What happens when an undersea internet cable is damaged? Causes, repairs, and outages

When a submarine internet cable is damaged, the operator first detects and localizes the fault, then coordinates a specialist marine repair. The cable is not automatically replaced overnight: the vessel, permits, weather, sea depth and the exact location all affect the schedule. The International Telecommunication Union (ITU) estimates a mean repair time of one to three weeks, but that is a technical average rather than a guaranteed deadline.

A break does not necessarily take the internet offline. Networks with diverse cable routes can reroute traffic, although users may still see slower connections or congestion if the remaining paths lack capacity. A network that depends heavily on the damaged route can experience a much larger outage.

What a damaged submarine cable does to a network

Submarine telecommunications cables carry optical signals between coastal landing stations. A fault can interrupt or weaken those signals, so the cable system’s monitoring equipment raises an alarm or shows abnormal transmission performance. Operators then determine which section is affected and whether traffic can be moved to another path.

The first visible result for customers depends on the network around the fault:

  • [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.
  • No obvious change: Another cable or terrestrial route has enough spare capacity to carry the traffic.
  • Degraded service: Traffic is rerouted, but the alternate path is longer or congested. Web pages may load slowly, latency can rise, and video or cloud applications may buffer.
  • Localized outage: A region, island or particular carrier loses connectivity because it has few alternatives.
  • Broad outage: Several routes are damaged, or a network has little route diversity and no practical substitute.

There is therefore no universal rule that one damaged cable either has no effect or disconnects an entire country. The outcome is a network-engineering question involving alternate routes, available capacity and the commercial and technical arrangements that let operators use those routes.

Why undersea cables break

The International Cable Protection Committee (ICPC) says 70–80% of faults are caused by accidental human activities, primarily fishing and ship anchors. The publication year for that percentage is not stated on the cited ICPC FAQ, so it should be treated as a standing estimate rather than a dated annual measurement.

Cause category What it involves Evidence and qualification
Fishing activity Unintentional snagging by trawler gear can pull, abrade or sever a cable on the seabed. ICPC identifies fishing as one of the primary accidental human causes; its October 2024 publication again describes unintentional trawler-gear damage.
Ship anchors An anchor dropped or dragged outside a designated anchorage can hook or crush a cable. ICPC identifies anchors as the other primary accidental human cause in its 70–80% estimate.
Natural hazards Seabed movement, earthquakes, landslides and other environmental events can stress or bury a cable. ICPC places natural hazards among the remaining causes, but the supplied material gives no separate percentage for each hazard.
Technical failures A component, joint or other system element can fail without an external strike. Technical failures are included in the remaining causes; no universal failure rate is established here.

Damage is often accidental rather than deliberate. The October 2024 ICPC material specifically emphasizes fishing gear and dragging anchors. That distinction matters because prevention focuses on charting cable routes, communicating with maritime users and reducing activities that can snag a cable, while repair still requires a specialized operation at sea.

How operators locate and repair a fault

Every cable system has its own monitoring architecture and operating agreements, so there is no single universal repair script. At a high level, the response follows an engineered chain from alarm to restoration.

  1. Detect the abnormal transmission. System monitoring identifies a loss, interruption or degradation. The operator confirms that the problem is in the submarine segment rather than in a landing-station or terrestrial component.
  2. Estimate the fault distance. ITU-T G Supplement 41 describes power-feeding equipment with an electroding function that can locate faults in both in-service and out-of-service modes. This capability gives the operator an estimated position along the cable; it is not a promise that the position is known immediately or to ship-level precision.
  3. Coordinate the repair operation. The owner or maintenance authority arranges access, a suitable cable-repair vessel and the permissions needed for the work area. Vessel schedules and the availability of trained personnel can determine when a ship can sail.
  4. Carry out the marine repair. A specialist crew reaches the estimated area, identifies the damaged section and performs the system-specific repair. The exact recovery, joining, testing and handling method varies by cable design and incident; public guidance does not establish one identical shipboard sequence for every system.
  5. Test and return traffic. The repaired span is tested, the cable is placed back into service, and traffic can be moved from temporary routes when the operator is satisfied that performance is stable.

The ICPC’s Global Comparison of Repair Commencement Times uses anonymized information contributed by cable-maintenance agreements and repair authorities. It treats the period before repair work starts as a measurable operational issue, but the available material does not provide a current universal average to quote. “Repair commenced” is also different from “service fully restored”: locating the fault, mobilizing a ship and completing at-sea work are separate milestones.

How long does a submarine cable repair take?

ITU technical guidance published in 2024 gives a mean time to repair (MTTR) of one to three weeks. Its wording is explicit:

“The mean time to repair (MTTR) is estimated to be from one to three weeks, depending on fault location, sea depth, ship availability, the damage root cause, and the weather, which can dramatically slow down marine operations.”

This is a planning estimate across many situations, not an incident-specific ETA. A particular repair can be shorter or substantially longer.

Factor Why it changes the schedule
Fault location A cable near an accessible coast may be easier to reach than one far offshore or in a difficult operating area.
Sea depth Depth affects recovery and handling work, equipment requirements and the time needed for safe marine operations.
Ship availability A suitable repair vessel may already be committed to another job, creating a queue before work can begin.
Damage root cause A clean, isolated fault and a complicated or repeated failure can require different investigation and repair effort.
Weather Rough seas, strong winds or poor visibility can delay sailing and prevent safe work at the cable site.
Access and coordination Permits, access to the work area and agreements among owners, authorities and maintenance providers can affect mobilization; the supplied ITU estimate does not quantify these delays.

For a live incident, operators may publish separate dates for detection, fault localization, vessel departure, repair commencement and restoration. Those dates should not be collapsed into a single “repair time.”

Will a damaged cable take the internet offline?

Usually, the answer is “not necessarily.” ITU guidance says route diversity can increase network availability and minimize the traffic impact of a cable fault. Route diversity means that traffic can use physically separate cable systems or terrestrial links rather than relying on one path.

Three network characteristics determine the practical effect:

Route diversity

If a landing station or country connects through several independent routes, operators can shift traffic when one cable fails. Independence matters: two cables following the same corridor may be exposed to the same anchor, fishing or seabed event.

Spare capacity

Alternate routes must have room for the redirected traffic. A network may technically have another path but still experience congestion when a large volume moves onto it. The supplied evidence does not establish a numerical capacity threshold, so the effect has to be assessed case by case.

Geographic and service concentration

Some customers, islands or data centers may depend on a particular landing point, carrier or route. They can lose service even while the wider national or regional internet remains reachable. Conversely, a large cable can fail with little consumer-visible effect if its traffic is rapidly balanced across other systems.

Rerouting can also change latency and the path that data takes. Applications sensitive to delay, such as interactive voice, gaming or financial systems, may notice a problem before a basic web page appears unavailable.

How to interpret reports of an outage

A headline saying that a cable is “cut” does not by itself reveal the customer impact or the restoration date. Check which cable segment is affected, which landing points it connects, and whether the operator has confirmed a fault or is still investigating.

  • Look for the operator or regulator’s status page. Current incidents are volatile, and general background information cannot diagnose a live event.
  • Separate confirmed facts from estimates. A reported fault location may be preliminary; a projected repair window can change with weather and vessel scheduling.
  • Ask whether traffic was rerouted. “Service restored” may mean that connectivity is available over a temporary path while the physical cable remains under repair.
  • Expect uneven symptoms. One provider, island or application can be affected while another works normally because their routes and capacity differ.

When several cables or landing stations are damaged in the same area, rerouting options can shrink quickly. Operators may impose temporary capacity controls or prioritize critical communications, but the precise response is specific to the network and the incident.

Prevention, monitoring and resilience work

Reducing cable outages involves more than sending a repair ship after a break. Maintenance organizations track how quickly repairs begin, and prevention efforts aim to reduce accidental interaction with cables in busy maritime areas.

The ITU says the International Advisory Body on Submarine Cable Resilience was established with the ICPC in November 2024. The initiative identifies cable maintenance, reducing accidental damage, faster recovery and sustainability as resilience concerns. Its existence does not mean that every cable has the same protection or that future outages are eliminated; it provides a forum for improving practices across the sector.

ITU-T G.9730.2, issued in August 2024, covers scientific monitoring sensors on submarine optical cables. The recommendation specifies that the scientific subsystem must not impair the cable system’s ability to recover and repair the cable. These sensors are not deployed on every cable, and their presence should not be assumed when assessing a particular route.

Resilience is therefore layered: careful route planning and maritime awareness reduce the chance of a fault; monitoring and fault localization shorten diagnosis; maintenance agreements and available vessels reduce waiting; and diverse, adequately provisioned routes limit customer disruption while a repair is underway.

What the 99% figure means

The ITU describes submarine cables as carrying approximately 99% of the world’s internet traffic and supporting financial transactions, cloud computing and government communications. That is an organizational figure from the ITU’s background material, whose publication year is not shown in the available source. It explains why cable faults matter strategically, but it does not mean that 99% of every country’s traffic uses one cable or that a single break removes 99% of connectivity.

Traffic is distributed across many systems, landing stations and terrestrial networks. The consequences of one fault depend on how those pieces are connected and how much capacity remains after rerouting.

Key takeaways

  • Most faults cited by the ICPC are accidental, especially fishing-gear snags and dragged anchors.
  • Operators detect and localize the fault, then arrange a specialist marine repair; the exact sequence differs by system.
  • ITU’s 2024 technical guidance gives a mean repair estimate of one to three weeks, influenced by location, depth, vessel availability, root cause and weather.
  • A cable failure can cause anything from no visible change to a regional outage. Route diversity and spare capacity are the deciding network properties.
  • Reports about a current incident must be checked against the responsible operator or regulator because vessel schedules, permits and weather can change the timeline.
