What Is a Livestock Carrier Ship, and How Does It Transport Animals Across Oceans?

A livestock carrier is a seagoing vessel designed or specially fitted to move live animals while providing pens, ventilation, feed, water, waste handling, inspection and emergency support. Animals travel either in purpose-built livestock decks or in vehicles and containers secured on a roll-on/roll-off ship. The exact design, welfare controls and legal requirements depend on the species, route, weather, voyage length and countries involved.

What a livestock carrier ship is

A livestock carrier is more than a cargo ship with animals placed aboard. Its layout and operating plan are organized around keeping live animals safe and healthy for the entire passage. The vessel must provide usable space, safe surfaces and fittings, fresh air, feed, clean water, drainage, cleaning access, observation and a response plan for equipment failures or severe weather.

Animals are assigned to planned groups before loading. They may stand in pens on decks permanently arranged for livestock, or remain inside road vehicles or containers that are driven or moved aboard and then secured against ship movement. Both arrangements require the crew to account for animal movement, heat and moisture, supplies, ship stability and access for inspection.

Dedicated livestock decks

On a purpose-arranged livestock vessel, pens are built into the ship. Deck height must allow each animal to assume a natural transport position without touching the roof or the deck above. Fences, gates, partitions and flooring must withstand movement at sea while avoiding sharp edges and other hazards. Feeding and watering equipment must be reachable by the animals and by handlers responsible for replenishment and checks.

Roll-on/roll-off carriage

In a roll-on/roll-off arrangement, animals stay in secured vehicles or containers. The ship must prevent those units from shifting as the vessel rolls and pitches. Enclosed spaces may need additional forced ventilation when natural airflow is insufficient. The design therefore combines cargo-securing procedures with animal-care procedures rather than treating the vehicles as ordinary freight.

How an ocean livestock voyage is organized

A successful passage starts before the ship reaches the berth. Planners match the animals, vessel, route and expected conditions, then turn that plan into loading instructions and daily-care duties.

  1. Plan the consignment and route. The operator considers animal preparation, species and size, the vessel arrangement, route, distance, expected weather and sea conditions, voyage duration, staffing, feed and water requirements, pen allocation and emergency procedures. The World Organisation for Animal Health (WOAH) recommends avoiding the mixing of animals from different sources in the same pen group.
  2. Prepare animals and supplies. Animals are assessed and grouped for the planned journey. Feed, water, bedding or other approved supplies, medications where required, cleaning equipment and spare parts must be available for the expected passage and contingencies.
  3. Assign pens or cargo units. Each group is allocated a space suited to its size and condition. In roll-on/roll-off carriage, vehicles or containers are positioned and secured so that ship movement cannot cause them to slide, overturn or crush one another.
  4. Load through an approved arrangement. Handlers move animals calmly and avoid forcing them through unsuitable openings or routes. Gates and ramps must permit safe movement, and the final loading record identifies where each group is located.
  5. Care for animals underway. Systems distribute feed and water, ventilate the livestock spaces and allow handlers to inspect animals. Crew members monitor conditions, remove or manage waste and record significant events, illness, mortality, medication, consumption, climate and equipment defects.
  6. Respond to changing conditions. Weather, sea state, heat, cold, illness or a mechanical problem can alter the original plan. Operators use the documented emergency procedures, including arrangements that keep ventilation operating if primary machinery fails.
  7. Unload and hand over. At arrival, suitable unloading facilities and personnel receive the animals. The voyage records are completed with arrival information and any incidents that occurred during the crossing.

What the ship must provide while animals are aboard

Space, pens and safe movement

Space is a welfare requirement, not simply a way to maximize cargo quantity. Each animal needs room to stand in its natural transport position without contacting the roof or upper deck and enough room to lie normally. Pen partitions must limit dangerous crowding while allowing handlers to reach animals, feed and water points.

The correct allowance depends on species, body size, posture, thermoregulation, confinement time, weather and voyage conditions. A single head-count rule cannot represent those variables. A 2018 Australian government standards review reported that its literature search found no scientific study giving a definitive calculation for minimum onboard space allowance. It noted that heat or cold, confinement duration and the animals’ weight and volume can change the amount of space needed, with extra space appropriate in some circumstances.

Ventilation and climate control

Animals generate heat and moisture continuously. Ventilation must remove both and supply adequate fresh air in the expected external climate. WOAH guidance says ventilation should function while the vessel is stationary as well as underway. Where natural airflow is restricted, mechanical or forced ventilation may be necessary. An emergency power source should be available so ventilation can continue after a primary power or machinery failure.

Feed and clean water

Feed and water systems are planned around the animal groups, the duration of the trip and the expected conditions. Water must remain accessible and clean; feed must be delivered without contaminating it. Crew members check consumption and equipment operation rather than assuming that a working pump or trough guarantees that every animal can drink.

Waste, drainage and cleaning

Waste management is part of the deck design. Drainage and cleaning arrangements should prevent waste from upper decks from soiling animals, feed or water below. The crew must be able to inspect surfaces, remove accumulated material and correct blockages without creating a new hazard for animals or handlers.

Lighting, inspection and records

Livestock areas need enough access and lighting for handlers to see animals, equipment and floor conditions. Observation is an active duty: personnel look for illness, injury, heat stress, dehydration, escape risks and blocked or empty watering points. Journey documentation records loading and arrival information, inspections, significant events, mortality or illness, climate, consumption, medications and equipment defects.

Why stability and pen layout matter to the ship

Live animals are moving weight, so their distribution affects the vessel’s stability. Operators provide stability data with livestock on board, and the loading plan must keep the ship within approved limits as animals move between pens or gather around feed and water.

Australian Maritime Safety Authority (AMSA) guidance specifically warns against “long penning,” a practice in which pens are used beyond approved dimensions. AMSA states: “The practice of long penning is not permitted.” The warning covers several connected risks: structural failure, animals being crushed or trapped, uneven access to feed and water and changes to vessel stability.

Stability is therefore checked together with animal welfare. A pen arrangement that appears to create more usable floor area can still be unacceptable if it weakens partitions, restricts access or changes the ship’s approved loading condition.

Animal welfare controls during the crossing

The main controls are species-appropriate space, suitable ventilation, feed and clean water, competent handling, regular observation, realistic journey planning and a tested emergency response. WOAH’s 2024 sea-transport chapter summarizes the importance of preparation in this sentence: “Adequate planning is a key factor affecting the welfare of animals during a journey.”

  • Use compatible groups. Keep animals from different sources from being mixed in one pen group where that creates avoidable stress or conflict.
  • Match space to conditions. Consider body size, posture, heat production, weather and the time animals will remain confined rather than applying an unexplained universal density.
  • Protect access. Feed and water points must remain reachable after the ship moves, animals lie down or a group changes position.
  • Watch for deterioration. Handlers identify illness, injury, dehydration, heat or cold stress and equipment problems early enough to act.
  • Maintain emergency capability. Procedures and backup power must support essential ventilation and animal care when normal machinery or the route plan is disrupted.

Loading, unloading and voyage documentation

Loading and unloading are distinct risk points because animals encounter ramps, gates, unfamiliar surfaces, noise and close handling. The vessel’s plan should identify suitable shore facilities and the personnel needed to move animals safely at both ends of the journey.

Records provide continuity between the loading team, ship’s crew and receiving facility. A complete journey record can include the approved plan, loading and arrival details, inspections, significant events, mortality or illness, climate conditions, feed and water consumption, medications and equipment defects. Those entries help operators investigate an incident and demonstrate that required care was provided.

Which rules apply?

International guidance

WOAH’s Terrestrial Animal Health Code contains international guidance for transporting animals by sea. It addresses responsibilities, planning, vessel and container design, documentation, loading, observation and unloading. It is guidance for animal health and welfare; it is not a single worldwide ship certificate and does not replace the law of the countries connected to a voyage.

Australian example

Australia illustrates how a national regime adds enforceable requirements. AMSA administers Marine Order 43 for regulated Australian vessels and foreign vessels carrying livestock from Australia. AMSA says a vessel permanently equipped for livestock carriage must hold an Australian Certificate for the Carriage of Livestock. Its operator guidance also describes notification and voyage-reporting obligations and required design and maintenance material. The current legal text must be checked for the particular vessel and voyage because applicability depends on the route and circumstances.

Why geography changes the answer

A ship may meet one country’s approval and still need additional permissions, certificates, port arrangements or animal-health documentation elsewhere. The exporter, carrier and receiving authorities must identify the rules for the departure country, flag state, transit ports and destination before loading. There is no universal certificate or stocking figure that automatically authorizes every ocean route.

How to evaluate a proposed livestock voyage

When reviewing a plan, ask the following questions in order:

  1. Which species, sizes and animal groups are being carried, and are the groups compatible?
  2. Will they travel in fixed pens or in secured vehicles or containers?
  3. Does the allocated space allow natural standing and normal lying under the expected temperature and confinement conditions?
  4. How will fresh air be supplied while the ship is moving and while it is stationary?
  5. What backup power supports ventilation and other essential systems?
  6. How are feed, water, drainage, cleaning and inspection handled on every deck?
  7. What weather, sea-state and voyage-duration assumptions underpin the plan?
  8. Who performs observations, what records are kept and what triggers intervention?
  9. What are the loading, unloading and emergency arrangements at each port?
  10. Which national rules, certificates and reports apply to this vessel and route?

What is not known as a universal number

Primary sources do not establish a generally applicable statistic for the global livestock-carrier fleet, a typical ship capacity or an average voyage duration. Such figures vary by year, geography, species, vessel design and route. The same caution applies to onboard space: the Australian 2018 review found no definitive scientific calculation that could serve as a universal minimum. Reliable numbers must therefore be tied to a particular regulation, vessel, species, voyage and measurement date.
