The chip is only an interactive reference. It does not grant the people who see it permission to open, comment on, or edit the linked file.
When someone selects the chip, Google checks the target file’s sharing settings and the account they are using. They may see the file, receive a “You need access” message, or be able to work with it according to their assigned role.

A smart chip is a reference, not a permission
In Google Docs, a smart chip is an interactive element that displays information about a related person, file, date, Calendar event, place, or direction. Collaborators can hover over or select the chip to see details and follow the reference. Google describes the available chip types and insertion methods in its Google Docs smart-chip help.

This distinction explains why two people can click the same chip and get different results. One person may be an editor, another may be limited to viewing, and a third may be blocked entirely. Their outcomes depend on the target file’s permissions and the account with which they are signed in.
File chips and people chips do different jobs
File smart chip
A file chip is a clickable pointer to an existing file. On a desktop computer, place the cursor in a Google Doc and type @, then search for the file name or related keywords. You can also use Insert > Smart chips and choose the file option. The resulting chip makes the file easy to locate in context, but it does not alter access.
People smart chip
A people chip identifies a person with a Gmail or Google Workspace address. Mentioning someone in this way does not automatically share the document that contains the chip. Google states: “When you mention another user in a smart chip, they don’t automatically get access to your document. To grant access to another user, you must share your document.”
Therefore, adding a colleague’s name as a people chip and inserting a file chip beside it are both organizational actions. Neither substitutes for opening the relevant sharing dialog and granting access.
What happens when a recipient clicks the file chip
Google evaluates the target file’s sharing configuration, any permissions inherited from a parent folder, and the recipient’s signed-in identity. The result normally falls into one of these cases:

The role descriptions and general-access controls are documented in Google’s file-sharing guidance. Possessing a chip is not proof that a person has access: the chip ultimately resolves to a file URL, and that URL is still checked against Drive permissions.
How to share a file correctly through a chip
Use the following sequence when you want readers of a document to reach a linked file without confusion.
- Insert the reference. Open the document on a desktop browser, type
@, search for the target file, and select it. Alternatively, choose Insert > Smart chips and select the file chip option. - Open the target file’s sharing settings. Select the chip to open the file, then use the file’s Share button. You can also open Drive, locate the file, and choose Share from its context menu.
- Choose the audience. Add specific Google accounts for controlled access, or change General access from Restricted to Anyone with the link if a broader audience is appropriate and permitted by your organization.
- Assign the least-privileged role. Select Viewer for read-only access, Commenter when feedback is needed, or Editor when the person must change the file.
- Send or copy the link if needed. Sharing the containing document does not automatically share the linked file. Tell recipients which Google account should be used if they have more than one.
- Test as a recipient. Open the chip while signed in to a permitted account, or use a separate account to confirm that an unauthorized person receives the expected access request rather than unintended access.
These steps keep the navigational convenience of a chip separate from the security decision made in Drive.
Restricted access versus link access
Restricted
With Restricted general access, only people or groups explicitly granted permission can open the target file. A person may be able to read the document containing the chip and still receive an access error when selecting it. This is the safer default for internal drafts, personal records, and files containing confidential information.
Anyone with the link
With Anyone with the link, possession of the file link can be enough to open the file, provided the account and organization policy allow that kind of sharing. The selected role still matters: link users can be limited to viewing, allowed to comment, or allowed to edit.

Link access does not make the file anonymous in every respect. Google warns that a link recipient may see the file owner’s name and email address. Administrators can also prevent or limit external, anonymous, or organization-wide sharing, so the option may not appear or may behave differently in a school or business account.
Folder permissions can change the result
A file can inherit access from the folder that contains it. If a shared folder grants a group Viewer or Editor access, members of that group may retain access even when the individual file’s sharing dialog does not list each person separately. Conversely, changing only an individual permission may not remove access supplied by the parent folder.
When access seems inconsistent, inspect both the file’s sharing panel and the permissions of its parent folders. Google’s instructions for removing or changing access cover these inheritance cases in Stop, limit, or change sharing.
Changing or removing access after the chip is inserted
The chip remains in the document even if you later change who can open the target. To revoke a person’s direct access, open the target file’s Share dialog, find the person or group, and remove them or change their role. To close a broad link, set General access back to Restricted.
These changes take effect at the file-permission level. You do not need to delete and reinsert the chip. A recipient who selects the old chip will simply be evaluated against the new settings and may lose access.

Download, print, copy, and resharing limits
Owners can limit whether Viewers and Commenters may download, print, or copy a file. These controls are useful for reducing casual redistribution, but they are not a complete content-protection system. Google notes that such restrictions cannot prevent every way someone might share information outside Drive, such as photographing a screen or manually retyping content.
Editors may also be able to share the file unless the owner disables that capability. If the file contains sensitive material, review editor-sharing options as well as the basic Viewer, Commenter, and Editor role.
Common problems and precise fixes
“You need access” appears after selecting the chip
Check that the recipient is signed in to the Google account that was granted permission. If the file is Restricted and that account is not listed, request access or ask the owner to add the correct address. Sharing the containing document alone will not resolve the error.
The wrong account opens the file
People who use several personal and Workspace accounts can be authenticated as the wrong identity. Open the chip in a private browser window or switch accounts, then retry. The owner should grant access to the exact address the recipient will use.

Workspace administrators can restrict external or link sharing. If Anyone with the link is missing or cannot be selected, the organization’s policy may be responsible. Use an approved internal group or ask an administrator what audience is allowed.
A user still has access after being removed
Look for inherited access from a shared parent folder or group membership. Remove the person from the relevant group or adjust the parent-folder permission if that is the source of access. Also check whether another direct permission or broad link setting remains.
Practical examples
Project brief linked from a meeting document
You insert a file chip for the project brief in meeting notes. Team members who already have Viewer access can open it immediately. A contractor who can read the notes but is not on the brief’s permission list gets an access request until you add the contractor as a Viewer or Commenter.
Collecting feedback without allowing edits
Set the target file to Commenter for the reviewers, then insert its chip in the instructions document. Reviewers can leave comments or suggestions while the main text remains protected from direct edits.

If the file is intended for a broad audience, set general access to Anyone with the link and choose Viewer. Confirm that your organization permits link sharing and remember that recipients may see the owner’s name and email.
Security checklist before you publish a chip
- Open the target file’s Share dialog, not just the containing document’s settings.
- Confirm whether general access is Restricted or link-based.
- Check every listed person, group, and inherited parent-folder permission.
- Give each audience the minimum role needed: Viewer, Commenter, or Editor.
- Review download, print, copy, and editor-resharing controls for sensitive files.
- Test the chip with the account and device your recipients will actually use.
- Recheck access after removing people, changing teams, or moving the file into a shared folder.
The essential distinction
A smart chip improves navigation and context inside Google Docs. It does not act as an invitation or an access token. The linked file’s Drive permissions determine whether a recipient can open it and what they can do once it opens. For a person chip, the same principle applies to the document containing the mention: naming someone is not sharing with them. Treat chip insertion as the reference step and Drive’s Share controls as the permission step.
