A “no-logs VPN” is a provider’s claim that it does not retain specified records of your activity or connections—not a guarantee that it collects no data or that you are anonymous. To judge the claim, check exactly which records are excluded, what operational data may still be collected, what an independent audit examined and when, and how the provider describes its jurisdiction and legal requests.
What “no logs” means—and what it does not
“No logs” is not a precise, standardized data category. One provider may use it to mean it does not retain browsing activity; another may also say it does not keep connection records such as IP addresses or session times. The phrase by itself does not tell you which meaning applies.

Separate the categories when reading a claim. Activity data can include browsing history, traffic destinations, content and DNS queries. Connection data can include your source IP address, the IP address assigned by the VPN, timestamps, session duration and other identifiable connection metadata. A policy may address some categories but not others.

How to assess a VPN privacy policy
- Identify the policy you are evaluating. Note the service name and the policy version or the date you accessed it; policies can change.
- List the records the provider says it does not retain. Look separately for browsing history, destination services, traffic content, DNS queries, source and assigned IP addresses, timestamps, session duration and connection metadata. Do not treat a broad label as an answer to each category.
- Check what the provider may collect anyway. Look for account, diagnostic, analytics, speed-test, crash and service-operation data, along with the purposes and conditions described in the policy.
- Inspect any independent audit. Find the auditor, engagement type, review date and scope. Establish whether the work examined only written claims, or also software, VPN servers, operating procedures and staff. Check whether the report itself is public and readable—not just described in a company announcement.
- Look for evidence over time. Later audits and transparency reports can add context, but each covers a particular period or disclosure. Neither certifies future conduct.
- Consider jurisdiction and legal-request disclosures. Treat a provider’s account as its description of its own circumstances, not a definitive statement of what every government can legally require.
What an audit can—and cannot—establish
An audit can provide evidence about the systems, practices and period it actually reviewed. Its value depends on whether that scope reaches the working VPN infrastructure and operational procedures relevant to the claim, and whether readers can inspect the report. A provider’s announcement is the company’s account of the audit; the underlying report gives readers a better basis for judging the auditor’s findings and limitations.
Even a relevant independent review is not a permanent guarantee. Systems, policies and practices may change after the review. Nor does an audit establish complete anonymity: a VPN provider occupies a position to handle traffic passing through its service, and VPN use does not prevent every form of tracking.

Proton VPN
Proton’s 2026-updated audit announcement says Securitum reviewed VPN and server configurations, operating procedures and staff. Proton reproduces the report’s conclusion: “The technical evidence reviewed during the engagement did not indicate that the examined Proton VPN server infrastructure logs users’ browsing activity, DNS queries, destination services, network traffic contents or user-identifiable connection metadata.” The finding is about the examined infrastructure and engagement, not a guarantee about every future system or period.

The same announcement says Proton’s policy was tested in more than 400 legal cases. That count is reported by Proton and is not independently verified in the materials cited here. In a separate support-page account, Proton says that in a 2019 legal case it was ordered to provide logs to help identify a user but could not do so because the logs did not exist. The page also describes Swiss jurisdiction and logging obligations from Proton’s perspective; it is not a substitute for primary legal sources.
ExpressVPN
ExpressVPN’s privacy policy says it does not collect activity logs such as browsing history, traffic destination, content or DNS queries, and does not store connection logs such as IP addresses, timestamps or session duration. The same policy describes categories of data that may be collected depending on how the service is used, so its no-logs statements should not be read as “no data of any kind.”

ExpressVPN’s trust center describes audits and biannual transparency reporting. The company says KPMG LLP assessed its TrustedServer system and privacy-policy claims as of 2025-02-28 under ISAE (UK) 3000 Type 1. Those descriptions identify a date and engagement type, but provider summaries alone do not let readers examine the complete underlying audit reports.

What can be concluded from these examples
The examples show why a single “no logs” badge is not enough: the policies name different data categories, and the audit descriptions differ in date, scope and public report availability. The available evidence does not support naming a universal winner or calculating how often no-logs claims are accurate across the VPN market. Compare the actual policy and review evidence for the service you are considering rather than treating either provider’s description as proof of a market-wide standard.
