In Canada, standard home insurance generally covers damage caused by hail and wind, including damage from wind-blown debris and falling branches or trees. It may also cover rainwater that enters through an opening the storm suddenly created. Floodwater entering from outside, sewer backup, and damage caused by neglected maintenance are different: they may be excluded or require optional coverage. Your policy wording, deductible, limits, and the evidence about what caused the damage determine the outcome of an individual claim.
Which storm damage is generally covered?
The Insurance Bureau of Canada (IBC) says standard home and business policies cover damage caused by hail or wind. That can include damage to the building or belongings from flying debris and falling trees or branches. Coverage is subject to the individual policy’s terms, limits, exclusions, and deductible. IBC’s hail and insurance guidance explains the general rule.

| Loss or circumstance | General guidance | What to check in your policy |
|---|---|---|
| Hail damage to a roof, siding, windows, or contents | Generally covered under standard home policies, subject to the policy and deductible. | Whether the item and cause are insured, and what deductible, limits, or exclusions apply. |
| Wind damage, flying debris, or a fallen branch or tree | Generally covered when the damage is sudden and storm-related. | Any applicable limits or exclusions and evidence tying the damage to the storm. |
| Water entering through an opening suddenly made by wind or hail | IBC says standard policies cover resulting damage to the home and contents. | Whether the storm created the opening or exposed an existing defect. |
| Water entering from an outside flood source | Standard policies usually do not cover external floodwater; optional overland-flood coverage may be available depending on insurer and risk. | Definitions of overland water, surface water, groundwater, and storm surge; eligibility, deductible, limits, and exclusions. |
| Sewer backup or sump-pump failure | Specific optional coverage may be required. Terms and treatment of combined events vary. | Whether sewer backup, sump overflow or pump failure, and overland flood are covered, and how simultaneous causes are handled. |
| Wear, deterioration, or damage caused by lack of maintenance | Maintenance costs and damage caused by a lack of maintenance are generally not covered. Pre-existing hail or wind damage is not covered. | Whether the loss came from a new storm event or an existing defect. |
| Temporary accommodation and increased living costs | May be covered when an insured loss makes the home unlivable; conditions and limits apply. | Eligibility, dollar limit, duration, documentation, and any applicable flood endorsement. |
Why the route water takes matters
Rain coming through a roof or window opening suddenly created by wind or hail is not the same kind of loss as floodwater rising outside and entering at ground level. IBC describes storm-created openings as covered under standard policies, while the Government of Canada says standard home insurance usually does not cover external floodwater. Optional overland-flood coverage may be available, but availability depends on the insurer and local risk. IBC and the Government of Canada’s flood guidance explain these distinctions.
Check how your policy defines overland water, surface water, groundwater, storm surge, sewer backup, and sump-pump failure. Policies may treat a combination of causes differently from a single event, so ask specifically what happens if floodwater and sewer backup occur together. Public Safety Canada’s baseline treats hail and wind as insurable, while overland-flood protection varies by region and coverage combination.

How maintenance and pre-existing damage affect a claim
A storm can reveal an older leak, worn roof, or other defect. The insurer may need to determine whether the claimed damage resulted from a new storm or from a condition that already existed. IBC says pre-existing hail or wind damage is not covered; the Financial Consumer Agency of Canada (FCAC) says home insurance does not cover maintenance costs and that damage due to lack of maintenance will not be covered. See FCAC’s home insurance guidance.
What to do after a storm
- Make safety the priority. Follow emergency instructions and do not enter an unsafe structure. When safe and appropriate, take reasonable steps to prevent further damage, and save receipts for emergency cleanup or mitigation. IBC advises keeping ruined items unless they are dangerous or a health hazard. See IBC’s claim guidance.
- Document the damage. Take photographs or video, list affected rooms and belongings, and note when and how the loss happened. Gather purchase receipts, manuals, or warranties if available. Keep damaged items where it is safe to do so.
- Contact your insurer or broker promptly. Describe the damage and any later changes clearly. IBC states there is a legal two-year period but recommends reporting a loss as soon as possible; FCAC notes that policy submission limits commonly vary. Do not rely on a general deadline instead of checking your policy and applicable rules. See FCAC’s guidance.
- Ask about inspection and next steps. Ask the claims representative or adjuster about inspection, proof-of-loss forms, and whether you should wait before discarding materials or making permanent repairs. Keep copies of communications and receipts.
- If the home is unfit to occupy, ask about additional living expenses. Confirm whether your policy covers increased living costs, which expenses qualify, and the limit and duration. FCAC discusses this coverage at its home insurance page.
- If a claim is denied or delayed, use the complaint process. Ask the insurer how to make a formal complaint. FCAC directs consumers with home or car claim concerns to IBC and notes that legal help may also be an option. See FCAC’s claims guidance.
Review the policy before deciding whether to claim
There is no single national policy wording for every household. Review the covered events, exclusions, deductibles, limits or sublimits, claim procedures, and submission deadlines in your own contract. Consider the deductible and possible premium consequences when deciding whether to make a claim. The FCAC explains that insurers pay for losses described in the policy and that consumers should check their contract for the applicable requirements: home insurance guidance.

The Government of Canada says floods account for about half of home insurance claims in Canada and are the country’s most common and costly natural hazard. It also reports an average cost of over $40,000 to repair a flooded basement. Those are national context figures, not predictions of the cost or coverage for any particular home or storm.
