Its defining requirement is a neural processing unit (NPU) rated at least 40 trillion operations per second (40+ TOPS), alongside Microsoft’s published baseline of 16 GB of RAM, a 256 GB SSD and Windows 11 version 24H2 or newer.
The label identifies a qualifying class of hardware, not a guarantee that every AI function works the same way on every model. Processor family, camera hardware, Windows version, language, region, account status and individual feature requirements all affect what you can use.

What is a Copilot+ PC?
A Copilot+ PC is Microsoft’s name for a Windows 11 computer with a high-performance NPU designed to handle AI workloads locally and efficiently. Microsoft describes these systems as hardware for demanding tasks such as real-time translation and image generation.
The category is narrower than “a Windows PC with Copilot.” Microsoft’s own distinction is: “All Copilot+ PCs are Windows 11 PCs, but not all Windows 11 PCs are Copilot+ PCs.” A conventional Windows 11 laptop may provide cloud Copilot or selected Windows AI functions without meeting the Copilot+ definition.

The Copilot+ badge also does not mean that every listed feature is available immediately, in every country or in every language. Microsoft documents feature-specific restrictions, and exact product configurations can differ even within the same model family.
How many TOPS does a Copilot+ PC need?
The defining threshold is an NPU capable of at least 40 TOPS. TOPS means “trillions of operations per second.” It is a measure of the NPU’s AI-processing capability, not a direct score for the computer’s overall speed.
A 40-TOPS NPU does not tell you how fast a laptop will compile software, render a video or run a game. Those tasks also depend on the CPU, graphics processor, memory, storage, cooling and software. Conversely, a machine with a fast CPU but an NPU below 40 TOPS is not a Copilot+ PC under Microsoft’s published definition.
Recommended Free Tools
Microsoft’s developer guidance dated February 10, 2025, and its current Windows feature-requirements documentation both use the 40+ TOPS threshold. When checking a product listing, look for the NPU specification and the exact processor, rather than relying on terms such as “AI PC” or the presence of a Copilot key.
Microsoft’s published baseline specifications
Microsoft’s consumer comparison explainer lists these baseline requirements for the category:
| Component or software | Published baseline |
|---|---|
| NPU | At least 40 TOPS |
| Memory | 16 GB RAM |
| Storage | 256 GB SSD |
| Operating system | Windows 11 version 24H2 or newer |
These figures describe Microsoft’s category baseline, not a complete specification for every feature. An individual function may require more free storage, a particular processor family, a camera, a secured-core configuration, an account, an internet connection or a supported language. Verify the exact SKU—not only the product family—before buying.

Recall
Recall, currently documented as a preview feature, creates an explorable timeline that helps you find previously viewed content by describing what you remember. It is not enabled as an automatic background screenshot archive: Microsoft Support states that “By default, saving snapshots for Recall aren’t enabled.” You must opt in during setup or later.
Recall has stricter requirements than the general Copilot+ label. Microsoft lists a qualifying secured-core Copilot+ PC, a 40-TOPS NPU, 16 GB of RAM, at least 256 GB of storage, 50 GB of free space to enable the feature, device encryption or BitLocker, and Windows Hello Enhanced Sign-in Security with a biometric option.
After activation, snapshot saving pauses when free storage falls below 25 GB. Microsoft says snapshots and the context derived from them are encrypted locally and are not shared with Microsoft or third parties. You can control which apps and websites are included, pause saving, delete snapshots or turn saving off completely. Content limits and storage limits apply, and Recall is optimized for selected languages rather than every language supported by Windows.
Live Captions translation
On supported Copilot+ systems, Live Captions can translate video and audio subtitles into English from more than 40 languages. Microsoft also documents translation into Simplified Chinese from 27 languages. These are directional language claims; they should not be simplified into “every language pair is supported.”
Click to Do
Click to Do presents contextual actions when you select text or an image. The available actions depend on the device, region, language and character set. Microsoft notes that some actions require a subscription, so the feature’s menu is not identical for every user.

Improved Windows search
Windows search on Copilot+ devices can use descriptive text to find supported images and documents, in addition to ordinary name-based searches. Microsoft limits the feature to specified file types and a limited set of optimized languages. A supported Copilot+ computer therefore does not make every file format or language searchable by description.
Paint and Photos AI tools
Microsoft lists tools including Paint Cocreator and AI-assisted editing or generation features in Photos. Depending on the tool, you may need a Microsoft account and an internet connection to cloud services. Processor support can differ between features, so an app can expose different controls on two otherwise qualifying Copilot+ PCs.
Automatic super resolution
Automatic super resolution is not a universal enhancement for every game. Microsoft describes support for a curated set of games on Copilot+ PCs using Snapdragon X Series processors. Game compatibility and processor requirements must be checked individually.

No. Some Windows Studio Effects work on ordinary Windows 11 hardware if it has a built-in camera and an NPU rated at least 10 TOPS. Microsoft’s basic effects include automatic framing, background effects, standard eye contact and voice focus.
Other effects have stricter requirements, including additional effects limited to Snapdragon X Series Copilot+ PCs. A camera is mandatory, and effects can vary by device. Because the processing can affect performance or battery life, the presence of an NPU does not guarantee identical behavior in every video-call application.
Copilot+ PC versus a regular Windows 11 PC
| Question | Copilot+ PC | Regular Windows 11 PC |
|---|---|---|
| Runs Windows 11 | Yes | Usually, if it meets Windows 11 system requirements |
| 40+ TOPS NPU | Required for the category | Not required |
| Cloud Copilot access | May be available, subject to Microsoft account, region and software conditions | May also be available |
| Copilot+ feature eligibility | Designed for the category, but each feature has its own conditions | Many Copilot+ functions will not be available |
| Studio Effects | Can provide the broader supported set, depending on processor and camera | Some basic effects can work with a 10+ TOPS NPU and built-in camera |
The practical difference is the combination of a sufficiently capable NPU and Microsoft’s supported software path. A Copilot key, an “AI” product description or access to web-based Copilot alone does not establish eligibility.

How to check whether a laptop qualifies
- Identify the exact processor and configuration. Record the model number, processor family, installed RAM and SSD capacity. Product families can contain both qualifying and non-qualifying configurations.
- Confirm the NPU rating. Look specifically for 40+ TOPS. Do not substitute CPU clock speed, graphics performance or a vendor’s general “AI-ready” wording.
- Check Windows 11 version. Microsoft’s published baseline calls for version 24H2 or newer. An eligible laptop may still need updates before a feature appears.
- Match the feature to its prerequisites. For example, Recall needs 50 GB of free space to enable, encryption and biometric Windows Hello security; Studio Effects needs a built-in camera; some Paint and Photos functions need an account and internet access.
- Check language and regional support. Translation directions, search languages and Click to Do actions are not universal. Confirm support for your Windows display language and location.
- Review the current Microsoft documentation. Requirements can change as features move from preview to broader release, and Microsoft may add processor-specific limits.
Which processors and devices are examples?
Microsoft Learn names examples from several manufacturer families, including Microsoft Surface Laptop and Surface Pro Copilot+ PCs; HP OmniBook X 14; Dell Latitude 7455, XPS 13 and Inspiron 14; Acer Swift 14 AI; Lenovo Yoga Slim 7x and ThinkPad T14s; Samsung Galaxy Book4 Edge; ASUS Vivobook S 15 and ProArt PZ13; and systems using AMD Ryzen AI 300 series or Intel Core Ultra 200V series silicon.
This is an official set of examples, not a promise that every configuration or later revision qualifies. Check the NPU rating, RAM, SSD and feature support for the particular listing you intend to purchase.
What to compare when choosing a Copilot+ PC
Start with the feature you actually need instead of assuming that the badge settles every buying decision.
- NPU eligibility: Confirm 40+ TOPS and the processor family.
- Memory and storage: Check for at least 16 GB RAM and a 256 GB SSD, then account for the free space required by features such as Recall.
- Feature-specific support: Verify whether your preferred tools are supported on that processor, not merely on the product family.
- Camera hardware: A built-in camera is required for Studio Effects.
- Language and location: Check translation directions, search-language support and regional availability.
- Account and connectivity: Some Paint, Photos and Click to Do actions require an account, a subscription or cloud access.
- Security configuration: Recall requires device encryption or BitLocker and Windows Hello Enhanced Sign-in Security with a biometric option.
- General laptop qualities: Battery life, display, ports, keyboard, weight, price and application compatibility still matter. The Copilot+ label does not replace those checks.
What the Copilot+ label does not guarantee
Microsoft has not established a single performance result that applies to every Copilot+ PC. There is no universal battery-life, productivity or gaming benchmark implied by the badge. Different CPUs, cooling systems, displays, software versions and power settings produce different outcomes.
The label also does not guarantee instant access to every announced feature. Rollout timing, preview status, processor restrictions, language support, account requirements and regional policies can change the available experience. Treat the badge as a hardware-and-software eligibility category, then verify the requirements for the specific function you plan to use.
Bottom line for buyers
Choose a Copilot+ PC when you want Windows 11 hardware built around a 40+ TOPS NPU and you have a clear use for features such as Recall, on-device translation, AI-assisted creation or enhanced camera effects. Before purchase, confirm the exact configuration, Windows 11 24H2 or newer, memory and storage, processor-specific support, language availability and any security, camera, account or internet prerequisites. A Windows 11 computer can still provide useful Copilot services without carrying the Copilot+ designation.
