The term can describe a business phone-system feature, a telecommunications provider’s network service, or software used in a contact center; it does not always mean a full automatic call distributor (ACD).
What does a call-routing service do?
When a call arrives, the system evaluates available information against a routing plan and sends the call to a destination or fallback. Depending on the service, it may consider the number dialed (DNIS), the caller’s number (ANI), the caller’s IVR responses, or other configured conditions. Cisco Webex describes call routing as getting a user to the right person or department, while Digital.gov describes an ACD as a computerized telephony system that distributes incoming calls under handling instructions.

Those descriptions overlap, but the terms are not interchangeable: a simple forwarding feature can route calls without providing the broader queue-management functions of a contact-center ACD.

How does call routing work?
- A call arrives. The service receives the incoming call and the information available to it, such as the number called or the caller’s number.
- The routing plan checks conditions. Rules may consider time, day, holiday schedule, caller or called number, geographic area, IVR selection, skill, availability, or allocation percentage. Which inputs are supported depends on the system.
- The system selects a destination. It can send the call to a user, department, queue, group, or configured external destination.
- A fallback handles unmatched or unavailable calls. The plan may specify another destination or a no-route action if no rule matches or the intended destination cannot take the call.
One documented implementation from IMSWorkX checks the called number against a routing database, evaluates plans and rules by priority, and proceeds to lower-priority plans when a rule does not match, ultimately applying configured no-route behavior. That is an example of one provider’s implementation, not a universal call-routing standard.

What are the common call-routing methods?
Auto attendant and IVR
An auto attendant presents callers with options, often through a recorded menu. Interactive voice response (IVR) lets callers respond using keypad entries or voice commands; the system can route the call onward based on the response. Digital.gov notes that IVR can direct callers to specialists when needed.
Call queue
A queue holds calls until members or agents become available and can distribute them among a group. Queue behavior—such as ordering, wait treatment, and overflow destinations—depends on the product’s configuration and features.

Hunt group
A hunt group sends calls to a configured group of users. The label alone does not establish whether members ring together, in sequence, or under another pattern; check the provider’s specific behavior.

Shared line group
A shared line group is another way to make calls available to a group of users. It is distinct from a queue or hunt group, and product support and capabilities vary. Cisco Webex’s comparison illustrates differences among these methods within its own product; its feature details should not be assumed to apply to other phone systems.

Rules-based routing and forwarding
Rules-based routing selects destinations based on conditions such as schedules, caller or called number, geography, skills, IVR menu selection, or caller-entered data. Conditional forwarding can use criteria such as time of day or caller number. A system may combine several conditions, but the available rules and their priority are provider-specific. IMSWorkX documentation, for example, describes rules involving time, day, holidays, percentage allocation, calling number, area-code lists, concurrent-call count, and geographic location.
What can a call-routing service mean?
- A phone-system feature: Routing configured within a business phone platform to direct calls among users, departments, or groups.
- A network service: Routing provided by a telecommunications provider, potentially based on customer instructions.
- Contact-center routing: ACD or intelligent-routing functions that distribute calls according to handling instructions and, where supported, criteria such as skills or agent availability.
For example, Infobip describes a call-routing service configured through web and API interfaces, including route setup and associating voice numbers with routes. Its terms describe number leasing and call billing, but do not establish a universal public rate. AT&T’s support page describes Intelligent Redirect as a customizable service that transfers calls according to customer instructions; that page was last updated December 7, 2022, so its current availability should be confirmed with AT&T before relying on it as a present offer. How can a business implement call routing?
Digital.gov identifies three broad approaches. Their tradeoffs are general considerations, not guarantees for every provider or deployment.

| Approach | Potential advantages | Potential tradeoffs |
|---|---|---|
| Enhance an existing ACD | May allow more customization. | May require greater upfront investment and integration expertise. |
| Use a telecommunications provider’s network service | May reduce upfront capital and internal management needs. | Changes may take longer, and customization may be more limited. |
| Use a third-party call-routing service | May reduce upfront investment and the need for internal expertise. | Options may be limited to the applications the service supports. |
What should you check when comparing services?
- Routing criteria and control: Confirm support for the conditions you need, such as schedules, caller or called number, IVR input, geography, skills, overflow, or percentage allocation.
- Destinations and fallback: Find out where calls can go and what happens when no rule matches, a queue is full, or no user or agent is available.
- Integration and administration: Check how the service connects to an existing ACD or phone platform, whether configuration is available through a web interface or API, and who is authorized to change routing plans.
- Costs and operational work: Compare actual implementation effort, upfront and ongoing charges, feature limits, support needs, and the time required to make changes. The cited guidance does not provide comparable current prices.
- Geography and service terms: Verify number availability, local requirements, coverage, and carrier limitations in the markets where calls will be handled; these details are not universal.
