A burner phone is usually a prepaid phone or phone number intended for temporary use. It can help keep work, travel, or short-term contacts separate from your everyday number, but it does not make you anonymous or untraceable. “Prepaid” describes how service is paid for—not a special privacy feature.
What a burner phone is—and what it is not
“Burner phone” is an informal term, not a distinct phone technology. It generally means a prepaid handset or number someone plans to use temporarily and then stop using, replace, or discard. In a 2018 enforcement document, the Federal Communications Commission (FCC) described the term as referring to prepaid cell phones that are “cheap, difficult to trace, and easy to discard and replace.” That wording appears in the context of a caller-ID case; it is not a guarantee that a phone is difficult to trace or a recommendation to use one for privacy. Prepaid service means a customer pays for service in advance under the provider’s terms. A prepaid phone or SIM may be used temporarily, but prepaid status by itself does not determine what information a provider requests or what records it keeps.
What people use burner phones for
- Separate contact channels: Use a distinct number for a short-term project, temporary work, or a transaction rather than sharing a primary number. This can make it easier to keep those contacts apart; it does not guarantee that the number cannot be associated with you.
- Travel or temporary needs: A separate line may suit a trip or a limited-duration activity, depending on coverage, activation rules, and service terms.
- Limiting exposure of a primary number: Giving out another number can keep your everyday number off some short-term listings or exchanges. The benefit is compartmentalization, not invisibility.
These are practical reasons to use a second line, not measured privacy outcomes. A separate handset also brings extra costs and chores: buying and activating it, keeping it charged, managing accounts, and paying for service or airtime.

Are burner phones untraceable?
No. A burner phone is not a cloak against carrier records, investigation, or misuse. FCC consumer privacy guidance says customer proprietary network information (CPNI) can include the numbers a customer calls and the frequency, duration, and timing of calls. That means a separate prepaid line should not be treated as proof that communications leave no provider-held records. FCC guidance on protecting telephone calling records
Nor does owning a prepaid handset itself imply wrongdoing. The FCC’s 2020 enforcement order describes an operator using prepaid phones and numbers as part of conduct that misled consumers and evaded caller-identification and telemarketing obligations. The issue was the conduct, not simply possession of a prepaid phone. FCC 20-149

Are burner phones legal in the United States?
The FCC materials cited here do not establish a general ban on owning or using a prepaid phone. They do show that using phones or numbers to mislead people or evade applicable obligations can be part of unlawful conduct. A prepaid handset is not permission to impersonate someone, deceive consumers, or ignore rules that apply to calls and messages.

Should you get a separate handset or just a second number?
Choose based on whether you need a distinct number or physical separation from your everyday device. A second number on an existing phone may be enough for separating contacts; a dedicated handset creates more device separation but also adds another device and account to manage. Neither option, by itself, guarantees anonymity.
| What to weigh | Dedicated prepaid handset | Second number on your existing phone |
|---|---|---|
| Device separation | Provides a separate physical device as well as a number. | Keeps the second line on your current device; it does not separate device use. |
| Compatibility and coverage | Check handset compatibility with the provider’s network and coverage where you will use it. | Check whether your device and provider support the second line and whether coverage meets your needs. |
| Activation and identity information | Ask the provider what information it requests to activate service. | Ask the provider what information it requests to add or activate the number. |
| Cost | Consider the handset purchase plus recurring service or airtime costs. | Check any additional line or service charges; terms vary by provider. |
| Emergency access and account recovery | Plan how you will maintain access to the device, service, and any accounts tied to the number. | Consider how the added number affects account recovery and access if you change devices or service. |
| Provider-held records | A separate handset does not eliminate provider-held calling records. | A separate number does not eliminate provider-held calling records. |
Before buying a prepaid phone, verify current stock and price, whether the handset is locked, network compatibility, local coverage, activation requirements, and whether service is included. For a second number, check the provider’s supported devices, activation process, fees, and account-recovery options. These details depend on the carrier and product.

If you are concerned about stalkerware or an abusive partner
A second phone is not, on its own, a safety plan. The Federal Trade Commission warns that someone who suspects stalkerware may be on a device should not use that device to contact an advocate or law-enforcement official. Seek specialist support using a safer device or channel, and consider a safety plan before changing device or account access; sudden changes can affect personal safety. FTC guidance on stalkerware
