What Is a Cyberattack on a Government Network, and What Can It Disrupt?

A cyberattack on a government network is an unauthorized attempt to access, expose, alter, destroy, or disable digital systems, information, or services. The result can be stolen records, inaccurate data, an unavailable website, halted internal work, or delays to emergency and other public services. The severity depends on what the attacker reaches and which security property—confidentiality, integrity, or availability—is affected.

What counts as a cyberattack on a government network?

The term covers far more than ransomware. The National Institute of Standards and Technology (NIST) defines a cyberattack in terms of unauthorized access or compromise of a system’s integrity, availability, or confidentiality. In practical terms, an incident qualifies when an attacker gets into a government system without permission, takes information, changes records, destroys data, or prevents authorized users and the public from using a service.

Government networks include more than a central agency’s servers. They can include municipal and county systems, state departments, public schools and universities, emergency-service networks, email platforms, public websites, election-information tools, databases, and technology that supports essential infrastructure. An attack on any connected part can create effects beyond the machine that was first targeted.

  • Confidentiality: information is viewed or copied by people who should not have it.
  • Integrity: records, configurations, or messages are changed or destroyed, so users can no longer trust them.
  • Availability: systems, files, websites, or communications become slow, inaccessible, or unusable.

One incident can affect one, two, or all three properties. A criminal group might steal files while encrypting the originals, affecting confidentiality and availability at the same time. A denial-of-service attack may affect availability without changing the underlying records.

How different attack types disrupt government operations

The public experience depends on the attack method and the system that was reached. The following comparison separates the immediate target from what people may see and what may remain unaffected.

Attack type Primary target Security property Possible public or operational effect What may remain unaffected
Unauthorized access or data theft Databases, email, file stores, controlled information Confidentiality Exposure of personal, financial, investigative, or operational information; notification and remediation work Public websites and services may continue operating if they use separate systems
Malicious alteration or destruction Records, applications, configurations, or critical systems Integrity Incorrect information, corrupted records, unsafe decisions, or loss of systems needed for work Backups or independent systems may still contain accurate copies
Ransomware Files, servers, endpoints, and systems that depend on them Availability, often confidentiality too Staff cannot open data or run dependent services; stolen files may be threatened with release Offline backups, unaffected segments, or manual procedures may provide limited continuity
Distributed denial of service (DDoS) Public-facing servers and network capacity Availability A website or online tool becomes slow or unreachable because it is flooded with requests Underlying databases, internal networks, and physical services can remain intact

Unauthorized access and information theft

An intruder may use stolen credentials or another weakness to enter email, case-management systems, citizen databases, or file shares. Copying controlled or sensitive information can harm privacy, reveal investigative work, expose security arrangements, and create obligations to investigate and notify affected people. The fact that information was stolen does not automatically mean that a public website is down; confidentiality incidents and availability incidents can be separate.

Alteration and destruction

An attacker who can write to a system may change account details, schedules, addresses, permits, benefit records, or public notices. Destructive activity can delete data or damage the software needed to run a department. Even a short-lived change can undermine confidence if staff must verify records manually or restore a known-good copy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ransomware

Ransomware encrypts files or systems so that authorized users cannot use them. If the encrypted systems support dispatch, permitting, payroll, education, public records, or communications, routine work can stop. Some ransomware operators also steal data before encryption and threaten to publish it, adding a confidentiality risk to the operational outage.

CISA’s public-safety fact sheet states: “Ransomware can have a significant impact on public safety operations, including services provided by fire, emergency medical services, law enforcement, emergency communication centers/public safety answering points, and other public safety partners.” A delayed dispatch, unavailable incident history, or failed communications link can increase risks to life and property even when the attack began in an administrative network.

Distributed denial of service

A DDoS campaign sends a large volume of requests from many systems toward a public-facing server or service. The server may spend its capacity handling the flood, leaving legitimate visitors with timeouts or very slow pages. This is primarily an availability problem: the service is difficult to reach, but the attack does not by itself prove that records were read or changed.

Which government services can be disrupted?

Public websites and information channels

State and local websites, email systems, voter-information pages, and online lookup tools are visible targets. An outage can prevent residents from checking office hours, downloading forms, finding emergency notices, or using a transaction portal. Staff may also lose email and shared files, making it harder to answer questions or coordinate a response.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Agencies often maintain alternate channels—telephone lines, in-person offices, social-media notices, broadcast alerts, or paper procedures—but availability and capacity vary. An alternate channel can reduce harm without restoring the attacked system itself.

Emergency response and public safety

Fire departments, emergency medical services, police, public-safety answering points, and their partners rely on connected systems for dispatch, location information, records, and coordination. Ransomware or destructive malware can force a switch to slower manual processes. A delay in receiving, prioritizing, or routing a call can affect response time, although the exact consequence depends on the systems involved and the fallback procedures available.

Internal government operations

Payroll, procurement, licensing, court administration, tax processing, case management, and employee communications may all depend on shared identity systems, file servers, or cloud services. If those dependencies are unavailable, an agency may postpone appointments, extend deadlines, or perform work by hand. The disruption can continue after technical recovery while staff validate restored data and resolve backlogs.

Election information and election processes

Election-related systems illustrate why the affected function must be identified precisely. A DDoS attack against a voter-lookup tool or an unofficial election-night reporting page could temporarily block public access to information. It does not, by itself, alter ballots or prevent voting.

In a July 31, 2024 announcement, the FBI and CISA wrote: “The Federal Bureau of Investigation (FBI) and the Cybersecurity and Infrastructure Security Agency (CISA) are issuing this announcement to raise awareness that Distributed Denial of Service (DDoS) attacks on election infrastructure, or adjacent infrastructure that support election operations, could hinder public access to election information but would not impact the security or integrity of election processes.” The agencies said the described DDoS scenario would leave underlying data and internal systems uncompromised, and reported no indication that such attacks had prevented eligible voters from casting ballots or compromised ballot integrity.

That statement is specific to the availability attack described. It should not be extended to ransomware, credential theft, destructive malware, or other attacks that could target election data or internal systems.

Why one outage does not tell you the whole story

A visible failure is only one piece of an incident. A website can be offline while its database remains accurate and internal staff continue working. Conversely, records can be copied or altered without any public outage. To understand the risk, ask four questions:

  1. What was reached? Identify the server, account, database, endpoint, operational-technology system, or third-party connection involved.
  2. Which property changed? Determine whether confidentiality, integrity, availability, or a combination was affected.
  3. What did people experience? Separate a slow website, an incorrect notice, a missing record, a delayed dispatch, and a confirmed data disclosure.
  4. What continued to work? Check independent systems, backups, manual procedures, phone lines, and other fallback channels.

Investigators also need to distinguish a suspected impact from a confirmed one. A service interruption can be caused by an attack, but the interruption alone does not establish that data was stolen or that an underlying process was changed.

How serious can the wider consequences be?

The Government Accountability Office has identified possible effects including disclosure or loss of sensitive information, alteration or destruction of critical systems, disruption of critical infrastructure, and damage to national and economic security. These are potential consequences, not an automatic result of every government-network incident. A short DDoS against a low-impact page and a compromise of a dispatch system belong to very different risk categories.

Severity is shaped by the service’s role, the duration of the disruption, the availability of backups and manual workarounds, the number of connected agencies, and whether the attacker can move from an administrative network into operational systems. Public impact may also grow when an outage occurs during an emergency, a filing deadline, severe weather, or an election-information period.

What the 2022 LockBit statistic does—and does not—show

A joint advisory from CISA, the FBI, the Multi-State Information Sharing and Analysis Center (MS-ISAC), and international partners reported that 16% of ransomware incidents reported to MS-ISAC by state, local, tribal, and territorial (SLTT) government organizations in 2022 were identified as LockBit attacks. The reported set included municipal and county governments, public higher education and K–12 schools, and emergency services.

This is a ransomware-family share within a specified reporting population and year. It is not a percentage of all cyberattacks on government networks, not a current annual rate, and not a prediction of the likelihood that any particular agency will be attacked. No broader, current rate for all government cyberattacks is established here.

How government agencies prepare and respond

Preparation and prevention

CISA’s #StopRansomware guidance emphasizes maintaining tested backups, limiting unnecessary access, keeping systems updated, and preparing an incident-response plan. The practical purpose is resilience: an agency that can isolate affected systems, restore trustworthy data, and switch to documented manual procedures has more options than one that relies on a single online service.

Preparation also means knowing system dependencies. An inventory should show which public sites rely on the same identity provider, network, database, or vendor. Logging and centralized visibility can help responders see whether an incident is confined to one machine or has spread.

During an incident

  1. Confirm and contain: isolate affected accounts, endpoints, or network segments while preserving evidence for investigation.
  2. Protect essential functions: activate manual procedures and alternate communications for emergency services and public-facing work.
  3. Assess the three properties: determine whether information was exposed, records were changed, systems were destroyed, or services were merely unreachable.
  4. Coordinate notifications: follow the agency’s legal, public-information, and public-safety notification procedures.
  5. Recover carefully: restore from known-good backups, validate data and configurations, and monitor for reinfection before reconnecting systems.

CISA says federal partners can provide incident-response support upon voluntary request or partner notification. CISA’s guidance for governors also describes states as primarily responsible for managing effects on their operations, constituents, and workforce, while coordination with federal partners may form part of the response. Support is not a universal guarantee of a particular response time or outcome.

In one federal case described by CISA, dashboard visibility helped responders locate related vulnerable systems and coordinate mitigation before an exploit caused widespread harm to essential services. The example demonstrates the value of shared visibility; it is not evidence that every incident will be detected or stopped that early.

What residents and employees should do when a service is disrupted

  • Check the affected agency’s verified alternate channels for outage notices and instructions.
  • Do not assume that an unavailable website means records were stolen, or that a working website means no compromise occurred.
  • Use published phone or in-person options for urgent public-safety or time-sensitive needs when online tools are unavailable.
  • Employees should report suspicious login prompts, unexpected encryption, missing files, or unusual system behavior through their agency’s established security channel rather than attempting improvised fixes.
  • Follow official guidance about password resets, document submission, delayed deadlines, and possible data exposure.

Common misconceptions

“Every government cyberattack is ransomware.”

No. Unauthorized data access, record manipulation, destructive attacks, and DDoS campaigns can all be cyberattacks without encrypting files.

“A down website proves the election or database was changed.”

No. A DDoS can block public access while leaving underlying data and internal processes intact, as the FBI and CISA explained for the specific election scenario above.

“A ransomware incident only affects computers.”

No. If encrypted systems support dispatch, emergency communications, records, or other essential functions, the consequences can reach people, property, and public safety.

“The LockBit percentage is the government attack rate.”

No. The 16% figure covers identified LockBit ransomware incidents reported by SLTT organizations to MS-ISAC in 2022. It excludes other ransomware families, other attack types, unreported incidents, and other years.

Frequently Asked Questions

Can a government network be attacked without any public outage?

Yes. An attacker may copy sensitive information or alter records while public websites remain available. Availability and confidentiality are separate security properties.

Does a DDoS attack change election results?

The FBI and CISA said the DDoS scenario described in their July 31, 2024 announcement could hinder access to election information but would not affect voting or ballot integrity. That qualification does not cover other attack types.

Who is responsible for managing a government cyber incident?

CISA’s governors’ guidance describes states as primarily responsible for managing effects on their operations, constituents, and workforce, with federal coordination and voluntary incident-response support available in appropriate cases.
