What Is a Ghost Forest, and How Does Rising Sea Level Create One?

A ghost forest is a coastal woodland being overtaken by saltwater. Its most recognizable feature is a stand of dead or dying trees still standing in a marsh, estuary, or waterlogged lowland. The trees once depended on relatively fresh soil and groundwater; repeated saltwater flooding, saline groundwater, or longer inundation eventually overwhelms that freshwater system.

Rising sea level makes this transformation more likely by allowing tides and salty water to reach farther inland and upstream, and by increasing the frequency or duration of flooding. The change is usually a gradual ecological transition rather than a single event: forest growth and regeneration fail, trees die, salt-tolerant shrubs and marsh plants move in, and some sites eventually become open water. Local land sinking, storms, drought, sediment supply, and human changes to waterways can accelerate, slow, or redirect the process.

What is a ghost forest?

The National Oceanic and Atmospheric Administration (NOAA) National Ocean Service describes a ghost forest as “the watery remains of a once verdant woodland.” In practical terms, it is a coastal forest that has been exposed to enough saltwater intrusion or flooding stress that many of its trees die, while their trunks and branches remain visible above the wetland.

Ghost forests commonly occur along tidal rivers, estuaries, coastal swamps, and low-lying shorelines. A photograph may show a landscape that looks like a dead woodland, a marsh, and shallow water at the same time: standing gray trunks, fallen logs, patches of shrubs, grasses, and channels carrying brackish or saline water.

The defining fact is not simply that trees are dead near the ocean. Coastal trees can die from fire, insects, disease, wind damage, drought, construction, or freshwater flooding. A ghost forest specifically describes a forest-to-wetland transition associated with saltwater encroachment or increased coastal inundation. The exact cause must be established from local conditions rather than inferred from a photograph alone.

How rising sea level creates a ghost forest

The process follows a recognizable causal chain, although the speed and final outcome differ from one landscape to another.

  1. Water levels rise relative to the land. Global ocean rise is only part of the story. If coastal land is sinking because of natural compaction, groundwater withdrawal, sediment loss, or other local processes, the relative rise experienced by trees can be greater than the change in the open ocean. The important measurement for a forest is how often water reaches its root zone compared with the land surface.
  2. Saltwater reaches freshwater soils more often or farther inland. Higher water levels push saline tidal water upstream through creeks and rivers and inland across low ground. Saline groundwater can also move into areas that previously received mostly fresh water. Storm surge can deliver an abrupt pulse of salt, while ordinary high tides and smaller floods create repeated exposure.
  3. Trees experience salinity and flooding stress. Freshwater-dependent species have difficulty taking up water when salts accumulate around their roots. Salt can also damage tissues and disrupt nutrient balance. Flooded soils may contain less oxygen, further constraining roots. A drought can intensify the stress by reducing the fresh water that would otherwise dilute or flush salt from the soil.
  4. Growth and regeneration falter. Mature trees may survive an isolated saltwater event, but repeated exposure can reduce growth, kill seedlings, and prevent replacement trees from becoming established. A forest can therefore thin before the oldest trees die. This early decline may be difficult to notice from the ground because the canopy can remain partly intact.
  5. Dead trees remain standing. Once mortality becomes widespread, trunks and snags stand above the wetland for a period of time. These remnants create the “ghost” appearance. Their persistence depends on water depth, wood decay, storms, and whether the ground continues to subside or erode.
  6. Salt-tolerant vegetation occupies the opening. Shrubs, herbs, grasses, and marsh plants better adapted to brackish or saline conditions can spread among the dead trees. Researchers often call this intermediate condition a transition ghost forest: forest remnants remain, but the understory and ground cover are shifting toward marsh.
  7. The site may become marsh or open water. If the land surface rises through sediment accumulation or plant growth quickly enough, a wetland can persist as marsh. If water levels outpace that adjustment, continued inundation can bury the woodland in shallow water and convert it to open water. Not every ghost forest reaches that final stage.

Sea-level rise does not have to be the sole trigger. A major storm can introduce salt suddenly, and a sequence of storms can leave a forest vulnerable even when average conditions change slowly. In many locations, long-term sea-level trends and short-term events operate together.

Why one coastline changes faster than another

Two forests at similar distances from the ocean can respond very differently. Their exposure depends on relative water-level change, the supply of fresh water and sediment, local elevation, and the way people have modified the watershed.

Factor How it affects a coastal forest Why the result varies by place
Relative sea-level rise Raises the baseline for tides and floods, allowing saline water to reach the root zone more frequently. Local land movement can add to or offset the rise measured in the ocean.
Land subsidence and sediment compaction Lowers the ground, increasing the depth and duration of inundation even without a larger ocean-level change. Rates differ among deltas, drained wetlands, river floodplains, and naturally compacting sediments.
Storm surge and extreme flooding Delivers rapid, concentrated saltwater exposure and can damage trees mechanically. Storm tracks, shoreline shape, and the timing of previous floods determine how much salt enters a site.
Freshwater supply and drought Fresh inflow can dilute or flush salt; drought removes that buffer and allows salinity to persist. River discharge, rainfall, groundwater, and seasonal water management differ across estuaries.
Elevation, sediment, and migration space Sediment can help wetlands build upward, while low elevation and blocked inland space leave plants with fewer places to move. Levees, roads, development, and natural topography determine whether marsh can migrate inland.
Human alterations Dams, drainage, dredging, and development can change freshwater delivery, tidal exchange, erosion, and flood pathways. The same project can reduce salt exposure in one reach and increase it in another.

These factors interact rather than forming a universal ranking. A forest with abundant river flow may resist a short dry period but still decline if the land is sinking rapidly. Another site may have modest ocean-level change yet experience severe exposure because a channel was deepened or a storm breached a barrier.

What the transition looks like on the ground

Early warning: thinning and failed regeneration

The first visible change is not always a field of dead trunks. Saltwater intrusion can precede mature-tree mortality. Trees may grow more slowly, crowns may thin, and young plants may fail to survive in places where seedlings once established. A forest can therefore be losing its future before its oldest trees disappear.

Standing dead trees and a changing understory

As mortality expands, snags stand among shrubs and herbaceous plants that tolerate more salt. This mixed stage is especially useful for understanding the direction of change: it shows that the site is neither an undisturbed forest nor a fully developed marsh. The duration of this stage depends on tree species, wood decay, flooding, storms, and the pace of water-level change.

Marsh, shallow water, or a mixed shoreline

Marsh vegetation can stabilize soil and provide habitat while the transition continues. In other settings, repeated flooding and erosion remove the conditions needed for marsh plants, leaving channels or open water. A ghost forest is therefore a snapshot of a moving boundary between forest, marsh, and estuary, not a single permanent ecosystem type.

Evidence from a North Carolina study region

A 2020 study published in Environmental Research Letters measured how much unmanaged public land in its North Carolina study region changed from coastal forest to transition ghost forest between 2001 and 2014. It reported 15 percent of that land, equivalent to 167 square kilometres. The figure applies only to the study region, the unmanaged-public-land category, and that 13-year interval; it is not a global conversion rate or a forecast for every coastline.

In that study, transition ghost forest meant salt-tolerant shrubs and herbaceous plants appearing among remnants of the former forest. The result illustrates why maps can show a large ecological change before an area is classified as open water. The forest signal is already declining while dead trunks remain and marsh vegetation expands.

How scientists identify and monitor ghost forests

Researchers combine field observations with measurements of water, vegetation, and land elevation. Field teams can record tree species, trunk condition, seedling survival, flooding frequency, and soil or pore-water salinity. Those observations help distinguish saltwater-driven decline from other causes of tree death.

Water-level records and salinity measurements show whether tidal or storm-driven salt is reaching farther inland or remaining in the root zone longer. River discharge and rainfall provide context: a period of low freshwater flow can make the same tidal water more saline than it would be during a wet season.

Satellite and aerial imagery can reveal canopy thinning, expanding areas of dead trees, and the spread of marsh vegetation over time. The North Carolina study also examined aboveground carbon. Its interpretation was that declines in aboveground carbon may help detect the leading edge of sea-level influence before complete inundation. That is a proposed indicator from a particular research context, not a universal carbon threshold or a guarantee that every ghost forest follows the same trajectory.

Are all dead coastal forests ghost forests?

No. The label requires evidence that saltwater intrusion or increased coastal flooding is driving the forest transition. A coastal stand can die after a hurricane’s wind damage, wildfire, insect outbreak, pathogen, prolonged freshwater flooding, or direct land clearing. Those disturbances can occur alongside sea-level rise, making diagnosis difficult.

Useful questions include whether salinity increased, whether flooding became more frequent or longer-lasting, whether mortality is concentrated at lower elevations or along tidal channels, and whether salt-tolerant plants are replacing forest vegetation. Local records and comparisons with less-exposed stands are more reliable than assuming that every dead tree near a shoreline has one cause.

Does every ghost forest become open water?

No. Some sites settle into a marsh or a mosaic of marsh, shrubs, pools, and dead trees. The outcome depends on whether sediment and organic matter can build the land surface as quickly as water levels rise, whether plants can migrate inland, and whether barriers prevent that movement.

Where the ground is subsiding, sediment is scarce, or inland migration is blocked, inundation can continue until the former woodland is submerged. Elsewhere, a marsh may persist for decades or longer. A ghost forest records a transition under pressure; it does not by itself reveal the endpoint or the timetable.

What ghost forests mean for carbon and climate analysis

Tree death changes the amount and location of aboveground biomass, but the broader greenhouse-gas consequences are not settled for every setting. Dead wood can remain standing, fall and decompose, or be transported by water. Wet soils can store carbon while also producing other gases, and the balance depends on hydrology, vegetation, oxygen, temperature, and decomposition.

The U.S. Geological Survey notes that research on how these forest deaths alter greenhouse-gas processes remains limited. It is therefore not accurate to assign a standard emissions value to a ghost forest or to claim that every site produces the same climate effect. The strongest established interpretation is ecological: a decline in forest carbon and regeneration can signal that saline influence is advancing.

How to interpret a ghost-forest photograph or map

Start with the setting. Standing dead trees in a tidal wetland are consistent with a ghost forest, but the image alone cannot establish the cause. Look for evidence of transition: brackish channels, marsh plants among trunks, repeated flooding, or a boundary where healthy forest gives way to dead trees at lower elevation.

Next, check the time scale. A single storm can create a dramatic scene, while sea-level-driven change usually appears in repeated observations over years. Finally, ask whether the source identifies local land movement, salinity, freshwater flow, and human alterations. Those details determine whether the image represents long-term saltwater intrusion, a short-lived disturbance, or another form of coastal forest loss.

The essential takeaway

A ghost forest forms when a freshwater-dependent coastal woodland can no longer keep pace with saltwater and flooding. Rising sea level raises the baseline for tides and storm surge, while subsidence, drought, sediment loss, and human changes to waterways can intensify the exposure. Trees thin and fail to regenerate, standing trunks remain, salt-tolerant vegetation takes over, and the site may become marsh or open water. The visible dead forest is therefore both a record of past conditions and an early sign that the boundary between land and estuary is moving.
