India’s 56th GST Council meeting recommended changes intended to speed up certain low-risk registrations and make eligible refunds more accessible, alongside a simplified route for some small e-commerce suppliers and the launch of the GST Appellate Tribunal (GSTAT). These measures could reduce friction for qualifying businesses, but a Council recommendation is not by itself an operative procedure, and risk checks or eligibility conditions still matter.
What changed—and what did not
The GST Council’s 56th meeting on 3 September 2025 recommended a package that combined tax-rate changes with measures grouped as “Measures for Facilitation of Trade.” The Council release said the process reforms’ implementation date would be notified in due course; it did not make every recommended change effective immediately. The release specified 1 November 2025 for certain refund and registration measures. Check current notifications and portal guidance before relying on any procedure. The Council’s 56th-meeting release sets out the recommendations and dates.

The meeting also recommended broad rate rationalisation, generally describing an 18% standard rate, a 5% merit rate and a special 40% rate for selected goods and services. Most revised rates on goods and services were scheduled to take effect on 22 September 2025. Specified tobacco-related goods were treated differently: existing GST and compensation-cess treatment was to continue until compensation-cess loan and interest obligations were discharged, with the Finance Minister and Council chair to decide the transition date. Those rate changes are separate from the process reforms discussed here.

The Council recommended an optional simplified registration route for low-risk applicants. Under the stated proposal, an applicant who self-assesses that monthly output tax liability on supplies to registered persons will not exceed ₹2.5 lakh—including CGST, SGST/UTGST and IGST—could receive automated registration within three working days. The route is voluntary, with provision for entry and withdrawal. The Council said it would be operationalised from 1 November 2025 and estimated that around 96% of new applicants could benefit. That percentage is the Council’s estimate, not an independently verified outcome or a guarantee of approval for an individual applicant.

The practical implication is potentially less waiting for applicants who meet the low-risk and liability conditions. It does not mean every application is automatically approved in three working days: the stated timing is for qualifying low-risk applicants under the scheme. Verify that the route is live, and check the current eligibility test and application instructions on the GST portal before applying.
What faster provisional refunds could mean
Refunds can tie up working capital. The Council recommended a system risk-based process under which a proper officer could provisionally sanction 90% of a claimed refund in specified cases. A provisional payment may improve cash flow while detailed scrutiny continues, but it is not a final determination of the claim.

Zero-rated supplies
For zero-rated supplies—exports or supplies to a Special Economic Zone developer or unit for authorised operations—the recommendation provides for provisional sanction of 90% based on system risk identification and evaluation. The release gave 1 November 2025 as the operational date. Detailed scrutiny may still occur in exceptional cases, with reasons recorded in writing.
Inverted-duty-structure refunds
For inverted-duty-structure refunds, the Council recommended a similar 90% provisional approach. The release also recorded a government decision for CBIC to instruct field formations to provide provisional refunds on a system-risk basis while the statutory amendment was pending, with operationalisation from 1 November 2025. Businesses should confirm current instructions and legal requirements rather than assume the recommendation alone settles their eligibility or claim process.

Small export consignments
The Council separately recommended removing the threshold for refunds on low-value export consignments where the exporter pays tax. This could matter particularly to small exporters using courier or postal channels. The available announcement does not replace the need to check current documentation, eligibility and filing procedures.
What small e-commerce suppliers may see
The Council approved in principle a simplified registration mechanism for small suppliers selling through e-commerce operators across multiple States. It identified the difficulty of maintaining a principal place of business in every State under the then-current framework. The meeting release said detailed modalities would be placed before the Council, so it does not establish a complete application process or final eligibility conditions. Multi-State sellers should not assume that the proposed route is available to them until current rules and guidance confirm it.

How GSTAT may affect tax disputes
The GST Appellate Tribunal is intended to strengthen the route for resolving GST disputes. The 56th-meeting release planned for GSTAT to accept appeals before the end of September 2025 and begin hearings before the end of December 2025. It recommended 30 June 2026 as the limitation date for filing backlog appeals and said the Principal Bench would also serve as the National Appellate Authority for Advance Ruling. A later government backgrounder reports that GSTAT was launched. For a live dispute, check current tribunal notices, filing directions and applicable law; the planned dates in the meeting release should not be treated as a substitute for current instructions. The government’s GST backgrounder provides later institutional context.

How these proposals fit the wider compliance system
Not every GST facilitation measure described by the government began with the 56th meeting. The government’s backgrounder also describes the QRMP scheme, which allows eligible taxpayers with annual turnover up to ₹5 crore to file quarterly returns and make monthly payments; nil monthly returns by SMS; and an exemption from mandatory registration for small taxpayers making intra-State goods supplies through e-commerce operators, effective from October 2023. It also describes GSTN technology such as e-invoicing, pre-filled returns, reconciliation and real-time validation. These are a mix of earlier measures and subsequent government-reported developments, not all new features of the 2025 package.
Best Value
The GST Council’s institutional page says e-invoicing applies to firms with annual turnover of ₹5 crore or more for B2B supplies from 1 August 2023. Because portal requirements, exceptions and applicable rules can change, businesses should confirm the current threshold and their obligations before acting. The GST Council’s institutional site provides background on earlier initiatives.
What the announced reforms do—and do not—show
The announced mechanisms identify intended beneficiaries and, in some cases, a proposed percentage or processing target. They do not establish that all businesses will see faster refunds, shorter registration times or lower compliance costs. The government’s 2026 backgrounder reports that the taxpayer count rose from 66.5 lakh in 2017 to 1.65 crore in May 2026; that is overall scale and formalisation context, not evidence that these particular 2025 process reforms caused the increase. The Department of Revenue’s reform document frames the agenda around structural correction, rate rationalisation and ease of doing business, but stakeholder letters compiled in a government document are not a representative impact study. The Department of Revenue’s 2025 reform document sets out that policy framing.
For a business deciding what to do next, the key distinction is whether a change is an operative procedure or an announced recommendation. Check the current CBIC notifications, GST portal guidance and GSTAT notices for live status, forms, eligibility and deadlines. For individual claims or disputes, use the applicable rules and obtain professional advice where needed.
