If your lender stops lending before your mortgage closes, your application may be paused, closed, reassessed, or handled by a receiver if the lender has failed. It does not automatically transfer to another lender or guarantee that the loan will be funded. The outcome depends on what the lender means by “stops lending,” how far your application has progressed, your agreements, and applicable local law.
First, find out what “stops lending” means
A lender can stop accepting new applications while continuing to process existing ones, suspend or close a particular application, or enter formal insolvency or receivership. Those are different situations. Ask the lender which applies to you and identify the entity currently responsible for your file.

The official guidance cited here does not establish one automatic outcome for every pending mortgage application. In particular, U.S. FDIC guidance applies to failures of FDIC-insured banks; it is not a general rule for solvent lenders changing their business, non-bank lender failures, or lenders in other countries.

Your application’s stage matters
Ask the lender to state in writing whether your file is an application, a preapproval, an approval subject to conditions, a written commitment, or a loan that has already closed and funded. These stages are not interchangeable. Do not assume a verbal indication or preapproval is a binding promise to fund; ask for the controlling documents, including any conditions, cancellation terms, expiration dates, or transfer notices.

Application or preapproval
The lender may still be assessing your eligibility, or the file may not yet have reached a credit decision. A lender’s shutdown can interrupt that process. CFPB mortgage guidance also says a lender may close an application if the borrower does not communicate an intent to proceed; “The lender cannot assume that silence means you intend to proceed.”
Approval or commitment, but not yet funded
Approval may still depend on conditions being met, and the existence and effect of any commitment depend on its wording and applicable law. Ask whether all underwriting conditions are satisfied, whether the lender still intends and is able to fund, and what happens to the commitment if the lender stops lending.

Closed and funded loan
A funded loan is different from an application awaiting closing. In an FDIC-insured U.S. bank failure, the FDIC says a loan it sells retains its terms and the new owner assumes the receiver’s obligations and commitments. That guidance concerns a loan the failed bank already holds; it does not promise that a pending mortgage application will be completed.

What to do now
- Contact the lender using a verified phone number. Ask whether your application remains active, who is responsible for it, and whether it is approved, committed, or already funded. Send a written follow-up and keep copies of notices and replies.
- Ask about your rate lock and closing date. Confirm the lock’s expiration, whether it can be extended, the extension cost, and whether the rate or Loan Estimate may change. CFPB guidance warns that a lock expiring before closing may require a fee to extend.
- Check fees and documents. Ask what happens to application and appraisal fees and request the written refund policy; CFPB says these fees may or may not be refundable. Ask what documents or completed work can be released or reused if you change lenders.
- Protect any purchase or refinance deadlines. If a closing may be delayed, tell your real-estate agent, seller, and closing professional promptly. Review the financing and closing deadlines in your contract with an appropriate professional. CFPB warns that a delay can put a contract deadline or deposit at risk.
- If necessary, compare replacement lenders quickly. CFPB recommends requesting Loan Estimates from three or more lenders. Compare the interest rate and APR, lender fees, rate-lock duration and extension cost, underwriting conditions, appraisal requirements, and a credible closing timeline. Confirm directly whether any appraisal or other work can be reused; a new lender may require its own application, documents, underwriting, or appraisal.
Switching lenders can delay or endanger a closing. CFPB guidance says a lender generally must honor Loan Estimate terms for 10 business days while you communicate your intent to proceed; after that, it may revise terms and estimated costs. Tell the lender promptly whether you intend to proceed and follow its instructions rather than assuming silence preserves your offer.

If the lender is a failed U.S. bank
For a failed FDIC-insured bank, the FDIC is appointed receiver and handles the bank’s assets, which can include loans. It says receivership generally precludes continuing lending operations. Follow the borrower notice and contact information from the FDIC, and ask specifically how your application or any unfunded commitment is being handled.
For requests for additional funding and unfunded or partially funded lines, the FDIC says it analyzes the file; possible outcomes include an advance, restructuring, or repudiation when statutory conditions apply. This is case-specific guidance, not a guarantee that a pending mortgage will be funded. For an existing loan retained by the FDIC, servicing may continue temporarily before sale; use official payment instructions and do not infer that a sale changes the loan’s terms.

What a change in application status does—and does not—tell you
U.S. Regulation C uses categories such as withdrawn, denied, incomplete, and approved but not accepted for reporting purposes. The categories depend on events such as whether a credit decision was made and whether conditions remain. A label alone is not a general legal ruling about a lender’s funding obligation or your right to damages. Review your agreements and seek jurisdiction-specific legal advice if the lender’s action affects your rights.

1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesCFPB mortgage guidance describes ordinary U.S. application and shopping processes, including the risks of delay and rate-lock expiration. It does not decide what a particular lender must do under your contract after stopping lending. The OCC describes applications, commitments, and closed loans as parts of a bank mortgage pipeline that may be processed for sale to third-party investors; that industry context does not establish that your file will transfer.

Questions to put to the lender or receiver
- Is my file still active, and which legal entity is handling it?
- Is the loan an application, preapproval, conditional approval, written commitment, or closed and funded loan?
- Are any underwriting conditions outstanding, and what deadlines apply?
- What happens to my rate lock, fees, appraisal, and submitted documents?
- If the file cannot proceed, what records can be released to a new lender, and what notice will I receive?
