Identity theft protection services can alert you to selected changes in your credit files and other databases, and some provide a recovery case manager or insurance for certain expenses. They cannot watch every bank transaction, detect every misuse of your identity, prevent all theft, or generally reimburse money a scammer has taken.
The useful question is not whether a plan offers “complete protection,” but which bureaus and databases it checks, what help you receive after an alert, and what the policy excludes. Free tools—a credit freeze, fraud alert, free credit reports, account reviews and the Federal Trade Commission’s IdentityTheft.gov recovery plan—remain important even when you use a paid service.

What identity theft protection services actually include
The Federal Trade Commission (FTC) defines identity theft as “when someone uses your personal or financial information without your permission.” Commercial services package several different functions under one label. A plan may include one or more of the following:
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- Credit-file monitoring for changes reported by one, two or all three nationwide credit bureaus.
- Identity monitoring that searches non-credit databases and websites for selected personal information.
- Recovery assistance from a counselor or case manager.
- Identity theft insurance for specified recovery costs, subject to a policy’s limits, deductible and exclusions.
These functions are not interchangeable. An alert is a prompt to investigate, not proof that every account or use of your information is being watched.

Credit monitoring
Credit monitoring watches designated credit reports and sends an alert when a report changes. FTC examples include a newly opened account, a hard inquiry, a late-payment entry, a bankruptcy or lawsuit record, a changed credit limit, or a change to personal information. The plan may check one, two or all three major bureaus, and checking frequency differs by provider.
Ask exactly which bureaus are included and how often they are checked. A service that checks only one bureau can miss an event first reported to another. Some plans let you view reports inside the service; others charge extra or impose access limits.
Identity monitoring beyond credit reports
Identity monitoring searches other data sources for selected combinations of your personal information. Possible sources include change-of-address requests, certain court or arrest records, applications for utility, cable or wireless service, payday-loan or check-cashing requests, social-media accounts, and websites where stolen information is traded.
The source list and alert categories are plan-specific. “Identity monitoring” does not mean a provider can search every government, financial or criminal database. The FTC says most services will not alert you when someone misuses Medicare, Medicaid, welfare, Social Security or unemployment benefits, or steals a tax refund. Those gaps matter if benefit or tax fraud is your main concern.

Recovery assistance
When an alert turns into confirmed fraud, a service may assign a counselor or case manager. Assistance can include preparing letters to creditors and debt collectors, organizing documents, placing a credit freeze, and explaining the sequence of contacts you need to make. Some providers will contact a creditor or another institution for you after you give formal authorization; others only provide instructions. Recovery work may be included in the subscription or billed separately.
You do not need a paid subscription to obtain a recovery plan. IdentityTheft.gov, the FTC’s free service, creates a personalized checklist and supplies sample letters. You can use it directly or alongside a commercial case manager.
Identity theft insurance
Some plans include an insurance benefit and others sell it as an add-on. FTC guidance says a policy may cover out-of-pocket expenses directly connected with restoring an identity, such as copying documents, postage and notarization. Depending on the policy, it may also cover certain lost wages or legal fees.

What these services cannot promise
No monitoring plan can prevent all identity theft. It can only compare the data sources and report changes that its contract covers, and an alert may arrive after information has already been used.
They do not monitor every bank transaction
Credit monitoring will not alert you simply because someone withdraws money from your checking account or uses an existing debit or credit card. It also will not necessarily identify a fraudulent transfer made through your bank’s payment system. You must review bank, card and payment-app activity yourself and use the institution’s fraud-notification controls.
They may miss tax and public-benefit fraud
Identity monitoring commonly excludes misuse involving tax refunds and programs such as Medicare, Medicaid, welfare, Social Security and unemployment benefits. A clean monitoring dashboard therefore cannot establish that those accounts are safe. Contact the relevant agency if you receive an unexpected benefits notice, tax correspondence or denial based on a return you did not file.
They do not undo damage automatically
An alert does not close an account, remove a fraudulent item or recover money by itself. You still need to contact the business that received the application or payment, secure the affected account, dispute inaccurate information and keep records of every conversation and document.

They do not replace a credit freeze
A monitoring service can tell you that a new account appeared; a freeze is a preventive control that blocks most new creditors from accessing your frozen credit report while it remains active. A freeze does not stop takeover of an existing account, misuse of a bank account, or fraud that does not require a credit check.
Free protections that work with—or instead of—a paid plan
Credit freezes
A credit freeze is free to place and lift through Equifax, Experian and TransUnion. You must contact each bureau separately to freeze all three reports. While active, a freeze prevents most new credit accounts from being opened in your name. You can temporarily lift it when applying for credit and reinstate it afterward.
Fraud alerts
A fraud alert is another free option. It asks businesses that check your credit to take additional steps to verify your identity before extending credit. The appropriate alert depends on your circumstances; follow the bureau’s current instructions and keep confirmation records.

Act in an order that limits further use of the information and creates a paper trail.
- Contain the affected account. Call the bank, card issuer, lender or service where you found the fraud. Use a verified number, not one in an unexpected message. Ask the institution to lock or close the account, reverse unauthorized transactions where applicable, and issue new credentials or cards.
- Secure related logins. Change passwords from a trusted device, make each password unique, enable multifactor authentication, and review recovery email addresses, phone numbers and active sessions.
- Check all three credit reports. Look for accounts, inquiries, addresses and collection items you do not recognize. Dispute fraudulent entries with the reporting bureau and the business that supplied the information.
- Place a freeze or fraud alert. A freeze is the stronger choice when you want to block new credit; a fraud alert may be more practical when you need creditors to add verification without managing three separate freezes.
- Report the theft at IdentityTheft.gov. The FTC provides a free personal recovery plan and sample letters. Save the report and follow its recommended contacts.
- Document every step. Keep dates, case numbers, names, letters, screenshots and proof of delivery. These records help with disputes and any eligible insurance claim.
What to do after a data breach
A breach notice means your information may have been exposed; it does not prove that someone has already opened an account. Read the notice to identify the data involved, the affected dates and the deadline for any free offer.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Change the breached password anywhere you reused it, then enable multifactor authentication.
- Review credit reports and bank, card and other relevant account statements for unfamiliar activity.
- Consider a credit freeze or fraud alert, especially when Social Security numbers or account credentials were exposed.
- Follow the FTC’s breach guidance and report suspected misuse through IdentityTheft.gov.
- If the responsible company offers free monitoring or insurance, you can accept it, but treat it as one layer—not a substitute for statement checks or a freeze when appropriate.
How to compare paid services
Compare current plan documents rather than the word “protection” in an advertisement. The following questions expose meaningful differences:
| Comparison point | Questions to ask | Why it matters |
|---|---|---|
| Credit-bureau coverage | Does it monitor one, two or all three nationwide bureaus? | An event reported to an uncovered bureau may not generate an alert. |
| Data sources and events | Which non-credit databases, websites and event types are searched? Are tax or benefit records included? | Alert scope is limited to named sources; many benefit and tax abuses are not covered. |
| Monitoring and access | How often are checks run? Can you see reports, and are access or extra reports charged? | Frequency and access affect how quickly you can investigate. |
| Recovery help | Is a counselor or case manager included? Will staff contact institutions, and what authorization is required? | Hands-on assistance differs from a self-service checklist. |
| Insurance | What expenses qualify? What are the deductible, limits and exclusions? | Insurance usually addresses specified recovery costs, not stolen funds. |
| Price and add-ons | Is billing monthly or annual? Do recovery help, family members or other features cost extra? | The advertised base price may not include the feature you need. |
| Free alternatives | Would a freeze, fraud alert, report review, statement checks and IdentityTheft.gov meet your situation? | You may obtain the most important controls without a subscription. |
When a paid service may be useful
A subscription can be reasonable if you want consolidated alerts across several bureaus, help interpreting unfamiliar notices, or a case manager during a complicated recovery. It may also be useful for someone who has difficulty tracking multiple institutions or wants a single dashboard for household monitoring.
It is less compelling when the plan covers only one bureau, offers vague database descriptions, charges separately for recovery, or emphasizes insurance without explaining exclusions. A free freeze and disciplined statement reviews may address the main risk at no recurring cost.
Questions to ask before enrolling
- Which bureau reports and non-credit sources are monitored today?
- How quickly are alerts delivered after a change appears?
- What activity is explicitly excluded, including tax, benefits and existing-account transactions?
- Can I access my reports without an additional fee?
- Who handles recovery, during what hours, and will that person contact institutions for me?
- What authorization, documentation or deadlines apply to a claim?
- What is the insurance deductible, maximum payout and list of exclusions?
- How do I cancel, and does cancellation end monitoring or insurance immediately?
FTC consumer guidance available October 13, 2026 supports these distinctions but does not establish the current terms, prices or insurance wording of any individual provider. Read the plan certificate and service agreement before relying on a feature.
