Both Powerwash and ChromeOS recovery erase files stored locally on your Chromebook. That includes files in Downloads. Copies already in Google Drive or on an external drive are not erased by the Chromebook’s local wipe, so back up anything you need before you proceed.
What happens to your files in a Powerwash?
Powerwash is a factory reset. Google says it erases all user data on the Chromebook’s hard drive, including Downloads, along with apps and settings. A file saved only on the Chromebook should be treated as lost after the reset.

Powerwash does not delete files stored in Google Drive or on external storage. Those copies are separate from the Chromebook’s internal storage; to remove a cloud copy, you must delete it separately in the cloud service.

ChromeOS recovery removes and reinstalls the operating system. Google warns that recovery permanently erases everything on the Chromebook’s hard drive, including downloaded files. Previously backed-up copies in Google Drive or on external storage are not part of that local-drive wipe.

Recovery is intended for serious ChromeOS problems, such as a “ChromeOS is missing or damaged” message, or when less disruptive troubleshooting has failed. Google recommends restarting first and trying a factory reset if the Chromebook is still usable.
Powerwash and recovery: what is different?

Check where your files are stored before you start
Chromebook downloads go to the local Downloads folder by default, but files may also be in Google Drive or on an external storage device. These are distinct locations in the Files app. Before resetting or recovering, check the Files app for documents, photos, and other files you want to keep.

- Open the Files app. Check Downloads and any other local folders for files you need.
- Copy important files elsewhere. Move or copy them to Google Drive or compatible external storage.
- Verify the backup. Confirm the files appear in the destination before you begin the reset or recovery.
- Eject an external drive safely. Disconnect it when copying is complete and keep it separate during the wipe.
- Sync account information and settings where applicable. Google recommends syncing information and settings to your Google Account and backing up files before Powerwash.
Google’s [Chromebook migration guide] describes compatible USB thumb drives and external hard drives as backup destinations. Google’s [Powerwash instructions] also distinguish local data from files on Google Drive or external storage.

What if you already Powerwashed or recovered the Chromebook?
First check Google Drive and any external storage or other backup locations for another copy. Google’s guidance does not promise a general way to restore local files after either operation, and it does not give a recovery success rate. If a file existed only on the Chromebook, do not assume it can be retrieved.

Does Powerwash remove every trace of data?
For ordinary file-saving purposes, the practical point is that Google says local user data is erased. Its Chrome Enterprise and Education guidance describes a more specific mechanism: user and enterprise-owned content is encrypted at rest, and Powerwash clears cryptographic keys. Google characterizes that as a cryptographic erase, while cautioning that Powerwash does not necessarily erase every trace of user data.
That guidance says some information can persist or remain accessible after Powerwash, including critical device health and diagnostic information, knowledge used for enterprise forced re-enrollment, and information stored off-device such as synced cloud data and Google Admin console metadata. It also describes temporary encrypted files that cannot be decrypted and are overwritten or removed through normal operation. This is not a promise about forensic recovery on a particular Chromebook; it is a reason not to interpret “erase” as deleting every device or cloud-side record.

Does recovery require a USB drive?
Not always. Newer Chromebooks may offer recovery over the Internet. If that option is unavailable or unsupported, Google’s USB recovery method uses a flash drive with at least 8 GB of capacity. Preparing the recovery drive erases its contents, so do not use a drive containing files you have not backed up. The USB drive is for reinstalling ChromeOS; it is not a requirement for Powerwash or a substitute for backing up personal files.

Google’s Local data recovery feature is a separate feature for accessing local Chromebook data after a forgotten password, if the feature was enabled and the device supports it. Google says it is available on Chromebooks starting with ChromeOS M118, subject to device support. Recovering access to a Google Account does not, by itself, provide access to locally stored Chromebook data. Neither process should be confused with ChromeOS recovery, which reinstalls the operating system and erases the local drive.
