Start with an operating-requirements brief
Before comparing cities, describe what the startup must have on day one and what it will need as it grows. A remote-first software company may weight redundant internet and recruiting heavily; a laboratory may depend on water quality, power capacity, ventilation and permits; a physical-goods company may prioritize freight service, loading access and supplier proximity.

Mark each requirement as mandatory, preferred or negotiable. This prevents a low rent or attractive tax incentive from hiding a disqualifying constraint.

Verify broadband at the exact business address
Use the FCC map as a starting inventory
For a U.S. candidate, enter the complete office or building address into the Federal Communications Commission’s National Broadband Map. The map reports provider-submitted availability for fixed locations, including small businesses, and identifies reported technologies and maximum advertised download and upload speeds. Record the provider name, access technology, advertised speeds and the date you checked each address.
The FCC’s Broadband Data Collection Help Center states: "The National Broadband Map shows internet availability, not network performance, affordability, or adoption." That distinction is central to site diligence. An advertised gigabit tier is not a latency, packet-loss or uptime test, and a listing does not prove that a provider will build the final connection to your suite.
Confirm commercial service with providers
Send the exact suite or parcel address to each listed provider’s business sales or engineering team. Ask for a written response covering:
- Whether business service is orderable at the precise location, not merely somewhere in the building or neighborhood.
- Installation lead time, construction or extension charges, demarcation point and any landlord work required.
- Available upload capacity, latency expectations, static addressing, support hours and escalation procedures.
- Contract term, price changes, usage limits, repair targets and any service-level commitment your operations require.
- Power, conduit or roof rights needed for fixed wireless, fiber or other equipment.
Obtain at least one independent path where downtime would materially harm revenue. A second wired carrier is preferable when physically diverse; fixed wireless or cellular can be a practical backup if its capacity and signal are verified. Document whether the two paths enter through different routes and whether both depend on the same local pole, duct or backhaul.
Test the premises, including indoor wireless
Visit during working hours and, if possible, during a busy evening period. Run controlled tests from the proposed workspace rather than relying on a nearby cafe or a provider’s speed claim. Check latency to the services your team actually uses, packet loss, upload stability and performance under simultaneous video calls or data transfers.
The FCC mobile coverage view is an outdoor or in-vehicle coverage representation; it is not proof of indoor signal. Walk the office, basement, warehouse and likely meeting areas with the intended carriers’ devices. Note building materials, window placement and any dead zones. If cellular backup is part of the continuity plan, test the antenna location and confirm that a failure of the primary carrier would not also remove the backup’s underlying network.

Challenge inaccurate map records
Provider reports can be wrong or incomplete. If a listing says service is available but the provider cannot install it, or the address is mapped incorrectly, use the FCC’s availability-challenge process. Keep correspondence, test results and installation quotes so the challenge is supported by evidence. Treat a challenge as a correction to the public record, not as a substitute for securing service.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsCheck power, water, sewer and site readiness
Establish capacity and reliability
Ask the landlord, electric utility and local economic-development office for site-specific information on available capacity, transformer limits, upgrade requirements, typical restoration times, recent outage history and the cost and schedule of a new or larger connection. Request documentation rather than a general statement that the city has reliable power. Determine whether the building has automatic transfer equipment, a generator connection, battery storage or a protected circuit for critical systems.
For a lab, production line, food operation, healthcare service or other utility-intensive business, define process requirements before touring property. Confirm water flow and quality, sewer capacity, discharge rules, gas availability, ventilation, cooling and waste handling. Regional planning guidance treats water and sewer, communications and transportation as foundational infrastructure; the relevant combination depends on your process.
Confirm that the building can open on schedule
Review zoning, permitted use, fire protection, accessibility, environmental conditions, loading, parking and inspection requirements with the municipality and a qualified building professional. Check the condition of electrical panels, HVAC, roof, elevators and network pathways. Ask who pays for upgrades and whether permits or utility work can delay occupancy.
Map expansion options now: adjacent suites, additional electrical service, more loading positions, laboratory exhaust or outdoor equipment. A site that works for ten employees but cannot accommodate the next hiring wave can create a second relocation. Include the time and cost of build-out, furniture, cabling, security and commissioning in the comparison.
Measure the workforce you can actually hire
Build a role-specific labor shed
Municipal population is a poor proxy for recruiting capacity. List the critical roles, required experience, shift pattern and acceptable commute for each. Then estimate the reachable labor pool within that commute shed, including nearby towns and counties. Evaluate labor-force size, relevant industry employment, technical and professional skills, wage expectations and recent hiring activity.

For each role, identify realistic channels: local colleges, community colleges, apprenticeship programs, coding or technical schools, workforce boards, recruiting agencies and employers with transferable talent. Ask those organizations about graduation volume, specialties, placement rates and the time needed to create a tailored program. Speak with local employers and recruiters where possible; aggregate demographic data cannot guarantee that a particular engineer, technician, salesperson or operator is available.
Test retention and relocation assumptions
Interview prospective hires about commute, housing, childcare, healthcare and career opportunities. A relocation package that looks inexpensive can fail if housing is scarce or a partner cannot find work. Determine whether the company will need remote or hybrid flexibility, regular travel to a larger employment center or a second recruiting market. Put those recurring costs into the site model instead of treating them as exceptions.
Evaluate the business ecosystem, not just the labor count
Economic-development guidance from the U.S. Economic Development Administration connects workforce, hard infrastructure and soft infrastructure: institutions and relationships that help firms collaborate, train workers and obtain services. Map customers, suppliers, contract manufacturers, specialized maintenance firms, legal and accounting support, investors, universities and industry partners.
Ask the regional development authority what assistance is actually available, who administers it and how long approvals take. Look for evidence of cooperation among public agencies, educational institutions, private employers and community organizations. A smaller market can be an advantage when key people are accessible, but only if the services your company needs exist at a usable scale.
Inspect property, travel and freight in operating terms
Compare usable space and occupancy economics
Collect comparable information for each candidate building: usable square footage, lease or purchase price, escalation clauses, deposits, common-area charges, taxes, insurance, parking, loading, operating hours and renewal rights. Add build-out allowance, permitting, furniture, cabling, security and the cost of carrying the old location during the transition.
Confirm that listings are current and that the space can be delivered on your schedule. A low asking rent is not a saving if the building requires months of electrical, HVAC or connectivity work. Obtain a written timeline from the landlord and contractors, with responsibility for each dependency.

Calculate real travel access
Measure drive or transit time at the times employees, customers and suppliers will travel. If air travel matters, check the commercial airport’s actual route frequency, connection options, ground-transfer time and weather-related alternatives. If the company ships goods, verify carrier pickup windows, service frequency, rates, dimensional limits, dock access and the road, rail or port connection to the site. A short distance on a map does not establish usable service.
Include employee travel in the operating model: parking or transit costs, mileage reimbursement, travel time for field staff and the frequency of trips to a larger city. If customers or investors expect regular in-person meetings, estimate those trips instead of assuming video calls will replace them.
Treat housing and daily life as operating infrastructure
When employees or founders must move, examine housing supply, rent or purchase costs, availability by neighborhood and commute time. Check healthcare capacity and typical access, schools where relevant, childcare, recreation and cultural or social amenities that matter to the team. These factors affect offer acceptance, retention and the cost of relocation assistance.
Use current listings and conversations with local employers rather than a citywide average alone. A market can have low median housing costs but too few suitable homes near the workplace. Identify backup arrangements for visiting staff and temporary housing during the move.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Assess resilience and continuity at the site
Ask local officials, utilities and the landlord about hazards relevant to the parcel, emergency access, evacuation or closure procedures, restoration priorities and continuity plans. Tie the questions to your operations: flood exposure for servers or inventory, heat for cooling systems, winter access for deliveries, wildfire smoke for air-sensitive work, or single-road access for a rural site. No general city reputation can replace parcel-level review.

Build a multi-year total-cost and risk model
Use one pro forma for every candidate and show one-time and recurring amounts separately. Include:
- Lease, purchase, taxes, insurance, common charges and utilities.
- Build-out, permitting, moving, furniture, cabling, security and equipment installation.
- Internet circuits, redundancy, testing, cellular backup and support contracts.
- Hiring, relocation, training, recruiting travel and wage differences.
- Customer, supplier, airport and freight travel.
- Temporary duplicate occupancy, downtime risk, inventory buffers and continuity measures.
- Incentives, including eligibility rules, application costs, duration, performance conditions and repayment clauses.
Compare cash requirements, annual operating cost and downside exposure over the planning horizon your board uses. A site should provide the required resources at manageable risk and at the lowest total cost, not merely the lowest headline rent. Model delays and partial occupancy so the decision remains viable if installation or permitting slips.
Use a weighted scorecard for candidate cities
Score every candidate with the same evidence standard. Weight each category according to the startup’s dependencies; do not apply a universal formula.
| Category | Evidence to collect | Questions for the decision |
|---|---|---|
| Connectivity and redundancy | Address-level providers, technologies, advertised speeds, quotes, installation dates and test results | Can the site meet performance and recovery requirements with independent backup? |
| Utilities and site readiness | Capacity letters, outage history, upgrade costs, zoning, permits and building inspections | Can the operation open and expand on schedule? |
| Role-specific hiring | Commute-shed labor data, wage ranges, schools, employers and recruiting channels | Can critical roles be filled and retained? |
| Property and occupancy | Usable space, full occupancy cost, terms, build-out scope and delivery date | What will the space cost to make operational? |
| Customers, suppliers and travel | Drive, transit, airport and freight times, frequency, rates and alternatives | Will access support revenue and supply continuity? |
| Employee feasibility | Housing, healthcare, schools, childcare and amenities | Will people relocate and stay? |
| Resilience | Hazards, emergency access, restoration plans and backup costs | How much disruption can the company withstand? |
| Total cost and risk | Multi-year pro forma, transition costs, incentives and sensitivity cases | Is the advantage still present after realistic assumptions? |
Assign a score only when evidence is documented. Keep a separate “unknown” flag; forcing an optimistic score for missing information makes a weak site look comparable. Run sensitivity cases for a delayed fiber installation, slower hiring, higher travel frequency and a major utility upgrade.
A practical diligence sequence
- Define dependencies. List mandatory service levels, critical roles, commute limits, utility loads, customer locations and growth milestones.
- Screen regions. Eliminate places that clearly lack the labor, transport or ecosystem needed for your business before spending time on property tours.
- Check exact addresses. Run broadband lookups, request provider quotes, inspect utilities, confirm zoning and obtain current property terms.
- Validate with people and tests. Talk to recruiters, colleges, employers, utilities, landlords, carriers and local officials. Visit the site and test connectivity and cellular signal.
- Price transition and failure modes. Add build-out, duplicate rent, relocation, travel, backup systems, delays and recovery measures to the pro forma.
- Score and challenge assumptions. Use identical categories, mark unknowns, run sensitivity cases and ask what evidence would change the ranking.
- Secure commitments before announcing. Make an offer or move decision contingent on service orders, permits, financing, incentives and a dated occupancy plan.
Common mistakes that derail a smaller-city move
- Choosing by city averages. Broadband, power, housing and commute conditions vary by street and building.
- Confusing advertised speed with usable performance. Provider maps do not measure latency, reliability, affordability or adoption.
- Counting people instead of skills. A large population does not prove availability of the specialized roles you need.
- Ignoring the second network path. One circuit can become a single point of failure, especially where repair crews or backhaul options are limited.
- Underpricing the move. Installation, permitting, equipment, temporary space and duplicate payroll can outweigh rent savings.
- Assuming incentives are permanent. Verify eligibility, duration, performance tests and clawbacks before assigning value.
- Treating quality of life as decoration. Housing, healthcare, schools and social amenities influence recruiting and retention.
- Skipping a physical visit. Maps cannot reveal indoor signal, loading conflicts, road bottlenecks, building condition or neighborhood constraints.
How to adapt the method outside the United States
The FCC map and the cited U.S. economic-development guidance are examples of a process, not universal legal or technical standards. In another country, identify the authority that publishes address-level broadband data, the agencies responsible for electricity and water, the planning and permitting office, transport and airport operators, and the organizations that report labor and housing conditions. Ask the same evidence questions and preserve the same distinctions between availability, performance, capacity, price and resilience.
Whether the destination is domestic or international, the decision should rest on verified site capability, role-specific hiring access, practical logistics, employee feasibility and a full-cost risk model. A smaller city earns consideration when it meets those tests at the address and operating scale you actually need.
