What Is a Phone Refresh Rate, and Why Do Some Apps Ignore It?

A phone’s refresh rate is how often its display can update each second, measured in hertz (Hz). A 120 Hz screen has 120 refresh opportunities per second, but that does not mean every app produces 120 new images per second. Apps supply frames, while the operating system and display hardware decide when those frames are shown. If an app renders at 30 or 60 frames per second (fps), the screen must repeat frames or use a compatible lower cadence.

That is why a 90 Hz or 120 Hz phone can feel extremely smooth in one app and ordinary in another. The difference usually reflects an app’s frame-rate cap, operating-system scheduling, video content cadence, battery-saving rules, heat, or hardware limits—not a defective panel.

Refresh rate and frame rate are different measurements

Refresh rate describes the display’s capability: the number of times the panel can begin a new scan of its pixels each second. Frame rate describes the content pipeline: how many distinct images an app, game, or video produces each second. They can match, but they do not have to.

Term What it measures Typical example What happens when the numbers differ
Refresh rate (Hz) Display update opportunities per second 60 Hz, 90 Hz, 120 Hz The panel can update at that cadence if the system selects it.
Frame rate (fps) New images supplied by an app or video 24 fps film, 30 fps video, 60 fps game The display repeats images or chooses a compatible cadence when fewer frames arrive.

At 60 Hz, a display has a refresh opportunity about every 16.7 milliseconds. At 120 Hz, that interval is about 8.3 milliseconds. Those are opportunities, not guarantees of new visual information. If a game supplies 60 distinct frames per second to a 120 Hz panel, each frame may be shown twice. The motion can still benefit from lower input-to-display delay in some situations, but it will not contain 120 unique game frames per second.

A 120 Hz panel therefore provides headroom for smoother scrolling and animation. It cannot manufacture missing frames, remove an app’s frame cap, or force a game engine to render faster.

Why an app may not use the phone’s maximum rate

The app deliberately draws fewer frames

Games commonly cap output at 30 or 60 fps to keep frame times consistent, reduce battery drain, or prevent sustained heat. An uneven 120 fps stream that repeatedly misses its deadlines can look worse than a steady 60 fps stream. Some games expose a graphics or frame-rate selector; others choose a limit automatically according to the phone’s model, resolution, quality preset, or temperature.

Ordinary applications can also be built around lower-rate animation timers. A list that is not moving may need almost no new frames, while a scrolling list can request more frequent updates only while the user is touching it. The operating system may lower the display rate after the motion stops.

The content itself has a fixed cadence

A display cannot turn a 24 fps movie into 120 unique frames per second. It can refresh at 120 Hz while repeating or distributing those movie frames across the available refresh slots. The same distinction applies to 30 fps video, screen recordings, and animated advertisements. Interface scrolling and video playback are separate workloads, so the phone can make different rate decisions for each.

The operating system arbitrates timing

Modern phones treat an app’s preferred rate as a request or hint. The system looks at all visible surfaces, supported panel modes, battery state, and thermal conditions before selecting a cadence. A full-screen game, a video player, a notification overlay, and the system navigation layer may all have different timing needs. The scheduler must choose a mode that the hardware can actually drive for the current combination.

On iPhone ProMotion devices, Apple states that “The system insulates the ProMotion display’s actual refresh rate from your app — you can’t force a ProMotion display to show your content at any specific rate.” Apps can provide timing preferences, but Core Animation and the operating system arbitrate the actual rate.

Power-saving and heat can override a high-rate request

Driving the panel faster consumes energy, and rendering more frames increases processor and graphics work. A phone may lower its display rate in a battery-saving mode or when its temperature rises. This protects battery life and sustained performance; it is not evidence that the panel has stopped supporting its advertised maximum.

The hardware or software may impose a cap

A 60 Hz handset cannot display 90 or 120 Hz, regardless of an app’s settings. Even on a high-rate model, the exact handset variant matters: product families can contain models with different panels. An app may also lack support for the platform’s high-rate APIs, use an older rendering path, or apply a fixed cap.

How iPhone ProMotion chooses a rate

Variable operation is intentional

Apple’s current ProMotion developer documentation describes supported iPhone displays that dynamically vary from 10 Hz to 120 Hz. The documented families include iPhone 13 Pro and later, iPhone 17 and later, and iPhone Air. This list applies to the supported models identified by Apple; it should not be generalized to every iPhone or assumed to behave identically across generations.

Lower rates conserve power when the screen is showing static content. Higher rates are available for scrolling, animation, and other interactions when the system determines that the extra updates are useful and sustainable.

Apps express preferences, not commands

System-managed animation frameworks handle many common transitions automatically. An app that performs custom frame-by-frame drawing must respond correctly when the display timing changes; it cannot assume a permanent 60 Hz or 120 Hz clock. Apple’s documentation also notes that faster rates can be disabled in Low Power Mode or when the device becomes hot.

Check iPhone limits before troubleshooting the app

  • Open Settings > Accessibility > Motion and check Limit Frame Rate. When enabled on supported ProMotion hardware, this restricts the maximum rate.
  • Check Settings > Battery for Low Power Mode. Apple documents rate restrictions associated with power-saving conditions.
  • Let a hot phone cool before judging sustained smoothness. A brief high-rate animation does not prove that the device can maintain that rate under load.

How Android decides whether to change refresh rate

Frame-rate APIs are requests to the scheduler

For apps targeting Android 11 (API level 30) or later, Android provides frame-rate APIs that let an app communicate its intended rate. The Android Developers frame-rate documentation makes clear that the platform can decline or modify a request. It considers the display modes supported by the device, other active surfaces, battery-saver state, and whether changing modes is appropriate for the current content.

Apps that target older versions, or that have not implemented the relevant timing mechanisms, may rely on other platform behavior and never request a high rate. A compatible panel alone does not add high-rate support to an app.

Android 15 gives games a 60 Hz starting point

Android Developers’ guidance updated February 26, 2026, says Android 15 sets a 60 Hz default for games to optimize power. Games that need more must request a higher rate through the documented frame-rate API or the Swappy library. Android can still override a higher request when battery level, device temperature, or another system condition makes it unsuitable. This is Android 15 game guidance, not a universal rule for every Android version or every application.

Manufacturer menus are not universal

Android manufacturers use different names and locations for refresh-rate controls. One phone may offer a “High” or “Adaptive” option under Display; another may place a maximum-rate toggle in a battery or performance section. Use the Settings search field for refresh rate, motion smoothness, or similar terms, then read the option’s description. Do not assume that a path shown for one handset exists on another.

Why one app looks less smooth than the rest of the phone

Home-screen scrolling and system animations are usually optimized for the device’s display modes, so they may look fluid at a high rate. A third-party app can look different because it renders at 30 or 60 fps, requests no high-rate mode, waits for heavy network or processing work, or triggers a lower-rate video surface. The perceived difference is often a software pipeline mismatch rather than a screen fault.

Uneven frame delivery is also important. A nominal 60 fps app that delivers frames at irregular intervals can appear to stutter, while a steady lower rate may appear smoother. Refresh-rate overlays cannot always reveal this distinction: an overlay may report a software-selected mode or an app’s rate rather than the panel’s instantaneous physical update cadence. Treat such readings cautiously unless the measurement method is documented.

A practical checklist for diagnosing a 90 Hz or 120 Hz phone

  1. Identify the exact model. Confirm the handset variant and its documented maximum and variable range. A family name is not enough because different models can use 60 Hz, 90 Hz, or 120 Hz panels.
  2. Check the system maximum. Look in the display settings for an adaptive, high, or maximum refresh option. On iPhone, inspect Limit Frame Rate and Low Power Mode as described above. On Android, labels and paths vary by manufacturer.
  3. Inspect the app or game settings. Look for FPS, frame rate, graphics quality, performance mode, or battery-saver controls. Select a higher option only if the phone remains cool and stable.
  4. Separate video from interface motion. Test a scrolling list or animated menu separately from a 24, 30, or 60 fps video. Different source cadences legitimately produce different results.
  5. Repeat the test when the phone is cool. Heat can trigger a lower display rate or reduce rendering performance. Compare short and sustained sessions rather than relying on the first few seconds.
  6. Disable temporary power restrictions for a controlled check. Turn off the applicable battery-saving mode, test briefly, then restore it if battery life matters more than maximum smoothness.
  7. Compare several apps. If system scrolling and multiple known high-motion apps are smooth but one title is not, that app’s frame cap or implementation is the likely limiting factor. If everything is limited, recheck the handset specification and system setting.

What a high refresh rate can—and cannot—improve

  • It can improve supported scrolling and animation. More frequent display opportunities can reduce visible judder when the software supplies frames at a compatible cadence.
  • It can reduce the waiting interval between updates. The interval is about 16.7 ms at 60 Hz and 8.3 ms at 120 Hz, although total input latency also depends on touch scanning, app processing, rendering, and display response.
  • It cannot increase an app’s frame output by itself. A 30 fps game remains a 30 fps game until its engine and settings provide more frames.
  • It can increase energy use and heat. Adaptive operation may lower the rate when the screen is static or the device is under thermal or battery pressure.
  • It does not guarantee identical behavior across apps. Platform scheduling, content type, and app implementation determine the result.

How to compare phones if smooth motion matters

When evaluating a phone, compare the exact model rather than relying on a family’s headline specification. A useful comparison uses these dimensions:

Comparison point Question to ask Why it matters
Maximum and variable range Is the panel 60, 90, or 120 Hz, and what lower rates can it select? A high maximum is useful only when the system can select it for the content you use.
Exact model support Does the specific regional or storage variant include the high-rate panel? Names within one product family can conceal different hardware.
App and game support Do the apps you use expose higher frame-rate options or platform timing support? The software pipeline determines how many distinct frames reach the display.
Sustained battery and thermal behavior Does the phone maintain performance after prolonged gaming or video use? Heat and battery state can cause the scheduler to lower the rate.
Practical visibility Do you notice smoother scrolling or motion in your own apps? Personal workloads matter more than a maximum number on a specification sheet.

Upgrading to a phone with a 120 Hz panel can provide the necessary hardware capability, but it cannot make an app render at 120 fps or override operating-system scheduling.

Bottom line for a 120 Hz phone that feels inconsistent

A high refresh-rate display is a ceiling for display updates, not a promise that every app will use that ceiling. The app’s frame production, the operating system’s scheduler, power and thermal policies, content cadence, and the exact handset model all determine what you actually see. Verify those factors before treating an app’s lower rate as a hardware defect.
