operating areas | Observatory operational policy | Strict controls; visitors may need to leave personal electronics behind, and only approved diesel vehicles are allowed in the stated areas |
| Green Bank Observatory Zone 2 | Laboratories, housing and visitor facilities on the observatory site | Observatory operational policy | Intentional or known radio radiators are generally prohibited without a waiver, subject to limited stated exceptions |
The federal NRQZ therefore cannot be used as a shortcut for the campus rules. A location may be inside the large coordination area but outside the observatory’s controlled zones, or inside Zone 2 where a stricter operational rule applies.
Does the NRQZ mean there is no internet?
No. Green Bank Observatory explicitly addresses the misconception that the “quiet zone” means “no internet.” The observatory relies on internet connectivity for its work and operations. Broadband, wired networks and ordinary communications can exist in the broader region, provided their equipment and use comply with applicable rules.
Internet access and radio emissions are separate questions. A wired connection can carry data without putting a local Wi-Fi signal into the air, while a Wi-Fi router uses intentional radio transmissions. A phone can also combine several functions: cellular, Wi-Fi, Bluetooth, GPS reception and other electronics. Whether any of those functions are acceptable depends on the location and the observatory’s current instructions, not simply on the fact that the device is somewhere within the NRQZ.

Can you use a cell phone or camera there?
There is no single answer for every point inside the 13,000-square-mile zone. The federal NRQZ is not a blanket prohibition on cell phones, cameras or internet service. The observatory campus, however, has its own rules designed to prevent local interference.
At ordinary locations in the broader NRQZ
Residents and businesses are not automatically required to turn off all wireless equipment merely because an address falls inside the federal boundary. A fixed, licensed transmitter project may need advance coordination, while the use of a personal device is governed by the applicable local and site rules.
At Green Bank Observatory Zone 2
Zone 2 includes laboratories, housing and visitor facilities. The observatory policy generally prohibits intentional or known radio radiators there unless a waiver applies. The policy lists limited exceptions and distinguishes intentional transmissions from unintentional emissions produced as a side effect by digital equipment. Visitors should follow posted instructions and staff directions rather than assume that a device is allowed because it is small or low-powered.
At Green Bank Observatory Zone 1
Zone 1 covers the radio astronomy instruments and has stricter controls. Visitors may be required to leave personal electronics behind, and the stated vehicle policy permits only approved diesel vehicles in the relevant areas. A phone that is acceptable in a visitor facility may not be acceptable near an observing instrument.

The complete observatory site policy was updated in September 2025, and operational instructions can change. Check the observatory’s current visitor guidance before bringing a phone, smartwatch, Bluetooth accessory, camera, laptop, vehicle or other electronic equipment.

What the state 10-mile zone adds
The West Virginia Radio Astronomy Zone is separate from the federal NRQZ. Observatory information describes it as a 10-mile radius around Green Bank Observatory. State law allows electrical equipment within that radius to be prohibited when it causes interference to radio astronomy.
This is an interference-based state restriction, not a claim that every electrical appliance in the circle is forbidden. The distinction matters: the state zone is much smaller than the federal coordination area, and its trigger is equipment causing interference. A household appliance, wireless device or other installation should be assessed under the current state and observatory requirements rather than judged solely by a map’s boundary.
What the NRQZ does not do
- It does not make the entire region silent in the ordinary acoustic sense.
- It does not automatically ban all internet access, cellular service or electronics across approximately 13,000 square miles.
- It does not give NRAO authority to issue FCC licenses or federal frequency assignments.
- It does not replace the separate West Virginia 10-mile zone or Green Bank’s Zone 1 and Zone 2 visitor policies.
- It does not mean that every portable, unlicensed or unintentional emission follows the same procedure as a permanent fixed licensed transmitter.
Why the distinction matters for visitors and equipment owners
If you are planning a visit, identify the exact destination first. A public road or nearby town is not governed in the same way as a controlled observing area. Then identify every radio-emitting function in the equipment you plan to bring: cellular, Wi-Fi, Bluetooth, wireless peripherals and other transmitters. Follow the current observatory instructions for the relevant zone, and ask staff before powering on equipment that is not clearly covered.
Recommended Free Tools
If you are proposing a fixed transmitter, start the coordination process before submitting the FCC or NTIA application. Keep the antenna coordinates, height, directivity, channel, emission and power information consistent across the technical filing. Allow for the applicable review and comment schedule, and remember that a coordination letter is not an authorization to operate.
The practical meaning of “quiet”
For Green Bank’s scientists, quiet means a cleaner radio-frequency environment in which receivers can separate faint astronomical signals from human-made energy. The protection is achieved through several layers: a large federal coordination boundary, a state-law zone focused on interference, and observatory-specific controls close to the instruments. Treating those layers as interchangeable produces the familiar but inaccurate idea that the entire region has no wireless technology.
The accurate short version is narrower and more useful: Green Bank Observatory sits inside the National Radio Quiet Zone because radio astronomy needs protection from harmful radio-frequency interference, and the zone coordinates potentially disruptive fixed transmitters. Internet and electronics still exist in the region, while the observatory’s controlled areas apply stricter, location-specific rules.
