For a road movement that requires it, the goods should not be dispatched until the vehicle details are entered, except where a narrowly worded rule exception applies. If goods are already moving without required Part B, an officer may detain or seize the goods and conveyance under Section 129 of the CGST Act. A later entry may be possible while the bill is active and valid, but the official material does not establish that entering Part B later retrospectively cures a journey that began without it.
What Part B does and why the timing matters
An e-way bill records the movement of goods under India’s GST rules. Part A contains the invoice and consignment information; Part B supplies the conveyance information used for the actual transport. For road transport, that normally means the vehicle number. For rail, air or ship, the relevant transport-document number is used instead.

The National Informatics Centre’s E-Way Bill System FAQ states: E-Way bill is complete only when Part-B is entered.
The same FAQ says a printout without the necessary Part B is not valid for movement, subject to the limited exceptions in the rules (official E-Way Bill System FAQ; CBIC e-way-bill rules).
The practical dividing line is whether the vehicle has started the journey:

- Before dispatch: enter the correct Part B details before the goods leave, unless the movement fits an express exception.
- Particulars not yet available: use the Part A Slip workflow so the assigned transporter can add the transport details before the qualifying movement.
- Already in transit: a missing Part B can expose the goods and conveyance to enforcement. Entering details later is not described by the official sources as a general retrospective cure.
Part B is therefore not a formality that can safely be postponed until after the truck has left. The exact result still depends on the transport mode, distance, route, bill status, documents carried and the officer’s application of the law to the facts.
What to do before the goods move
Complete Part B when the vehicle is known
The generator can update Part B when no transporter is assigned. When a transporter is assigned, the assigned or current transporter may update the transport details. The system documentation allows updates only while the e-way bill remains active and within its validity period (NIC update-Part-B API documentation).
- Open the e-way bill record and check that the invoice, consignor, consignee, value and route information are correct.
- Select the transport mode. For road movement, enter the vehicle number in the prescribed format; for rail, air or ship, enter the applicable transport-document number.
- Save the update and verify that the displayed details match the vehicle or document actually being used.
- Give the driver or transporter the completed e-way bill number and the accompanying invoice or delivery challan required for the movement.
- Do not dispatch until the record is active and the details correspond to the conveyance, unless a specific rule exception applies.
For road transport, validity begins with the first vehicle entry in Part B. For rail, air or ship, it begins with the first transport-document entry. A subsequent Part B change does not restart or recalculate the original validity period (NIC FAQ). The FAQ describes ordinary cargo validity as one day for each 100 kilometres or part thereof, and over-dimensional cargo as one day for each 20 kilometres or part thereof; verify the current rule and the bill’s displayed validity before relying on a calculation.
Use a Part A Slip when the transporter will supply details
If the supplier knows the consignment but does not yet know the vehicle or other transport particulars, the prescribed handoff is a Part A Slip. Enter the transporter ID and generate the Part A Slip; the transporter can then complete Part B. The official Q&A describes this as a way to pass the consignment information to the transporter, not as permission to move the goods by road with only Part A (NIC E-Way Bill System Q&A).

Tell the transporter that Part B must be updated before the movement that requires it. Keep the handoff and subsequent update records so you can show who was responsible for the entry and when it was made.
What “entered late” means in different situations
| Situation | What the official material supports | Practical response |
|---|---|---|
| Part B entered before dispatch | The normal compliant workflow, provided the details are accurate and the bill is active. | Check the vehicle or transport document against the saved e-way bill before departure. |
| Part A Slip issued, movement not started | The transporter may add Part B through the handoff workflow; Part A alone is not ordinarily a road-movement authorization. | Have the transporter update Part B, then confirm validity before loading or dispatch. |
| Vehicle has started with no required Part B | The movement may be treated as contrary to the Act or rules; detention or seizure under Section 129 is possible. | Do not assume a later entry erases the original breach. Stop further movement where safe, correct the record if the system permits, and prepare for any notice. |
| Part B updated while the bill is active and valid | The API documentation allows an update during that active-valid period. | Use the permitted update path and ensure the new vehicle or document is the one actually carrying the goods. |
| Bill expired, cancelled or otherwise inactive | The supplied system documentation does not authorize an update outside the active-valid window. | Do not improvise a backdated entry. Check the portal’s current rules and obtain case-specific tax advice before moving. |
Limited distance exceptions: why the route details matter
Part B is not waived merely because a trip is short. The rules identify specific circumstances, and each condition must be met.
Up to 50 kilometres involving a transporter
The FAQ and CBIC rules describe an exception for movement up to 50 kilometres within the same State or Union territory from the consignor’s place of business to the transporter, or from the transporter to the consignee. The endpoints and same-State or Union-territory condition are essential; a different short journey does not automatically qualify (NIC FAQ; CBIC rules).
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesUp to 20 kilometres to a weighbridge
A separate exception covers movement up to 20 kilometres within the same State for weighbridge work when the goods are accompanied by a Rule 55 delivery challan. This is a distinct, conditional exception, not a general short-distance exemption. Confirm that the movement, document and distance match the rule before relying on it.

The ₹50,000 threshold is not a blanket answer
Rule 138 generally frames the e-way-bill requirement around movement of goods with a consignment value exceeding ₹50,000, subject to the detailed rule and its exceptions (CBIC e-way-bill rules). The threshold does not turn an otherwise required Part B into an optional field, and special categories or movements may have additional requirements.
What enforcement can follow when Part B is missing
Section 129(1) of the CGST Act says that when goods are transported or stored in transit in contravention of the Act or rules, all such goods and conveyance used as a means of transport for carrying the said goods and documents relating to such goods and conveyance shall be liable to detention or seizure
(CGST Act, Section 129).
“Liable” does not mean that every late entry automatically produces the same penalty. An officer must apply the statutory provision to the facts, issue the required notice and make an order. The person concerned is entitled to an opportunity of being heard before the amount is determined. Detention or seizure is possible, not inevitable.

Statutory release amounts described in the current Act text
| Case described in Section 129 | Amount stated in the CBIC-hosted Act text | Important qualification |
|---|---|---|
| Owner comes forward for taxable goods | Penalty equal to 200% of the tax payable | This is a statutory basis for release after the required process; it is not an automatic roadside charge for every data error. |
| Owner does not come forward for taxable goods | The higher of 50% of the goods’ value or 200% of the tax payable | The officer’s determination and the statutory conditions govern the amount. |
| Owner comes forward for exempt goods | 2% of the value of the goods or ₹25,000, whichever is less | Apply the exempt-goods provision and current text to the specific goods. |
| Owner does not come forward for exempt goods | 5% of the value of the goods or ₹25,000, whichever is less | The alternative applies only in the circumstances stated by Section 129. |
Section 129 also permits release on payment of the applicable amount or on furnishing security equivalent to it, subject to the statutory procedure. The current Act text should be checked for the notice, order and subsequent-disposal provisions in force on the date of the incident (Section 129 text). State GST authorities and the facts of an intra-State or inter-State movement can affect how the process is handled.

Missing Part B versus a small vehicle-number error
A completely absent Part B is materially different from a minor transcription mistake. GST Council-hosted circular material says Section 129 proceedings should not be initiated for certain listed minor discrepancies when the invoice or other specified document and an e-way bill accompany the goods. One example is an error in one or two characters of the vehicle number (GST Council circular material).
That clarification is narrow. It does not create a safe harbour for a truck travelling with no required Part B, an invalid e-way bill, no accompanying documents or a mismatch that is more than the listed minor discrepancy. Preserve the invoice, e-way bill, transporter records and evidence of the correct vehicle so the distinction can be demonstrated if questioned.
What to do if the truck has already left
- Confirm the status immediately. Check whether Part B is genuinely blank, whether the bill is active, its displayed validity and the transport mode recorded.
- Contact the generator and transporter. If the system still permits an update, enter the actual vehicle or transport-document details through the authorized account. Do not enter a vehicle that is not carrying the goods.
- Do not backdate or fabricate details. A later timestamp should remain a later timestamp. Keep screenshots, logs, invoices, loading records and communications showing what happened.
- Check for an exact exception. Compare the route with the same-State or Union-territory 50-kilometre transporter exception and the 20-kilometre weighbridge rule, including the required delivery challan.
- If stopped, cooperate and request the statutory documents. Ask for the notice and order, provide the invoice and e-way-bill records, and use the opportunity of hearing provided by Section 129.
- Obtain professional advice for a live detention. The correct response can depend on ownership, taxability, the mode of transport, the state, the value and the precise wording of the notice.
A portal update may reduce an ongoing documentation problem, but the official sources do not say that it automatically extinguishes exposure for the period in which the goods travelled without the required entry.

How portal status and validity affect a late update
The generation API documentation says that an e-way bill generated without Part B can return without a validity period. It also describes a temporary number that may move to DIS when Part B remains unupdated after 15 days. That is a technical portal behaviour, not a separate statutory penalty, and system validations can change; verify the live portal before relying on the 15-day status description (NIC generation API documentation).
Best Value
Do not treat a displayed temporary number or a successful API response as proof that road movement is lawful. Check whether the record is complete, whether validity has begun and whether the details match the actual conveyance. Later Part B updates do not restart the validity clock.
Portal features can also be held or changed. The E-Way Bill System announcements page reported on 30 July 2026 that recent changes, including EWB Closure and mandatory Ship-to GSTIN, were on hold. Use only functionality currently available in the portal and its current documentation (NIC announcements).
A practical pre-dispatch checklist
- Is the consignment within the rule’s value and movement scope, including the ₹50,000 general threshold and any applicable exception?
- Is the transport mode selected correctly?
- For road, does the vehicle number exactly match the vehicle that will carry the goods?
- For rail, air or ship, is the transport-document number entered when required?
- Has the assigned transporter completed Part B if a Part A Slip was used?
- Is the bill active, with validity calculated from the first transport-detail entry?
- Are the invoice or delivery challan and the e-way bill available with the goods?
- Does the route fit an exception only when every distance, endpoint, state and document condition is satisfied?
Bottom line for businesses and transporters
For a road movement that requires Part B, complete the vehicle details before dispatch. A Part A Slip is a controlled handoff to a transporter, not a general licence to move goods without transport details. If goods are already moving with a required Part B missing, Section 129 can expose the goods and conveyance to detention or seizure and a statutory release process; the result is fact-specific and not an automatic fine in every case. A permitted update while the bill remains active and valid may correct the portal record, but it should not be presented as a guaranteed retrospective cure for the earlier movement.
