A burner phone is usually an inexpensive prepaid mobile phone used temporarily, often to keep a separate line from a person’s main phone. The phrase “burner number” is also used for temporary numbers supplied by apps, which work on an existing device. Neither meaning guarantees anonymity or makes a caller untraceable.
What does “burner phone” mean?
In the traditional sense, a burner phone is a separate, often low-cost handset with prepaid mobile service, intended for temporary use. The user can stop using or replace it when it is no longer needed. The name describes a use pattern—not a special technical feature or privacy guarantee. TechTarget notes that people may also keep a prepaid phone and add minutes rather than discard it after one use (TechTarget, October 21, 2022).

The term has broadened: people sometimes call a temporary number from an app a “burner number.” That option provides a separate number through an existing phone, rather than through a second handset. It is useful to distinguish the two meanings because the hardware and service arrangement differ.

Does a burner number make you anonymous?
No. A separate number can help keep calls and messages apart from a main line, but it is not proof that a user is anonymous or untraceable. Mobile carriers hold customer proprietary network information, which can include numbers called and the frequency, duration, and timing of calls, as described by the FCC’s privacy guidance.
Caller ID is not reliable proof of who is calling, either: scammers can falsify the name or number shown on a recipient’s phone, the FTC explains. These facts do not show that every user of a prepaid phone can be identified in every circumstance; they do mean a burner label should not be treated as a technical promise of anonymity.

Why do people use the term?
People commonly use a separate prepaid handset or temporary number to keep a line distinct from their main number or to use it for a limited period. “Burner” does not, by itself, tell you whether the device will be discarded, whether the number will be kept, or what privacy protections apply.

The FCC’s 2018 enforcement notice used “burner phones” for prepaid Tracfones in a specific case (FCC 18-135). Its 2020 order addressed caller-ID practices in that enforcement matter (FCC 20-149). Those case-specific findings should not be generalized to ordinary prepaid phone users.
