A restriction on a decentralized exchange (DEX) website or app does not automatically transfer or erase crypto held in your self-custody wallet. It may block one route for viewing or managing a position, while the wallet and blockchain protocol present separate questions. What you can access or withdraw depends on what was restricted, how the position is held, the chain and protocol involved, and the laws that apply to you.
First, identify what was restricted
“The DEX is blocked” can describe several different situations: a company-operated website is unavailable, a wallet app has disabled a feature, a particular address or token contract is restricted, a protocol cannot be used, or a law prohibits specified services in a jurisdiction. Those are not interchangeable. Read the notice or order to determine who it covers, what conduct it addresses, and where it applies.

A restriction on an interface may affect the convenient access point without resolving what a wallet or protocol permits. Conversely, an available interface does not establish that a transaction is legally permitted. A token contract, wallet provider, blockchain, court order, sanctions measure, or local rule can impose separate limits. The cited sources do not determine the outcome for an unspecified DEX or user.

Does a DEX restriction freeze tokens in your wallet?
If tokens are in a self-custody wallet, control of the private keys is distinct from access to a particular DEX interface. A May 2025 submission to the SEC Crypto Task Force describes wallets as tools for interacting with public blockchains and says DEX integrations can sign and broadcast transactions without custodial intermediation. That is the submission’s description, not a universal finding that every wallet or asset remains usable in every circumstance. Read the SEC Crypto Task Force submission.

The SEC Division of Trading and Markets’ April 13, 2026 staff statement defines a self-custodial wallet, for the statement’s purposes, as one where neither the wallet provider nor its associated interface has custody of or access to the user’s private key. The statement discusses certain broker-dealer registration circumstances for interfaces that prepare transactions involving crypto-asset securities; it is interim staff guidance, not a ruling that every DEX interface is lawful or must remain available. The staff says it may be withdrawn five years after publication absent intervening Commission action. Read the SEC staff statement.
So, can you still access your crypto if a DEX is blocked? You may still control assets in a self-custody wallet, but that does not guarantee a particular token can be transferred, that a compatible transaction route exists, or that using one is lawful. The answer depends on the specific asset, wallet, chain, and restriction.

What happens depends on the position type
| Position | What a restriction may affect | What to check |
|---|---|---|
| Tokens in a self-custody wallet | The DEX interface may no longer show or help manage the balance; that alone does not establish that the interface operator held or seized the tokens. | Who controls the keys, the token contract and chain, and whether the restriction covers the wallet, address, asset, or transaction. |
| Liquidity-provider (LP) position | The position is connected to a pool, rather than being merely a plain token balance in a wallet. A blocked interface may make management less convenient, but does not establish a universal withdrawal path. | The exact pool and position contract, the protocol’s current documentation, and any contract-specific exit conditions. |
| Borrowed, leveraged, staked, or other managed position | Contract rules or position-specific obligations may matter. The cited enforcement example does not establish what happens to every such position. | The relevant contract, collateral or other position terms, any deadlines, and the scope of the restriction. |
| Balance with a custodial provider | This is not the same as a self-custody balance. The cited SEC staff statement excludes custodial wallets from the circumstances it addresses. | The provider’s terms, the applicable notice or order, and the rules governing that provider and account. |
The CFTC describes Uniswap protocol pools as matched pairs of digital assets, supporting the distinction between an LP position and a plain wallet balance. It does not set out general withdrawal rules for LP positions. Consult the documentation for the specific pool and position contract rather than assuming a standard exit method. Read the CFTC’s September 4, 2024 release.

A different interface or direct interaction with a protocol might be technically possible in some cases. That possibility is not a recommendation to bypass a restriction, a guarantee of safety, or proof that the transaction is lawful. Before taking action, establish what the restriction covers and whether it applies to your location, account, address, asset, or conduct.

Regulatory actions illustrate why scope matters:
- United States example: The CFTC’s September 4, 2024 release says an order against Uniswap Labs found that certain leveraged or margined retail commodity transactions in digital assets were offered through a decentralized trading protocol. The order required a $175,000 civil monetary penalty and a cease-and-desist remedy for the charged Commodity Exchange Act violations. The release does not say that all users’ spot-token positions were seized or that all DEX activity was restricted. See the CFTC release and its stated scope.
- China example: A February 6, 2026 multi-agency notice recorded by the China Securities Regulatory Commission states that specified virtual-currency-related business activities are prohibited in China and that overseas entities and individuals may not illegally provide related services to domestic subjects. This is a jurisdiction-specific example, not a global rule or an answer for people outside its scope. Read the China Securities Regulatory Commission notice.
Neither example establishes a universal rule for every DEX, position type, or user. The exact legal instrument and the person or activity it covers are decisive.

- Read the restriction itself. Identify the issuing authority or service provider, the date, the jurisdiction, and the named entities, addresses, assets, services, or conduct it covers.
- Confirm where the assets are held. Determine whether you control the wallet’s private keys or whether a centralized custodian holds the balance. Do not assume an interface account and a wallet address are the same thing.
- Identify the exact position and chain. Record the token contract, network, pool or position contract, and whether the position is a simple balance, LP position, or borrowed, leveraged, staked, or otherwise managed position.
- Check the relevant protocol documentation and contract conditions. Look for the position’s current management and exit rules, including any collateral requirements or deadlines that apply to that position. The sources cited here do not provide universal withdrawal instructions.
- Separate the technical question from the legal one. A transaction that a wallet can prepare or a network can process may still be restricted by applicable law or an order. If the scope is unclear, seek qualified advice in the relevant jurisdiction before acting.
These checks help frame the question; they do not guarantee that a position is transferable or withdrawable. For a specific answer, the restriction, custody arrangement, contract, chain, and jurisdiction all need to be known.
