A drone-swarm Concept of Operations (CONOPS) is the operational blueprint for using multiple unmanned aircraft as one coordinated team. It specifies the mission, aircraft and payload mix, command authority, autonomy limits, communications, airspace procedures, safety controls, launch and recovery process, contingencies, and measures used to judge success.
The word swarm has no single universal military threshold. The FAA baseline quoted by Army University Press in 2025 describes “an operation of more than one Unmanned Aircraft (UA) in which all UAs operate in unison to commands from one Pilot in Charge (PIC), who commands them all through a common link.” Army University Press also proposed a military-context definition: “An assembly that operates cooperatively to commands from a single operator in charge through a common architecture.” A credible CONOPS states which definition it uses instead of assuming every multi-drone operation is a swarm.

What a drone-swarm CONOPS actually describes
A CONOPS answers the practical question, “How will this operation work from preparation through recovery?” It is broader than a flight plan, a software specification, or a list of desired capabilities. A flight plan may define routes and altitudes for one sortie; a CONOPS assigns responsibilities and decision rules across the entire swarm mission.

The document should connect the intended effect to observable actions. For example, it can state whether the swarm is intended to search an area, maintain communications coverage, inspect infrastructure, deliver sensing data, or support a military task. It then explains how aircraft are assigned, how an operator supervises them, what happens when a vehicle or link fails, and which records demonstrate that the mission was completed safely.

At minimum, a usable CONOPS makes these relationships explicit:
- Mission and effects: the operational problem, environment, boundaries, priorities, and success measures.
- Composition and scale: aircraft types, payloads, launch and recovery equipment, support vehicles, crew, and communications infrastructure.
- Command and control: who has authority, how tasking reaches vehicles, and which decisions remain with people.
- Coordination: inter-vehicle messaging, timing, task allocation, collision avoidance, formation or spacing rules, and interoperability.
- Airspace and safety: operating volumes, altitude limits, geofencing, detect-and-avoid, lost-link behavior, emergency actions, and permissions.
- Sustainment: batteries, payload changes, maintenance, data handling, launch and recovery cycles, and operator training.
- Contingencies and assessment: responses to weather, navigation or communications denial, cyber incidents, traffic conflicts, vehicle loss, aborts, and after-action evaluation.
Without these links, a document may describe an impressive demonstration but not an operational concept that another crew, regulator, or commander can execute and evaluate.
Swarm, formation, fleet, or several drones?
Terminology matters because it determines who is responsible for decisions and what automation is expected. A formation is normally a geometric arrangement—such as a line, wedge, or prescribed spacing. Several pilots can independently fly aircraft in that arrangement, with each pilot responsible for a vehicle. The arrangement alone does not establish swarm behavior.

In the FAA wording analyzed by Army University Press, the defining feature is that more than one aircraft operates in unison under one Pilot in Charge through a common link. The proposed military wording shifts attention from a particular radio link to a common architecture and cooperative behavior. A CONOPS can use either framing, but it should define the term and identify how the operation differs from:
- Multiple independent sorties: aircraft may share an area or schedule while retaining separate pilots, plans, and decision loops.
- A formation: aircraft preserve relative geometry, but may not allocate tasks or adapt collectively.
- A fleet: a fleet is an inventory category; it does not imply simultaneous coordination.
- A remotely piloted team: one operator may supervise several aircraft while still approving every maneuver individually, which creates a different workload and autonomy model.
State the definition in the opening section of the CONOPS, then use the same term consistently in procedures, safety cases, training materials, and authorization applications.
The sections every swarm CONOPS needs
1. Mission, environment, and desired effects
Begin with the operational purpose rather than the aircraft. Define the area, operating hours, weather assumptions, terrain, obstacles, expected traffic, navigation environment, and the information or physical effect the swarm must produce. Add measurable criteria: coverage completed, objects detected, data delivered within a time limit, communications availability, or another mission-specific result.
Specify priorities when objectives conflict. For instance, the document might prioritize keeping aircraft separated and recoverable over completing a low-priority search sector. It should also identify prohibited actions and geographic or temporal boundaries.
2. Composition and scale
List the number and type of aircraft planned for each mission phase, along with payloads, spare vehicles, batteries, ground equipment, launch and recovery assets, and support personnel. Explain whether every aircraft is interchangeable or whether particular vehicles carry unique sensors, relays, or command functions.

Do not treat a platform count as a universal definition of a swarm. DARPA’s OFFSET program summary describes an ambition of “upwards of 250” small unmanned aircraft systems and/or unmanned ground systems. That figure illustrates a program scale, not a regulatory minimum or a guarantee that one operator can safely control 250 aircraft in every environment.
3. Command authority and span of control
Name the Pilot in Charge or mission commander and identify delegated roles such as payload operator, airspace coordinator, launch director, safety officer, and maintenance lead. Describe who can start, pause, redirect, split, merge, or abort a swarm task.
Span of control should be expressed as an operational limit, not just a marketing number. Explain how many vehicles one operator can supervise under normal conditions, what alerts require intervention, how another operator takes over, and what staffing is required for degraded communications, high traffic, or complex payload work.
4. Autonomy and human supervision
Break autonomy into functions rather than labeling the whole system “autonomous.” A CONOPS should say whether the following are automatic, delegated within limits, or subject to explicit human approval:
| Function | Questions the CONOPS must answer |
|---|---|
| Navigation and path following | Can the vehicle follow a route, reroute around an obstacle, or leave the approved volume without approval? |
| Task allocation | Can the swarm assign search sectors or sensor tasks among vehicles, and what priorities constrain that assignment? |
| Collision avoidance | Which system has right-of-way authority, what separation margins apply, and how are conflicts reported? |
| Formation or spacing | What geometry is required, and when may aircraft spread out, regroup, or abandon formation? |
| Response to threats or changes | What conditions trigger loiter, return, dispersal, landing, or mission abort? |
| Payload actions | Which sensing, delivery, or other payload actions require a human command and an auditable confirmation? |
Operators need displays and procedures that show the swarm’s current state, task assignments, link quality, navigation confidence, separation status, and exceptions. The CONOPS should define how an operator redirects the group, selects an individual vehicle, pauses automation, and confirms recovery after an alert.
5. Communications and coordination architecture
Describe the common link between the operator and aircraft, inter-vehicle links, ground networks, gateways, timing sources, and interfaces to external systems. Include message priorities, authentication, encryption requirements where applicable, bandwidth assumptions, latency limits, and behavior when a link is congested or unavailable.
Explain whether coordination is centralized, distributed, or hybrid. In a centralized design, a control node may assign tasks and maintain the authoritative picture; in a distributed design, vehicles share information and continue parts of the mission when the control node is unreachable. A hybrid design can retain centralized authorization while allowing local collision avoidance and formation maintenance. The document should identify which data source is authoritative when reports conflict.

Every permission assumed by the operation belongs in the CONOPS: airspace authorization, waivers or exemptions, site approvals, remote-identification obligations where applicable, and coordination with air traffic or local authorities. Record who checks that permissions are current before launch and who can stop the operation if conditions change.
7. Logistics, training, and data
Account for battery charging and rotation, payload installation, software and configuration control, spare parts, environmental protection, maintenance intervals, and launch and recovery throughput. State how many sorties a crew can support in a shift and what inspection is required between flights.
Training should cover normal supervision as well as degraded modes: lost links, navigation faults, vehicle substitution, emergency landing, cyber alerts, and handover between operators. Data procedures should identify what is collected, where it is stored, how time is synchronized, who can access it, and how mission and safety records are retained.

Write decision branches for weather outside limits, navigation degradation, communications denial, cyber compromise, aircraft attrition, unexpected traffic, payload failure, and a human command to abort. For each branch, specify detection criteria, authority, immediate vehicle behavior, notification path, and recovery or termination conditions.
Define measures of effectiveness and measures of performance separately. Effectiveness asks whether the mission effect was achieved; performance covers indicators such as task completion, time on station, data quality, link availability, separation violations, false alerts, aborts, and recovery success. An after-action process should compare these measures with the assumptions in the CONOPS and record changes for the next revision.
How a swarm mission operates
- Plan and authorize. The mission team defines effects, boundaries, aircraft roles, payloads, crew assignments, weather limits, airspace permissions, and contingency thresholds.
- Configure and inspect. Staff load approved software and mission data, verify aircraft identity and health, install payloads, charge batteries, check links, and confirm geofences and recovery points.
- Launch and establish the swarm. Aircraft depart through the approved corridor. The control system verifies telemetry, navigation confidence, separation, and assigned roles before task execution begins.
- Execute mission tasks. The operator supervises mission-level progress while automation handles only the functions authorized by the CONOPS. Vehicles exchange coordination data and report exceptions.
- Adapt within authority. The swarm may reassign tasks, alter spacing, or reroute when predefined conditions are met. Actions outside those limits require the designated human approval.
- Manage degradation. When a link, vehicle, sensor, or navigation source fails, the relevant branch determines whether the affected aircraft loiters, returns, lands, rejoins, or is removed from the mission.
- Recover and close out. Aircraft return through the recovery plan, crews secure batteries and payloads, and the team preserves logs, alerts, approvals, and data needed for assessment.
Centralized, distributed, and hybrid control
| Architecture | Strengths | CONOPS questions and risks |
|---|---|---|
| Centralized | Clear authority, consistent task allocation, and a single operational picture. | What happens when the control node or common link is lost? Can one operator process alerts fast enough as the fleet grows? |
| Distributed | Local decisions can continue during partial connectivity and may improve resilience. | How are conflicting decisions resolved? Which vehicle or service provides authoritative timing, location, and task state? |
| Hybrid | Central authorization can coexist with local avoidance, spacing, or limited task adaptation. | Where is the boundary between delegated behavior and human approval, and how is that boundary displayed and audited? |
Architecture is not a choice made independently of staffing and airspace rules. A design that distributes decisions still needs a human accountability chain, and a centralized design still needs safe behavior when communications fail.
Civilian and commercial swarm operations
The Federal Aviation Administration’s Drone Integration: Concept of Operations, published in May 2025, presents a conceptual path toward routine, scalable beyond-visual-line-of-sight (BVLOS) operations over the next decade. Its primary focus is operations below 400 feet above ground level, while also considering both uncontrolled and controlled airspace, aircraft, infrastructure, assumptions, and future operating concepts.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsA civilian swarm CONOPS therefore has to connect procedures to a regulatory and infrastructure pathway. It should identify the authorization method, surveillance coverage, responsibilities for traffic data, communication with relevant service providers, and the process for resolving conflicts. The document should not assume that a technical ability to coordinate aircraft automatically grants permission to operate them at scale.

UTM interfaces
The FAA defines UAS Traffic Management (UTM) as a collaborative ecosystem for flight planning, authorization, surveillance, and conflict management for low-altitude unmanned aircraft, particularly BVLOS operations. A CONOPS using UTM or an equivalent service should specify:
- which system submits flight intent and receives authorization;
- what surveillance and position data the operator supplies and how often it is updated;
- which party detects and resolves conflicts;
- how authorization changes, cancellations, and emergencies are communicated;
- what records demonstrate compliance and support incident review.
The FAA’s Near-Term Approval Process reviews proposals from UAS Service Suppliers and Supplemental Data Service Providers and can provide safety credit relevant to waiver or exemption applications. That process does not replace an operator’s responsibility to describe its own aircraft, crew, procedures, and failure responses.
U-space in Europe
The European Union’s U-space Concept of Operations provides a comparable, user-oriented traffic-management framework. Its consolidated edition incorporates regulatory evolution and urban-air-mobility needs. For a European operation, the CONOPS can use U-space as the shared operating model between the operator, service providers, and authorities, while still documenting aircraft behavior, human roles, surveillance, authorization, and emergency handling.
Military and defense considerations
Army University Press identifies the military issues that distinguish a substantive swarm CONOPS from a simple flight plan: system number and type, autonomy, decentralization, coordination and cooperation, adaptability, and resilience under uncertainty.
Military planning must address contested or intermittent communications, degraded navigation, cyber attack, deception, weather, attrition, and changing mission priorities. The concept should define what can continue without a command link, what information must be shared among vehicles, how a lost or compromised aircraft is isolated, and how the commander regains control.
DARPA’s OFFSET program illustrates the associated tooling challenge. Its ambition includes tools to generate and evaluate swarm tactics, an open systems architecture, and a human-swarm interface for directing potentially hundreds of unmanned platforms. The CONOPS implication is that tactics development, communications resilience, mission-level tasking, and operator workload must be designed together rather than bolted on separately.
A Federal Register notice describes swarming UAS capabilities such as autonomous coordination, collision avoidance, formation maintenance, dynamic response to operational or threat changes, and synchronized targeting when weaponized. Those descriptions should be treated as behaviors to specify, authorize, constrain, and test in a CONOPS—not as proof that every swarm system possesses them. Any operation involving force must also state human authority, legal review, target identification, engagement constraints, abort criteria, and records of approval.

There is no universal numerical threshold in the cited definitions. The FAA baseline starts at more than one aircraft operating in unison under one Pilot in Charge through a common link. Military usage may require additional characteristics such as cooperative autonomy, decentralized decision-making, adaptability, and resilience.
Best Value
The useful question is not “What is the magic number?” but “What level of coordination, supervision, infrastructure, and risk control does this mission require?” A two-aircraft cooperative inspection may meet an operational definition, while a hundred-aircraft demonstration may fail to qualify if every vehicle is independently piloted and no common behavior exists.
When stating a fleet size, attach the conditions: aircraft type, payload mix, control architecture, airspace, communications availability, crew staffing, and mission phase. DARPA’s “upwards of 250” figure is a program ambition for small unmanned aircraft systems and/or unmanned ground systems, not a general operating limit.
Failure modes a CONOPS must make executable
| Condition | Required decisions |
|---|---|
| Loss of operator-to-swarm link | Define timeout, vehicle behavior, return or loiter location, rejoin rules, and the authority and method for recovery of control. |
| Inter-vehicle link degradation | Set spacing and coordination fallbacks, identify whether local avoidance continues, and determine when vehicles separate or terminate the task. |
| Navigation uncertainty | Specify confidence thresholds, alternate navigation sources, geofence response, and conditions for landing or returning. |
| Unexpected aircraft or people | Describe surveillance alerting, right-of-way behavior, operator notification, and the immediate safe maneuver. |
| Vehicle failure or attrition | Explain task reallocation, payload loss handling, exclusion zones, recovery, and the threshold for aborting the overall mission. |
| Cybersecurity event | Identify isolation steps, authentication checks, affected-system shutdown or quarantine, reporting, and evidence preservation. |
| Weather outside limits | Set measurable thresholds, who can pause or recall the swarm, and how aircraft are recovered when conditions deteriorate. |
Each branch should be rehearsed in simulation and, where authorized, in controlled flight. A procedure is not complete if it names a failure but leaves the operator unsure which button, person, or decision rule applies.

This framework prevents a concept from appearing scalable simply because its software can display many icons. Operational scalability means the people, permissions, links, recovery assets, and safety controls continue to work at the proposed size.
Common mistakes when writing a swarm CONOPS
- Defining a swarm by count alone. A number without a coordination model says little about the operation.
- Calling every automation feature autonomy. Separate navigation, task allocation, avoidance, payload actions, and mission decisions.
- Ignoring degraded modes. Link loss, navigation uncertainty, cyber incidents, and attrition should have executable branches.
- Confusing demonstration behavior with authorization. A capability described in a program or notice still needs operational limits, permissions, and evidence for the proposed use.
- Leaving the operator out of the design. Displays, alert priorities, handovers, overrides, and workload limits are safety-critical system elements.
- Writing a flight plan instead of a concept. Routes and altitudes are necessary, but they do not define command authority, logistics, training, contingencies, or assessment.
- Assuming civilian and military needs are interchangeable. A commercial BVLOS operation must show its regulatory and traffic-management pathway; a defense concept must also address contested environments, distributed decisions, and mission tactics.
What a finished document should let a reader decide
A complete drone-swarm CONOPS should allow an operator to determine whether the mission can be launched, supervised, adapted, aborted, and recovered with the available people and infrastructure. It should allow a regulator or airspace partner to see how authorization, surveillance, deconfliction, and accountability work. It should allow a commander or mission owner to understand what effects are achievable, what assumptions support them, and what conditions force a change or termination.
The central test is operational clarity: every important behavior has an owner, a trigger, a limit, and a recovery path. If the document cannot answer who decides, what the aircraft do when information is missing, and how success and failure are recorded, it is not yet a usable swarm CONOPS.
