A remote gold mine needs an integrated system for mining and processing, dependable power, water, access and freight, tailings and waste, fuel and reagents, communications, accommodation, maintenance, emergency services and permits. The correct configuration depends on the mine type, ore and recovery process, climate, workforce, logistics route and jurisdiction; there is no universal starter kit.
The infrastructure package a remote gold mine must have
Production starts only when the mine, plant and supporting systems can operate as one dependable site. A project may have an orebody and a processing flowsheet, but it cannot produce saleable gold if fuel cannot arrive, process water cannot be balanced, workers cannot be housed, power fails, or tailings and contact water have nowhere safe to go.

The recurring infrastructure groups are:
- Mine development and ore-processing facilities
- Power generation, fuel supply and electrical distribution
- Raw-water supply, storage, treatment, pumping and discharge control
- Tailings, waste-rock and contact-water facilities
- Construction and operating access, freight and product transport
- Fuel, explosives and process-reagent receipt and storage
- Accommodation, maintenance, warehouses, laboratories, administration, communications and emergency response
- Permits, environmental monitoring and closure provisions
These groups are interdependent. A change to the mining method can alter ventilation and power demand; a different processing route can change reagent, water and tailings requirements; a seasonal road can dictate inventory levels and camp capacity.
Mine and processing facilities
Mine access and development
Open-pit projects require pit access, haul roads, waste-rock placement and ore stockpiles. Underground projects require portals or shafts, declines, ventilation, dewatering, underground services and surface laydown areas. Both need workshops, fueling points, explosives controls, communications and safe traffic routes.

The Canadian Environmental Assessment Agency’s Red Mountain assessment illustrates the range of components in one underground proposal: “The Red Mountain Underground Gold Project (the Project) would include an underground mine, laydown areas, temporary waste rock storage area, temporary ore stockpiles, water management structures, tailings management facility, access and haul roads, and a powerline.” The report, dated December 2018 and published in 2019, describes that project rather than a universal design.
Processing plant and material handling
The plant must match metallurgical testwork and the selected recovery route. Its infrastructure normally includes crushing or ore preparation, conveying or other material handling, grinding where required, recovery equipment, concentrate or doré handling, laboratories, control systems and maintenance access. Process-water services, reagent receipt and storage, and containment are part of the plant system, not optional additions.
Gold ore can require materially different circuits. The label “gold mine” does not determine whether a project needs a mill, gravity recovery, leaching, flotation, concentrate handling or another combination. Final equipment, building sizes and utility loads require a defined orebody, recovery testwork and production schedule.

Power planning begins with a load list covering mining equipment, crushing and milling, pumps, ventilation, heating or cooling, water treatment, camp services, workshops, communications and control systems. Designers then establish peak demand, continuous demand, starting loads, redundancy and acceptable outage duration.
A remote project may evaluate a grid connection, dedicated generation, renewable generation with storage, or a hybrid system. The decision must include fuel delivery, spare capacity, maintenance access, black-start capability and distribution to dispersed facilities. A generator that can meet average demand may still be inadequate if a mill motor, pump or ventilation fan causes a large starting load.
Donlin in Alaska illustrates one proposed arrangement: a buried 14-inch natural-gas pipeline approximately 315 miles long supplying a proposed mine power plant. The same project page describes a proposed 30-mile all-season access road and estimates a three- to four-year construction period and approximately 27-year active mine life. Those are Donlin-specific proposals, not benchmarks for another mine.

The Telfer–Havieron project description in Western Australia gives a different proposed arrangement: a 160 MW natural-gas-fired power station and a 440 km natural-gas pipeline corridor, with a powerline in an inter-mine corridor. The figures show how a large project can build dedicated energy infrastructure; they do not establish a minimum capacity for remote mines.
Water supply, treatment and site-wide balance
Water is both a utility and an environmental-control system. The plan must identify a source and legal abstraction rights, then connect borefields or other intakes to pumps, pipelines and storage. Separate systems may be needed for process water, potable water, fire protection and dust suppression.
Operational water systems
- Raw-water intake, wells or borefields
- Pumping stations, pipelines and storage ponds or tanks
- Process-water reclaim and make-up water
- Potable-water treatment and distribution
- Mine dewatering for pits or underground workings
- Contact-water collection, monitoring and treatment
- Domestic wastewater collection and treatment
- Surplus-water storage and controlled discharge, where authorized
Kokoseb’s assessment entry describes groundwater abstraction, process-water ponds, a pollution-control dam, pipelines and domestic wastewater treatment, along with anticipated licences and authorizations. Hemi’s project description includes mine dewatering, surplus-water management and wastewater treatment. These are examples of integrated water planning, not a standard list that can be sized without site data.
The water balance must cover wet and dry seasons, extreme rainfall, snowmelt where relevant, evaporation, seepage, ore moisture, reclaim rates and closure conditions. A plant can be mechanically complete yet unable to start if its water storage, treatment or discharge approvals are incomplete.
Tailings, waste rock and environmental controls
Every production plan needs an engineered destination for tailings and waste rock, plus drainage and monitoring systems. Tailings facilities require site characterization, embankment or alternative containment design, seepage control, water management, operating rules and closure measures. Waste-rock facilities need geochemical characterization, runoff control and, where necessary, measures for acid generation or metal leaching.

Red Mountain lists a tailings management facility and temporary waste-rock storage. Hemi lists an integrated waste landform and a tailings storage facility. The examples demonstrate recurring facility types, but neither replaces project-specific geotechnical, geochemical, hydrological and permitting work.

Environmental infrastructure also includes sediment ponds, diversion channels, erosion controls, monitoring wells, discharge points, laboratories or sampling arrangements and progressive rehabilitation areas. These systems must be designed for construction, operations, unusual weather and closure rather than added after the plant layout is fixed.
Access, freight and product movement
Remoteness turns logistics into a production constraint. The project needs a construction route for heavy modules and a reliable operating route for fuel, reagents, spare parts, explosives, food, equipment and personnel. It also needs a route for doré, concentrate or other products to a secure downstream handoff.
Depending on geography, the network may combine all-season roads, seasonal roads, ports, barges, airstrips, rail, pipelines and internal haul roads. Route design must account for bridge capacities, turning radii, grades, flood exposure, ice or thaw conditions, convoy rules and maintenance response.

A project using seasonal barges or roads must size storage and reorder points so a short weather closure does not stop the mill. Air transport can support people and urgent parts, but it rarely substitutes for bulk fuel, reagents or construction freight.
Fuel, explosives and process reagents
Fuel and reagent systems require receiving facilities, tanks or warehouses, transfer equipment, secondary containment, inventories, inspection, fire protection, security and trained operators. The design must cover normal consumption, delivery delays, incompatible materials and emergency isolation.
Kokoseb’s project entry specifically identifies bulk fuel and hazardous processing substances, including cyanide. Rainy River’s components include fuel storage and explosives facilities. Such examples show the categories that may be required; they are not permission to store or handle hazardous materials without engineered facilities, trained personnel and the authorizations required by the jurisdiction.

Explosives magazines, blasting-service areas and detonator controls must be separated and secured according to applicable law. Cyanide or other process chemicals require dedicated unloading, storage, containment, detection, emergency response and worker-protection systems where the flowsheet uses them.

People, camp and operational support
A remote mine must support its workforce for the full roster cycle, not just provide a processing building. The support package can include an accommodation village, kitchen and catering, potable water, domestic wastewater treatment, medical facilities, offices, changing rooms, laundry, recreation, security, communications and emergency evacuation arrangements.
Maintenance shops and warehouses need lifting capacity, spare-parts storage, lubrication and welding areas, tire or track services and reliable inventory control. A laboratory may be required for grade control, process monitoring, water testing and environmental samples. Administration buildings, training rooms and control centers connect these functions.
Hemi includes an accommodation village in its project description. Rainy River lists maintenance, warehouse and administration buildings. Donlin’s project documents include wastewater treatment and a fiber-optic easement. These examples highlight how workforce and communications choices shape the site, without implying that every mine needs identical buildings or network capacity.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Permits and delivery interfaces
Permitting is an infrastructure workstream, not paperwork after construction. The approvals plan must match the actual jurisdiction and cover land tenure, mine and plant works, water abstraction, roads and crossings, power corridors, pipelines, fuel and hazardous materials, tailings and waste, air emissions, wastewater discharges, fish or wildlife habitat, cultural resources and closure.
Donlin’s Alaska project page links project-specific land, water, waste, fish-habitat and federal permit records. Kokoseb identifies multiple anticipated licences and authorizations. These records show why a permit matrix must be prepared for the site rather than copied from another mine.
Best Value
Each permit should have an owner, design input, submission date, dependencies, conditions and a plan for monitoring and reporting. Construction packages, procurement schedules and commissioning plans should be checked against permit conditions so that a completed facility is legally usable.
How engineers determine the right configuration
At concept and feasibility stages, compare alternatives on the following axes:
- Mine method: open pit, underground or a combination, including development rate and dewatering.
- Processing route: ore characteristics, recovery tests, throughput, reagent use, water demand and product form.
- Power: source, reliability, peak and continuous loads, fuel logistics, distribution length and backup.
- Water: source, seasonal balance, storage, treatment, contact-water controls and discharge.
- Waste: tailings technology, waste-rock chemistry, landform design, seepage and closure.
- Logistics: road, port, barge, air, rail or pipeline options, seasonality and inventory buffers.
- Workforce: residential or fly-in/fly-out model, camp size, medical response and transport.
- Jurisdiction: land, water, environmental, labour, explosives, hazardous-material and closure obligations.
The Era Dorada feasibility filing separates energy and water requirements, mine-water treatment, tailings, power and electrical distribution into distinct sections. That organization reflects the engineering reality: these systems must be integrated, but each needs its own design basis and verification.

| Project record | Published project-specific figure | What it demonstrates |
|---|---|---|
| Red Mountain, Canadian Environmental Assessment Agency assessment | 1,000 tonnes per day (365,000 tonnes per year), six-year mine life and 247 hectares of estimated above-ground disturbance | Underground production, water management, tailings, roads and powerline are designed as one project package. |
| Donlin, Alaska Department of Natural Resources project page | Proposed 30-mile all-season access road and proposed buried 14-inch, 315-mile natural-gas pipeline | A remote logistics chain and dedicated fuel infrastructure can dominate the project layout. |
| Telfer–Havieron, Western Australian Environmental Protection Authority project description | Proposed 160 MW gas-fired power station and 440 km natural-gas pipeline corridor | Power generation and fuel corridors may be major standalone works. |
These numbers describe individual proposals or assessment documents. No cross-project average infrastructure cost, universal power capacity or minimum water volume is established by them.
A practical path from concept to first production
- Define the production case. Fix the mine method, throughput range, recovery route, product form, operating calendar and mine life assumptions.
- Map the site and corridors. Characterize the orebody, terrain, climate, water sources, geotechnical conditions, settlements, protected areas and possible road, port, power and pipeline routes.
- Build utility and material balances. Calculate electrical loads, fuel and reagent consumption, water inflows and outflows, tailings volumes, waste-rock movement and storage requirements.
- Test alternatives. Compare grid, generation and hybrid power; road, barge, air and rail logistics; water sources and treatment; tailings technologies; and camp models.
- Sequence construction. Plan early access, camps, temporary power and water, permanent utilities, mine development, plant erection, tailings readiness and commissioning inventories.
- Secure approvals and land rights. Tie every facility and corridor to its permits, conditions, consultation commitments and monitoring obligations.
- Commission as a system. Verify power protection, water balance, pumping, reagent handling, communications, emergency response, tailings controls and product logistics before ramp-up.
Common readiness failures
- Power is sized only for the average load. Check peak demand, motor starts, redundancy and black-start arrangements.
- Water is treated as a plant utility. Include mine dewatering, storm events, contact water, domestic wastewater, storage and authorized discharge.
- Access is designed for construction but not operations. Confirm year-round maintenance, bridge limits, seasonal closures and product movement.
- Tailings and waste are left until late design. Their footprints, water controls and permits can determine the entire site layout.
- Remote support is underestimated. Include accommodation, medical response, communications, spare parts, workshops and emergency transport.
- Project examples are copied as benchmarks. A road length, pipeline diameter, power rating, production rate or mine life from one proposal cannot size another mine.
What must be known before capacity, cost or schedule can be stated
A defensible infrastructure estimate requires a defined location, mine plan, production rate, ore and metallurgical data, climate assumptions, workforce model, logistics plan and regulatory context. Without those inputs, it is not credible to quote a universal generator size, water volume, road standard, tailings footprint, construction cost or permit checklist.
The official project records cited here are proposals, feasibility materials or assessment documents. Their designs and approval status can change, and they should not be read as proof that a particular system is operating today. For a real development, feasibility engineering, site investigations, permitting and detailed design must establish the capacities and conditions that production will require.
