What Is a Co-Generation Project and How Does It Generate Power and Heat?

A co-generation project—also called cogeneration or combined heat and power (CHP)—uses one energy source to produce electricity or mechanical power and useful heat at the same time. A prime mover drives a generator, while equipment captures heat that would otherwise be wasted and supplies it as steam, hot water, space heat, process heat or, with additional equipment, cooling. The arrangement can improve fuel utilization, but only when a facility has a dependable need for both power and thermal energy.

What a co-generation project is

The U.S. Department of Energy defines CHP as “the concurrent production of electricity or mechanical power and useful thermal energy (heating and/or cooling) from a single source of energy.” In practical terms, a CHP plant replaces two separate services—grid or generator electricity and a separate boiler or heater—with an integrated system.

Most projects are installed at or close to the facility using the energy. A district-energy plant can instead distribute electricity, steam or hot water to several buildings. The shared source may be natural gas, oil, biogas, biomass or heat already available from an industrial process. Some renewable fuels require cleaning or other processing before a prime mover can use them.

CHP is not simply a large backup generator with an exhaust stack. The project must include a planned use for recovered heat and controls that balance electrical production, thermal demand and the utility connection.

How CHP produces electricity and useful heat

The four integrated functions

Commercial CHP systems combine four fundamental functions:

  • Prime mover: An engine, combustion turbine, steam turbine, microturbine or fuel cell converts fuel or process energy into shaft power or electricity.
  • Generator: A generator converts shaft power into electricity. Some systems can also deliver mechanical power directly to a driven machine such as a compressor.
  • Heat recovery: Heat from exhaust, engine coolant, lubrication systems, steam or an industrial process is transferred to water, steam or another useful medium.
  • Electrical interconnection: Switchgear, protection, controls and a utility connection allow the site to use generated electricity, export excess power where allowed, or import electricity when the CHP unit is offline.

The quality of recovered heat matters. A high-temperature exhaust stream may produce process steam, while lower-temperature jacket-water heat may be better suited to hot-water loops or space heating. A heat exchanger keeps combustion gases and the building or process fluid separate.

Topping-cycle CHP

The most familiar arrangement is a topping cycle. Fuel is burned first to produce electricity or mechanical power. The engine or turbine exhaust and other hot streams then pass through heat-recovery equipment. Recovered energy can produce steam or hot water for industrial processes, domestic hot water, space heating or absorption cooling.

Reciprocating engines commonly recover heat from both exhaust and engine cooling circuits. Combustion turbines provide a high-temperature exhaust stream that can feed a heat-recovery steam generator. The electrical output and the amount, temperature and timing of heat depend on the selected machine and its operating load.

Steam-turbine CHP

In a steam-turbine configuration, a boiler makes high-pressure steam. The steam expands through a turbine connected to a generator, and the remaining steam or condensate supplies a heating or process load. The boiler may burn fuel or use heat from another source. This arrangement is often considered where a site already needs substantial steam and has suitable boiler infrastructure.

Bottoming-cycle or waste-heat recovery

A bottoming cycle reverses the sequence. An industrial process produces high-temperature heat for its primary purpose, and heat that would otherwise be rejected is recovered afterward to make steam and electricity. This can suit facilities such as furnaces or other continuous processes, but the process must provide sufficiently hot, steady waste heat. A bottoming cycle cannot be judged by the same criteria as a gas engine installed to meet a building’s electric load.

CHP technology choices

EPA’s CHP technology catalog identifies several commercially available prime-mover types. They are alternatives, not interchangeable products: fuel, size, operating hours, load profile, emissions controls and thermal requirements can make one suitable and another impractical.

Prime mover How it contributes Questions that determine fit
Reciprocating engine Combustion drives pistons and a generator; heat can be recovered from exhaust and cooling circuits. Is the site suited to engine-scale output, frequent starts or variable electric demand? Is there a year-round use for medium- and high-temperature heat?
Combustion turbine Burned fuel drives a turbine and generator; hot exhaust is available for steam or hot-water recovery. Can the facility use the exhaust heat, and can it supply the required fuel and operating hours at the needed scale?
Steam turbine Boiler-produced steam expands through a turbine and then serves a thermal load. Does the site already require substantial steam and have a practical boiler, condenser and water-treatment arrangement?
Microturbine A compact turbine-generator produces electricity with recoverable exhaust heat. Does a smaller, modular output match the site’s load, and is the available heat useful at the required temperature?
Fuel cell An electrochemical process produces electricity and heat without conventional combustion in the stack. Is appropriate fuel available and can the project justify the technology’s scale, controls and maintenance requirements?

EPA’s catalog establishes these categories but does not assign a universal winner. A design that looks efficient on a data sheet can perform poorly if it runs when the site has no use for its heat.

Where a co-generation project can work

Potential applications include industrial plants, commercial buildings, hospitals, universities, multifamily residential buildings, wastewater-treatment facilities, municipal sites and district-energy systems. The strongest candidates have electrical and thermal demand that occur together for much of the year.

For example, a hospital may need electricity and hot water every day, while a wastewater plant may have biogas and a continuous need for power and digester heat. A factory may need process steam during production shifts. A small office that needs heat only a few winter hours may not provide enough thermal demand to justify a CHP installation, even if it has a large electric bill.

EPA identifies operating hours, thermal requirements, electricity rates and natural-gas rates as site-specific screening factors. The assessment must use time-based data rather than annual totals alone: two facilities can consume the same yearly energy but have very different hourly load matches.

Efficiency: why using the heat changes the calculation

Separate generation discards much of a power plant’s input energy as heat, and a facility may then burn additional fuel in a boiler. CHP captures part of that otherwise rejected energy for a useful purpose. The resulting efficiency depends on what the project counts as useful output and how consistently the heat is used.

Source and wording General figure How to interpret it
U.S. Department of Energy, Combined Heat and Power Basics 65%–75% expected CHP efficiency A general expectation for CHP applications, not a guarantee for a particular design.
U.S. Environmental Protection Agency, CHP explainer More than 80% CHP efficiency versus about 50% for typical conventional electricity generation plus an on-site boiler An achievable comparison stated by EPA; the result depends on equipment, operating conditions and useful-heat accounting.

These figures use different official descriptions and should not be merged into one promised performance number. A project can have high rated efficiency yet waste potential benefits if it produces heat above the site’s required temperature, operates during low-demand periods or lacks a thermal storage strategy. Engineering analysis should calculate electricity, useful heat, fuel input and losses over representative hours.

Heat applications, including cooling

Recovered heat may supply:

  • Process steam for manufacturing, food production, chemical operations or sterilization.
  • Hot water for hospitals, hotels, multifamily buildings and industrial washing.
  • Space heating through hot-water or steam distribution systems.
  • Absorption or other thermally driven cooling, when the recovered heat and cooling demand align.

Using heat for cooling can extend useful operation beyond the heating season, but it adds equipment, controls and maintenance. The cooling system must be evaluated with the site’s chilled-water temperatures, seasonal demand and operating schedule.

Fuel, emissions and resilience

Capturing heat can reduce the fuel required to provide a given combination of electricity and thermal service, but emissions are not automatically lower. The relevant comparison is the proposed CHP system against the electricity and heat it would actually replace at that site.

Fuel choice, engine or turbine efficiency, methane leakage for gaseous fuels, emissions-control equipment, operating hours and the carbon intensity of displaced grid electricity all affect the result. EPA’s decarbonization discussion cautions that as grids add cleaner generation, CHP systems may need low-carbon fuels to remain as clean as—or cleaner than—separate heat and power.

On-site generation can support reliability and resilience during grid disturbances, but that capability requires deliberate design. Engineers must define which loads remain energized, provide appropriate switchgear and protection, test islanding controls where permitted, and plan fuel supply and maintenance. A grid-connected CHP unit that shuts down during an outage is not equivalent to a system designed for standby or island operation.

How to evaluate a project step by step

  1. Build an hourly energy profile. Collect interval electricity data, fuel bills, steam or hot-water measurements, production schedules and seasonal heating or cooling loads. Record minimum, average and peak demand.
  2. Check coincidence. Identify hours when electricity and useful thermal demand overlap. Quantify how much heat can be used directly and how often a thermal load disappears.
  3. Define the thermal service. Specify required temperature, pressure, flow, cleanliness and reliability. A process needing high-pressure steam cannot be served by an underspecified low-temperature hot-water loop.
  4. Screen prime movers and fuels. Compare engines, turbines, steam systems, microturbines and fuel cells against output size, heat quality, fuel availability, maintenance access, emissions controls and expected starts and stops.
  5. Model utility interaction. Review electricity and gas tariffs, demand charges, export rules, standby charges, interconnection requirements and protection settings with the relevant utilities. These terms vary by location and customer class.
  6. Compare the correct baseline. Calculate fuel use, emissions and operating cost for CHP versus the site’s actual alternative: purchased electricity plus its existing or proposed boiler, heater or chiller.
  7. Test resilience objectives. Decide whether the project is intended only for normal operation, for backup during outages, or for extended islanded operation. Size generation and thermal systems for the critical loads rather than the whole site by assumption.
  8. Use screening tools, then commission detailed studies. EPA provides a CHP screening tool and a calculator for estimated fuel use and carbon-dioxide and nitrogen-oxide emissions. These tools narrow options; they do not replace site engineering, interconnection studies, permitting review or a financial model.
  9. Validate with measured data and operating scenarios. Test high-load, low-load, outage, maintenance and seasonal cases. Include heat-rejection operation when recovered heat cannot be used, because that condition can materially change performance.

Interconnection, controls and daily operation

The electrical design determines whether the system parallels the grid, exports power, follows the site’s electric load or runs at a fixed output. Protection relays, synchronization, metering and automatic shutdown settings must satisfy the utility and applicable electrical rules.

Thermal controls are equally important. Valves and pumps route recovered heat to process equipment, storage, heating loops or a backup heat-rejection device. A control strategy may reduce electrical output when there is no useful thermal sink, or it may prioritize a critical process. Operators need alarms for high exhaust temperature, low coolant flow, poor water quality, abnormal vibration and emissions-control faults.

Maintenance includes the prime mover, generator, heat exchangers, boilers, pumps, water treatment, emissions equipment and switchgear. Planned service outages should be coordinated with production and with the utility’s requirements.

Costs, incentives and permitting: what cannot be generalized

There is no single current installed-cost range, incentive amount or permitting rule that applies to every co-generation project. Costs vary with prime-mover size, fuel treatment, heat-recovery equipment, building modifications, emissions controls, interconnection work, controls, construction conditions and local labor. Incentives and permits depend on jurisdiction, technology and project timing.

Before using a cost or payback figure, obtain current quotations and written requirements from qualified engineers, equipment suppliers, the serving utility and local authorities. Include capital, fuel, maintenance, replacement, insurance, outage risk and financing assumptions rather than comparing fuel savings alone.

Common reasons projects underperform

  • Heat has no dependable user: The unit runs for electricity while recovered heat is rejected, reducing the expected fuel advantage.
  • Annual data hides hourly mismatch: A large yearly thermal total may occur in a different season or shift from electricity demand.
  • Output is oversized: Frequent low-load operation can reduce efficiency and increase maintenance.
  • Fuel assumptions are fragile: A planned biogas or biomass supply may require treatment, backup fuel or storage.
  • Grid rules are discovered late: Protection upgrades, studies or export restrictions can change the design.
  • Emissions are compared with the wrong baseline: A project may look cleaner than average grid power but not cleaner than the specific marginal electricity and heat it displaces.
  • Resilience is assumed rather than engineered: Without islanding controls, critical-load panels and tested procedures, a grid-connected unit may not operate during an outage.

A technically sound project therefore starts with measured loads and a defined thermal use, then selects equipment around those facts. CHP is a site-engineered energy system, not a universal replacement for grid electricity and boilers.
