What “Indigenous Design” Means in Smartphones in India—and Which Components Are Designed Locally

In smartphones, “indigenous design” means that a company in the country owns or develops the relevant intellectual property, controls the product design and engineering, and performs substantial research and development there. It does not merely mean that a phone is assembled in that country. India’s 2026 Mobile Phone Manufacturing Scheme makes that distinction explicit for companies seeking recognition as Indian brands: the brand and intellectual property must be Indian-owned, management must be controlled by Indian citizens, Indian citizens must hold more than 51% of shares, and the company must maintain in-house design and research-and-development capability in India.

Those criteria are a policy framework for that scheme, not a universal legal definition. Public evidence currently demonstrates a growing Indian manufacturing base and domestic telecom-chip design capability, but it does not identify a current retail smartphone and document which of its processor, modem, camera, display, battery or other parts were designed in India. Production figures therefore cannot be treated as a component-by-component design audit.

What “indigenous design” means in a smartphone

A smartphone is a stack of technologies created by many companies. One company may own the consumer brand, another may design the system-on-chip, another may license modem or graphics technology, and factories in several countries may make the parts and assemble the final device. “Indigenous design” asks where the important design decisions and intellectual-property rights originate; “made in India” usually answers where manufacturing or assembly took place.

Made, assembled, manufactured and designed are different claims

Claim What it normally describes What it does not prove
Assembled in India Final assembly, testing or packaging happened in India. That the phone’s brand, architecture, software, chips or industrial design are Indian-owned.
Manufactured in India Some production processes and possibly components occurred in India. That most of the product’s value or intellectual property originated there.
Indian brand The company meets a particular ownership, control and capability test under a policy or commercial definition. That every component is designed or fabricated domestically.
Indigenous design Relevant product or subsystem engineering and intellectual property are developed and owned domestically. That the phone is entirely made from locally designed or locally fabricated parts.

A phone can therefore be assembled in India while using a processor, display, camera sensor and memory designed elsewhere. Conversely, an Indian company could design a subsystem in India and have it fabricated or assembled abroad. The accurate description depends on the layer being discussed.

India’s 2026 policy test for an Indian brand

The Press Information Bureau release dated 21 August 2026 describes a ₹62,500 crore Mobile Phone Manufacturing Scheme and separates manufacturing support from support for Indian brands. Under the scheme’s Indian-brand criteria, a qualifying company must have:

  • Indian incorporation or registration.
  • Intellectual property and trademarks held in India.
  • Management control with Indian citizens.
  • More than 51% shareholding held by Indian citizens.
  • In-house research, development and design capabilities in India.

The release quotes Union Minister for Electronics and Information Technology Ashwini Vaishnaw saying that “the design, intellectual property and brand must be Indian-owned and capable of competing with the best products in the respective market segment.” It also says, “The Government will undertake a meticulous evaluation to ensure that the intellectual property is genuinely Indian-owned.” These are requirements and statements attached to this scheme; they should not be presented as a test that automatically applies to every phone marketed as indigenous.

Why the component question is difficult

“Which components are designed locally?” sounds like a parts list, but a modern phone has several kinds of ownership and origin for each part. A camera module, for example, includes a sensor, lens stack, actuator, image-signal processor and tuning software. A processor package may combine CPU, graphics, modem, security blocks and third-party licensed designs. A display can be engineered by one firm, fabricated by another and calibrated by the handset maker.

Four layers to keep separate

Layer Meaning Evidence needed for a local-design claim
Brand and product definition Who controls the product roadmap, industrial design and commercial identity. Ownership, control and design-team documentation.
Core intellectual property Patents, chip architectures, firmware, algorithms, circuit designs or other protected technology. Named owner, development location and scope of the IP.
Fabrication and component production Where wafers, panels, batteries, boards or modules are physically made. Factory and supply-chain records; fabrication is not the same as design ownership.
Final assembly and testing Where the finished phone is assembled, tested and packed. Manufacturing records; this alone says little about design origin.

The government’s 1 April 2026 overview of the Semicon India Programme describes an ecosystem running from design through fabrication, assembly, testing, packaging and module manufacturing. That breadth explains why “local” can refer to very different activities. A domestic design win in one layer does not make every other layer domestic.

What India’s current evidence establishes

Production and exports have grown sharply

According to the Ministry of Electronics and Information Technology’s 2026 figures, mobile-phone production rose from ₹18,000 crore in financial year 2014–15 to ₹5.45 lakh crore in financial year 2024–25. Mobile-phone exports rose from ₹1,500 crore to ₹2 lakh crore over the same financial years.

Measure FY 2014–15 FY 2024–25 What the figures show
Mobile-phone production ₹18,000 crore ₹5.45 lakh crore Expansion of domestic production value.
Mobile-phone exports ₹1,500 crore ₹2 lakh crore Expansion of phones exported from India.

These are government-reported production and export values, not measurements of the percentage of a phone designed in India. They do not identify the ownership of a particular handset’s processor, modem, camera, display, battery, memory or operating-system technology.

A real domestic chipset-development example

The Department of Telecommunications’ Digital Communication Innovation Square (DCIS) scheme page, accessed 13 October 2026, lists Signalchip as developing 5G chipset intellectual property and corresponding software. This is evidence that India has domestic telecom and chipset design capability. It is not evidence that a named retail smartphone uses that technology, and the page does not provide a component audit for current consumer handsets.

Domestic sourcing is another, separate measure

The 2026 mobile-phone scheme offers an additional incentive of up to 1.5% for qualifying domestic sourcing of key components and sub-assemblies, subject to the scheme’s localization conditions. The incentive can encourage more purchasing from Indian suppliers, but domestic sourcing still does not establish who designed the component or owns its underlying intellectual property.

Which smartphone components are designed locally?

No source identified for this article publishes a component-by-component map for a current retail smartphone. The most accurate answer is therefore a qualified one: India has documented capability in some design layers, but the local design status of individual parts in a named phone remains unestablished unless the manufacturer discloses it.

Component or subsystem What would demonstrate indigenous design Status established by the available public evidence
Application processor or system-on-chip An Indian-owned architecture or implementation, named design team and documented use in the specific phone. Domestic 5G chipset IP capability is documented through the DCIS listing, but use in a particular retail handset is not established.
5G modem and radio technology Indian-owned modem IP, software and radio engineering tied to the model. Signalchip’s 5G IP and software work shows capability; model-level deployment is not stated.
Camera sensor Sensor design and intellectual-property ownership, not merely local module assembly or image tuning. Not stated for any named current retail phone.
Camera module and image processing Evidence identifying local optical, mechanical, ISP or computational-photography design. Not stated for any named current retail phone.
Display panel Local panel engineering and ownership, with fabrication location reported separately. Not stated for any named current retail phone.
Battery and charging system Local cell, battery-management, charging-circuit or thermal-design IP, with manufacturing distinguished from design. Not stated for any named current retail phone.
Memory and storage Locally owned memory-controller, package or storage technology tied to the device. Not stated for any named current retail phone.
Printed circuit board, antennas and mechanical parts Design ownership and the location of engineering, tooling and production for the relevant part. Not stated for any named current retail phone.
Operating system and user interface Indian ownership of the software stack, original code or substantial locally developed layers. Not stated for any named current retail phone.

“Not stated” does not mean that no Indian engineer worked on a part. It means the cited public material does not establish the ownership, development location and use necessary to make a defensible model-specific claim.

How to verify an indigenous-design claim for a phone

When a manufacturer or seller uses phrases such as “Indian design,” examine the claim in this order:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the exact object. Is the claim about the brand, the whole phone, a chipset, software, a camera algorithm, a module or final assembly? A broad slogan cannot answer all of those questions.
  2. Check ownership. Look for the legal owner of the relevant patents, trademarks, firmware or chip designs. “Designed for” or “customized for” may describe licensed technology rather than Indian-owned IP.
  3. Locate the engineering work. Confirm where the design and R&D team is based. A factory address proves production activity, not necessarily design origin.
  4. Separate fabrication from design. Record where the component was fabricated, packaged and assembled independently from where its architecture or circuit was developed.
  5. Require a model link. A company’s general capability, patent portfolio or prototype should not be treated as proof that the technology is inside a particular retail model without a bill of materials, technical statement or other model-level evidence.
  6. Read policy language precisely. If a company invokes the 2026 scheme, verify that it is describing the scheme’s Indian-brand criteria rather than implying that every phone assembled under manufacturing support automatically qualifies.

Common mistakes when reading “Made in India” labels

  • Equating assembly with design: final assembly can occur locally while most core IP and components come from overseas suppliers.
  • Equating exports with indigenous technology: an exported phone may be manufactured in India for a foreign-owned brand.
  • Calling a locally sourced part locally designed: the supplier’s factory location does not reveal who owns the design.
  • Generalizing from one subsystem: an Indian-designed modem or software layer would not make the display, camera sensor or battery indigenous.
  • Treating policy eligibility as a complete bill of materials: the scheme’s brand criteria concern ownership, control and in-house capability; they do not require every component to be designed and fabricated in India.
  • Assuming a prototype equals a shipping product: a demonstrated chipset or proof of concept may never appear in a mass-market handset.

What readers can responsibly conclude

India’s smartphone industry now has substantial production and export scale, and government programmes are building an ecosystem that includes semiconductor design as well as fabrication, assembly and testing. The DCIS listing for Signalchip provides a concrete example of Indian 5G chipset and software development. Those facts support the statement that domestic design capability exists.

They do not support naming a current smartphone as fully indigenous or assigning every major component to Indian designers. For that stronger claim, a manufacturer would need to disclose the phone’s design ownership, engineering locations and the specific locally developed subsystems. Until such model-level evidence is published, the careful description is “assembled or manufactured in India, with the extent of indigenous design not publicly established.”
