A virtual assistant can often handle insurance administration: capturing facts, preparing paperwork for review, retrieving underwriting information, and routing service requests. Keep coverage advice, recommendations, and decisions or statements that bind or otherwise effect coverage with staff licensed for the relevant line and jurisdiction. The dividing line is the work performed—not the assistant’s job title—and the rules must be checked for the specific state, line, and workflow.

The licensing boundary is about the activity, not the title

The National Association of Insurance Commissioners (NAIC) describes an insurance producer as an individual who sells, solicits, or negotiates insurance. Its 2020 State Licensing Handbook explains that “negotiate” involves directly conferring with or advising a purchaser about substantive policy benefits, terms, or conditions in the circumstances covered by the model standard. The handbook says the relevant state is determined by where the activity requiring a license takes place.

That is model guidance, not a universal authorization list or a substitute for each state’s enacted law. The NAIC says its handbook draws on the Producer Licensing Model Act, Uniform Licensing Standards, and adopted guidance to promote uniformity and offer suggested best practices; states may have exceptions or different provisions. Check the applicable state insurance department’s rules for the actual task, insurance line, and locations involved. The NAIC’s Producer Licensing overview explains the general role of state regulators.

Which tasks can a virtual assistant handle?

The NAIC activity examples generally place factual intake and processing on the clerical side when the assistant follows instructions and does not cross into judgment, advice, or effecting insurance. A licensed producer should define the process and review points.

Task Delegation boundary Practical control
Capture applicant facts or receive a coverage request Generally clerical when the assistant records information or passes the request to a licensed producer. The NAIC also describes routing through an automated system developed and maintained under the supervision of an insurer or licensed producer. Use a factual intake script; route questions about what coverage to buy to a licensed producer.
Prepare an application The assistant may record information and prepare the application under a producer’s instructions for that producer’s review. Do not have the assistant interpret answers, assess risk, or recommend coverage.
Retrieve underwriting information The NAIC examples include obtaining information from credit agencies, motor-vehicle departments, and other insurance entities. Keep the task to retrieval; send any risk interpretation or coverage decision to licensed staff.
Prepare policy documents An assistant may prepare binders, certificates, endorsements, identification cards, or policies for producer review and signature. Issuance is fact-dependent: physical delivery alone is different from an act that effects insurance. Require licensed review and signature where appropriate; do not let the assistant represent that coverage is bound or take a step that effects coverage.
Handle an existing-policy change request The examples allow receiving and recording requests to add or remove items and preparing or processing the related change. They also allow a rate quote on the requested change only. Keep any quote narrowly tied to the change requested; escalate questions about adequacy, exclusions, or whether to make a change.
Report what existing records show The NAIC examples include telling an insured about coverage as indicated in policy records. Report recorded facts without interpreting terms or recommending limits or changes.
Routine office processing Opening mail, filing, mailing billings, and similar processing appear among the clerical examples. Route any communication that calls for coverage judgment or a sales decision to licensed staff.

These examples come from the NAIC’s Appendix B: Licensable and Non-Licensable Activities and handbook. They illustrate the activity distinction; they do not establish permission in every state or for every implementation.

What should stay with appropriately licensed staff?

Keep work with licensed staff when it involves selling, soliciting, or negotiating insurance. The NAIC’s activity table treats these as licensable examples:

  • Discussing age, health, or another risk-related condition in the prospective-purchaser context described in the guidance.
  • Indicating that requested coverage is or will be bound, or binding coverage.

In practice, a virtual assistant should not answer a customer’s question about what a policy means, what insurance they need, which carrier to choose, or whether a proposed change is advisable. The assistant can capture the question and arrange a handoff; a producer licensed for the relevant line and jurisdiction should respond.

How to route borderline questions

Use the purpose and effect of the task—not whether it sounds like “service” or “administration”—to decide who handles it. For an existing policyholder, reporting what the policy records say is different from interpreting an exclusion or advising whether a limit is adequate. The NAIC examples allow a rate quote only for a requested change to an existing policy; that narrow example should not be treated as general authority to quote prospective business.

  • “Can you tell me what this policy covers?” The assistant can locate the record and route the question. Interpretation belongs with licensed staff.
  • “Please add this vehicle to my policy.” The assistant can record and route the request, and may prepare or process the change under the applicable workflow. Escalate if the customer asks whether the change is advisable or what protection to select.
  • “Am I covered starting today?” Do not have the assistant promise or imply coverage is in force. A licensed producer should handle any statement about binding or effecting coverage.
  • “Which company should I use?” This is a recommendation about a prospective purchase; route it to licensed staff.

Build a safe delegation workflow

  1. Define each task as an action. List what the assistant will do and sample customer language, rather than assigning a broad label such as “account management.”
  2. Write bounded scripts. Provide instructions for factual intake, records requests, document preparation, and how to hand off a question that asks for interpretation or advice.
  3. Name the escalation owner. Identify which licensed person handles questions about policy meaning, coverage needs, carrier choice, or whether a change is advisable.
  4. Set review and signature points. Specify which materials need producer review and signature, and prohibit the assistant from saying coverage is bound or taking a step that could effect the policy.
  5. Record the scope for each workflow. Document the state, line of insurance, supervisor, review point, and escalation owner.
  6. Verify local requirements before launch. Review the relevant state law and insurance department guidance, especially for multi-state service, sales-related messages, policy issuance, compensation, health-marketplace enrollment assistance, or claims-related roles.

These are operational safeguards derived from the NAIC distinctions, not a six-step program prescribed by the NAIC. Its Producer Licensing Task Force 2026 charges include discussion of state perspectives on marketplace enrollment assisters and producers helping consumers and businesses purchase health coverage. That signals a context where additional program-specific rules may matter; it does not by itself define an assistant’s authority.
