When a submarine internet cable breaks, shore stations normally detect the fault immediately. Network operators identify the damaged span, notify the maintenance authority and reroute traffic over other cables, landing stations, terrestrial links or satellite capacity where those options exist. Most people experience slower connections, higher latency or trouble reaching particular destinations—not a worldwide blackout. The severity depends on how much spare capacity and geographic diversity remain after the cut, while repair time ranges from roughly a week for a nearby cable to several weeks or, in exceptional cases, far longer.

What happens in the first minutes after a cable break?

Submarine cables terminate at shore stations equipped with optical transmission and monitoring systems. A break changes the signal characteristics, so operators can usually raise an alarm almost immediately. Testing from one or both ends helps estimate the affected span and distinguish a cable fault from a problem in a landing-station device.

1. The fault is detected and located

Engineers use measurements from the terminal equipment to calculate a distance to the fault. They compare readings from different stations, check whether the problem affects one fiber pair or the whole cable and coordinate with the cable owner or regional maintenance authority. A precise location matters because a repair vessel must eventually recover the cable from the seabed.

2. Traffic is moved to surviving paths

Carriers and internet providers change routing and traffic-engineering policies so flows use other cable systems, different landing points, terrestrial backhaul or, where available, satellite links. The change may be automatic for some networks and manually coordinated for others. Routing can preserve reachability while still leaving less capacity than normal.

3. Customers notice performance changes

With fewer routes available, the replacement path may be longer or already busy. Users can see higher round-trip latency, slower downloads, congested video services, packet loss or difficulty reaching destinations that depended heavily on the failed system. Local websites and services hosted on unaffected domestic networks may work normally, while international applications become sluggish. A single break therefore creates a regional capacity problem more often than a complete national or global disconnection.

Why do submarine cables fail?

The International Cable Protection Committee (ICPC) says approximately 150–200 submarine telecommunications cable faults occur globally each year in its 2025 factsheet. Its data indicates that 70–80% result from accidental human activity, particularly commercial fishing gear and ship anchors. Such incidents cluster on continental shelves and in shallow water, where anchors, trawls and other seabed-contact activity are common.

Human activity

  • Fishing: Trawling equipment can snag, drag or crush a cable resting on the seabed.
  • Anchoring: A ship anchor or dragging chain can cut or abrade a cable, especially near busy ports and shipping lanes.
  • Construction and seabed work: Dredging or other activities can damage cables if their route is not identified and protected.

Natural and technical causes

  • Geological events: Earthquakes, submarine landslides and turbidity currents can sever or bury cables.
  • Seabed abrasion: Movement of sediment or exposed rock can wear through protective layers over time.
  • Equipment defects: Faults in repeaters, power equipment, joints or terminal systems can interrupt service even when the cable itself has not been cut.

Different datasets use different definitions and periods. An ICPC global analysis reported by Submarine Networks in 2025 found an average of 199 faults per year from 2010–2024, 206 repairs in 2023, and a longest 2023 repair lasting 947 days. Those figures describe recorded faults and repairs in that analysis; they do not mean every incident takes years to fix.

Will one cable cut take a country offline?

Usually not. International carriers normally purchase or operate capacity on multiple cable systems and connect to more than one landing station. The International Telecommunication Union (ITU) describes submarine cables as “the lifelines of the global digital economy, facilitating over 99% of international data exchange.” Because so much cross-border traffic uses them, resilience depends on having independent alternatives rather than relying on one physical route.

How redundancy protects connectivity

If one cable fails, routing systems can advertise alternate paths and shift traffic. A country may still reach the global internet through another landing station, a neighboring country’s terrestrial network or a different oceanic corridor. Cloud platforms, content networks and large carriers often maintain their own route diversity, so the effect on one service can differ from the effect on another.

Why redundancy can still feel slow

Backup routes are not necessarily equal. They may have less purchased capacity, a longer geographic path or a lower-quality connection to the affected region. Providers can keep packets moving while reducing throughput for everyone sharing the surviving links. During the Red Sea cable cuts described by the Associated Press, connectivity remained available but international transit capacity fell and latency increased for some traffic.

Chokepoints and simultaneous cuts

Several cables can follow the same narrow corridor before diverging. If anchors or another hazard damage multiple systems in that corridor, nominal cable-count redundancy may provide little practical protection. Geographic diversity—routes separated by different coastlines, seas and landing sites—is more valuable than simply counting cables that share one exposed area.

Resilience factor What to examine Why it changes outage impact
Geographic diversity Whether cables use genuinely different corridors Separate routes are less likely to be hit by the same incident.
Landing-station diversity Number and independence of coastal landing points A failure at one station or coastal corridor does not remove every exit.
Spare capacity Unused bandwidth on surviving systems More headroom reduces congestion after rerouting.
Backup-path latency Distance and number of network hops on the alternate route A longer path raises response times even when throughput is adequate.
Repair dependencies Permits, maintenance agreements and vessel availability Administrative or logistical delays can extend the disruption.

How does internet traffic get rerouted?

At the global level, networks exchange reachability information and select paths according to policy, cost, capacity and technical status. A cable operator can withdraw routes that depend on the failed system or reduce their preference, while carriers steer traffic toward other international links. Inside a provider, traffic-engineering controls can rebalance flows across available circuits.

Automatic versus coordinated changes

Some failures trigger protection switching within transmission equipment in seconds. Broader rerouting may require network-operations teams to confirm the fault, check capacity and apply policy changes. Providers also coordinate with partners because an alternate landing station may belong to another carrier or require a different commercial capacity arrangement.

Why a route change is not instant recovery

Routing protocols can find a path quickly, but the path still needs physical bandwidth. If the surviving cable is full, operators may rate-limit traffic, prioritize critical links or shift only selected destinations. A service can therefore be reachable while uploads, video calls or large downloads remain degraded. When repairs restore the original system, traffic is gradually moved back and the temporary policies are removed.

How is a broken submarine cable repaired?

Repair uses a specialized cable ship and a regional maintenance arrangement. The sequence below describes a typical fault in accessible conditions; deep water, severe weather or complicated seabed conditions can add work.

  1. Confirm the fault: Shore-based test equipment estimates the location and identifies the affected cable section.
  2. Notify the maintenance organization: The owner or consortium opens a repair request and checks which contracted vessel can respond.
  3. Obtain permissions and plan the job: The operator secures port, coastal-state and maritime permissions, reviews seabed charts and loads replacement cable and jointing equipment.
  4. Sail to the area: The vessel travels from its current port, which may be far from the fault. Weather and traffic can affect the voyage.
  5. Recover the cable: A grapnel is towed along the estimated route to catch the cable. The ship lifts the section onto its deck for inspection.
  6. Cut out the damage: Technicians remove the failed portion and prepare the healthy cable ends.
  7. Add spare cable and make a fiber joint: A replacement length is inserted and the fibers are spliced in a controlled onboard environment. ITU-T design guidance says cables should be repairable and that onboard jointing should be reasonably short in good conditions.
  8. Test the repaired span: Engineers check optical performance, insulation and power behavior before returning the cable to service.
  9. Lower and secure the cable: The repaired section is placed back on the seabed, with care taken to avoid excessive bend or tension, and final tests confirm end-to-end operation.

A repair vessel may need to make more than one recovery attempt if the cable is buried, the first grapnel pass misses or the seabed is unstable. The physical splice is only one part of the restoration process; traffic policies and commercial capacity arrangements must also be returned to normal.

How long does a submarine cable repair take?

“Repair time” can refer to several different clocks: the time until a vessel leaves port, the time until it reaches the fault, the duration of the physical repair, or the point when customers regain normal service. Those milestones can be separated by days or weeks.

Stage Illustrative time Qualification
Vessel departure Within 24 hours of notification UK parliamentary evidence records this as an expected target when a suitable ship is available.
Irish Sea example Up to two days’ travel plus five days’ repair Travel and repair figures cited in UK Parliament evidence; local conditions vary.
Mid-Atlantic example Seven days’ travel plus ten days’ repair Also from UK Parliament evidence; the voyage is longer than a regional response.
Bad-weather operation About a month Severe weather can extend sailing, cable recovery and deck work.
Recorded extreme 947 days Longest 2023 repair reported in the ICPC analysis cited by Submarine Networks; an outlier, not a normal schedule.

In practical terms, a nearby fault may be physically repaired in about a week once the ship is on scene, while an oceanic fault can require several weeks from notification to completion. Delays arise from vessel scheduling, permits, weather, fishing or shipping activity at the site, difficult seabed conditions and the need to coordinate multiple cable owners.

What determines whether an outage is mild or severe?

Capacity purchased before the failure

Two countries can lose the same cable and experience different results. A network with substantial unused capacity on alternate systems can absorb traffic with little visible change. Another network that routinely runs near capacity may suffer congestion as soon as flows are moved.

Independence of the alternatives

Counting four cables is misleading if all four land at the same station or cross the same narrow seabed corridor. Resilience planning evaluates whether routes, landing facilities, power systems and terrestrial backhaul are physically and operationally separate.

Location of the affected service

Traffic to a nearby region may take a short alternate route, while traffic to a distant continent may be diverted around an entire ocean basin. Applications with latency-sensitive interactions—voice, gaming, remote desktops and financial transactions—can feel the change before bulk downloads do.

Repair and access constraints

A fault in shallow, well-charted water may be straightforward to reach, but a cable in deep water or a restricted maritime zone can require specialized equipment and additional approvals. The same network can therefore recover quickly from one cut and remain on a reduced-capacity route for much longer after another.

What should organizations plan for?

  • Document at least two physically diverse international paths, not merely two contracts that use the same landing corridor.
  • Measure spare capacity and expected latency on each backup path under peak demand.
  • Verify that DNS, cloud connections, voice services and remote-access systems can use the alternate route.
  • Include terrestrial cross-border links and satellite capacity as temporary options where their bandwidth and cost are suitable.
  • Ask carriers which maintenance authority and repair vessels serve each cable, and what notification and restoration milestones they report.
  • Maintain an incident plan that distinguishes immediate rerouting, degraded service, physical repair and full return to normal operations.

For home users, there is usually no setting that can repair a failed subsea cable. If one destination is slow while local services work, the issue may be an international route rather than the home connection. Testing another service, waiting for provider rerouting and avoiding bandwidth-heavy activity during congestion are practical short-term responses.

What the numbers say about the global repair burden

The ITU’s 2024 overview says more than 99% of international data exchange uses submarine cables and reports more than 200 repairs in 2023, equivalent to more than three per week. The ICPC’s annual estimate of 150–200 faults and its 2010–2024 average of 199 faults describe a system that experiences regular, distributed failures while continuing to operate through route diversity and maintenance agreements. These statistics explain why cable cuts are routine engineering incidents, yet still capable of causing serious regional disruption when several systems share a chokepoint.
