Maintaining access—usually called persistence—is the separate effort to keep a foothold after the original entry, including after a reboot, a password change, or another disruption.
Attackers can pursue persistence by abusing legitimate accounts and services, changing access controls, exposing services, or planting code that runs again. The practical consequence is important: removing the first malicious file or blocking the first entry point does not prove that every affected account, system, and access path has been found and closed.

Intrusion, initial access, and persistence are different
These terms describe different questions in an incident:
- Intrusion: the broader unauthorized access or compromise of systems, networks, accounts, applications, or information.
- Initial access: how an actor first gets in—for example, by exploiting an internet-facing application, using stolen credentials, or abusing another exposed path.
- Persistence: how the actor attempts to retain a foothold so access survives a restart, changed credentials, or another interruption.
- Lateral movement: how the actor reaches additional systems or accounts after the first compromise.
An intrusion can end quickly if access is blocked and the scope is understood. It becomes more difficult when the intruder establishes additional paths before defenders respond. CISA’s 2025 incident-response advisory describes a public-facing GeoServer compromise followed by movement to other servers and persistence-related activity; that sequence is a documented case, not a universal script for every attack. CISA’s incident-response lessons learned advisory explains the case.

Why attackers try to keep a foothold
Initial access may be temporary. A vulnerable service can be patched, a stolen password can be reset, or an alert can cause defenders to block the route that was first used. Persistence gives an intruder another opportunity to return, gather information, move to higher-value systems, or continue operating while the original evidence is being removed.
Persistence is an objective, not one specific tool. MITRE ATT&CK describes it as retaining access across restarts, changed credentials, or other interruptions. The same legitimate feature—an account, scheduled execution mechanism, service, remote administration function, or server component—can be used for normal administration or abused by an intruder. The relevant question for responders is therefore not simply “Is this feature present?” but “Who changed it, when, from where, and is its current behavior authorized?”
Common persistence patterns, explained safely
The following categories summarize behaviors defenders may encounter. They are intentionally high-level: installing or concealing persistence is harmful, and the exact commands and file locations vary by platform and should not be treated as a how-to guide.
Malicious or altered server components
A web shell is server-side code that gives an unauthorized user a way to interact with a compromised server through web requests. The CISA-hosted ATT&CK page classifies “Server Software Component: Web Shell” as technique T1505.003 under the Persistence tactic. A web shell may support remote access, command execution, privilege escalation, or follow-on actions, depending on the environment. CISA’s ATT&CK technique page for web shells identifies the technique and its persistence purpose.
Attackers can also replace, modify, or hijack a legitimate component so that trusted software loads an unauthorized function. To a defender, the evidence may be a changed binary or script, an unexpected module, a new server-side file, or a mismatch between the deployed component and a known-good version. These findings require preserving evidence and confirming the full deployment scope before making changes.

Startup and automatic execution
Another pattern is arranging for code to run when a system, service, application, or user session starts. The mechanism can be a normal operating-system feature or an application’s own startup configuration. Persistence that appears only at startup may not be visible in a one-time process list, which is why responders examine configuration changes and historical events as well as currently running processes.
Abuse of valid accounts and remote services
An intruder may use a legitimate account, a stolen credential, a service account, or a remote administration pathway. Because the activity can resemble ordinary work, account provenance matters: unusual login times, unfamiliar source locations, new devices, privilege changes, and access to systems outside a user’s role can be more revealing than the account name itself.
Changing a password helps only if every related access path is considered. Investigators may need to examine active sessions, tokens, keys, delegated permissions, secondary accounts, service credentials, and systems that already accepted the old credential. A single reset does not establish that all credentials or trust relationships are clean.
Access-control and firewall changes
CISA has reported persistence involving changes to access-control lists and the opening of services on standard or non-standard ports. Such changes can create a return route without leaving a conspicuous malicious program on every host. CISA’s advisory on Chinese state-sponsored compromise describes these patterns and warns that incomplete scoping can allow continued access.
Defenders should compare current rules with approved baselines, identify who made each change, review the originating system and account, and check whether equivalent changes were made elsewhere. A rule that appears harmless in isolation can be significant when it was created during the intrusion window or exposes an administrative service to an unexpected network.
Persistence distributed across several systems
Intruders do not have to preserve access on only the first compromised machine. They may establish separate footholds on application servers, identity systems, management hosts, cloud resources, or user endpoints. Distributed persistence is one reason an incident investigation must map relationships among systems and accounts instead of treating one cleaned computer as the complete incident.

A documented intrusion example
In the incident described by CISA in September 2025, an actor exploited a public-facing GeoServer, moved laterally to other servers, and uploaded or attempted to upload web shells and scripts associated with remote access, persistence, command execution, and privilege escalation. The case demonstrates how the stages can overlap: the initial exploit opened the door, lateral movement expanded the actor’s reach, and server-side components created additional ways to operate.
It does not establish that GeoServer, web shells, or that exact order is present in every intrusion. The useful lesson is investigative: after identifying an exploited public service, responders must also look for movement, altered components, accounts, and network changes on connected systems.
Why a reboot, alert, or deleted file is not proof of eviction
A restart interrupts some running processes but does not necessarily remove an altered startup setting, account, access rule, server component, credential, or remote session. Likewise, deleting one suspicious file can leave a second copy, another host, or a valid-account pathway intact.
CISA warns that when an organization does not identify and mitigate the full scope, actors may retain access and continue activity. Scope means more than the original endpoint: it includes affected hosts, identities, applications, cloud resources, network paths, data exposure, and the time period in which the actor may have operated.

How defenders investigate suspected persistence
The exact workflow depends on the organization’s incident-response plan, technology stack, and legal obligations. A defensible investigation generally answers these questions:
- What was the first confirmed access? Identify the exploited service, compromised account, malicious email, remote connection, or other initial path, and establish the earliest reliable timestamp.
- Which identities and systems were touched? Correlate authentication, endpoint, server, application, cloud, and network telemetry. Include service accounts and privileged identities, not only named employees.
- What changed during the intrusion window? Review new or modified services, startup settings, server components, scheduled execution, access-control rules, exposed ports, credentials, keys, tokens, and administrative memberships.
- Where could the actor return? Look for parallel footholds, persistent sessions, remote-management paths, trust relationships, and systems that accepted credentials or commands from a compromised host.
- What evidence confirms containment? Define the systems and accounts examined, the indicators removed or blocked, the credentials and tokens rotated, and the monitoring that will detect recurrence.
Detection sources should be interpreted together. An endpoint alert may identify a file but not a changed firewall rule; an identity log may show an unusual login but not the server-side component that enabled it. Time synchronization, retained logs, configuration history, and a reliable asset inventory make these correlations possible.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Using MITRE ATT&CK without treating it as a checklist
ATT&CK gives defenders a common vocabulary for observed adversary behavior. CISA’s mapping guidance distinguishes tactics, which describe goals such as persistence or credential access, from techniques, which describe ways those goals are pursued. Mapping an observation can help teams identify detection gaps, compare incidents, and communicate clearly across technical and executive audiences. CISA’s Best Practices for MITRE ATT&CK Mapping provides that guidance.
Recommended Free Tools
ATT&CK is not a left-to-right lifecycle that every intruder follows. An actor can skip tactics, revisit them, or perform activities in a different order. A web shell, for example, may support persistence and command execution at the same time. Mapping should therefore record the evidence and confidence behind an observation, not force events into an assumed sequence.
Comparing persistence patterns
No universal ranking says that one persistence method is always more dangerous than another. The practical comparison is about the access path, evidence, and remediation burden.
Best Value
| Pattern | What it relies on | Evidence defenders may examine | Remediation scope |
|---|---|---|---|
| Web shell or altered server component | Application or server code | Unexpected files or modules, integrity differences, web-request logs, process and child-process activity | Server rebuild or component replacement, credential review, and checks of other hosts running the same application |
| Valid account or remote service | Identity, credential, token, key, or administration pathway | Authentication history, source locations, device records, privilege changes, active sessions | Identity and session containment, credential and token rotation, permissions review, and lateral-movement analysis |
| Access-control or exposed-service change | Firewall, ACL, routing, or service configuration | Configuration history, change records, listening services, network flows, management-plane logs | Rule and service correction, review of reachable systems, and investigation of who made the change |
| Startup or automatic execution | Operating-system or application startup feature | Configuration baselines, startup events, persistence inventories, file and registry or equivalent change history | Remove unauthorized execution, validate system integrity, and inspect related accounts and hosts |
These categories can overlap. For example, a compromised account may create an access-control change, while a server component may be used to obtain credentials for additional systems.
What organizations should do after suspected compromise
Use the established incident-response plan and involve qualified incident responders when the organization lacks the skills, visibility, or independence to determine scope. The plan should define authority for isolation, evidence preservation, communications, legal review, recovery, and post-incident improvements. CISA’s glossary distinguishes an incident from incident response and emphasizes organized handling rather than an isolated cleanup action. CISA’s NICCS glossary provides those definitions.
- Contain affected systems and accounts in a way that limits further access while preserving evidence where possible.
- Rotate credentials and invalidate sessions, tokens, and keys according to the identity investigation—not merely the password associated with the first alert.
- Rebuild or restore systems when integrity cannot be established; do not assume that deleting a known file makes a host trustworthy.
- Review internet exposure, remote administration, segmentation, least privilege, logging, and alert coverage revealed by the incident.
- Continue monitoring after recovery for reuse of accounts, reappearance of configuration changes, and activity from previously associated infrastructure.
Detection is valuable, but not guaranteed
Strong controls reduce risk but cannot guarantee that every attacker action will be noticed. A 2023 joint CISA, NSA, and FBI advisory described an assessment in which a team obtained persistent deep access without detection of lateral movement, persistence, or command-and-control activity. That is a documented assessment example, not a prevalence rate for all organizations. The joint advisory illustrates why organizations should test visibility and response procedures instead of assuming that the absence of an alert means the absence of persistence.
The central defensive standard is complete, evidence-based scoping: identify how the actor entered, what changed, which identities and systems were reachable, and whether every known return path has been removed or contained. Only then can an organization make a reasoned recovery decision.
