For an India–New Zealand shipment, it can support a preferential-tariff claim under the countries’ free-trade agreement (FTA), but only when the agreement is in force, the goods satisfy their product-specific rule, and the importer follows New Zealand’s customs procedure. The FTA is scheduled to enter into force on 20 October 2026; on 16 October 2026, exporters should treat that date as pending and confirm the live rules before claiming preference.
What a certificate of origin does
A CoO identifies the economic origin of goods for customs and commercial purposes. “Origin” is determined by the agreement’s rules, not simply by the country from which a container departs. A product made in India may qualify under the India–New Zealand FTA if it meets the relevant product-specific rule. Conversely, goods imported from a third country and merely stored, repacked or routed through India generally do not become Indian-origin goods.

For a preferential shipment, the document gives the importer evidence to request the FTA’s tariff treatment. It is not an automatic entitlement: customs can examine whether the product meets its origin rule and whether the claim was made correctly. A non-preferential CoO may also be requested by a buyer, bank, regulator or customs authority even when no FTA preference is claimed.

India’s Ministry of Commerce & Industry announced that the FTA is scheduled to enter into force on 20 October 2026. The date had not arrived when the official material was reviewed on 13 October 2026, and it is still a future date on 16 October 2026. Do not put “FTA preferential” on an export declaration before the agreement’s actual effective date. Check for a formal commencement notice or updated customs guidance on the day you file.

The government announcement says New Zealand’s offer covers 100% of tariff lines for Indian exports from entry into force. That figure describes tariff-line coverage, not automatic duty-free entry for every shipment. The product must still pass its origin rule, and the New Zealand importer must use the destination customs procedure.
What should the Certificate of Origin contain?
The India–New Zealand FTA FAQ says the certificate format is prescribed in the agreement’s Rules of Origin chapter. It specifically identifies three essential data elements:
- The applicable origin criterion—the rule or criterion the goods satisfy.
- A description of the goods that is sufficiently specific to connect the certificate to the shipment.
- The HS code at six-digit level for the goods.
The six-digit HS subheading matters because the FAQ says product-specific origin rules apply at that level. Use the classification that matches the commercial invoice, packing list and customs declaration. If the product has several models, materials or tariff classifications, resolve the classification before completing the origin statement rather than copying a broad product name.
The agreement-specific form fields, documentary attachments and any signature or authentication requirements should be taken from the live DGFT workflow. The published FAQ does not, by itself, establish every field or supporting-document requirement for an India–New Zealand application.
How to get a CoO for an India–New Zealand shipment
1. Confirm the shipment and the legal date
Identify the exporter, importer, dispatch country, destination, invoice and intended customs entry. Then verify whether the FTA is in force on the relevant date. A shipment dispatched before 20 October 2026, or entered under procedures that do not yet recognize the agreement, cannot be treated as an FTA preference merely because the goods are Indian.

Ask the importer whether the shipment will use a preferential claim or needs a separate commercial/non-preferential origin document. The available official material does not establish that every India-to-New Zealand shipment must have a CoO.
2. Classify the goods to at least six digits
Determine the correct six-digit HS subheading for each product covered by the claim. Gather the product specification, bill of materials, manufacturing steps, supplier invoices and records of imported inputs. Classification and origin analysis are connected: the product-specific rule is selected using the HS subheading, while the production records show whether the rule is met.
Do not rely on a shipping route, warehouse location or the nationality of the seller as a substitute for classification. If the same invoice contains products with different subheadings, list and assess them separately.
3. Apply the product-specific origin rule
Rules of origin determine the economic nationality of a good. Depending on the line in the agreement, a rule can require wholly obtained goods, a tariff change, a regional-value calculation or a specified manufacturing process. Use the rule attached to the product’s six-digit subheading in the India–New Zealand FTA.
The FAQ describes bilateral cumulation: qualifying originating materials from India and New Zealand can be counted under the agreement’s rules. It does not allow third-country cumulation. A component from another country does not become originating merely because it was shipped through India or New Zealand, and simple transit, storage or repacking does not confer origin.

4. Select the available proof route
The official FAQ introduces self-certification for Indian Status Holders. It says Status Holders may self-declare the origin of their goods from the date the agreement enters into force. This is a legal proof route, not a statement that any exporter can self-certify.
The FAQ does not set out the Status Holder qualification test or the detailed operating steps. Confirm that the exporter’s status is valid and that the current DGFT instructions permit self-declaration for the shipment. If the exporter is not eligible, ask DGFT which issuing or certification route applies. The agreement-specific alternative route, issuing authority and workflow should be taken from the operative instructions rather than inferred from another trade agreement.
| Proof route | Who may use it | When available | What to verify before filing |
|---|---|---|---|
| Status Holder self-declaration | Indian exporters meeting the Status Holder qualification | From the FTA’s actual entry-into-force date | Status eligibility, declaration format, required records and importer acceptance under current DGFT and New Zealand instructions |
| Other certificate or issuance route | Exporter following the agreement’s designated process | As specified in the live agreement and DGFT workflow | Issuing authority, application fields, supporting evidence and authentication requirements; these details are not stated in the published FAQ |
5. File through DGFT’s electronic CoO platform
For an Indian exporter, the general official channel is DGFT’s electronic Certificate of Origin platform. Preferential CoO applications moved to the eCoO 2.0 system in January 2025. Open the portal and look for the live India–New Zealand agreement option and its instructions. The reviewed official material does not confirm that an agreement-specific form was activated before 13 October 2026, so do not assume that a similarly named agreement or older form is valid.
- Sign in to the DGFT CoO service using the exporter account and current authentication method.
- Select the India–New Zealand preferential agreement only if it appears as an active option after the effective date and matches the shipment.
- Enter the invoice, consignee and shipment details exactly as they appear on the commercial documents.
- Enter the goods description and six-digit HS code for each covered item.
- State the applicable origin criterion and complete any declarations required by the live form.
- Upload the documents requested by the portal, keeping the submitted versions with the production and supplier evidence used for the origin decision.
- Submit, monitor the application status and correct any query through the portal before the importer’s customs deadline.
Because the agreement-specific fields and attachments were not confirmed in the available official material, treat the portal’s current instructions as controlling. If the agreement option is absent or the form conflicts with the importer’s instructions, pause and obtain clarification from DGFT rather than selecting a different agreement.

6. Send the proof and shipment data to the importer
Give the importer the completed CoO or self-declaration in the format accepted by New Zealand customs, together with the invoice and any other documents the destination procedure requests. The importer, not the Indian exporter alone, makes the destination-side customs claim. A CoO can support that claim but does not guarantee that customs will grant the preference.
Confirm the importer’s filing deadline, whether the claim is made electronically or on an entry document, and what happens if the certificate is issued after arrival. Those operational details are governed by New Zealand procedures and were not established in the Indian FAQ.
7. Retain evidence and respond to verification
Keep the records that demonstrate the declared origin: bills of materials, supplier origin statements, purchase invoices, production records, inventory links, costing calculations and the final commercial documents. Retention periods and file formats should follow the applicable law and DGFT instructions.
The FTA FAQ describes a verification framework under which authorities can request information and, where necessary, conduct visits. Make sure the records can be traced from the certificate’s product description and HS code to the actual production batch and shipment. If the importer or customs authority asks a question, answer through the prescribed channel and provide consistent versions of the same evidence.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteDoes every India-to-New Zealand shipment need a CoO?
No universal requirement for every shipment is established in the available sources. A CoO is relevant when the importer seeks FTA treatment, subject to the agreement’s effective date and the product’s origin qualification. A buyer, bank, regulator or customs authority may separately require non-preferential origin evidence. Ask the importer and check the product’s regulatory requirements before dispatch.
Best Value
Can a third-country product qualify after passing through India?
No. The FTA’s bilateral cumulation concept covers qualifying Indian and New Zealand originating materials; it does not provide third-country cumulation. Transit, storage, repacking or a change of shipping route does not create Indian or New Zealand origin. The product must satisfy the applicable product-specific rule using the permitted originating materials and processing.
Does 100% tariff-line coverage make every Indian product duty-free?
No. New Zealand’s 100% tariff-line offer means that all tariff lines are covered by the offer from entry into force. It does not waive the origin test or replace the importer’s customs claim. A product that fails its rule of origin, or a claim filed incorrectly, may not receive preferential treatment even when its tariff line is covered.
What to check before submitting
- Has the FTA actually entered into force, rather than merely been scheduled to do so?
- Does the invoice product match the correct six-digit HS subheading?
- Have you applied the product-specific rule for that subheading?
- Are all claimed materials and manufacturing steps supported by records?
- If using self-certification, is the Indian exporter a qualifying Status Holder?
- Does the live DGFT eCoO 2.0 workflow show the India–New Zealand option and current form?
- Does the certificate state the origin criterion, goods description and six-digit HS code?
- Has the importer confirmed New Zealand’s claim procedure and document deadline?
- Can the exporter answer a verification request with traceable production and supplier evidence?
Where the official instructions still matter
The Ministry of Commerce & Industry’s India–New Zealand FTA FAQ states that the certificate format is prescribed in the Rules of Origin chapter and describes Status Holder self-declaration from entry into force. It does not publish every practical field, attachment, fee, turnaround time, validity period or issuing route needed for a complete filing walkthrough. DGFT’s live eCoO 2.0 instructions and the New Zealand importer’s customs guidance therefore control those details.
Recheck the instructions after 20 October 2026 and whenever DGFT activates or updates the agreement-specific workflow. Confirm the effective date, Status Holder eligibility, form fields, evidence list, issuing authority (if one is required) and destination claim process before relying on a preference claim.
