When access to an AI capability suddenly disappears, the immediate question is whether essential work can continue. A business may depend on more than the model: cloud hosting, data handling, connected applications and workflows can all affect whether that capability remains available. Treating these links as supplier dependencies—and planning for interruption or change—is a practical part of operational resilience.

How does AI vendor dependency become a continuity risk?

An AI feature can become operationally important even when your organization did not buy a model directly. It may be built into another software product or accessed through an API, while relying on a separate cloud or computing provider. If any critical layer changes or becomes unavailable, the effect can reach the business process that depends on it.

TechRadar Pro frames the issue around the question, “what happens when access to AI capability suddenly disappears?” Its article notes that a service can become unavailable without being hacked: a policy decision elsewhere can have the same operational effect. That is a useful continuity scenario, not evidence that all providers are unreliable or that one example establishes an industry-wide failure rate.

Map the layers behind each critical capability

  • Model and API: Identify the model, service endpoint and provider, including whether access comes through an intermediary.
  • Hosting and compute: Record the cloud or infrastructure layer on which the service depends.
  • Data and jurisdiction: Note what information is sent or stored, where it is handled, and which contractual or jurisdictional conditions matter to the business.
  • Applications and workflows: Trace the connected software, tools, approvals and business processes that rely on the capability.

The resulting map is specific to your organization. A change to a model, a withdrawn feature, an access restriction or an infrastructure interruption may have different consequences depending on how tightly the capability is integrated into work.

What do current policy signals say about concentration?

The European Commission’s 2026 Cloud and AI Development Act proposal says three non-EU hyperscalers control over 70% of the European cloud market. That is a figure about cloud concentration in Europe, cited in a legislative proposal; it is not a global AI model market-share statistic. The proposal discusses operational discontinuity and dependency vulnerabilities, including exposure to coercion, embargoes, sanctions, lock-in and monopoly pricing. These are policy concerns and rationale, not measured interruption probabilities for an individual company or enacted obligations merely by virtue of appearing in a proposal. European Commission: Cloud and AI Development Act.

The Commission’s policy page, updated 3 June 2026, links over-reliance on non-EU cloud providers to EU digital autonomy and resilience concerns. It describes aims that include reducing strategic dependencies in critical digital infrastructure, promoting open-source solutions and assessing cloud and AI sovereignty at four assurance levels for public-sector use. Those levels range from EU-located processing and storage to stronger expectations around independence, software supply-chain transparency, EU ownership or control, and control without third-country interference. This describes a policy initiative and framework; it is not a universal private-sector mandate. European Commission: European cloud sovereignty framework.

These sources establish why governments are concerned about concentration and dependency. They do not establish a comparable global concentration figure for AI models, enterprise AI outage rates, or the chance that a specific provider decision will interrupt a particular company’s operations.

How can you tell whether switching is realistic?

Interoperability and portability are practical exit tests. Interoperability asks whether services can work together; portability asks whether data and applications can move between them. The Interoperable Europe Portal identifies low interoperability and portability as contributors to cloud lock-in, and includes switching providers when one has availability problems as a use case. Interoperable Europe Portal: Cloud lock-in.

For an AI-dependent workflow, make the test concrete. Can you export the necessary data? Can prompts, tool definitions, workflow logic and integrations be transferred or recreated? Does the alternate service support the required inputs and outputs? Can the business safely continue with a different model—or is the realistic fallback a manual process? A contractual right to exit is of limited practical value if the workflow cannot run elsewhere or the data cannot be moved in time.

Which resilience approach fits your workflow?

There is no universal winner. The appropriate option depends on the business impact of interruption, the quality and safety required of a fallback, portability, jurisdictional needs, and the cost of operating and testing alternatives.

Approach Potential resilience benefit Key test and trade-off
One provider with a tested manual fallback A defined manual path can keep essential work moving if AI access is unavailable. Test whether staff can perform the task at an acceptable degraded level and within the required recovery time.
Multi-provider deployment A sufficiently independent second provider may reduce exposure to a single supplier. Verify that data and workflow logic can move and that the alternate service can perform the task safely. Integration, testing and ongoing operations add complexity and cost.
Self-hosted or open model May offer greater control over some infrastructure, access or deployment decisions. Assess whether your organization can operate, secure and maintain the system, and whether its performance and fallback quality meet the use case.

Compare options against recovery time, acceptable degraded service, portability, fallback quality and safety, jurisdiction and contractual control, integration burden, and evidence from a failover or manual-procedure exercise. A second provider is useful only if it is independent enough for the risks you face and the workflow can actually run there.

How should you test continuity?

For each critical AI-enabled process, define what must continue and what can pause. Set recovery expectations from the business impact rather than borrowing a universal threshold: the evidence does not establish one that fits every organization.

  1. Inventory dependencies: Record the model or API provider, hosting and compute layers, critical integrations, data handling and location, relevant contract exit terms, and the processes that rely on the capability.
  2. Choose realistic scenarios: Consider access becoming unavailable, a material model change, a feature being withdrawn, or a need to change providers.
  3. Set the acceptable outcome: Define how long the process can be disrupted, what level of degraded service is acceptable, and who can decide to switch to a fallback.
  4. Specify the fallback: Document the alternate provider or manual procedure, including the people, access, data and approvals needed to use it.
  5. Exercise the plan: Simulate the scenario and verify that the fallback works in practice. Record gaps in portability, staff readiness, safety checks and decision authority, then assign owners to address them.
  6. Define resumption conditions: Decide who authorizes a return to AI-assisted work and what checks—such as access restoration, workflow validation or review of changed behavior—must be completed first.

A contract can set terms and rights, but it is not itself a continuity test. The useful evidence is whether the organization can carry out its fallback and resume the process under its defined conditions.

What do regulation and risk frameworks cover?

The European Commission’s guidance on general-purpose AI providers describes obligations applying from 2 August 2025 under the EU AI Act, including technical documentation and information for downstream providers. For general-purpose AI models with systemic risk, it also describes evaluation, systemic-risk assessment and mitigation, incident reporting, and cybersecurity protections. These are provider obligations within the Act’s scope; they do not guarantee continued access to a service for every organization using AI. The guidance was last updated 11 November 2025. European Commission: General-purpose AI.

NIST’s AI Risk Management Framework is a voluntary resource for structuring AI risk management, not a binding rule. NIST says AI RMF 1.0 is being revised and reports that it released a concept note on 7 April 2026 for an AI RMF profile on trustworthy AI in critical infrastructure. The concept note is not a completed profile. Neither the framework nor regulation should be treated as a substitute for testing whether your own process can continue through a supplier disruption or change. NIST: AI Risk Management Framework.
