If an exchange freezes withdrawals, your crypto can become inaccessible through the app even while the underlying blockchain keeps operating. A freeze does not by itself prove that the company is insolvent or committing fraud; it can result from financial stress, a technical incident, legal restrictions or another operational problem.
If the company later fails or enters bankruptcy, access becomes a legal and insolvency question. Your recovery may depend on the account agreement, whether the platform held or reused customer assets, the assets remaining, your claim’s priority and the law governing the proceeding. There is no general guarantee of immediate access or full recovery for crypto held with an exchange.

First, separate the exchange from the blockchain
An exchange app is an intermediary. It may maintain an internal balance for you rather than sending every purchase to an address you control. The blockchain network can continue confirming transactions while the intermediary blocks transfers from its own wallets or account system. In that situation, the network is not necessarily frozen; your route to it is.

A third-party custodian can add another layer. An app may use a separate company to hold keys or assets, so the identity of the legal counterparty and the custody contract matter. The brand shown on your phone is not enough to determine who owes you what.

What a withdrawal freeze means
A withdrawal freeze means the platform is not allowing you to move assets to an external address or bank account. It may affect one token, one network or all withdrawals, and it may be temporary or persist. The U.S. Securities and Exchange Commission (SEC) identifies suspended withdrawals as a risk of crypto intermediaries but does not establish a universal cause or duration.
Do not diagnose a particular company from an error message alone. A maintenance event, a blockchain congestion problem, a security review, a regulatory order or a liquidity shortfall can produce similar symptoms. Trading may continue while withdrawals are disabled, or the entire app may become unavailable.
What a company failure adds
Failure, receivership or bankruptcy creates a separate question: who owns the assets and how will claims be handled? The SEC has warned that customers of crypto entities may cease to have legal ownership of deposited assets, may not be able to get them back when they want, and may face uncertainty about recovery in bankruptcy. The result depends on the entity, contract, custody structure, asset use and applicable law.

- Engineered to last up to 25 years: Waterproof (IP69K), shockproof and tested for extreme temperatures from −25°C to 50°C. A durable cold wallet with long‑term protection and independently audited security.
- Trusted by 6 million users worldwide - buy, sell, swap, stake, and spend cryptocurrency directly. The secure offline storage wallet designed for how people actually use crypto wallets
- Assets are returned in kind. A court or administrator may determine that identifiable customer property was held in custody and should be returned, subject to the case’s rules and available assets.
- You receive a bankruptcy claim. If the platform used, pledged or commingled assets, you may be treated as a creditor rather than as the direct owner of specific coins. The claim can be paid only from the estate’s available value and according to its priority.
- Recovery is partial or delayed. Litigation over ownership, valuation, records and creditor priority can take months or years. A recovery percentage can change as assets are sold, recovered or distributed.
- Different products receive different treatment. A custodial balance, an interest-bearing account, a margin position and a token held in a separate wallet may have different contractual and legal treatment.
A company filing discussing U.S. bankruptcy law has described uncertainty over whether bitcoin held by a bankrupt custodian would be treated as property of the bankruptcy estate or whether the owner would be a general unsecured creditor. That is an example of the legal issue, not a prediction for every exchange or every country.
Why the account agreement matters
Read the agreement for the exact operating entity, not just the app name. Look for clauses stating:
- whether you retain title or grant the platform rights to use, lend, stake or rehypothecate assets;
- where assets are held and whether customer property is segregated from company property;
- when the platform may suspend withdrawals or close an account;
- which law and courts govern disputes;
- how claims are handled if the company becomes insolvent; and
- whether the platform can change terms with notice through the app or email.
Save a dated copy of the agreement and every version that applied while you held assets. Terms displayed after a freeze may not be the same terms that governed your deposit.

Why insurance and “proof of reserves” do not guarantee access
Crypto balances are not automatically bank deposits
The SEC says crypto-entity accounts do not receive the same protections it describes for FDIC-insured bank deposits or SIPC-covered registered securities accounts. The alert states: “There are no such protections for accounts that you place with crypto asset entities.” This does not mean every product has identical legal treatment; it means you should not assume that a crypto balance inherits bank or brokerage insurance merely because an app displays a dollar value.

A reserve snapshot is only one piece of evidence
Proof of reserves is usually a point-in-time assessment of selected assets. The SEC cautions that such assessments are not as rigorous or comprehensive as financial-statement audits. A snapshot may omit liabilities, fail to show what happened between reporting dates, or leave unclear whether customers rank behind other creditors. An exchange can appear to hold substantial coins and still lack enough assets, liquidity or legal capacity to satisfy all claims.
When evaluating a reserve statement, ask who performed it, what entities and wallets were included, whether liabilities were reported in full, what date the balances represent and whether customer-level claims were tested. Treat it as evidence with a defined scope, not as a promise that withdrawals will always work.
What the Celsius and FTX cases demonstrate
Past proceedings illustrate why an app’s assurances are not a substitute for understanding custody and controls.

|---|---|---|
| Celsius, CFTC account (2023) | Withdrawals were frozen on June 12, 2022. The company filed for bankruptcy on July 13, 2022, with liabilities exceeding assets by more than $1 billion. The CFTC complaint described approximately $20 billion deposited by customers. | A withdrawal suspension can precede a bankruptcy filing, and a large customer base does not ensure that assets are available for immediate return. The $20 billion figure is the CFTC’s description of allegations and context, not an independently audited customer-balance figure. |
| FTX, CFTC account (2024) | The CFTC announced a court order requiring FTX and Alameda to pay $12.7 billion in monetary relief to customers and fraud victims, including $8.7 billion in restitution and $4 billion in disgorgement. | The amounts are specific to that court order; they are not a typical recovery rate and do not mean every customer received that sum. The CFTC reported that customer funds were commingled and misappropriated despite public claims about custody and segregation. |
| Celsius founders, FTC release (2026) | The Federal Trade Commission reported that the founders agreed to pay a total of $16.5 million to resolve FTC charges. The release says proposed stipulated orders have force of law when approved and signed by a district court judge. | Do not describe the proposed orders as court-approved unless approval is separately confirmed, and do not assume an enforcement resolution equals repayment of every customer claim. |
On the FTX resolution, CFTC Chairman Rostin Behnam said: “FTX used age-old tactics to create an illusion that it was a safe and secure place to access crypto markets. But the basic regulatory tools, like governance, customer protections, and surveillance that exist to identify misconduct and ultimately prevent collapse, were simply not there.”

What to do when withdrawals stop
The following steps preserve information and reduce avoidable mistakes. They are general information, not individualized legal or financial advice.
- Confirm the scope of the freeze. Check the platform’s status page, email notices and in-app messages. Note the exact time, affected assets, network and error text. A network-specific problem is different from a company-wide suspension.
- Stop sending more funds to the platform. Do not deposit additional crypto or fiat merely to test the system. A new transfer can increase the amount exposed while providing no remedy.
- Preserve records. Download account statements, transaction histories, deposit addresses, withdrawal requests, support tickets and the account agreement. Keep screenshots with timestamps and retain original emails. If the app becomes unavailable, records already saved elsewhere may be essential.
- Check whether a withdrawal was actually broadcast. If the platform supplied a transaction hash, verify it on the relevant blockchain explorer. A confirmed transaction has left the platform’s control; a request that has no broadcast transaction remains an internal platform obligation.
- Secure your accounts. Change the exchange password if you still can, enable multifactor authentication, review API keys and revoke keys you do not recognize. Do not share seed phrases, one-time codes or remote-access credentials with anyone claiming to recover funds.
- Read official legal notices. If a court appoints a trustee, administrator or claims agent, use the notice’s instructions and deadlines. Submit only through the official channel identified in the filing, and keep proof of submission.
- Get professional advice for a material loss. A lawyer familiar with insolvency and digital assets can assess the governing contract, entity, jurisdiction and claim process. Avoid anyone promising a guaranteed recovery for an upfront fee.
What not to infer from a freeze
- A freeze alone does not prove insolvency, fraud or permanent loss.
- A working trading screen does not prove that assets are available for withdrawal.
- A reserve announcement does not prove that all customer liabilities are covered.
- A regulator’s enforcement action or a settlement does not automatically determine your private claim or payment date.
How to compare custody arrangements before depositing
Use the following questions to compare real options. Identify the exact legal entity and product, because protections can differ within the same corporate group.
| Question | Why it matters | Evidence to look for |
|---|---|---|
| Who is the legal counterparty? | The app’s brand may not be the company that holds your assets or signs the contract. | Legal name, jurisdiction, registered address and the agreement’s governing-law clause. |
| Who controls the keys? | Withdrawal access depends on the party controlling the relevant wallets and approval systems. | Clear custody description, segregation policy and any third-party custodian disclosure. |
| Can assets be lent, staked or reused? | Use can create additional counterparty and liquidity risk and may change your legal position. | Specific consent language, product terms and explanations of collateral or rehypothecation. |
| When can withdrawals be suspended? | Broad discretion can leave you unable to exit during stress. | Trigger events, notice requirements, network exceptions and any suspension duration language. |
| What supports solvency claims? | Assets alone do not reveal liabilities or activity between snapshots. | Scope and date of any reserve assessment, liability methodology and audited financial information where available. |
| What protections apply? | Crypto held with an exchange is not automatically covered by FDIC or SIPC protections. | Product-specific disclosures from the entity and the relevant regulator, rather than an assumption based on the app’s appearance. |
Does self-custody solve the problem?
Holding keys yourself can remove the exchange’s ability to block a withdrawal from that wallet, but it changes the risk rather than eliminating it. A hardware wallet is one possible tool for keeping keys away from an exchange; this material does not establish that any particular product is suitable.
With self-custody, you become responsible for device security, software updates, backups, address verification and recovery information. Losing the recovery phrase, exposing it to malware or sending assets to an incorrect address can make funds unrecoverable. There is also no exchange support desk that can reverse a mistaken blockchain transfer. Decide whether you can manage those responsibilities before moving assets, and test a small transfer only after verifying the destination network and address.
Geography and uncertainty
This explanation is U.S.-centered because the cited regulator alerts, enforcement releases and bankruptcy discussion concern U.S. entities or proceedings. Other countries may apply different insolvency priorities, custody rules, licensing regimes and consumer protections. Even in the United States, the result can differ by entity, contract, account type, asset and court order.
The practical conclusion is narrow but important: an exchange balance is a claim governed by a relationship with an intermediary, not the same thing as direct control of coins on a blockchain. Before depositing, understand that relationship; after a freeze, preserve evidence and follow the formal process rather than assuming the app’s status message tells you the final outcome.
