A neocloud is a public cloud provider built primarily for GPU-intensive artificial-intelligence workloads. Instead of offering an equally broad catalog of business applications, databases and enterprise platforms, it concentrates on accelerator capacity, high-speed interconnects, AI storage and the software needed to train or serve models.

For a startup or engineering team, the practical question is not whether a neocloud advertises a cheaper GPU-hour. It is whether the provider can supply the right GPUs and cluster size, deliver the required performance, and reduce total cost after storage, data transfer, operations, security and compliance are included.

What “neocloud” means

“Neocloud” is an industry label for a public cloud focused on accelerated computing and AI infrastructure. The category is recent: Microsoft for Startups says SemiAnalysis published its AI Neocloud Playbook and Anatomy in October 2024 and that the term spread more widely during 2025. That chronology is Microsoft’s account of the label’s history, not a formal standards definition.

A neocloud is not a particular GPU, server or software package. It describes the provider’s business focus. A typical service combines physical or virtual GPU capacity with the components that keep distributed jobs productive:

  • Storage sized for large datasets, checkpoints, model weights and logs.
  • Schedulers and orchestration, such as Kubernetes-based services or Slurm integrations.
  • Support for drivers, container images and AI frameworks.

CoreWeave’s published cloud-platform description illustrates that bundle: GPU compute, AI-oriented storage, InfiniBand and Ethernet networking, Kubernetes services and Slurm on Kubernetes. Those are examples of the components a neocloud may provide; offerings differ by supplier, region and contract.

How a neocloud workload works

Provisioning the accelerators

You select an accelerator type, region, quantity and commercial model. Billing is often expressed in GPU-hours, but the unit can hide important differences: a GPU-hour may be on a shared virtual machine or on a dedicated bare-metal server, and reservation, minimum-term and support conditions vary. Confirm the exact hardware, host configuration, storage and network included in the quoted rate.

Bare metal and virtualization

On a bare-metal offer, you receive access to a physical server without a hypervisor layer between your workload and the hardware, according to Microsoft’s explanation. Eliminating that layer can make performance more predictable for tightly coupled training, but it does not eliminate administration. You still need images, drivers, users, access controls, monitoring and a plan for failures.

Keeping distributed training fed

Large training jobs split work across multiple GPUs and often multiple servers. GPUs within one server may communicate through NVLink. InfiniBand or high-speed Ethernet can connect nodes so that gradient and parameter traffic does not become the bottleneck. Dataset storage must also supply data quickly enough to keep the accelerators busy. A cluster with a low hourly rate can be a poor choice if slow storage or interconnects leave GPUs idle.

Running the job

A scheduler assigns nodes, queues work and enforces quotas. Kubernetes is useful when teams package training or inference as containers and need service orchestration; Slurm remains common for batch-oriented high-performance computing. Managed options differ: one provider may operate the control plane while another leaves most cluster administration to you.

Checkpointing and recovery

Hardware failures are possible in a large cluster. Save checkpoints to durable storage at a cadence that limits the amount of work you can afford to repeat. Test restoration, not just checkpoint creation, and document how a failed node is replaced and how a job is requeued. These procedures remain the customer’s responsibility unless the contract explicitly includes them.

Neocloud versus hyperscaler

The useful shorthand is focused depth versus platform breadth. A neocloud concentrates resources and expertise on AI infrastructure. A hyperscaler combines accelerators with a much wider platform: managed object and block storage, databases, identity, security services, compliance programs, many regions and enterprise procurement channels.

Decision axis Neocloud tendency Hyperscaler tendency What to verify
Accelerator focus GPU capacity and AI clusters are the core product. GPUs are one service among many compute options. Exact GPU model, memory, topology and supported software.
Availability May offer concentrated capacity or quicker access for selected GPUs. Broad regional footprint, but popular accelerators can still be constrained. Capacity at the required time, region and cluster size; reservation terms.
Performance Often optimized around bare metal, interconnect and storage for AI jobs. Performance is integrated with a broader managed platform. Benchmark your training or inference pipeline, including data loading and scaling.
Managed services Usually narrower, with scheduling and AI-oriented infrastructure. Extensive databases, identity, security, observability and application services. Which services your product needs outside the model workload.
Operations You may manage more of the cluster, images, drivers and failure handling. More infrastructure controls can be managed for you, at a price. Staff hours for upgrades, monitoring, incidents and compliance evidence.
Enterprise buying Certifications, procurement integrations and support vary by provider. Often has mature compliance catalogs, contracts and marketplace purchasing. Required certifications, identity integration, support response and legal terms.
Portability Moving datasets and artifacts may require provider-specific work. Broad native services can also create dependencies. Egress prices, transfer time, duplicated security controls and debugging effort.

Neither category wins universally. A team whose immediate constraint is training throughput may prefer concentrated GPU capacity. A product company selling to regulated enterprises may value managed identity, regional controls, certifications and a single support relationship more than the lowest raw accelerator price.

What a neocloud can include

Compute and cluster shapes

Offers can range from a single GPU instance to multi-node clusters. Ask whether GPUs are dedicated, how many share a host, what CPU and memory accompany them, and whether local scratch storage is included. For distributed training, request the topology diagram or a clear description of GPU-to-GPU and node-to-node links.

Storage

AI workloads commonly use object storage for source datasets and checkpoints, high-performance file storage for active training data, and local NVMe for temporary shards or caches. Compare capacity, throughput, operations charges, snapshot behavior, durability and the cost of moving data into and out of the region.

Networking

Interconnect quality affects scaling efficiency. A provider should state whether the cluster uses InfiniBand, high-speed Ethernet or another fabric, and whether that fabric is available at the cluster size you need. Measure all-reduce time, data-loader throughput and job scaling rather than relying on a generic “AI optimized” label.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Software and scheduling

Managed Kubernetes, Slurm, container registries, image templates and monitoring can shorten setup. Check who patches host drivers and the container runtime, which CUDA or framework versions are supported, and how quickly new versions become available. A managed scheduler is helpful only if its queueing, quotas and autoscaling match your job pattern.

How to calculate the real cost

Start with the complete workload, not the advertised GPU-hour. A practical model is:

Total cost = accelerator time + attached compute + storage + data transfer + software and support + engineering operations + security and compliance work.

  • Accelerator time: Include warm-up, idle periods, failed runs and checkpoint restarts, not just successful training hours.
  • Attached compute: Account for CPUs, system memory, local disks and any control-plane or login nodes charged separately.
  • Storage: Price active data, replicas, snapshots, checkpoints, logs and retention.
  • Transfer: Include ingress and egress, dataset staging and the cost of moving artifacts to production or another provider.
  • Software and support: Add premium support, managed Kubernetes or Slurm, proprietary tooling and minimum commitments.
  • Engineering: Estimate the staff time to build images, schedule jobs, monitor utilization, upgrade drivers, handle failures and enforce access policies.
  • Security and compliance: Include audits, network controls, key management, logging retention and evidence collection required by customers.

A lower quoted GPU-hour does not establish a lower total cost. If a cluster delivers 70% utilization because storage is slow, or if two engineers must maintain drivers and schedulers, the apparent saving can disappear.

A step-by-step evaluation process

  1. Specify the workload. Record model size, framework, precision, dataset volume, checkpoint frequency, expected sequence length, inference latency target and whether jobs are single-node or distributed.
  2. Define capacity requirements. List the accelerator memory, number of GPUs, node count, region and start date. Separate steady demand from occasional bursts.
  3. Request a like-for-like quote. Ask each provider to itemize GPU, host, storage, network, support, reservation, minimum term and transfer charges.
  4. Run a representative benchmark. Use your own container and data path. Measure tokens or samples per second, scaling efficiency, time to checkpoint, restart behavior and inference latency under realistic concurrency.
  5. Measure utilization. Check GPU duty cycle, memory use, data-loader wait time, network saturation and queue time. Low utilization identifies a configuration or pipeline problem that price alone cannot reveal.
  6. Test operations. Deliberately stop a worker, restore a checkpoint, rotate credentials and roll a driver or image in a staging environment. Record who performs each action and how long it takes.
  7. Review enterprise controls. Verify certifications, data residency, identity federation, audit logs, encryption, incident notification, support response and procurement requirements before committing.
  8. Plan exit and portability. Estimate the time and egress cost to copy datasets and model artifacts elsewhere. Keep infrastructure definitions, container recipes and checkpoints in formats you can reuse.

When a neocloud is a strong fit

  • Training or fine-tuning is the dominant cost and needs a large accelerator cluster.
  • You need a specific GPU generation or interconnect that is difficult to obtain through an existing platform.
  • Your team can operate containers, schedulers, networking and observability, or you have a managed service that covers those tasks.
  • The application already uses external databases and business services, allowing the neocloud to focus on model compute.
  • You can tolerate, or have mitigated, provider concentration and data-movement risk.

When a hyperscaler may be the better home

  • The product depends heavily on managed databases, queues, identity, security analytics or serverless components.
  • Customers require a mature compliance catalog, specific regions or marketplace procurement.
  • The team wants one provider to handle more of the operating system, network, security and incident surface.
  • Inference is tightly integrated with existing application services and the cost of moving data between platforms would dominate.

Many organizations use both: a neocloud for burst training and a hyperscaler for application services or production inference. That arrangement is multi-cloud when all infrastructure is public cloud. It is not automatically hybrid cloud; hybrid generally implies a private environment alongside public cloud.

Examples and time-sensitive market evidence

Microsoft for Startups names CoreWeave, Crusoe, Lambda and Nebius as examples of neocloud providers. In a May 18, 2025 announcement for DGX Cloud Lepton, NVIDIA listed CoreWeave, Crusoe, Firmus, Foxconn, GMI Cloud, Lambda, Nebius, Nscale, SoftBank and Yotta Data Services among NVIDIA Cloud Partners expected to offer NVIDIA GPUs through that marketplace. This is a dated partner snapshot, not a complete or guaranteed-current directory. Check present capacity, regions and commercial terms before selecting a supplier.

Microsoft for Startups also reported figures attributed to Synergy Research Group: more than $25 billion for the neocloud market in 2025, projected to approach $400 billion by 2031, with a compound annual growth rate near 58%. Those numbers were reported secondhand on Microsoft’s 2026 page; treat them as an attributed forecast and consult Synergy’s original publication before using them as independently verified estimates.

NVIDIA’s announcement quoted Jensen Huang, NVIDIA’s founder and CEO: “NVIDIA DGX Cloud Lepton connects our network of global GPU cloud providers with AI developers.” The accompanying “planetary-scale AI factory” language describes NVIDIA’s marketplace initiative and is a vendor statement, not an independent performance assessment of neoclouds.

Common pitfalls and fixes

Choosing by hourly price

Symptom: The invoice is low but training takes longer or engineers spend more time maintaining the environment. Fix: Compare completed work per dollar using your benchmark and add operations, storage and transfer costs.

Ignoring cluster availability

Symptom: A provider can offer a single GPU but not the eight-, 32- or hundreds-GPU configuration your job needs. Fix: Obtain a written capacity commitment for the exact accelerator, region, dates and reservation terms.

Underestimating data movement

Symptom: Jobs wait for data, or egress makes a production move unexpectedly expensive. Fix: Stage data near the GPUs, measure read throughput and model the cost and duration of copying datasets and artifacts out.

Assuming bare metal is hands-off

Symptom: Driver mismatches, failed nodes or queue problems interrupt runs. Fix: Assign ownership for images, drivers, scheduling, monitoring, checkpoint recovery and security; buy managed support where the team cannot cover it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treating a provider list as permanent

Symptom: A named partner or advertised GPU is no longer available in your region. Fix: Date every comparison and reconfirm current inventory, software versions and contract terms during procurement.

The bottom line for infrastructure teams

A neocloud is best understood as focused public-cloud infrastructure for AI: GPUs plus the storage, interconnect and scheduling needed to use them effectively. Its specialization can improve access and economics for some training and inference workloads, but the benefit is workload-specific. Make the decision with measured throughput, full cost, operational ownership, enterprise requirements and an exit plan—not with a GPU-hour headline or a provider name alone.
