An AI data center is a coordinated industrial system, not a room full of GPU servers with a chiller attached. Beyond electricity and heat removal, it needs a utility interconnection and protected distribution, ride-through and backup systems, high-bandwidth internal and external networks, data and control storage, physical and cyber security, site drainage and water planning, permits, and trained 24/7 operations. The right combination depends on the local grid, workload, water resources, land, regulations, and the reliability objective.
The scale explains why these supporting systems matter. The International Energy Agency (IEA) estimates that all data centers used 415 TWh of electricity in 2024, about 1.5% of global consumption, and projects about 945 TWh in 2030 in its Base Case. That forecast covers data-center demand rather than AI alone and carries substantial uncertainty because loads are concentrated in particular locations. The IEA also reports roughly 12% annual growth in data-center electricity use during the five years before its 2025 report. A facility may be built in two to three years, while the transmission, generation, and distribution work needed to serve it often has a longer planning and construction schedule. The infrastructure stack around AI compute
Servers are only one layer. A practical AI-facility plan treats the following as interdependent systems with shared failure modes:
| Layer | What it provides | Questions to resolve |
|---|---|---|
| Grid connection and distribution | Utility supply, transformers, switchgear, protection, and feeders to IT and mechanical loads | How much capacity is available, at what voltage, on what schedule, and with what fault and protection limits? |
| Ride-through and backup | UPS batteries, energy storage, generators, transfer equipment, and fuel logistics | Which loads must remain online, for how long, and how will fast-changing GPU demand be managed? |
| Compute networking | Low-latency fabric between accelerators, servers, storage, and management systems | What topology, distance, optics, and path diversity meet the cluster’s bandwidth and failure requirements? |
| Carrier connectivity | External fiber routes, meet-me rooms, and connections to users, cloud services, and other sites | Are entrance paths physically diverse, and can a carrier outage be isolated from the compute fabric? |
| Storage and control | Training data, checkpoints, logs, orchestration, telemetry, building-management and electrical controls | What performance, capacity, retention, and recovery objectives apply to each data class? |
| Site and resource systems | Land preparation, drainage, water or dry-cooling resources, roads, and environmental controls | Can the site handle storms, construction loads, water constraints, noise, and future expansion? |
| Security and operations | Identity, segmentation, physical access, monitoring, maintenance, and incident response | Who can change a workload, firmware, switch, breaker, or cooling setpoint, and how is that action audited? |
The IEA estimates that servers account for about 60% of modern data-center electricity demand on average. Cooling can be about 7% of consumption in efficient hyperscale facilities but more than 30% in less-efficient enterprise facilities, so the remaining electrical and operational systems are material parts of the load rather than minor accessories. Grid interconnection and on-site electrical distribution
Utility service is a project, not a plug
A large AI campus needs a utility connection sized for its present and planned IT and mechanical load. The site then transforms, switches, protects, meters, and distributes that power through substations, medium-voltage buses, switchgear, transformers, and lower-voltage equipment. Utility studies must account for short-circuit current, harmonics, protection coordination, voltage quality, feeder limits, and how quickly additional halls can be energized.
U.S. distribution-planning work supported by the Department of Energy describes the practical issues: substation and feeder upgrades, interconnection thresholds, phased energization, and a schedule mismatch between data-center development and utility planning. A developer can finish a building before a utility can complete a new substation or transmission upgrade. (OSTI catalog record, May 11, 2026)
Use reference designs as examples, not rules
NVIDIA’s DSX Facilities Infrastructure Design Guide v2.0 illustrates one 250 MW-class IT-load concept on a 157-acre site with four compute halls and 1,536 GPU racks. In that design, utility lines above 100 kV are transformed to a 34.5 kV medium-voltage site bus. Those voltage levels, acreage, hall count, and rack total describe a sizing reference; they are not universal requirements or an industry average. Continuity, ride-through, and flexible power
AI jobs can run for days, and an interruption can invalidate expensive training work or disrupt inference services. Continuity design therefore separates several functions: milliseconds-to-minutes ride-through, orderly shutdown, longer backup, and optional load or grid support. UPS batteries bridge the gap while generators start; battery energy-storage systems (BESS) can also smooth dynamic facility loads or provide grid services when interconnection rules allow.
Conceptual options and their trade-offs
| Option | Reliability objective | Interconnection and schedule | Dynamic-load capability | Fuel or resource needs | Emissions and community effects | Cost and flexibility |
|---|---|---|---|---|---|---|
| Utility supply with resilient distribution | Normal operating source with protection and selective redundancy | Dependent on available transmission, substation capacity, studies, and construction timing | Can follow load within utility and equipment limits; disturbances remain external risks | Grid generation mix and transmission resources | Impacts occur at generation and network locations; local effects include substation construction | Often efficient for continuous energy, but upgrades and demand charges can be substantial |
| On-site generation | Long-duration backup or supplemental supply | Can reduce dependence on a delayed grid upgrade, subject to permits and fuel infrastructure | Dispatchable, but ramp rates and minimum loading constrain operation | Fuel storage, delivery, maintenance, and emissions controls | Local air emissions, noise, traffic, and permitting considerations | High capital and operating complexity; useful where fuel logistics are dependable |
| UPS and BESS | Fast ride-through, bridging, and potentially short-duration support | Can be installed in phases, but requires electrical studies, fire protection, and interconnection approval when exporting | Excellent response to rapid load changes and power-quality events | Battery capacity, thermal management, replacement planning, and fire-safety resources | No combustion at the site during discharge; manufacturing and end-of-life impacts remain | Fast and flexible, with duration and degradation limiting economics |
| Hybrid architecture | Combines ride-through, backup duration, and operating flexibility | More interfaces and studies, but can stage capacity with campus growth | Allows batteries to handle transients while generators or the grid handle sustained load | Both battery and generation resources, plus control systems | Impacts of each constituent technology must be managed together | Most adaptable, but controls, testing, and coordination are more complex |
There is no source-established best configuration. The choice is site-specific and should be tested against outage duration, restoration expectations, fuel availability, emissions limits, battery fire codes, utility tariffs, and the cost of lost compute.
What one illustrative design shows
The NVIDIA reference concept places a BESS on a 34.5 kV bus and specifies N+2 standby generation for critical core loads. “N+2” means two units can be unavailable while the defined critical load remains served in that example; it does not guarantee five-nines availability for every workload or facility. Designers must define which systems are critical, model common-cause failures, and commission automatic-transfer and load-shed sequences under realistic GPU ramps.

Compute fabrics, storage, and carrier links
Internal networking is part of the computer
Distributed training depends on frequent, high-volume exchanges among accelerators. The facility therefore needs a purpose-built cluster interconnect, a network core, management networks, and paths to high-speed storage. Topology, oversubscription, optics, cable routes, and switch power all affect useful compute throughput. Fiber-optic cable is a category of interconnect media, not a guarantee of compatibility: connector type, transceiver standard, reach, bend radius, and serviceability must match the installed fabric.

The DSX example shows a central Cluster Interconnect Network spine, a network core, high-speed storage, meet-me rooms, fiber entrance rooms, and diverse-path carrier fiber. Its stated 500 m fiber-distance constraint applies to that design’s assumptions; it should not be generalized to every fabric or optical technology. (NVIDIA DSX Facilities Infrastructure Reference Design Overview)
External connectivity needs physical diversity
Carrier links connect the campus to users, cloud services, model repositories, remote operations, and other data centers. Two circuits that share a street duct, entrance room, or carrier handoff are not truly independent. Separate entrance rooms, physically diverse paths, documented demarcation points, and tested failover reduce the chance that one excavation or building incident removes all outside connectivity. Keep the external carrier network segmented from the latency-sensitive training fabric so a carrier problem does not become a cluster-wide fault.

Storage is more than capacity
Plan separate tiers for training datasets, checkpoints, temporary scratch space, inference data, logs, configuration, and backups. Define throughput and latency targets, replication or erasure-coding policies, retention periods, encryption, and recovery tests. A fast shared file or object system can still fail operationally if metadata services, authentication, or the control plane are single points of failure.
Controls, monitoring, and 24/7 operations
Power, cooling, networking, and compute must be observed and controlled as one system. Telemetry should include breaker and bus status, UPS state, generator and fuel condition, battery temperature, rack power, network health, storage performance, temperature and humidity, water or leak alarms, and access events. Control logic needs authenticated commands, change management, safe defaults, and a manual recovery path when automation behaves unexpectedly.

Land, drainage, water, and permitting
Site selection includes natural resources and neighbors
USGS identifies reliable energy access, natural resources such as water, and permitting among data-center siting factors. A parcel must also support heavy equipment, substations, fuel or battery compounds, fire access, fiber routes, construction staging, and future expansion. Geotechnical conditions, flood risk, heat, wildfire exposure, noise, and proximity to homes can change both design and approval timelines. (USGS Scientific Investigations Report 2026-5035)
Stormwater is critical infrastructure
Large roofs, yards, roads, and equipment pads alter runoff. Grading, detention, infiltration, erosion control, discharge monitoring, and maintenance access must be designed before construction. The NVIDIA example uses two engineered stormwater detention basins and cites the U.S. Environmental Protection Agency’s NPDES program plus state stormwater permitting. Permit obligations and basin sizes are jurisdiction- and site-specific, so the example cannot substitute for a local hydrology study.
Water strategy depends on the cooling architecture
A dry-cooler arrangement can avoid evaporative water use in the cited reference design, but that is one design choice, not evidence that AI facilities are universally water-free. Other systems may require make-up water, treatment, blowdown management, discharge permits, or drought contingencies. Compare annual and peak water demand with municipal capacity, competing community uses, climate projections, and backup operating modes.

Security covers the physical site and the complete technology stack. Threat modeling should include guards and gates, cages and visitor control, cameras, secure media handling, identity and privileged access, network segmentation, firmware and supply-chain integrity, orchestration software, storage, model and dataset confidentiality, and recovery from ransomware or destructive commands. A breaker, switch, storage bucket, or workload scheduler can each become an attack path.
NIST’s SP 800-239, AI Data Center Security Analysis treats the facility as a purpose-built high-performance-computing environment and examines architecture, hardware, software, workflows, and storage. It was issued as an initial public draft on July 27, 2026, with a listed comment deadline of September 25, 2026; it is not a final or binding standard. Use it as analysis and input to a risk program, while applying the laws, codes, contracts, and security controls that govern the particular site. (NIST SP 800-239 initial public draft)
A practical planning sequence
- Define the service and failure objective. Classify training, inference, storage, management, and life-safety loads; set recovery-time and recovery-point targets; and document what may be shed during an event.
- Validate the site and utility path. Obtain a written interconnection study, upgrade schedule, fault data, land and geotechnical information, fiber-route survey, water assessment, and flood and stormwater analysis.
- Model the electrical architecture. Size transformers, buses, switchgear, UPS, BESS, generators, fuel systems, grounding, protection, and staged energization. Simulate normal operation, faults, maintenance outages, generator start, battery depletion, and rapid GPU load changes.
- Design the compute and carrier networks together. Map rack-to-rack paths, storage traffic, management traffic, carrier entrances, meet-me rooms, optical reaches, and physical diversity. Test failure of a spine, room, cable route, carrier, and control-plane service.
- Engineer the site and secure approvals. Complete drainage and detention design, water and discharge plans, noise and emissions studies, fire protection, environmental reviews, NPDES or state stormwater applications where applicable, and community engagement.
- Build operations into commissioning. Create runbooks, access roles, maintenance procedures, spare inventories, monitoring thresholds, escalation trees, cyber incident playbooks, and integrated tests that exercise power, network, storage, controls, and security together.
- Operate with measured capacity margins. Track real rack power, battery health, generator runtime, network utilization, storage growth, water and stormwater performance, and permit conditions. Revalidate assumptions before adding halls or materially changing the AI workload.
Why no single blueprint fits every AI data center
Voltage, redundancy labels, generator count, battery duration, cooling method, fiber distance, water use, and hall density are design variables. The 250 MW-class, 157-acre NVIDIA example is useful for showing how electrical, network, operations, and stormwater elements can be coordinated, but its figures are not a prescription. A smaller inference site near abundant grid capacity may need a very different balance from a remote training campus waiting for a transmission upgrade. Treat every number as an engineering input to be verified for the location, workload, code regime, and expansion plan.
